1 Regular Council Meeting Tuesday, 412 Main St. - City Hall Frankfort, Michigan (231) Meeting was called to order by Mayor Johnson at 7:00 p.m. Pledge of Allegiance Roll Call - Present: Condon, Holwerda, Johnson, Walenta Also Present: Department Heads Kidder, Mills Absent: Luedtke Request to Appear Before Council Public Input Correspondence Cathy Carter Thank you for library parking lot lights Frankfort-Elberta Chamber of Commerce Thank you for help with Fall Fest Curt Rood Would like jet fuel at airport Approval of Minutes Motion by Johnson, seconded by Walenta to approve regular minutes of 10/21/2014 as presented. Motion by Holwerda, seconded by Condon to approve the special meeting of 11/03/2014 as presented. Approval of Bills Motion by Holwerda, seconded by Condon to approve prepaid vouchers # and in the amount of $54, Payroll vouchers # in the amount of $36,039.94

2 Page 2 Motion by Johnson, seconded by Walenta approving monthly voucher #45810 in the amount of $80, to Luedtke Engineering for the Emergency Dredge Project as presented. Motion by Condon, seconded by Walenta approving monthly vouchers # in the amount of $69, as presented. Committee Reports a) Personnel/Public Safety There is a meeting on December 10 th at 11 a.m. to go over the Chief of Police six month review. b) Finance The next finance committee meeting will be December 10 th at 9 a.m. c) Water/Sewer & Solid Waste A meeting was held on November 17 th to discuss the Elias bill and look at rates for water and sewer. After discussing the bill for Ms. Elias, the committee decided that it was her responsibility according to ordinance The committee also went over sewer rates and decided that an increase in the sewer ready-to-serve charge is where an increase might take place. The last time rates were increased was The committee will be gathering more information and reporting back to the council and hold public meetings to inform users. Recreation Board e) Fire Advisory No meeting f) Planning Commission Discussed the new private road up by Day Ave. called Chickadee Lane. It meets all the requirements of the City and for access by the fire department. The commission is waiting for answers from the attorney on questions raised regarding the Marina at Harbor Lights Condo project. g) Airport Authority Jay Darling is no longer the airport manager. He has turned in his keys and a new manager and contract is in the works.

3 Page 3 h) Grants i) BLUA Everything is going fine. j) Brownfield Redevelopment k) Marina Authority No meeting l) Tree Board Planted 8 trees last week. Looking at focusing on the original mission of the Tree Board. m) Downtown Development Authority Met November 3 rd for post RFP submittal interviews. Jeff Cockfield of GT Engineering and Chip Smith of Wade-Trim were interviewed. The DDA members recommended that the consulting firm be awarded to Chip Smith from Wade-Trim. This firm has worked on 19 DDA plans for other communities. The authorization to hire Wade-Trim is on the agenda for this evening. n) Commissioner s Report Commissioner Griner wanted to bring up employment opportunities in the area. The career Tech Center is now offering CNC (computer numerically controlled) lathe training to 11 th and 12 th grade students who could be working immediately after completion of the program. Griner also had the opportunity to meet with Dan Benishek and toured Graceland, Smeltzers and Gillisons which all had the same problem. They need people to work. There is alot of work available but no workers. Griner also asked if anyone is interested in volunteering to help with meal deliveries; there is a need. There is also snowplowing available to seniors through the commission on aging. Departmental Reports Instead of each department head going over their report Mayor Johnson asked the council if they had any questions regarding any of the department head reports. Clerk/Treasurer Kidder reported on the November election and fiscal year to date for the marina and launch ramp. Superintendent Mills had a lot of information in his report regarding the Marina at Harbor Lights Condo Project. Chief of Police Lozowski was on vacation; however he did have letters in his report regarding the professional manner in which Officer Jewell handled a tragic incident that occurred in October.

4 Page 4 Old Business A) Appeal of FOIA Request Kidder Mr. Richard Patroske came before council at the last regular meeting in October to request an appeal of a Freedom of Information Act (FOIA) request he received. Much of the info in the reports he received was redacted. He asked that they review and give him the information he asked for without redaction. Motion by Johnson, seconded by Walenta to partially grant/partially deny the appeal of the FOIA request dated September 10, 2014 from Mr. Richard Patroske. B) Recreation Master Plan Resolution - Mills Changes have been made on concerns noted from the last public meeting. The new master plan has been revised and will be looked at and brought back to council for approval at the December 15 th council meeting. This agenda item was TABLED. New Business A) Approve DDA Consultant - Mills Motion by Condon, seconded by Walenta to proceed with the City of Frankfort DDA recommendation to retain the services of Wade Trim to complete the Development & TIF Plan for the City of Frankfort DDA at a cost of $13, B) Budget Amendments - Kidder Motion by Johnson, seconded by Walenta to authorize budget amendments as presented. C) Tribal Grants - Mills This is an annual submission of the grant funding offered by the Grand Traverse Band of Ottawa and Chippewa Indians. Mills is requesting grant funding as follows: +/- $10, for Parks & Recreation to help in funding a skate park +/- $20, for the Fire Department for personal protective equipment +/- $20, for the Police Department for 800 mhz portable radios and a Mobile Computer Terminal

5 Page 5 Motion by Condon, seconded by Walenta to submit grants to the Grand Traverse Band of Ottawa and Chippewa Indians to benefit the Parks and Recreation Department, Fire Department and Police Department.
