Report Service Employees International Public Communications A member of the public (speaker) may address the Board during the Public Communications section of the BOE Agenda. Comments by public speakers made during the Public Communications will be limited to items on the BOE Agenda or items within the jurisdiction of the Board. The number of speakers who speak during Public Communications will not exceed ten. A speaker, in lieu of speaking during Public Communications, may speak during an agenda item. Comments during an agenda item will be limited to the topic of the agenda item. Speakers may register to speak by calling the Clerk of the Board at by noon on the day of the BOE meeting, or they may register at the location of the BOE meeting until 10 minutes before the meeting begins. When registering to speak, a speaker will identify the topic the speaker wishes to address. A speaker's comments at a meeting will not exceed 3 minutes, will be limited to the registered topic, and will not include personnel matters concerning district employees and/or matters that would violate the privacy of students. Speakers will provide twelve (12) copies of any handouts to the Clerk of the Board's table for distribution at the Board table. Workshops for Educational Leaders Contact(s): Shannon Krysl Purpose: Wichita Public Schools leaders presented to urban educators from across the nation at the Council of Great City Schools 2018 Conference from October in Baltimore, MD. The presentation provided an overview of workshops available to district leaders to enhance skills and increase efficiencies. Tonight s presentation will include highlights shared at the conference. Recommendation: This item provides an opportunity for the Board s information and discussion. V. Consent A. Human Resources 1. Human Resources Report Appendix 1 Contact(s): Shannon Krysl Purpose: Report. Recommendation: Board approval. Note: The Human Resources report is not published on the district s Web site. The report is available from the Clerk of the Board's office before noon on Board meeting dates, or in the display rack outside the North High Lecture Hall before Board meetings. B. Finance 1. On November 6, 2018, bids were received according to plans and specifications. The low base bid was submitted by Cherokee Construction, Inc., in the amount of $139,127. Recommendation: It is recommended that the Board approve an amount not to exceed $153,027, which includes a $13,900 contingency allowance, with Cherokee Construction, Inc., for the classroom door hardware replacement at various district sites. Fiber Installation: Various Sites Appendix 6 Contact(s): Luke Newman, Cathy Sweeney Funding Source: Various Funds Purpose: The includes monies for installation of fiber at East, Heights, West, and Northwest High Schools. The installation of fiber cables will allow for broadband connectivity to athletic annexes to support classes and activities outside the buildings at the specified high schools. The district will apply for E-rate support on this project, which reimburses 80% of the eligible cost. The approximate cost to the district would only be $14,420; the contingency allowance shown in the table and recommendation below is not E-rate eligible. On November 6, 2018, bids were received according to plans and specifications. The low combined base bid was submitted by Southwestern Electrical Co., Inc., in the amount of $72,100. Recommendation: In order to move forward with the E-rate application process, it is recommended that the Board approve an amount not to exceed $79,300, which includes a $7,200 contingency allowance, with Southwestern Electrical Co., Inc., for the installation of fiber at East, Heights, West, and Northwest High Schools. On November 6, 2018, bids were received according to plans and specifications for gym floor refinishing at various district sites. The low combined base bid was submitted by Great American Hardwood Flooring, Inc., in the amount of $69,696. Recommendation: It is recommended that the Board approve an amount not to exceed $76,596, which includes a $6,900 contingency, with Great American Hardwood Flooring, Inc., for the gym floor refinishing at various district sites. Hall Locker Replacement: West High School Appendix 8 Contact(s): Luke Newman Funding Source: Capital Outlay CIP# Purpose: The Capital Outlay Budget includes monies for the hall locker replacement at West High School. On October 30, 2018, bids were received according to plans and specifications. The low base bid was submitted by Van Asdale Construction, LLC, in the amount of $227,000. Recommendation: It is recommended that the Board approve an amount not to exceed $249,700, which includes a $22,700 contingency allowance, with Van Asdale Construction, LLC, for the hall locker replacement at West High School. Base Bid: $227, Contingency Allowance: $22, Total: $249, D. Programs/Grants Cerebral Palsy Research Foundation of Kansas Contract Appendix 9 (Annual) Contact(s): Tiffinie Irving Funding Source: Special Education Purpose: In order to comply with the Individuals with Disabilities Education Act and with the state guidelines, K.S.A , for mandated services, USD 259 proposes to enter into a contractual agreement with Cerebral Palsy Research Foundation of Kansas, Inc., to provide special education services for up to 48 students for the school year not to exceed a cost of $120,960, to be funded by Special Education. This contract runs from July 1, 2018 to June 30, Appendix 9 provides a description of this agency s services. Recommendation: It is recommended that the Board authorize the district to enter into an agreement with Cerebral Palsy Research Foundation of Kansas, Inc., during the school year to provide special education services for up to 48 students, not to exceed a cost of $120,960, to be funded by Special Education. 2. Approval to Receive Funds for Education EDGE Appendix Calendar Year Grants (Annual) Contact(s): Alicia Thompson Funding Source: Education EDGE gift funds at Wichita Community Foundation Purpose: The Education EDGE has received funds to support non-budget expenditures for athletics, fine arts, and mini-grants. In accordance with BOE Policy 1785 WPS Gift Funds, the Superintendent requests the disbursement of gift funds to appropriate district accounts for expenditure. The requests are described in Appendix 10. Education EDGE grant recipients will be recognized during a subsequent Good News item. The Education EDGE Annual Report and historical grant information is available at Recommendation: It is recommended that the Board authorize the transfer of funds from the Wichita Community Foundation in the following amounts: Athletics: $18,000; Fine Arts: $20,010; and Classroom Mini-Grants: $29,750. 6 E. Miscellaneous 1. BOE Meeting Minutes for November 5, 2018 Appendix 11 Contact(s): Mike Willome Purpose: The BOE Meeting Minutes for November 5, 2018 are attached in the Appendix. Recommendation: Board approval. 2. Legal Services: Fleeson, Gooing, Coulson & Kitch, LLC and McDonald Tinker PA Contact(s): Shannon Krysl, Tom Powell Funding Source: 47 Fund Risk Management Reserve Fund, 42 Fund Special Liability, 52 Fund Worker s Compensation Reserve Fund Purpose: Fleeson, Gooing, Coulson & Kitch, LLC have submitted a statement for October 2018 legal services and expenses for Civil Litigation in the amount of $11, McDonald Tinker PA have submitted a statement for October 2018 legal services and expenses for Worker s Compensation in the amount of $10, This brings the fiscal year-to-date total to $52, for Civil Litigation services and $33, for Worker s Compensation services. Recommendation: It is recommended that the Board authorize payment for legal services and expenses for Civil Litigation and Worker s Compensation under the school district s self-insured programs for October 2018 in the amount of $11, to Fleeson, Gooing, Coulson & Kitch, LLC and the amount of $10, to McDonald Tinker PA. 3. East High and Northwest High School Choir Group Trip to Chicago Contact(s): Gil Alvarez, Sara Richardson, Eric Hofer-Holdeman, Jenny Potochnik, Becky Sessions Funding Source: Fundraisers Purpose: From March 6-10, 2019, the East High and Northwest High Choir Group of approximately 51 students will participate in Windy City Choral Festival in Chicago. The choir group will tour the Shedd Aquarium, Magnificent Mile, Navy Pier, Willis Tower, and Historic Downtown. The group will rehearse and perform in concert with Dr. Z. Randall Stroope and a full orchestra. Recommendation: It is recommended that the Board approve for East High and Northwest High School Choir Group s Chicago trip to attend the Windy City Choral Festival Chicago, in an amount not to exceed $50,000. Village Tours and Travel of Ft. Smith, AR has been contracted for trip services. Wichita BOE Meeting November 19, 2018 Page 6 of 10

ContentKeeper Internet Filter Contact(s): Cathy Sweeney Funding Source: Supplemental General Funds Purpose: The district s current Internet Filter is up for renewal in February IST staff continues to have issues with it, and it is very difficult to work URL exceptions that are needed for instruction. An evaluation of several products has been done with representatives from schools and instructional support staff. Staff have also conducted a proof of concept with a school from each level. In addition, school representatives and instructional support staff are meeting to define the categories to be blocked to be compliant with the Children s Internet Protection Act (CIPA). Recommendation: It is recommended that the Board approve the purchase of ContentKeeper s Internet Filter solution and services from FreeStone Software, Inc., for an amount not to exceed $650,000 through a GSA (Contract Number GS-35F-0352Y) cooperative agreement. 5. Edupoint Synergy Online Enrollment Contact(s): Cathy Sweeney Funding Source: Supplemental General Funds Purpose: The district is at a point where its home-grown Online Enrollment must be rewritten because the source code is no longer supported. The district needs additional functionality that will allow our parents to use their mobile devices to enroll their students. Edupoint Synergy has added a module called Online Registration, which has been reviewed by building administrators from each level and the district s enrollment team. Staff agree this module will provide the same functionality that is currently offered to our parents. More importantly, it will allow the changes the parents make to be made directly into the Synergy application database, eliminating extra work currently being done by district office staff, as well as allowing parents to use their mobile devices. Recommendation: It is recommended that the Board approve the purchase of the Edupoint Synergy Online Registration module for an annual cost not to exceed $77,000. 8 6. Workers Compensation Settlement: L.J. Contact(s): Shannon Krysl, Angela Blake Funding Source: 52 Fund Purpose: L.J. sustained an injury to lower neck and back while working for USD 259 in February 14, 2011 and February 5, A court order has been issued by an Administrative Law Judge citing an award in the amounts of $100,000 and $77, as the award on these respective litigated cases. Future medical remains open due to a history of multiple major neck and back surgeries. The original awards were appealed to the Appeals Board but the Appeals Board affirmed the decisions. Due to these prior decisions, the employee has been paid the Awards above which was previously approved by the Board on June 29, However, the employee then filed an appeal to the Kansas Court of Appeals on the February 5, 2014 case and the District cross appealed the award on the February 14, 2011 accident, essentially the final appeal on the case, and the Kansas Court of Appeals reversed the Appeals Board decision on the February 5, 2014 claimed injury, affirmed the award on the February 14, 2011 injury and awarded the employee a maximum award, which resulted in additional permanency to be awarded to the employee of $30, still owed to the employee. Recommendation: It is recommended that the Board approve the award of additional permanency of $30, for L.J. s 2014 work injury. 7. Annual IB Examination Fees and Program Membership Fees Appendix 12 Contact(s): Gil Alvarez, Sara Richardson, Steven Shook Funding Source: Student Material Revolving Fund and 06 Budget Funds Purpose: Juniors and seniors in the International Baccalaureate Program (IB) at East High School sit for examinations in May 2019 as part of their IB diploma requirements. The exam fees are paid by the students. The fees are collected by the IB Office and are deposited in the Student Material Revolving Fund. In order to maintain membership as an IB Diploma Program each year, an annual fee is assessed by IB; this fee is allocated from the 06 fund at East High. Recommendation: It is recommended that the Board approve payment to International Baccalaureate Organization in an amount not to exceed $77,000 for the payment of IB examination fees for the May 2019 IB exam session and the annual membership fee. First Review: Proposed Consolidation of School, Community, Appendix 13 and Media Relations Policies Contact(s): Wendy Johnson Purpose: As part of an ongoing effort to consolidate BOE policies, Administration proposes the following consolidation of two existing policies into new BOE Policy 2100 School, Community, and Media Relations as well as updating one consent form and deleting another form. Policy Title Notes: 2100 School, Community, and Media Relations New title. Move content from P2110 into News Media Relations Propose for Deletion. 2100a Publication Consent Form New number and title. Revises content of current Permission for Release of Information to the News Media 5501b Publication Consent Form Delete this consent form. Recommendation: Tonight s agenda item provides an opportunity for the Board s first review of the proposed consolidation of school, community, and media relations policies. B. First Review: Renumbering of Distribution of Political Materials Policy Appendix 14 and Combining of Distribution of Published, Free, and Inexpensive Materials Policies Contact(s): Alicia Thompson, Michele Ingenthron, Gil Alvarez, Wendy Johnson Purpose: As part of an ongoing effort to consolidate BOE policies, Administration proposes the renumbering of the distribution of political materials policy, and the combining of two policies that address distribution of published, free, and inexpensive materials. Policy Title Notes: 2119 Distribution of Political Materials Renumbers policy from 2219 to No other revisions Distribution of Published, Free, and Inexpensive Materials on School Property 6100 Distribution of Free and Inexpensive Materials Combines 2120 and 6100 into one policy, with clarifying revisions. Propose for deletion. First Review: Proposed Deletion of Survey Policy Appendix 15 Contact(s): Tiffinie Irving Purpose: As part of an ongoing effort to consolidate BOE policies, Administration proposes the deletion of BOE Policy 1430 Pupil Survey of Teaching Performance. The district does not require a survey. At the elementary level, surveys are not administered. At the secondary level, surveys are optional. Learning Services provides survey examples, and teacher participation is voluntary. Recommendation: Tonight s agenda item provides an opportunity for the Board s first review of the proposed deletion of BOE Policy VII. VIII. IX. Operations A. Kansas Association of School Boards Legislative Committee Report Appendix 16 Contact(s): Sheril Logan Purpose: Board member Ernestine Krehbiel is the Board s representative on the KASB Legislative Committee. This agenda item provides an opportunity for discussion of the KASB Legislative Committee Report as provided in Appendix 16. The KASB Delegate Assembly will be held on December 2 nd as part of the 101 st Annual KASB Convention at the Overland Park Convention Center. Board member Stan Reeser is the Board s delegate. Recommendation: This item provides an opportunity for the Board s discussion and/or appropriate action. Finance None submitted. Miscellaneous A. Superintendent's Report B.
