1 MINUTES OF THE REGULAR MEETING OF THE SCHOOL BOARD INDEPENDENT SCHOOL DISTRICT 271 Bloomington, Minnesota April 27, 2015 I. ROLL CALL Pursuant to due call and notice thereof, and there being a quorum present, the School Board of Independent School District 271, was called to order by Chair Maureen Bartolotta at 7:00 p.m. on April 27, 2015, in the Arlene Bush Board Room at the Educational Services Center, 1350 West 106 th Street, Bloomington, Minnesota. RECOGNITION Jefferson High School Theatre will be presenting Seussical the OF STUDENTS/ Musical May Director Laura Schmit invited the public to attend. STAFF/PUBLIC Student actors performed a musical selection from the production. Diversity Day T-Shirt Design Winner For the sixth year, the Human Rights Commission reviewed and selected the Diversity Day t-shirt design contest winner. Human Rights Commissioner Jared Leese recognized Jefferson sophomore Madison Kuehn as the 2015 contest winner. The original art is designed to incorporate the ideas of peace and diversity in Bloomington. Diversity Day 2015 is May 1. It is a collaborative community event held annually and co-sponsored by the District and the Human Rights Commission. The peace run between the two high schools will start at Kennedy and end at Jefferson. V. PART A 1. Board Business Minutes Personnel Items a. Minutes of the Regular Meeting of the School Board on April 13, b. Licensed Personnel: Resignations, Leaves of Absence, Changes of Status. Independent Personnel: Employments. Classified Personnel: Termination, Retirements, Resignations, Employments, Changes of Status. 2. Field Trip Approval RESOLVED, that the School Board of Independent School District 271 approves the field trip per the attached list (on file).

RESOLVED, that the School Board of Independent School District 271 accepts the Licensed Training Provider Agreement between the American National Red Cross and Independent School District 271 in order to permit Red Cross certified instructors to teach Red Cross training courses. MN Opportunity b. RESOLVED, that the School Board of Independent School District 271 Partners approves an agreement between Minnesota Opportunity Corps and Independent School District 271 with respect to the assignment of one (1) Minnesota Opportunity Corps member to perform services to help program participants become more self-sufficient. Mastery Connect c. RESOLVED, that the School Board of Independent School District 271 Contract Addendum approves an addendum to the subscription agreement with Mastery Connect. 4. Finance Donations Finance Reports a. RESOLVED, that the School Board of Independent School District 271 accepts donations, as indicated in the background, in the amount of $17, b. Statement of Revenues and Statement of Expenditures for March Receipts & c. Receipts and Disbursements submitted for March Disbursements Tom Bennett moved, Dick Bergstrom seconded, to approve Part A Items in accordance with all of the written material submitted to the School Board. Motion carried unanimously. VI. PART B Achievement & Tom Bennett moved, Dick Bergstrom seconded, that the School Integration Plan Board of Independent School District 271 approves the Achievement and Integration Plan budget for the school year in the amount of $1,900, In the event of a decrease or increase in funding from the Minnesota Department of Education, the budget will be adjusted accordingly. Motion carried unanimously. In accordance with Minnesota Statute 124D. Sections , Minnesota s Achievement and Integration program was established to help close Minnesota s academic achievement gap and increase integration opportunities for protected class students. The Achievement and Integration Plan budget must be submitted annually for approval by the Minnesota Department of Education. This budget conforms to all state requirements and supports District efforts to reduce the achievement gap and increase integration opportunities. The plan budget was reviewed and discussed by the School Board at the April 20 study session. (Nelly Korman arrived at 7:23 p.m.)

3 Page 3, Minutes, April 27, 2015 Solar Rewards Community Jim Sorum moved, Tom Bennett seconded, that the School Board of Independent School District 271 approves a contract with SunEdison for the purpose of participating in a solar energy program which results in a $221,000 savings in the first year (CY 2016). Projected savings over 25 years is $20,145,000. Motion carried unanimously. The State of Minnesota has partnered with Xcel Energy in launching Solar Rewards Community (SRC), a program that encourages the production of solar energy within the Xcel Energy service territory. Five companies approached the District and presented ideas on implementing solar energy production as a result of the SRC. SunEdison was selected for its company owned solar garden approach. SunEdison is established worldwide in the financing, operating and long-term management of commercial and utility scale solar projects. SunEdison offers a fixed rate savings plan on District energy bills for a term of 25 years. Starting with the calendar year 2016, the District will experience an annual savings of $221,000, which will help to offset RSBII reductions (see attached). The projected savings over 25 years is $20,145,000. SunEdison will build the solar garden(s), which deliver energy to Xcel Energy. Xcel Energy provides a credit per kilowatt and then directs the billing credits to CSG customers Xcel Energy electric bills. This will result in immediate savings to the District the first year, long term predictability of energy costs without any up front capital cost, no construction, maintenance or insurance costs. Proposed Placement Tenured Teacher Leave of Absence Dick Bergstrom moved, Tom Bennett seconded, that the School Board of Independent School District 271 adopts the following resolution: RESOLUTION RELATING TO THE UNREQUESTED LEAVE OF ABSENCE OF THE TEACHING CONTRACT OF A TENURED TEACHER WHEREAS, Natasha Kellenberger is a tenured teacher in Independent School District No. 271; BE IT RESOLVED, by the School Board of Independent School District No. 271, that it is proposed that Natasha Kellenberger, a teacher of District No. 271, be placed on a partial unrequested leave of absence without pay or fringe benefits for.056 FTE, while retaining.944 FTE Family and Consumer Science position in the District, effective at the end of the school year on June 30, 2015, pursuant to Minnesota Statutes 122A.40 subd. 11 and the negotiated leave policy of the District. RESOLVED further, that the Clerk of the School Board shall issue written notice to said teacher regarding the proposed placement on unrequested leave of absence without pay or fringe benefits as provided by law and said notice shall be in substantially the following form:

4 Page 4, Minutes, April 27, 2015 NOTICE OF PROPOSED PLACEMENT ON UNREQUESTED LEAVE OF ABSENCE You are hereby notified that at a regular meeting of the School Board of Independent School District No. 271, held April 27, 2015, consideration was given to your placement on unrequested leave of absence without pay or fringe benefits for.056 FTE, while retaining.944 FTE Family and Consumer Science position in the District, as a teacher of Independent School District No. 271, and a resolution was adopted by a majority vote of the Board, proposing your placement on unrequested leave of absence effective at the end of the school year on June 30, 2015, pursuant to Minnesota Statutes 122A.40 subd. 11, and the negotiated unrequested leave policy of the District, upon the grounds described in said statute and which are specifically as follows: Reduction of student enrollment in licensure area. Under the provisions of the law, you are entitled to a hearing before the School Board provided that you make a request in writing within fourteen (14) days after receipt of this notice. If no hearing is requested within such period, it shall be deemed acquiescence by you to the School Board s proposed action. On roll call vote, all directors voted aye. Non Renewal of Probationary Teaching Contracts Dick Bergstrom moved, Tom Bennett seconded, that the School Board of Independent School District 271 adopts a separate resolution relating to the non-renewal of the teaching contract of probationary teachers for each of the following teachers: Amy Anderson, Michael Berger, Angela Boike, Christine Buelow, Colby Collura, Katie Cordes, Andrew Doran, Jacqueline Hjelden, Josette Hooker, Aaren Hough, Kate Kowalkowski, Melissa Krouth, Elizabeth Landwehr, Victoria Leistico, Madeline Nelson, Kelsey Nimmer, Amy Petersen-Sagrado, Halina Post, Jason Schmuck, Toby Schroder, Kelli Schroeder, Jonathan Swanson, Bill Tabor, Summer Wagman, Caitlin Williams, Jordan Wilmer and Marissa Wineman. RESOLUTION RELATING TO THE NON-RENEWAL OF THE TEACHING CONTRACT OF PROBATIONARY TEACHERS RESOLVED, by the School Board of Independent School District 271, pursuant to Minnesota Statutes 122A.40, that the teaching contract of the above named probationary teachers in Independent School District 271, is hereby terminated at the close of the current school year, June 30, 2015, and is not renewed for the school year; and BE IT RESOLVED FURTHER, that the Clerk of the School Board shall issue written notice to said teacher regarding non-renewal of the teacher s contract as provided by law, and that said notice shall be substantially in the following form:

5 Page 5, Minutes, April 27, 2015 NOTICE OF TERMINATION You are hereby notified that at a regular meeting of the School Board of Independent School District 271, held April 27, 2015, a resolution was adopted by a majority roll call vote giving action that your teaching contract will not be renewed effective at the end of the school year, June 30, 2015, and is not renewed for the school year. Said action of the Board is taken pursuant to M.S. 122A.40. You may officially request that the School Board gives its reason for the non-renewal of your teaching contract. However, such request must be received within ten (10) days after the receipt of this notice. On roll call vote, all directors voted aye. Mary Burroughs, Executive Director of Human Resources, indicated that this is an annual process to non-renew probationary teachers. Non-renewals can be due to class size, performance or other reasons. This action is recommended as final. Any subsequent action to return probationary teachers between now and the effective date of non-renewal based on course needs, retirements or Resignations will be brought to the Board as rescission of this action for individually named teachers. Policy 431 Nelly Koman moved, Tom Bennett seconded, that the School Board of Deletion Independent School District 271 approves the deletion of Policy 431, Certification Pool Personnel. Motion carried unanimously. Policy 431 addresses procedures for providing a safe environment for users of the District s pools. This is not a mandatory policy and its content is obsolete. High standards for pool use are in place. Postings for pool personnel include certification qualifications as appropriate. An aquatics manual is being developed that will articulate all safety and security procedures that will include the pool personnel licensing provisions. VII. BOARD MEMBER REPORTS Dick Bergstrom highlighted activities he attended including the School Board Study Session on April 20 that focused on the Achievement and Integration plan budget; a meeting of the District 917 Board at which district goals and budget were discussed; elementary school carnivals at Hillcrest, Normandale Hills and Oak Grove; Ridgeview and Oak Grove Elements program mock trial at the Hennepin County Government Center, Kennedy High School baseball and the middle schools track meet. Jim Sorum reported on a meeting with Valley View Middle School Ambassadors. Discussion included their leadership roles at the school, the district-wide food drive being conducted this week and the Youth Advisory Council. Mr. Sorum also attended a meeting of the Jefferson Student Government and talked about the Youth Advisory Council versus a student representative on the School Board. He also highlighted the Special Education Community Advisory Council Caring Awards event.

6 Page 6, Minutes, April 27, 2015 VIII. SUPERINTENDENT S REPORT Superintendent Fujitake highlighted upcoming activities. There is a joint meeting of the School Board and the City Council on Wednesday, April 29, at 7 p.m. at the Educational Services Center. IX. OTHER None. In consultation with the Board Chair and Vice Chair regarding calendar planning, there will be no Board sessions during the month of July. Jim Sorum moved, Dick Bergstrom seconded, to cancel sessions scheduled for July (July 13 meeting and the meeting/study session scheduled for July 27). Motion carried unanimously. There is discussion at the State Capitol regarding early childhood programming Pre-K, Universal K and Scholarships. Superintendent Fuitake has been invited, and has accepted, an invitation to be part of a discussion group of people that includes a representative from the Governor s office, Minnesota Department of Education Commissioners and representatives from MinneMinds, Head Start, and other organizations.
