1 Cowlitz County Board of Commissioners Minutes November 10, 2015 Vol. 521 Michael A. Karnofski, Chairman Dennis P. Weber, Commissioner Joe Gardner, Commissioner Tiffany Ostreim, Clerk of the Board Commissioner Karnofski called the regular meeting to order at 9:00 a.m. Commissioner Weber was present and Commissioner Gardner was absent-excused. Pledge of Allegiance Led by Commissioner Karnofski. Approval of Minutes of October 27, 2015 and Special Joint Meeting of October 22, 2015 Approval of Consent Agenda of November 10, 2015 Commissioner Weber moved to approve the minutes of October 27, 2015 and Special Joint Meeting of October 22, The motion carried. Commissioner Weber moved to approve the Consent Agenda of November 10, The motion carried. Citizen Comments Dick Ford, 460 North Maple Hill Road, Kelso; read a statement into the record. Has a petition from most of the owners on the road for a solution to the speeding on North Maple Hill Road. Commissioner Karnofski stated they have seen the petition. They have reviewed the petition with Public Works and requested additional information. Public Works will respond with additional information on the request. The counter was put on the road at the request of the Commissioners to find the total volume on the road. Not a speed indicator. Ford explained the road is windy and steep. There are two posted speed limit signs of 30 miles per hour. Matts Custom Meats has increased their business. He is the only one taking wild game in the county. The number of people has increased about 10 fold. There are four bus stops. The road is no more than 20 feet wide. There are no shoulders. No room for people to get their mail from their mailboxes or walk along the road. There are two UPS deliveries a day. Matts Custom Meats has rendering service three times a week. There are many hunters that use the road. There is a cemetery. No parking lot for funerals. People park on the road. Have not seen a Sheriff Deputy doing traffic patrol. There was recently a near miss. The Sheriff s Department was contacted. Was told they will not see traffic patrol on their road because the Sheriff does not have the man power. Have seen 3 wrecks in the last couple of years. Unless a Sheriff Deputy sees someone speeding, they can t do anything. The speed limit originally was 25 miles per hour. Petition from owners on Ranch Road successfully raised the speed limit to 30 miles per hour. There is increased traffic. Have seen people doing 70 to 80 miles per hour. Would like to see patrol and a few tickets. Would slow a few locals. Would also like to see speed bumps. Was told Public Works can t do because the snow plows would take out. Can install removable bumps that are cheap. Can put markers at both ends of the bumps. Rarely do they have snow. The last thing is to lower speed limit back to 25 and patrol. If you don t patrol and don t give tickets, they won t slow down. Commissioner Karnofski thanked him for the information. Have seen the petition. Have asked Public Works to provide more information. Have monthly meeting with Sheriff today. Will pass on concern.

2 Commissioners Minutes Vol. 521 Page 2 Adam Davidson, 519 North Maple Hill Road, Kelso; stated he walks the road daily. There is a business run in a residential neighborhood. Brings a huge volume of traffic that wouldn t be out there. Neighbors are speeding. But believes people going to the business are the main problem. Jim Hill, 1100 North 22 nd Avenue, Kelso; requested the Board develop a report card to allow citizens to evaluate whether the dollars invested in Love Overwhelming and the low barrier shelter have given a fair return on meeting their mandates. Should be some manner in evaluating to date that tax payers are receiving a benefit before continuing the funding. You can publish it in The Daily News, circulate to people. Strong sentiment that funding for the continued operation of the facility should not be given if there is not a benefit. Demographics say in Kelso 36% of our 18 and younger folks live beneath the poverty level. About 28% are at risk for entrance into juvenile criminal justice system. Primarily drugs. Request you evaluate potential for a youth program and summer jobs. The funds must be available somewhere that we can direct to our youth for a voluntary program. Need to try to stop what is going on in our streets and young people. Commissioner Karnofski stated the Homeless Coalition does an annual audit of the low barrier facility. Will work with coalition that public has input. Meets with city manager and mayor on regular basis. City has provided some additional contract information. Will continue to work on that program. Youth in poverty is correct. Funding is hard to find. The county provides summer employment for young people graduating and continuing in college. Southwest Washington Work Force Development Council (SWWDC) is place to look for those funds. Will talk to them. Other issue is having appropriate jobs that people can do with all the requirements. Hard to do, but understand. Working with South Kelso neighborhood to pick out owner owned houses and working with SWWDC so kids can learn construction techniques. Understand children not being able to work. Activity being worked on in variety of areas. Resolution No Request and Agreement for Reimbursable Work for grading and maintenance of the Cougar Rest Area parking lot; total cost not to exceed $4,000 Commissioner Weber moved to approve the Request and Agreement for Reimbursable Work for grading and maintenance of the Cougar Rest Area parking lot; total cost not to exceed $4,000. The motion carried. Resolution No Request and Agreement for Reimbursable Work for grading the parking lot at 1796 Westside Highway for Cowlitz 2 Fire & Rescue; total cost not to exceed $500 Commissioner Weber moved to approve the Request and Agreement for Reimbursable Work for grading the parking lot at 1796 Westside Highway for Cowlitz 2 Fire & Rescue; total cost not to exceed $500. The motion carried. Emergency Work Invoice and Agreement with Sessions Plumbing & Heating Inc. for the Cowlitz County Jail Hot Water Boiler replacement project; total amount of $10, including WA State sales tax Commissioner Weber moved to approve the Emergency Work Invoice and Agreement with Sessions Plumbing & Heating Inc. for the Cowlitz County Jail Hot Water Boiler replacement project; total amount of $10, including WA State sales tax. Amendment No. 4 to the Consolidated Contract No. C17107 with State of WA Department of Health which adds statements of work for the TB Program effective July 1, 2015 through December 31, 2017; an increase of $5,100 for a revised maximum consideration of $372,943 - Commissioner Weber moved to execute Amendment No. 4 to the Consolidated Contract No. C17107 with State of WA Department of Health which adds statements of work for the TB Program effective July 1, 2015 through December 31, 2017; an increase of $5,100 for a revised maximum consideration of $372,943. 3 Commissioners Minutes Vol. 521 Page 3 Washington State Department of Ecology (DOE) Agreement No. W2RCPG CwCoHH for monitoring 13 solid waste handling facilities and sites, investigating solid waste complaints including assistance with hulk or nuisance vehicles, and education and outreach to prevent solid waste violations for a period of July 10, 2015 through June 30, 2017; total consideration of this project is $91,042 Commissioner Weber moved to approve the Washington State Department of Ecology (DOE) Agreement No. W2RCPG-1517-CwCoHH for monitoring 13 solid waste handling facilities and sites, investigating solid waste complaints including assistance with hulk or nuisance vehicles, and education and outreach to prevent solid waste violations for a period of July 10, 2015 through June 30, 2017; total consideration of this project is $91,042. Personal Services Agreement No. CIT-SA 16 with Cowlitz Indian Tribe for substance use disorder treatment and support services in Cowlitz County for the period beginning July 1, 2015 through March 31, 2016; maximum contract amount not to exceed $17,000 - Commissioner Weber moved to approve Personal Services Agreement No. CIT- SA 16 with Cowlitz Indian Tribe for substance use disorder treatment and support services in Cowlitz County for the period beginning July 1, 2015 through March 31, 2016; maximum contract amount not to exceed $17,000. This is available to all youth. Cowlitz Indian Tribe is an excellent partner. They provide very good support. The motion carried. Third Addendum to Lease Agreement with Jovik LLC for office space at 900 Ocean Beach Highway, Longview extending the lease for one year, ending November 15, 2016 and providing for rent in the amount of $6,695 per month effective January 1, 2016 Commissioner Weber moved to approve Third Addendum to Lease Agreement with Jovik LLC for office space at 900 Ocean Beach Highway, Longview extending the lease for one year, ending November 15, 2016 and providing for rent in the amount of $6,695 per month effective January 1, The rental rate has been established by the parties on the basis of $1.00 per square foot on an agreed net usable rental area of $4,000 square feet. Personal Services Agreement with Systems For Public Safety for up-fitting County Sheriff's Office vehicles for a period of August 1, 2015 to August 1, 2019; cost not to exceed $250,000 Matt Hanson, Purchasing; stated this contract is in alignment with Clallam County contract. We are utilizing an Interlocal Agreement. Formerly took our cars to Corvallis. By this contract we now have the work being done in Washington State in the City of Lakewood. Allows vendor to expand the list to Sheriff s Office. We are saving about $500 per vehicle. This was publicly bid by Clallam County. Columbia Ford has statewide contract for vehicles. They provide some outfitting. For other needs of the Sheriff, Systems for Public Safety offers what we need. Cut turnaround by about 5 weeks per vehicle. We are taking savings and putting into cars offering more options and protection for officers. Very nice product. Sheriff is very happy with. Not to exceed $250,000. It is a four year contract. This provides flexibility. Commissioner Weber moved to approve Personal Services Agreement with Systems For Public Safety for up-fitting County Sheriff's Office vehicles for a period of August 1, 2015 to August 1, 2019; cost not to exceed $250,000. The motion carried. Power of Attorney (POA) with Enterprise Fleet Management, Inc. to act as agent for Cowlitz County in all matters pertaining to registration, licensing, and titling of motor vehicles owned by or leased to Cowlitz County Matt Hanson, Purchasing; stated we are spending less to do more. Power of Attorney allows vendor do all registration, licensing, and titling work for us at no additional cost.

4 Commissioners Minutes Vol. 521 Page 4 Commissioner Weber moved to approve the Power of Attorney (POA) with Enterprise Fleet Management, Inc. to act as agent for Cowlitz County in all matters pertaining to registration, licensing, and titling of motor vehicles owned by or leased to Cowlitz County. The motion carried. Appointment of Steven Kasson to the office of Diking Improvement District No. 15, Supervisor Position No. 1 for an unexpired term which will expire February, Mr. Kasson must file with Cowlitz County Elections for a six year term ending in February, 2022 Commissioner Weber moved to appoint Steven Kasson to the office of Diking Improvement District No. 15, Supervisor Position No. 1 for an unexpired term which will expire February, Mr. Kasson must file with Cowlitz County Elections for a six year term ending in February, The motion carried. Consent Agenda Call for Bids Request for Proposals - Wildfire Hazard and Risk Assessment Data; Proposals due December 1, 2015 prior to 11:00 a.m. Agreements Evergreen Vending Account Service Agreement for three machines, two drink and one snack, on the first floor of the Administration Building. There is no cost to the County other than electrical supply to each machine. Evergreen Vending provides 10% of all revenue to the Washington State Department of Services for the Blind as required by statute. Cowlitz County Public Works Comprehensive Strategic Plan Correspondence Letter dated October 22, 2015 to the BOCC from Bill Zimmerman, Clark/Cowlitz County Farm Bureau; regarding next steps for the Voluntary Stewardship Program. Letter dated November 10, 2015 to Kelly Clary from the BOCC appointing her to the Rodeo Board; term to expire October 31, Letter dated October 26, 2015 to the BOCC from Eric Rickerson, Washington Fish and Wildlife Office; regarding a proposed rule to reclassify the Columbia River distinct population segment (DPS) of Columbia white-tailed deer from endangered to threatened under the Endangered Species Act. Letter dated November 5, 2015 to Ron Junker from the BOCC with congratulations on his retirement. Letter dated October 30, 2015 to the BOCC from Rachel Sears, Floodplain Management Branch, Federal Insurance and Mitigation Administration, US Department of Homeland Security; stating Cowlitz County has until December 16, 2015 to adopt and have the Department of Homeland Security's Federal Emergency Management Agency Regional Office approve floodplain management measures that satisfy 44 Code of Federal Regulations (CFR) Section 60.3(d) of the National Flood Insurance Program regulations. Letter dated November 10, 2015 to Ada Hutson from the BOCC appointing her to the Veterans Advisory Board; term to expire October 31, 2019.
