1 Board of Education Minutes Wichita Public Schools USD 259 Wichita, Kansas April 10, 2017 Roll Call Moment of Silence/Pledge of Allegiance Reports Public Communications The Board of Education of Unified School District No. 259, Sedgwick County, Kansas, met in regular session in the Wichita High School North Lecture Hall, 1437 Rochester, Wichita, Kansas, at approximately 6 p.m., on April 10, 2017, with President Sheril Logan presiding. Present: Betty Arnold, Jeff Davis, Joy Eakins, Barbara Fuller, Sheril Logan, Mike Rodee, and Lynn Rogers. The business portion of the meeting opened with a moment of silence followed by the Pledge of Allegiance by Heights High School JROTC Cadets. Report Superintendent s Student Advisory Council (SuperSAC). Reporters Anisia Brumley, Northeast Magnet, and Samantha Ruvalcaba, Northwest High. Topics: SuperSAC meeting on April 5 th at South High. Students toured South High, including technology programs, and discussed use of classroom technology at other high schools. Superintendent John Allison thanked Ms. Brumley and Ms. Ruvalcaba, noting that they have been foundational members of SuperSAC. Next month, the SuperSAC will have its final meeting to say goodbye to graduating seniors and to welcome incoming SuperSAC members. Report Good News Recognition of Northwest DECA Project: Innovation U. Student coordinators Noah Birchfield, Nathan George, and Riley Johnson coordinated Innovation U competitions for students in grades K-8 for USD 259 and surrounding districts. During competitions, 225 videos were submitted. Northwest DECA placed 1 st at Kansas DECA State Competitions in the Entrepreneurship Promotion Plan Project, qualifying the team to compete at the International DECA Career Development Conference in April. National School Volunteer and Partner Recognition Week. The Board recognized Willie and Linda Kendrick, area franchisees of Popeye s Louisiana Chicken, for their partnership and support of Brooks Magnet. 2 Education Career and Technical Education (CTE) Programs Executive Director of Career and Technical Education Jim Means provided an update on CTE programs across the district. CTE provides 23 different career pathways and 195 separate courses. In , 8,333 high school students enrolled in at least one CTE course, and 66% of all high school students participated in CTE pathways each semester. Instruction for the high school CTE pathways is provided by 150 teachers. CTE courses are also available in each middle school. In order for the district to receive approval from the Kansas State Department of Education (KSDE), each CTE pathway must meet the following requirements: Require at least three full credits of course work in each pathway; Offer a course sequence with introductory, technical, and application level courses; Require Professional Learning Experiences (PLEs); Provide opportunities to learn more about the career workplace; Identify an articulation agreement to encourage postsecondary study connections; and Maintain an advisory committee with business and postsecondary representatives. The district has introduced the following new programs in : Agriculture Pathways at Southeast High, including Animal Science and Plant Systems; Manufacturing Tech at Southeast High, including Production Blueprint Reading, Advanced Production Blueprint Reading, and Mechanical Power Systems; Agriculture Pathways at Southeast High, including Horticulture and Animal Health/Vet Tech; Manufacturing at Southeast High, including Electrical & Security Systems, and Hydraulics and Pneumatics. The district is planning to pilot Project Lead the Way Computer Science Engineering at East High and Northeast Magnet in Course sequence includes: Introduction to Computer Science, Computer Science Principles, Computer Science Applications, and Cybersecurity. Senate Bill 155 promotes CTE programs. It provides state-funded tuition for approved dual credit CTE courses. Courses are taught in USD 259 high schools or at a college campus by USD 259 teachers or college faculty. Each school district coordinates enrollment, transportation, and access to books for these half-day blocks. Dual-credit courses offered in USD 259 high schools include: accounting, automotive service and auto collision, carpentry, emergency medical technician, firefighting, healthcare, interior design, information technology, and police science. Half-day blocks delivered at Wichita Area Technical College locations include: automotive, aviation, CATIA, carpentry, composites, healthcare, HVAC, industrial automation, interior design, information technology, police science, robotics, and welding The complete presentation is included in the archival copies of tonight s BOE Agenda and Minutes. Base Bid: $253,300 Contingency: $20,000 Total: $273,300 Enter into a contract with Central Mechanical Wichita, LLC, for a total contract sum not to exceed $200,000 for mechanical work at various district sites in the amounts per Appendix 9 with a three (3) year optional renewal. Approve the new magnet themes for the five schools listed above and approve Resolution , which endorses and authorizes the district s 2017 Magnet Schools of America grant application. The Wichita Public Schools is currently working on the Magnet Schools Assistance Program (MSAP) grant available to school districts every five years. The maximum award for this grant totals $15 million over five years. The overall purpose is to reduce and/or eliminate minority group isolation and to increase socioeconomic diversity. The district was awarded this grant in 2010 Project DREAM, 2013 Project DISCOVER, and is now requesting to apply for the 2017 MSAP grant, which will be identified as Project EXPERIENCE. After studying federal criteria and district magnet schools demographics, location, and enrollment that meet the federal criteria, the following schools were identified as applicants for this grant. The magnet themes for the 2017 MSAP grant application will be as follows: a) Enders STEM and Leadership Magnet; b) Woodland STEM Academy, Leaders in Bioscience; c) Gordon Parks Academy, STEM Leaders in Applied and Media Arts; d) Marshall STEM Academy, Leaders in BioSMART (Biological Science, Math, Academic Rigor, Technology); and e) Southeast College and Career Preparatory Magnet (Leaders, Scholars, Citizens). Authorize the district to enter into an agreement with South Central Kansas Education Service Center during the school year, from June 1, 2017 to August 31, 2017, to provide educational services for students residing at Juvenile Detention Facility. This contract shall not exceed $20,000. Title I Part D-Neglected and Delinquent funds will be utilized. Board approval. Authorize payment for legal services and expenses for Civil Litigation and Worker s Compensation under the school district s self-insured programs for February 2017 in the amount of $18, to Fleeson, Gooing, Coulson & Kitch, LLC and the amount of $6, to McDonald Tinker PA. 5 Authorization for Sale of Surplus Real Property Southeast High School Marching and Concert Band Trip to Honolulu, Hawaii Water Damage: Various Locations Action on Pulled Consent Items HVAC Upgrades: South High School Bond Authorize the Superintendent to enter into an agreement with Grant Tidemann and Brad Tidemann of J.P. Weigand and Sons, Inc.: To list the following three properties for sale by private treaty*: 1) Excess land at Jackson Elementary, 2727 N. Woodlawn, approximately 17 acres; 2) Blackbear Bosin property, land, and improvements, 6123 E. 11 th Street; 3) Metro-Meridian property, land, and improvements, 301 S. Meridian. And to sell the following properties by auction: 1) Longfellow Elementary property, land, and improvements, 2116 S. Main St., 2) Metro-Boulevard property, land, and improvements, 751 S. George Washington Blvd.; 3) Gateway Alternative property, land, and improvements, 640 N. Emporia. * Private treaty sale: A property is listed for sale with an asking price. The buyer makes an offer to the real estate agent. The real estate agent presents the offer to the seller. The seller decides whether or not to accept the offer. Approve for the Southeast High School Marching and Concert Bands to attend the Pearl Harbor Commemoration in Honolulu, Hawaii, in an amount not to exceed $2,000 per person. Pearl Harbor Memorial Parade, LLC, will be handing all travel arrangements. Authorize an amount not to exceed $400,000 to Reconstruction Services for the remediation and cleanup of the water damage at the Morris Administrative Center at 201 N. Water, Black Elementary, Griffith Elementary, Irving Elementary, and Northeast Magnet High School. Pulled items are presented in the order of the BOE Agenda. Superintendent John Allison explained that HVAC upgrades to South High and other schools will be necessary because the district can no longer defer maintenance and replacement on some equipment installed during the 2000 bond issue. The new school finance formula will hopefully address capital improvements that have been delayed because of budget cuts over the past nine years. Ms. Fuller (Mr. Rogers) moved the Board enter into a contract with Don Vaughn, Inc., for a total contract sum of $595,200, which includes the above base bid, alternate #1, alternate #2, and a contingency amount of $50,000 for the HVAC Upgrades at South High School. 6 Policy Operations Discussion of the District Calendar Appendix 12 Finance Budget Report None submitted. Superintendent John Allison provided an update on the development of the District Calendar. On June 6, 2016, the Board approved a revised District Calendar that reduced the number of school days and increased the length of each day by 30 minutes. This calendar allowed the district to avoid an additional $3 million in budget cuts for the current fiscal year. In March 2017, the district provided students, staff, families, and community members with an opportunity to participate in an online survey about the calendar. An Executive Summary of the survey is provided in Appendix 12. Over 13,900 people responded to the survey, with 36% staff, 54% parents, and 10% students. When faced with two options only, 54% of respondents would keep the school year calendar as it is in Of the value points presented, the $3 million in savings from the budget, extended breaks during the fall and winter recess, and the additional recess period for elementary students were the most important. Elementary stakeholders had the greatest concerns about the current school calendar, specifically the extended school day. Elementary staff and parents accounted for approximately 80% of the comments offered on alternative schedule consideration. The preliminary review of the survey results indicated that the start and end times for the school day were of the greatest concern. Superintendent Allison said staff would continue to study the calendar, and this discussion will continue at the next Board meeting. This presentation was for the Board s information. Chief Financial Officer Susan Willis and Superintendent John Allison updated the Board on fiscal year 2018 budget development. The 2017 Legislature has finalized the fiscal year 2017 budget, with no cuts to schools during the current year. Districts are still waiting on a fiscal year 2018 funding formula from the Legislature. The Legislature will need to approve a tax package to fill the state s budget deficit as well as fund any additional funds in a new formula. It will be difficult for districts to move forward with a budget plan for fiscal year 2018 without knowing final budget authority. On March 2 nd, the Supreme Court held that the current K-12 financing system does not meet the adequacy requirements of the Kansas Constitution. When the Legislature had its first adjournment on April 7 th, the House K-12 Budget Committee had completed a formula that a legislative attorney will review. The tax issue is not resolved. On May 1 st, the Legislature will reconvene for its veto session. Legislation will be forwarded to the Governor for signature or veto. The Supreme Court will review any school finance plan. The Legislature is required to have an adequate school finance system in place by June 30 th. Districts face the same threat of school closure this year as last year. The situation is more serious this year because adequacy is a far bigger problem to solve, and the state is in a more dire financial position. The current fiscal year 2018 budget shortfall is $593 million. Continued on next page >> Wichita BOE Meeting Minutes April 10, 2017 Page 6 of 8

7 Budget Report (Continued) Ms. Willis reviewed the estimated minimum needed to balance the fiscal year 2018 budget: The above estimate does not include any fiscal year 2018 wage increases or a District Calendar change. The next steps in the 2018 budget process include: continuing to refine estimated cost increases, monitoring Legislative action, and reviewing last year s shutdown plans. Moving forward with fiscal year 2018 budget planning is difficult until key legislative decisions are made. The legislative timeline is short to develop workable solutions that will pass both the governor and the court s review. The district faces a possible shutdown after June 30 th if the Kansas Legislature does not pass and the Kansas Supreme Court does not approve a funding plan. Miscellaneous Superintendent s Report Board of Education Reports/Requests New Business Superintendent John Allison: Said the first Class of 2017 graduation ceremony will be held on May 9 th. Said there is a lot of apprehension among employees and parents about the budget. The district is trying to be transparent about the budget process. We have waited late in previous years, and we are now waiting very late this year. Betty Arnold: Said she attended the Gordon Parks Academy site council meeting and was impressed with community interest and support for the school s new direction. Lynn Rogers: Said he is on Legislative recess at this time. In addition to other activity, the Legislature is working on a bill that would address working after retirement for KPERS retirement system participants. None submitted. 8 Executive Session Reconvene Meeting Appeal Hearing: Case 4 Appeal Hearing: Case 5 Adjournment At approximately 7:46 p.m., Ms. Fuller (Ms. Arnold) moved the Board of Education recess forthwith into Executive Session regarding: Personnel matters for non-elected personnel in order to protect the privacy of a non-elected employee of the Wichita Public Schools; and to go into an executive session for matters relating to actions adversely or favorably affecting a person as a student in order to protect the privacy of students. The open meeting will resume at approximately 8:05 in this room. At approximately 8:05 p.m., Executive Session was extended for 10 minutes. At approximately 8:15 p.m., Board President Logan reconvened the meeting. On Monday, March 27, 2017 at noon, an appeal hearing was held regarding a 8 th grade student from Robinson Middle School. Ms. Eakins (Mr. Rodee) moved that the Board uphold the findings of the hearing officer. On Monday, March 27, 2017 at 11 a.m., an appeal hearing was held regarding a 2 nd grade student from Enders Elementary School. Ms. Arnold (Mr. Rogers) moved that the Board uphold the findings of the hearing officer. Mr. Davis (Ms. Arnold) moved the meeting adjourn. At approximately 8:18 p.m., the meeting adjourned.
