On April 4 th, Emporia State University presented the 2018 Kansas Master Teacher Awards to seven teachers who have served the profession long and well and who also typify the good qualities of earnest and conscientious teachers. Report Service Employees International Public Communications A member of the public (speaker) may address the Board during the Public Communications section of the BOE Agenda. Comments by public speakers made during the Public Communications will be limited to items on the BOE Agenda or items within the jurisdiction of the Board. The number of speakers who speak during Public Communications will not exceed ten. A speaker, in lieu of speaking during Public Communications, may speak during an agenda item. Comments during an agenda item will be limited to the topic of the agenda item. Speakers may register to speak by calling the Clerk of the Board at by noon on the day of the BOE meeting, or they may register at the location of the BOE meeting until 10 minutes before the meeting begins. When registering to speak, a speaker will identify the topic the speaker wishes to address. A speaker's comments at a meeting will not exceed 3 minutes, will be limited to the registered topic, and will not include personnel matters concerning district employees and/or matters that would violate the privacy of students. On April 25, 2018, bids were received according to plans and specifications prepared by Schultz Squared Architects, LLC. The low base bid was submitted by Sauerwein Construction Co., Inc., in the amount of $103,400. $113,400, which includes a $10,000 contingency allowance, with Sauerwein Construction Co., Inc., for the completion of the groundskeeper shed at Southeast High School. Base Bid: $103, Contingency Allowance: $10, Total: $113, Gym Floor Replacement: North High School Appendix 11 Funding Source: CIP Purpose: The Capital Outlay Budget includes monies for the replacement of the floor in the 1920 s gym at North High School. The only bid was submitted by Great American Hardwood Flooring, Inc., in the amount of $95,895. $105,395, which includes a $9,500 contingency allowance, with Great American Hardwood Flooring, Inc., for the replacement of the floor in the 1920 s gym at North High School Base Bid: $95, Contingency Allowance: $9, Total: $105, Parking Lot Installation: Little Early Childhood Center Appendix 12 Funding Source: CIP Purpose: The Capital Outlay Budget includes monies for the parking lot installation at Little Early Childhood Center. The low base bid was submitted by Conspec, Inc., DBA Kansas Paving in the amount of $58,950. $64,750, which includes a $5,800 contingency allowance, with Conspec, Inc., DBA Kansas Paving for the parking lot installation at Little Early Childhood Center. On April 24, 2018, bids were received according to plans and specifications. The low base bid was submitted by Kansas Fence Co., Inc., in the amount of $62,136. $68,336, which includes a $6,200 contingency allowance, with Kansas Fence Co., Inc., for the replacement of perimeter fence at East High School. Base Bid: $62, Contingency Allowance: $6, Total: $68, Radio Repeater Installation: Southeast High School Appendix 14 Funding Source: CIP Purpose: City fire alarm inspections revealed that the radio frequency at Southeast High School is weak due to the building s rural location. On April 25, 2018, bids were received according to plans and specifications prepared. The low base bid was submitted by Hixxa Communications, Inc., in the amount of $78,140. $85,940, which includes a $7,800 contingency allowance, with Hixxa Communications, Inc., for the installation of radio repeaters at Southeast High School. Base Bid: $78, Contingency Allowance: $7, Total: $85, Secure Playground Fencing: Various Sites Appendix 15 Funding Source: Capital Security Fund Purpose: The Capital Outlay Budget includes monies for secure playground fencing. On April 24, 2018, bids were received according to plans and specifications for secure playground fencing at 41 district sites. The low base bid was submitted by Reddi Fence, LLC, DBA Aero Fence in the amount of $210,016. $231,016, which includes a $21,000 contingency allowance, with Reddi Fence, LLC, DBA Aero Fence for the secure playground fencing at various district sites. 8 13. Swimming Pool Infill: North High School Appendix 16 Funding Source: CIP Purpose: The Capital Outlay Budget includes monies for the infill of the old swimming pool at North High School. On April 24, 2018, bids were received according to plans and specifications prepared by Mauler Engineering, LLC. The low base bid was submitted by Commerce Construction Services, Inc., in the amount of $98,890. $108,690, which includes a $9,800 contingency allowance, with Commerce Construction Services, Inc., for the infill of the old swimming pool at North High School. Base Bid: $98, Contingency Allowance: $9, Total: $108, D. Programs/Grants 1. Carnegie Learning Math Summer National Institute Contact(s): Gil Alvarez, Tiffinie Irving Funding Source: Title I Purpose: The purpose of this agenda item is to approve sending middle school teachers to the Carnegie Learning Math Summer National Institute in Scottsdale, Arizona, July 9-12, Carnegie curriculum was recently adopted as the math curriculum for all secondary schools. This professional learning will provide staff with an opportunity to gain deeper insight into best practices and strategies that ensure successful implementation of the standards-aligned Carnegie curriculum. Staff will learn new strategies to increase student engagement and learning, and connect our district s vision and goals to concrete actions that can be taken in our classrooms every day. The strategies and resources will be brought back and shared with other teachers and buildings to support the implementation of Carnegie in each secondary math classroom. Recommendation: It is recommended that the Board approve the funding for registration with Carnegie Math to attend the professional development conference for district staff in an amount not to exceed $40, EdView Consulting Contact(s): Tiffinie Irving, Gil Alvarez, Michele Ingenthron Funding Source: Title I Professional Development Funds Purpose: EdView Consulting provides coaching, mentoring services, and professional development for school leaders and leadership teams to focus on effective implementation of school improvement strategies and problem-solving to increase student success and enhance school culture. Brooks Middle School, Coleman Middle School, Marshall Middle School, Spaght Elementary School, and Washington Elementary School will participate in the supports and services provided by EdView Consulting. The Leader in Me Franklin Covey Contact(s): Phyllis Cottner, Michele Ingenthron Funding Source: Title I, Magnet and General Funds and Budget Purpose: The Leader in Me is Franklin Covey s whole school transformation process. It teaches 21 st century leadership and life skills to students and creates a culture of student empowerment based on the idea that every child can be a leader. Enders, Gammon, Hyde, Kensler, and Stanley Elementary Schools currently empower student leaders through this program. Recommendation: It is recommended that the Board approve the contract with Franklin Covey for the school year at a cost not to exceed $70, ORION Education and Training (formerly known as South Central Kansas Education Service Center) Contact(s): Tiffinie Irving, Neil Guthrie Funding Source: Title I Part D-Neglected and Delinquent Purpose: ORION Education and Training, under an agreement with Wichita Public Schools, will provide summer school programming and extended school year services for students residing at Sedgwick County Juvenile Detention Facility and Juvenile Residential Facility. For these services, ORION Education and Training will be compensated in the amount not to exceed $35,000. Recommendation: It is recommended that the Board authorize the district to enter into an agreement with ORION Education and Training, to provide summer school programming and extended school year services for students residing at Sedgwick County Juvenile Detention Facility and Juvenile Residential Facility. This contract shall not exceed $35,000. Title I Part D-Neglected and Delinquent funds will be utilized. E. Miscellaneous 1. BOE Meeting Minutes for April 9, 2018 Appendix 17 Contact(s): Mike Willome Purpose: The BOE Meeting Minutes for April 9, 2018 are attached in the Appendix. Recommendation: Board approval. 2. Extension of Superintendent s Contract Contact(s): Mike Rodee Funding Source: General Fund Purpose: This item proposes the extension of the Superintendent s Contract by one year, from June 30, 2020 until June 30, Recommendation: This item is provided for the Board s discussion and/or appropriate action. Legal Services: Fleeson, Gooing, Coulson & Kitch, LLC and McDonald Tinker PA Contact(s): Shannon Krysl, Tom Powell Funding Source: 47 Fund Risk Management Reserve Fund, 42 Fund Special Liability, 52 Fund Worker s Compensation Reserve Fund Purpose: Fleeson, Gooing, Coulson & Kitch, LLC have submitted a statement for March 2018 legal services and expenses for Civil Litigation in the amount of $12, McDonald Tinker PA have submitted a statement for March 2018 legal services and expenses for Worker s Compensation in the amount of $12, This brings the year-to-date total to $145, for Civil Litigation services and $97, for Worker s Compensation services. Recommendation: It is recommended that the Board authorize payment for legal services and expenses for Civil Litigation and Worker s Compensation under the school district s self-insured programs for March 2018 in the amount of $12, to Fleeson, Gooing, Coulson & Kitch, LLC and the amount of $12, to McDonald Tinker PA. 4. Second Step Curriculum Contact(s): Neil Guthrie, Tiffinie Irving Funding Source: Textbook Funds Purpose: The purpose of this item is to request approval for the purchase of the Second Step Social and Emotional Learning Program for all middle schools. This will provide a social and emotional curriculum for middle school students aligned with elementary social and emotional curriculum and meet the Social, Emotional, and Character Development Standards set forth by Kansas State Department of Education. Recommendation: It is recommended that the Board approve the purchase of the Second Step Social and Emotional Learning Program for the school year at a cost not to exceed $125, Simplex Fire Alarm Panel Installation: WATC Grove Campus Contact(s): Kenny Hinkle Funding Source: CIP Purpose: State inspections determined the fire alarm system to be out of compliance at the WATC Grove Campus. Fire alarm panel and infrastructure upgrades are required. Simplex Grinnell is the only authorized distributor of Simplex fire alarm panels and devices in the State of Kansas. Recommendation: It is recommended that the Board approve a purchase from Simplex Grinnell for $33,356 for Simplex fire alarm panels and devices to be installed at the WATC Grove Campus. Water Damage: Joyce Focht Instructional Support Center (ISC) Contact(s): Kenny Hinkle, Angela Blake Funding Source: 47 Fund Risk Management Reserve Fund Purpose: Parts of the Joyce Focht Instructional Support Center (ISC) incurred damage from a water leak on January 2, Final clean-up and restoration costs are $98,000. Recommendation: It is recommended that the Board authorize an amount not to exceed $98,000 for restoration and replacement of damaged and destroyed property. 7. Water Damage: South High School Contact(s): Kenny Hinkle, Angela Blake Funding Source: 47 Fund Risk Management Reserve Fund Purpose: The main gym of South High School incurred damage from a water leak on January 10, Final restoration and replacement costs are $325, Recommendation: It is recommended that the Board authorize an amount not to exceed $325, for restoration and replacement of damaged and destroyed property. 8. Water Damage: Wilbur Middle School Contact(s): Kenny Hinkle, Angela Blake Funding Source: 47 Fund Risk Management Reserve Fund Purpose: Parts of Wilbur Middle School incurred damage from a water leak on January 16, The approximate restoration and replacement costs are $44,000. Recommendation: It is recommended that the Board authorize an amount not to exceed $44,000 for restoration and replacement of damaged and destroyed property. VI. VII. Policy None submitted. Operations A Kansas Association of School Boards (KASB) Appointments and 2019 Legislative Committee Issues Contact(s): Mike Rodee Funding Source: NA Purpose: As provided in BOE Policy 0300 Board Officers, the Board approves appointments to KASB Committees as required by that organization. This agenda item provides an opportunity for the Board to appoint representatives to the KASB Legislative Committee and the KASB Nominating Committee. This item is also an opportunity for the Board to discuss 2019 Legislative Committee issues. The Legislative Committee will meet on August 25 th and November 3 rd. The Nominating Committee will meet on September 8 th. This committee organizes the nominating process for the KASB election, which will be held at the KASB Conference in Overland Park on November 30-December 2, Recommendation: This item provides an opportunity for the Board s discussion and appropriate action.
