Report Service Employees International Public Communications A member of the public (speaker) may address the Board during the Public Communications section of the BOE Agenda. Comments by public speakers made during the Public Communications will be limited to items on the BOE Agenda or items within the jurisdiction of the Board. The number of speakers who speak during Public Communications will not exceed ten. A speaker, in lieu of speaking during Public Communications, may speak during an agenda item. Comments during an agenda item will be limited to the topic of the agenda item. Speakers may register to speak by calling the Clerk of the Board at by noon on the day of the BOE meeting, or they may register at the location of the BOE meeting until 10 minutes before the meeting begins. When registering to speak, a speaker will identify the topic the speaker wishes to address. A speaker's comments at a meeting will not exceed 3 minutes, will be limited to the registered topic, and will not include personnel matters concerning district employees and/or matters that would violate the privacy of students. Speakers will provide twelve (12) copies of any handouts to the Clerk of the Board's table for distribution at the Board table. Update: Early Childhood Education Program Contact(s): Alicia Thompson, Denise Seguine Funding Source: NA Purpose: The purpose of this item is to provide an update on the district s Early Childhood Education Program. Recommendation: This presentation is for the Board s information. V. Consent A. Human Resources Employment Agreement with Service Employees International Appendix 1 Union, Local 513; Salary Schedule for Wichita Association of Technical/Supervisory Personnel and Confidential Group; and Salary Schedule for Administrators Contact(s): Shannon Krysl, Tom Powell Funding Source: All Funds Purpose: The purpose of this item is to obtain Board approval of the tentative agreement reached between representatives of the Service Employees International Union, Local 513; and to set the salary schedules of the meet-and-confer groups: Wichita Association of Technical/Supervisory Personnel, Confidential Group, and Administrators. Recommendation: It is recommended the Board of Education approve: a. The tentative agreement for one year, , with the Service Employees International Union, Local 513, and authorize the Board President to sign the agreement as presented. b. The salary schedule for the Wichita Association of Technical/Supervisory Personnel as the representative of the technical/supervisory group of classified employees and the elected and/or appointed representatives of the confidential groups of classified employees by adopting the included salary schedules. c. 3 E. Programs/Grants 1. The Opportunity Project Addendum No. 6 Appendix 3 Contact(s): Denise Seguine, Susanne Smith Funding Source: Four-Year-Old At-Risk Grant Purpose: The purpose of this agenda item is to amend the contract and partnership between The Opportunity Project (TOP) and USD 259 with the addition of Addendum No. 6, which amends the original TOP agreement most recently approved by the Board of Education on June 7, 2010, as summarized below and in the copy of Addendum No. 6 provided in Appendix 3. Recommendation: It is recommended that the Board approve Addendum No. 6 to the contract and partnership between The Opportunity Project (TOP) and USD 259 and amend the original agreement. This includes: 1) providing funding for 40 students at each of the two sites in a 2.5 hour per day program, and 20 students at each site in a 5 hour per day program, and 2) calculating the monthly payment to the Foundation for the school year on a basis of not less than 160 half-time (.5 FTE) students less the district processing fee of $128 per student. F. Miscellaneous 1. BOE Meeting Minutes for August 24, 2015 Appendix 4 Contact(s): Mike Willome Purpose: The BOE Meeting Minutes for August 24, 2015 are attached in the Appendix. Recommendation: Board approval. 2. Workers Compensation Settlement: L.G. Contact(s): Shannon Krysl Funding Source: 52 Fund Purpose: L.G. sustained an injury to the head while working for USD 259 in An agreement has been reached between both parties for a final settlement in the amount of $35,000 to close out all issues and all claims. Recommendation: It is recommended that the Board approve this final settlement for L.G. s 2012 work injury in the amount of $35,000 to close out all issues and all claims. 3. Temporary Building Cafeteria Workers: Pilot Program Appendix 5 Contact(s): Kenny Hinkle, Fabian Armendariz, Darren Muci, Jim Freeman Funding Source: Supplemental General Fund Purpose: This item provides temporary custodial support workers for staff elementary school cafeterias. Recommendation: It is recommended that the First Group America (dba First Student of Cincinnati, OH) be approved for sourcing temporary custodial cafeteria workers for a pilot program during the fall semester at 16 elementary schools. 4 4. Rainbows United, Inc. Appendix 6 Contact(s): Neil Guthrie Funding Source: Special Education Purpose: In order to comply with the Individuals with Disabilities Education Act and with the state guidelines, K.S.A , for mandated services, USD 259 proposes to enter into a contractual agreement with Rainbows United, Inc., to serve community-based students, for the provision of Special Education services under an Individualized Education Plan or Individualized Services Plan. By this contract, Rainbows United, Inc., agrees to provide community-based instruction and training for up to 135 communitybased students ages 3-5, selected by the district, at an estimated cost not to exceed $367,065. Appendix 6 provides a description of this agency s services. Recommendation: It is recommended that the Board authorize the district to enter into an agreement with Rainbows United, Inc., during the school year to provide Special Education services for up to 135 community-based children ages 3-5, selected by the district, at a cost not to exceed $367,065 to be funded by Special Education. 5. Northeast Magnet Trip to Colorado Springs Contact(s): Bill Faflick, Matt Creasman, Rod Martens Funding Source: School Activity Transportation Fund Purpose: From April 28 - May 1, 2016, the Northeast Magnet Music Department will participate in the Colorado Cavalcade of Music. Northeast Magnet students will perform at Pikes Peak Center, the U.S. Air Force Academy, Garden of the Gods, U.S. Olympic Training Center, Pikes Peak, and the Royal Gorge Bridge in Colorado Springs. Approximately 100 students, two chaperones, and two teachers will also participate. Recommendation: It is recommended that the Board approve for Northeast Magnet Music Department to attend the Colorado Cavalcade of Music in Colorado Springs, CO., in an amount not to exceed $40,000. Red Carpet has been contracted for trip services. VI. VII. Bond None submitted. Policy A. Second Review: Revisions to P5116 Emergency Safety Interventions Appendix 7 Contact(s): Neil Guthrie, Doug Anderson, Amy Godsey Funding Source: NA Purpose: Administration is submitting proposed revisions to P5116 Emergency Safety Interventions, as provided in Appendix 7. These revisions have been reviewed by Board Counsel. The Board had its first review of P5116 on August 24, 2015, and suggested no further revisions.
