1 MINUTES REGULAR MEETING OF THE BOARD OF TRUSTEES, EAST HELENA SCHOOL DISTRICT NO. 9 Call to Order: Trustees of School District No. 9 met in regular session on May 11, 2015 at East Valley Middle School Library. Chairman Scott Walter called the meeting to order at 7:00 p.m. Pledge of Allegiance Attendance and Introduction of Board Members Trustees Present: Chairman Scott Walter, Trustees Kevin Bokovoy, Marcia Ellermeyer, Mark Diehl, Joe Nye, Breck Scheet and Ann Marie Thompson. Superintendent Ron Whitmoyer and Clerk Kim Aarstad. Principals present: Dan Rispens, Jill Miller and Mike Agostinelli and Technology Coordinator, Jeanette Winslow. Visitors: Karen Goldsberry,Rachel Bright, Healther Ireland, Richard Adamson, K.D. Jones, Kerry Logan, Marne Bender, Katrina Chaney, Janene Felter, Joe Cohenour, Jill Cohenour, Mary Ann Dunwell, Jennifer Hager, Cody Melton, Dan Krause, James Schell and Charles Lindstrom. Agenda Motion by Trustee Thompson, seconded by Trustee Ellermeyer to accept the agenda as presented deleting the Student report. Unanimous vote for the motion. Hear the Public Senator Jill Cohenour and Representative Mary Ann Dunwell discuss SB107 and the letter that they submitted to the Independent Record. Heather Ireland thanked the Board for all their hard work on SB107. Reports Principal & Technology Reports Vice Principal Agostinelli reported on discipline issues that the staff has been dealing with at East Valley Middle School and reported that Ty Ridgeway, Carson Bender, Tana Fetherston, Scott Ireland and Mark Jenkins are the track coaches.

2 Principal Rispens reported on the the Smarter Balance testing and discussed how well the testing went and reported that the Paw Team has developed a plan to make accessing playground equipment easier for all EVMS students. Principal Miller reported that a 4th family night was held on May 7, 2015 with over 50 families in attendance. Jeanette Winslow, Technology Coordinator reported that My Big Campus will no longer be in place at the district and that the Technology committee will be looking at possible programs that can be used to replace it. High School Trustee Report Joe Cohenour, High School Trustee, reported that because there was technology issues while taking the Smarter Balance Testing, the Helena District requested a waiver from using the Smarter Balance Testing, and requested that the district's use the ACT scores. Chairman Walter thanked Joe for all his years of service on the Helena School Board and introduced the newly elected High School trustee Karen Goldsberry. Trustee and Committee Reports of the Board Chairman Walter reported that the Independent Elementary Caucus met last week. The 2015 legislative session was discussed. Notification of Resignations Superintendent Whitmoyer thanked all the retiring staff for all their hard work and dedication to the East Helena School District. Unanimous vote for the motion. Superintedent Whitmoyer introduced Cody Melton and Dan Krause, Cody was recently hired as a 4th grade teacher and Dan's wife was recently hired by the district.

6 Unfinished Business Long Term Infrastructure Committee Meeting April 20th Superintendent Whitmoyer updated the Board on the April 20, 2015 infrastructure committee meeting. Superintendent Whitmoyer reported that the district's enrollment had decreased on the day of the meeting so the need for urgency has also decreased. The committee will not have another meeting until September. METG Site Offer Update Superintendent Whitmoyer reported that the METG President, Cindy Brooks, was in town and had assured Superintendent Whitmoyer that the district's offer for Dartman Field was very much alive and being considered. East Helena Schools Pre-K for 4 Year Olds Superintendent Whitmoyer and Jill Miller reported that the Headstart Program Funding did not come through as planned so the Kinder-cub program has undergone some adjustments. The HeadStart program has been expanded to include a second classroom of students that qualify with 200% of poverty. The school district will run a program based on the Board's approval of an age exception entrance into Kindergarten in the coming months. New Business Certification of Election and Oath of Office for Newly Elected Trustees Katrina Chaney, Lewis & Clark County Superintendent of Schools administered the oath of office to Kevin Bokovoy and Joe Nye. Reorganization of the Board of Trustee Chairman Walter relinquished the gavel and Superintendent Whitmoyer took control of the meeting and called for nominations for Board Chair. Motion by Trustee Diehl, seconded by Trustee Ellermeyer to nominate Trustee Walter for Board Chairman. Unanimous vote for the motion. Superintendent Whitmoyer returned the gavel to Chairman Walter. Motion by Trustee Bokovoy, seconded by Trustee Nye to nominate Trustee Scheet for Vice Chair. Unanimous vote for the motion.

7 Board Committee Appointments Chairman Walter reported that the committee appointments will be discussed at the June board meeting. Accreditation Standard Report from OPI Superintendent Whitmoyer discussed the Accreditation report. All three schools in the district meet the accreditation standards and are fully accredited for this school year. Letter to the Community Superintendent Whitmoyer asked if the board would like to compose a thank you letter to the community for their support during the last several months as we negotiated a means to give a vote to our community on their desire to expand the school district to include a high school. Trustee Bokovoy addressed the letter and hoped that eventually the district would address the issues and information that was been said by the East Helena Legislature. Heather Ireland and Janene Felter discussed the proposed letter and liked that the Board was taking the higher ground on the issue. Motion by Trustee Diehl seconded by Trustee Thompson to write a letter to the community to thank them for their support during the last several months, the letter will be signed by all Board members. Unanimous vote for the motion. EHESA Contract Ratification Superintendent Whitmoyer presented a 4 year contact for the EHESA Bargaining unit. Motion by Trustee Ellermeyer seconded by Trustee Bokovoy to approve the proposed contract with the EHESA negotiated contract. Unanimous vote for the motion. Administrative Salary Consideration Superintendent Whitmoyer presented a recommendation to consider a salary increase for administrative staff that is commensurate with the negotiated agreement signed by EHEA. Motion by Trustee Thompson, seconded by Trustee Ellermeyer to accept the recommendation to provide a salary increase to the 13 administrative staff as presented. Unanimous vote for the motion. Appointment of Clerk Motion by Trustee Diehl, seconded by Trustee Bokovoy to appoint Kim Aarstad as the Clerk of the East Helena School Board for the school year. Unanimous vote for the motion.

8 Life Insurance and Long Term Disability Insurance Carrier Selection Superintendent Whitmoyer reported that there is going to be a significant insurance increase for the Life Insurance and Long Term Disability Insurance that the district carries for employees. Currently UNUM Life Insurance Company has proposed a rate increase that will exceed over 20%. The Hartford is offering to maintain the district coverage levels and premium rates at a comparable charge to the current premiums. Motion by Trustee Scheet, seconded by Trustee Thompson to recommend the District change the Life Insurance and Long Term Disability Insurance to The Hartford in order to maintain premiums at a manageable level. Unanimous vote for the motion. Southwest Montana School Services Membership and Cooperative Agreement Motion by Trustee Diehl, seconded by Trustee Bokovoy to approve membership in the SWMSS Cooperative and continue the Cooperative purchasing agreement. Unanimous vote for the motion. Montana Quality Education Coalition Member Motion by Trustee Nye, seconded by Trustee Ellermeyer to approve membership in MQEC for another year. Trustee Bokovoy, Trustee Ellermeyer, Trustee Diehl, Trustee Nye, Trustee Thompson and Trustee Scheet "Yes" Trustee Walter "No" Motion Carried Montana Rural Education Association Member Motion by Trustee Ellermeyer, seconded by Trustee Nye to approve membership in MREA for another year. Trustee Diehl, Trustee Ellermeyer, Trustee Scheet, Trustee Nye, Trustee Walter and Trustee Thompson "Yes" Trustee Bokovoy "No" Motion carrid. Intermountain Children's Home Agreement Superintendent Whitmoyer presented an agreement from Intermountain Children's Home for Services to provide the education that students are afforded under the Constitution. ICH will provide instruction to students that are struggling emotionally and who needs more intensive services than the district can provide onsite. The program serves as one facet of a wide range of services that student requires according to their individual needs. ICH is requesting that there be an increase in the daily rate from $44.00 to $50.00 per day to provide these services.

9 Motion by Trustee Scheet, seconded by Trustee Ellermeyer to approve the Education Services Agreement. Unanimous vote for the motion. Prickly Pear Cooperative Management Board Interposal Agreement Motion by Trustee Ellermeyer, seconded by Trustee Bokovoy to continue membership in the Prickly Pear Special Education Cooperative as stated in the Interlocal agreement. Unanimous vote for motion. Prickly Pear Cooperative Management Board Representative Appointment Motion by Trustee Diehl, seconded by Trustee Ellermeyer to appoint Mr. Whitmoyer as the representative to the Prickly Pear Coop. Unanimous vote for the motion. Leadership Symposium & Delegate Assembly Superintendent Whitmoyer announced that MTSBA will be sponsoring a Leadership and Trustee training. Future Meeting Dates and Agenda Items The next regular meeting will be held on June 8, 2015 at 7:00 p.m. in the East Valley Middle School, a Special year end budget meeting will be held on June 30, 2015 at 5:30 p.m. in the Central Office. If needed a special discipline hearing will be held on June 9, 2015 at 5:30 p.m. in the East Valley Middle School Library.
