1 Board of Education Minutes Wichita Public Schools USD 259 Wichita, Kansas December 10, 2018 Roll Call Moment of Silence/Pledge of Allegiance Reports The Board of Education of Unified School District No. 259, Sedgwick County, Kansas, met in regular session in the Wichita High School North Lecture Hall, 1437 Rochester, Wichita, Kansas, at approximately 6 p.m., on December 10, 2018, with Vice-President Mike Rodee presiding. Present: Ben Blankley, Julie Hedrick, Ernestine Krehbiel, Stan Reeser, Mike Rodee, and Ron Rosales. Absent: Sheril Logan. The business portion of the meeting opened with a moment of silence followed by the Pledge of Allegiance by Christa McAuliffe Academy Leadership Cadets. Report Good News 1. JROTC/Leadership Honorary Cadets. Cadet Boards were conducted November 14-15, 2018 at the Alvin E. Morris Administrative Center. Cadets earning SY Honorary Cadet acclaim for their respective programs and schools are indicated below. Overall Honorary Cadets are indicated by asterisk*. JROTC Honorary 3 rd & 4 th Year Cadets Aaliyah Starr, West Calie Dilks, South Nadeen Abu-Sherbi, Southeast Tham Tran, East Sadie Smith, North Sean Bryant, Northwest *Ethan Grimm, Northeast Leadership Honorary 8 th Grade Cadets Jackson Miller, Hadley Samuel Quintero, Marshall Ilianna Olivas, Mead Jasmine Meza, CMA Tia Christie, Hamilton Nancy Hipolito, Curtis *Mariah Matlock, PVMS 2. Partners Recognition for 2018 Turkey Drive: United Methodist Open Door, B98-FM, WaterWalk, Cargill, Kansas Food Bank, Wal-Mart Supercenter on West Kellogg, and USD 259 students and staff. Students, staff, and community members gave 2,525 turkeys, 25,966 side items, and $13, to the United Methodist Open Door Turkey Drive. The drive helped over 2,400 families in our community. This is the 28 th year that B98-FM has been the primary sponsor. 3. Recognition of 2019 Education EDGE and Koch Grants Recipients. The Board recognized schools that received 2019 mini-grants as well as Athletics and Fine Arts projects funded by the EDGE. 4. Superintendent s Challenge. In an effort to continue our attention on continued improvement in student achievement, the district is sponsoring the Superintendent s Challenge. A traveling trophy is awarded for the top Team Grade Point Average (GPA) in each sport. The Winners of the Superintendent s Challenge for the 1 st quarter: Girls Tennis: Heights 3.6; Girls Golf: Southeast 3.42; Volleyball: Southeast 3.38; Cross Country: Heights 3.45; Boys Soccer: Heights 3.22; Football: Heights 2.92; Overall GPA: 2.87 for 1,446 student athletes. 2 Reports (Continued) Public Communications Education Investing In Staff Through Quality Professional Learning Consent: Disposal of Routine Business Human Resources Report Appendix 1 Report United Teachers of Wichita: UTW President Steve Wentz. Topic: Thank you to Board and Administration for their work and collaboration in fall Report Service Employees International: None submitted. LaVonnda McCabe, 1627 N. Woodrow Ct., Wichita Topic: The Wichita United Basketball Club. Executive Director of Curriculum Christina O Toole, Executive Director of Elementary Schools Chris Wendt, and Executive Director of Secondary Schools Robert Garner presented an overview of data from the fall 2018 district-wide and building-level in-services. One of the ways the district invests in staff is through quality professional learning. The feedback instructional staff provide is a way to provide continuous improvement. The Interest-Based Bargaining process resulted in development of universal and anonymous district surveys for feedback in fall During in-services on October 22, 2018, instructional staff participated in trainings on various topics to support their role. Surveys were administered at the conclusion of trainings, and results were collected via Google Survey. District results were shared with leaders, and individual building results were shared with schools. District leaders and principals will use results for growth and future planning. The next building survey will be administered during in-services on January 2, District in-service: Of the 2,618 participants in the October 22 nd districtin-service survey, 97.5% responded that in-service sessions were applicable to their role; 91.2% responded that the presenter used engaging techniques; 93.8% responded that they were likely to implement; and 92% responded that they had time for collaboration at the in-service. Building in-service: Of the 2,829 participants in the October 22 nd building-in-service survey, 92.3% responded that in-service sessions were applicable to their role; 92.8% responded that the presenter used engaging techniques; 85.5% responded that they were likely to implement; and 90.0% responded that they had time for collaboration at the in-service. The complete presentation is included in the archival copies of this BOE Agenda and Minutes. This presentation was provided for the Board s information and discussion. Base Bid Heights High School: $1,529, Contingency Allowance: $152, Total: $1,682, Approve an amount not to exceed $2,178,638.66, which includes a $198,000 contingency allowance, with Alexander Open Systems for the installation of wireless access points throughout the district. Base Bid: $1,980, Contingency Allowance: $198, Total: $2,178, Authorize the ESOL & MES Instructional Services Department funds to cover the agreement with Wichita State University, Kansas State University, Newman University, Emporia State University, and Pittsburg State University to provide endorsement classes in the area of English as a Second Language during the fall, spring, and summer semesters of the school year in an amount not to exceed $400,000. The unapproved BOE Minutes were pulled from tonight s BOE Agenda due to an error on the first item in the Policy section of the November 19 th meeting. Easements at Christa McAuliffe Academy Appendix 7 North High School: Building Repair Northeast Magnet High School Instrumental Music Trip to Dallas, TX The Pando Initiative: Memorandum of Understanding Appendix 8 Resolution : Surplus Property Appendix 9 Sale of Property at 2235 W. 37 th St. North Appendix 10 Approve this agreed upon settlement for D.W. in an amount not to exceed $25,000. In January 2016, D.W., a student, slipped, fell, and broke a leg at Hamilton Middle School on a day that it had been raining. A settlement agreement has been reached to resolve this claim. This will close out all issues. BOE member Julie Hedrick pulled this item for discussion. Please see Action on Pulled Consent Items below. Authorize an amount not to exceed $45,000 to Reconstruction Services, LLC, for restoration and remediation of building damages. An entryway at North High School sustained damage from an automobile on November 6, Approve for Northeast Magnet High School Instrumental group to attend the Band and Orchestra Performance at Six Flags over Texas in Dallas in an amount not to exceed $40,000. Village Charter of Lubbock, TX, has been contracted for trip services. From May 3-5, 2019, the Northeast Magnet Instrumental Group of approximately 100 students will participate in State Music Standards at Six Flags over Texas. The recommendation to declare this property to be surplus is being made because the property is vacant, there are no future plans for the property to be used by the district for any reason, the property is expensive to maintain, and the sale of the property will provide cash to the district. 5 Action on Pulled Consent Items Easements at Christa McAuliffe Academy Appendix 7 Sale of Property at 2235 W. 37 th St. North Appendix 10 Policy Second Review: Proposed Consolidation of School, Community, and Media Relations Policies Appendix 11 Pulled items are presented in the order of the BOE Agenda. Board member Julie Hedrick noted that the Board had recently approved a demographic study to assess the use of facilities and determine needs. It was proposed the Board wait until after the study is completed, the Board has reviewed the results, and a Master Facilities Plan has been developed before determining how sites and facilities are used. Ms. Hedrick (Mr. Rodee) moved the Board not approve the Consent item for this easement at Christa McAuliffe Academy. A real estate contract has been submitted through J.P. Weigand and Sons, Inc., to sell the Michener property to Catholic Charities, Inc., for $326,000. The sale of the property is subject to the preservation of a playground area for the use of the surrounding neighborhood. Board member Ben Blankley pulled this item to note that the agreement preserves the playground equipment placed on the property by the neighborhood. At the invitation of Superintendent Alicia Thompson, Mr. Bill Washburn spoke on behalf of the Sherwood Glen Neighborhood Association. According to Mr. Washburn, the playground, or park, originated in the 1990s as collaboration of the neighborhood, the district, and the City. After the Wichita Sedgwick County Law Enforcement Training Center moved out of the Michener facility, there was renewed interest in the property. The Metropolitan Area Planning Commission approved a conditional variance, and the Wichita Board of Park Commissioners recently recognized the playground area as the Sherwood Glen Park. Some equipment will need to be replaced, and the park area will be relocated on the property. Mr. Blankley (Mr. Rosales) moved the Board approve the real estate purchase agreement to sell the property that was previously the Michener school at 2235 W. 37 th St. North to Catholic Charities, Inc., for $326,000 and authorize the Board President to sign the contract provided in Appendix 10. Board member Julie Hedrick said that tonight the Board was going to have the opportunity to look at two versions of BOE Policy 2100 School, Community, and Media Relations that resulted from the discussion at the first review. One of the versions was the policy drafted by staff. The other version retained language from AIP 1 of current BOE Policy 2110 News Media Relations. The error that was made was that the language retained was from AIP 3. Thus, tonight s agenda packet did not include the policies as intended. Ms. Hedrick (Mr. Reeser) moved the Board not discuss the policies tonight because they were not produced accurately, and to move the policies to the next Board meeting for a third review when the Board has the corrections. 6 Second Review: Renumbering of Distribution of Political Materials Policy and Combining of Distribution of Published, Free, and Inexpensive Materials Policies Appendix 12 Second Review: Proposed Deletion of Survey Policy Appendix 13 Operations Finance Miscellaneous Superintendent s Report Board of Education Reports/Requests As part of an ongoing effort to consolidate BOE policies, Administration proposes the renumbering of the distribution of political materials policy, and the combining of two policies that address distribution of published, free, and inexpensive materials. The Board had its first review on November 19 th. Mr. Reeser (Mr. Blankley) moved the Board approve renumbering of BOE Policy Distribution of Political Materials; the combining of Distribution of Published, Free, and Inexpensive Materials on School Property and Distribution of Free and Inexpensive Materials; and the deletion of Mr. Blankley (Mr. Rosales) moved the Board approve the deletion of BOE Policy 1430 Pupil Survey of Teaching Performance. None submitted. None submitted. Superintendent Alicia Thompson: Thanked the Wichita Community Foundation, Koch Industries, and Credit Union of America for partnering with the district. Recognized teachers, staff, custodians, coaches, tutors, mentors, after-school program staff who help students, and Good Apple award recipients. Thanked the UTW officers Steve Wentz and Kimberly Howard for their collaboration. Thanked students, including JROTC/Leadership Cadets, Turkey Drive volunteers, and SuperSAC participants. Recognized the Board and District Leadership Team. Wished a happy holidays to the community. Ben Blankley: Said he attended Bye, Bye Birdie at Brooks Magnet, the South v. West basketball games, the Southeast High swimming invitational, the East High swing dance, the Southeast High Station 11 Big Read book discussion, and the NASA presentation at Exploration Place. Ron Rosales: Thanked McCormick Museum volunteers for sponsoring the museum s holiday open house. Ernestine Krehbiel: Praised Magnet Program Curriculum Lead Phyllis Cottner for her excellent presentation at the Kansas Association of School Boards Conference, noting that the Wichita Public Schools is the model for the State of Kansas. Mike Rodee: Announced that the first January 2019 BOE meeting will be held on January 14 th rather than January 7 th. Wichita BOE Meeting Minutes December 10, 2018 Page 6 of 7

7 New Business Executive Session #1: Attorney-Client Reconvene Meeting Executive Session #2: Non-elected Personnel Reconvene Meeting Adjournment None submitted. At approximately 7:29 p.m., Mr. Reeser (Mr. Blankley) moved the Board recess into an executive session to discuss a matter involving pending litigation with the Board s legal counsel pursuant to the exception for matters which would be deemed privileged in the attorney-client relationship under the Kansas Open Meetings Act, and the open meeting will resume in this room at 7:55 p.m. At approximately 7:55 p.m., Board Vice-President Rodee reconvened the meeting. At approximately 7:55 p.m., Mr. Reeser (Mr. Blankley) moved the Board recess into an executive session to discuss an employee s performance evaluation pursuant to the Kansas Open Meetings Act exception regarding matters relating to non-elected personnel, and the Board return from executive session to this room at 8:25 p.m. The motion passed 5-0, with Board member Sheril Logan noted absent and Board member Ernestine Krehbiel away from the table. At approximately 8:29 p.m., Board Vice-President Rodee reconvened the meeting. Ms. Krehbiel (Mr. Reeser) moved the meeting adjourn. At approximately 8:29 p.m., the meeting adjourned.
