1 UNIFIED SCHOOL DISTRICT #377 REGULAR MEETING JANUARY 12, :30 PM, CENTRAL OFFICE EFFINGHAM, KS Members Present Members Absent Others Present Call to Order Approval of Agenda Tana Hoffman, Pat Kearney, Lori Lanter, Mike Lee, Jeff Martin, Steve Meeks Brian Jolly Superintendent Steve Wiseman, Principal Deanna Scherer, Principal Cy Wallisch, Matt Renk, Dan Coder, Julie Dillon, Alison Ostertag, and Logan Jackson, Globe. The meeting was called to order at 6:30 by Jeff Martin. Additions were made to items 6.02 Personnel Recommendations and 6.07 Approval of Student Trips. Item 8.03 Executive Session Student Matters was added to the agenda. Motion by Hoffman, seconded by Kearney, to approve the agenda as amended. Motion passed 6-0. Hearing of Audience Presentations None. Mrs. Scherer gave a presentation on Pathways. Mrs. Dillon gave a Curriculum Council Update on possible JSH course changes and additions: Considering the feasibility of requiring 60 minutes of physical activity per day by requiring a PE class in grades seven and eight. Digital Media Technology, Video Production, and Audio/Video Production Fundamentals (3 new courses) Entrepreneurship Class Financial Literacy/Personal Finance - discussion on requiring all students to complete a financial literacy course. Mr. Wiseman presented certificates of appreciation to each member of the board. He provided information on the year-to-date status of the budget. He also reviewed Quality Zone Academy Bonds (QZAB) with the board: Zero interest bonds District is third in line for state QZAB dollars - waiting on Congress to allocate funds Applied for $3 million in zero interest bonds - may receive up to $2 million Funds can be used for renovation and rehabilitation projects (including energy projects), as well as equipment purchases (including computers). QZABs cannot be used for new building construction. Requirement is that the district obtain matching funds from a private-

2 sector/non-profit partner equal to at least 10% of the cost of the proposed project. Private match secured by district. Approval of Consent Agenda Motion by Hoffman, seconded by Kearney, to approve the consent agenda as presented. Motion passed 6-0. The consent agenda included the following: *Minutes from 12/08/2014 *Treasurer s report for November 2014, bills and claims in the amount of $401,366.97, December 2014 budget summary of funds, ACCES current cash balance report for December 2014, ACCJSHS current cash balance report for December 2014, and the VISA bill. *Gifts & Grants Socks, underwear, hats, and gloves Muscotah United Church Hats and gloves Sally Ellerman *Correspondences & Reports Big 7 League Meeting Agenda for January 14, 2015 Dale Dennis OCR USDE and DOJ Dear Colleague Letter KSDE State Use Catalog - Dale Dennis Kansas Purchasing Law KSA and Keystone BOD Minutes from 12/17/2014 Keystone Administrative Staffing Model *JSH Principal's Report *ACCHS Softball Handbook st Reading Leadership Reports Mrs. Gracey reminded board members whose terms expire at the end of June that they have until noon on Tuesday, January 27, 2015 to file as a candidate. Mr. Renk announced that the ACCHS Scholar s Bowl team, under the direction of Mr. Paul English, captured the Big 7 League Championship. He also updated the board on Big 7 league happenings. Mrs. Scherer stated that they have instituted a Performance Based Credit program for the 2nd semester after recommendation by Counselor Taliaferro and Principal Renk who both visited Salina School District to research program details. She also stated that attendance was remaining steady and presented information on November and December discipline reports. Mr. Wallisch reported on Dibels testing results and discussed student achievement. He also discussed a collaborative project between elementary and HS FFA to start a garden project, possibly on the old Hanshaw lot the district owns. Kindergarten round-up is tentatively scheduled for April 23 rd and 24 th. Enrollment at the Elementary school is also remaining steady. Mr. Wiseman relayed that media outlets are reporting that some legislators are in support of dividing the state into a total of seven school districts in order to save money by consolidating services. He also reported on state revenue shortfalls of $436 million for the current year and another $648 million for FY2016, which begins July 1. Mr. Wiseman discussed cold weather protocols - one of the determining factors for calling school off on a very cold day is when wind chills reach 20 below zero or colder during pickup times,

3 which is from 6:00 AM - 8:00 AM. He also reported on Keystone happenings. Facilities Planning and Major Projects for Summer 2015 Personnel Recommendations Mr. Wiseman and Dan Coder, Facilities/Maintenance Director, walked the board through each item on the deferred maintenance and capital projects list. The Board directed Mr. Wiseman and Mr. Coder to bid out the high priority items and an exterior lighting upgrade at the JSH. Debra Forbes retirement effective at the end of the school year Clayton Lucas retirement effective at the end of the school year Mary Kay Olmstead reassignment to a special education route, with salary to remain the same. Mandy Holle transfer from one special education route to another. Ashley Flory extend a special education transportation aide contract, compensation to be set at $9.41/hour with benefits. Increase substitute aide pay from $7.50 to $8.25. Motion by Hoffman, seconded by Kearney, to approve the personnel recommendations as presented, and to express sincere thanks to Debra Forbes and Clayton Lucas for their years of dedication to the District. Motion passed 6-0. Elementary Staffing Model Mr. Wallisch presented a staffing model for the board to consider. The model included adding a fulltime behavior specialist. Motion by Martin, seconded by Kearney, to authorize Mr. Wiseman and Mr. Wallisch to pursue filling the behavior specialist position, with the number of classroom teacher positions at the Elementary School to be visited at a later date. Motion passed 5-1 (Lanter opposed). Request for Transfer Jennifer Dobbs, JH Science teacher, has requested approval for transfer to one of the Grade 3 teaching positions vacant for the school year. Mr. Wallisch recommends the Board approve her request for transfer. Motion by Martin, seconded by Lee, to approve Jennifer Dobbs request for transfer to a Grade 3 self-contained classroom teacher. Motion passed 6-0. Destruction of Records Items to be destroyed are the following Central Office records dated prior to 12/31/2009: Accounting records Requisitions Purchase orders Vouchers Time Cards Food Service records Insurance policies Motion by Lanter, seconded by Meeks, to approve resolution A destruction of records as presented. Motion passed 6-0.

4 Soundmasters Out-of-State Fieldtrip Request Mrs. Amy Eckert is requesting approval for SoundMasters to travel to Branson, Missouri over Spring Break. The group has funds available from working concession stands to cover the trip, including expenses for bus and bus driver. Motion by Hoffman, seconded by Lanter, to approve the Soundmaster s out-of-state field trip request as presented. Motion passed 6-0. Student Trips Student trips: Mrs. Scherer is requesting permission to take approximately 16 students to the Atchison County Spelling Bee on February 4, 2015 FFA is to compete in the Easton Pleasant Ridge Meats Judging Contest on February 9, Approximately 10 FFA students will be participating. Western Farm Show at Kemper Arena in KCK. Approximately 30 students will attend along with two sponsors on February 20, st Grade field trip to the Remington Nature Center in St. Joseph, Missouri. Sponsors: Mrs. Stutesman, Mrs. Wagner, Mrs. Marsh and two paras to be determined. They will be exploring Science with the scavenger hunt that includes a tour of the Nature Center. The students will examine animals, trees, flowers, plants, etc. Then they will go to Bode Ice Arena for lunch and ice skating afterwards. Motion by Hoffman, seconded by Meeks, to approve the student trip requests as presented. Motion passed 6-0. KASB Board Policy Recommendations Tabled Treasurer Position The district needs to find a new Board Treasurer to handle investment of district funds. Mr. Handke believes it is in the best interest of the district that he be replaced. When Morrill & Janes Bank closed the Lancaster branch, it left the Exchange National Bank as the District s only choice for investing funds within the district. This has created somewhat of a conflict of interest for Mr. Handke. Steve Caplinger has agreed to accept the position at a rate of $300/month. Motion by Martin, seconded by Kearney, to hire Steve Caplinger as board treasurer and accept Brian Handke s resignation. Motion passed 6-0. Board Goals and Focus Areas Executive Session - Negotiations Tabled Motion by Martin to enter into executive session to discuss negotiations in order to protect public interest in negotiating a fair and equitable contract, and that the board return to open session in this room at 9:20pm. Motion seconded by Lanter. Motion passed 6 0. (Wiseman present) The board resumed in open session at 9:20pm.

5 Execution Session Student Matters Motion by Martin to enter into executive session to discuss matters effecting a student in order to protect the privacy interests of the individual(s) to be discussed, and that the board return to open session in this room at 9:25pm. Motion seconded by Lanter. Motion passed 6 0. (Wiseman and Wallisch present) The board resumed in open session at 9:25pm.
