1 Regular Council Meeting Tuesday, 412 Main St. - City Hall Frankfort, Michigan (231) Meeting was called to order by Mayor Johnson at 5:30 p.m. Pledge of Allegiance Roll Call Present: Condon, Holwerda, Johnson, Luedtke, Walenta Absent: None Also: Department Heads Kidder, Lozowski, Mills Public: 3 Request to Appear Before Council None Public Input None Correspondence Judy Macey Resignation from Tree Board Judy Macey Thank you to Josh Mills for meeting with the League of Women Voters Colton Ryder Thank you to Josh Mills for allowing him to job shadow Approval of Minutes Motion by Holwerda, seconded by Condon to approve regular meeting minutes of 11/15/2016 as presented. Approval of Bills Motion by Johnson, seconded by Holwerda to approve prepaid vouchers # in the amount of $216, of which $34, was paid to insurance payment (2 months) and $119, for 7 th Street Beach Project. Payroll voucher # in the amount of $66, Motion by Holwerda, seconded by Condon approving monthly vouchers # in the amount of $85, Motion by Johnson, seconded by Luedtke approving voucher #48417 payable to JoAnn Holwerda in the amount of $50.00 for election testing. 2 Page 2 Committee Reports a) Personnel Nothing to report b) Public Safety Condon reported that Walenta and she met with the Chief of Police and had a very productive meeting. They discussed possible changes to the RV ordinance, skateboards, a PT officer, pier safety and trying to get the USCG involved in responding to emergencies off the pier. His police officers are not skilled at water rescue and the Coast Guard would be accessible in a short amount of time. c) Finance Had a meeting today and most all budget amendments were housekeeping issues. Amendments are on the agenda and a transfer back from sewer to water was discussed and will need to be added to the motion regarding budget amendments. d) Water/Sewer & Solid Waste Discussed connection costs, when two houses are on one line, working on sewer connections, lead in the pipes and the need to make homeowners aware. e) Recreation Board No meeting. f) Fire Advisory No meeting. g) Planning Commission No meeting. h) Airport Authority Everything is moving along. MDOT says that the airport is moving in the right direction. Dick Bayer is the airport administrator and is getting assistance from LeRoy Reed and Doug Kirk. They are doing repairs to the runway. The MDOT is on schedule to assist. i) Grants Mills received an award from the DNR for the Recreation Passport Grant for restrooms at Market Square Park. j) BLUA Nothing new to report. k) Marina Authority no meeting. l) Tree Board Nothing to report. m) Downtown Development Authority Adopted resolution for website. Working on the development of the website.

3 Page 3 n) Commissioner s Report Commissioner Griner was unable to attend. Departmental Reports Clerk/Treasurer The recount asked for by Jill Stein was finally denied. The recount would have been quite an expense to the State. Recounts for us would be easy since we have the paper ballots and we are only recounting one office. Ross Hammersley has been working on policies and procedures for the City and should be ready for our next meeting. Winter taxes were mailed out on the 1 st of the month. DDA parcels were not broke out so those will be handled separately during settlements. The staff will be having a potluck on the 17 th of December and council is welcome to attend. Superintendent Mills is taking vacation on December 21 st and returning on January 9 th. Mills and Condon met on December 6 th to discuss the vending policy. The focus of the meeting was to discuss fees, components associated with vending space and signage. Mills and Condon would like input from the council to help in a draft policy. The 7 th Street Beach project is shaping up nicely. The retention areas are planted and the access drive and parking areas are nearly complete. Mills feels we will still need additional funds for the park pavilion and restroom facility. Mills has been attending meetings where workforce housing is a hot topic. This is housing for middle income folks not on assistance to be able to rent or purchase property in the City. Mills would like to see mixed-use or multi-family developments available. There is also a need to re-establish building trades programs in the schools. Mills reported that the DPW has been busy with streets and snow removal, maintaining parks, signage, and finishing leaf pick-up. Chief of Police Chief Lozowski reported that complaints were down slightly from last year. The portable radios purchased through the Region 7 grant will be in service soon. Lozowski will be attending a Water Safety/Drowning Prevention Class at the National Park Service in Empire. Snow removal warnings and tickets commenced as of the 1 st, of December. Old Business Vendor Policy Update Condon and Mills met to discuss policy changes. Will be looking for input from the council. Recreation facility updates- This agenda item was tabled.

4 Page 4 New Business A) Tribal Grants - Mills Motion by Johnson, seconded by Walenta to authorize City Superintendent and Police Chief to submit tribal grants to the Grand Traverse Band of Ottawa and Chippewa Indians on behalf of the City of Frankfort, Police Department and Fire Department. B) Banking Authorization and Information Kidder Motion by Condon, seconded by Walenta to authorize the Mayor and Mayor Pro-tem to sign the documents required from State Savings Bank to open a savings account for crowdfunding and also appropriate signature cards. C) Sheriff Snowmobile Patrol Contribution - Kidder Motion by Holwerda, seconded by Walenta to approve contribution of $300 to help support the Snowmobile Safety Program. D) Committee Appointment Motion by Mayor Johnson, no second required to appoint Roland Anderson to the Board of Review term expiring 04/15/2019. E) Budget Amendments - Holwerda Motion by Johnson, seconded by Luedtke to approve budget amendments as presented and transfer $15,000 from the Sewer Fund back to the Water Fund for partial repayment. F) Fire & 1 st Responder Personnel Contract Mills Motion by Condon, seconded by Walenta to amend the Firefighter/MFR Personnel Contract associated with on-call service from $8.75/hour to minimum wage.

5 Page 5 G) FCCAA Administrator Contribution - Mills Motion by Holwerda, seconded by Johnson to authorize payment of $2, (For November and December) and $1, per month until the end of our fiscal year (June 30, 2016) to the Frankfort City-County Airport Authority in order to cover the City of Frankfort cost share associated with the administrator position. H) Sale of Fixed Asset Police Car - Mills Motion by Condon, supported by Walenta to authorize the sale of the 2010 Chevy Impala to the Frankfort City-County Airport Authority in the amount of $2, I) Service Credit from MERS Kidder Motion by Condon, seconded by Johnson to sign the Service Credit Opt-Out Form and apply it to all divisions and authorize Kim Kidder to sign on behalf of the City. J) Netlink Copier Re-new Lease or Replace - Kidder Motion by Holwerda, seconded by Walenta to authorize Kim Kidder to sign a 3-year lease with Netlink (or their financial company TEAM Financial) to lease a Sharp MX 3550N copier. PUBLIC INPUT Nancy Bordine 1100 Main St/808 James St Thought she was going to be involved in the vending policy changes. Mills informed her that they are just getting started and gathering input and would be glad to have her input and involvement when they start putting something together. Dick Bayer Updated council on the airport happenings. Bayer took the airport manager test and spoke with people from the MDOT. MDOT relayed to Bayer that there was a lot of contention with the previous board and administration not wanting to work with the MDOT. Bayer informed MDOT that there is a new board that would like to see the airport get recertified to the level is was before it was downgraded. He was told that the airport is headed in the right direction and MDOT is willing to work with them to see that this gets done. Bayer said that they just need to start working on a checklist of corrections and could possibly get upgraded before next summer.
