These minutes are for review and are subject to change and/or approval. Once approved, signed and dated, they are official. REGULAR MEETING CALLED TO ORDER AT 7:02 P.M. PRESENT: Board Members: Mike Oates, Jeff Kopecky, Mark Johnson, Jan Veldhuisen Virk. Liz Whitmore, Kateri Osborne Lohr, Bob Danko and Ex-Officio member Bobby Walker. WELCOME: Transportation Manager Jim Gray welcomed all to the meeting and introduced Office Manager Cindy Beth. He provided information on miles traveled, one reportable accident, drop chain information, condition of busses, purchase of a waste oil burner, and recycling. PUBLIC COMMENT/HEARING OF DELEGATIONS OR VISITORS: None PRESENTATION: Board Chairman Mark Johnson presented the School District Community Partner Award to Providence Hood River Memorial Hospital. Hospital representative Ty Erickson accepted the award on behalf of the hospital. PHRMH and Hood River County School District also received the Oregon Department of Education Community Partner of the Year award from State Superintendent Susan Castillo earlier this month. SUPERINTENDENTS REPORT: Superintendent Pat Evenson-Brady provided information on the following topics to the Board: o Information was given on SB 5520 which is the funding for the local option equalization grant that is local option match money. Pat urged those in attendance to contact legislature so the match money will be included for the 09/10 school year. 1

2 o Information was given on the Community Partner award and thanks to Barb Ayers of PHRMH and Terri Vann of the HRCSD for completing the grant application for the award. o Pat thanked all those who work for the school district as well as volunteers for the great graduation ceremonies at Hood River Valley High School and Cascade Locks High School, as well as the promotion ceremonies at both middle schools. o A new bill has passed legislature waiving some English and math course requirements for a high school diploma. Pat stated she will not be recommending this waiver for Hood River Valley High School as the school district has required more credits than the state minimums for the past 20 years. Both district high schools required four credits in English for more than 20 years and three credits in Math since Pat feels there is no reason to back track at this time. o Pat had the honor of awarding Gerry Flink of Wy east Middle School with his 30-year service pin at a Wy east staff meeting. She thanked him publicly for his years of service and congratulated him on his retirement. o District insurance agent Jim Claire stopped by the district office with good financial news. The Workers Compensation incidents have been so low, that the premium is actually dropping for the school district by $11,000. The district s current experience mod is.77 which is extremely low for a public entity. o Later in the meeting, the Board will be certifying the May 19, 2009 election results. Pat informed the Board the cost to the district for this election was $2,400. o Elementary Bond construction bids close on June 18 th with the middle school bids going out in August and the high school bids to follow shortly. o Hood River County Democrats have offered to put in labor for beautification projects for the school district this summer. Pat thanked them. o Pat asked the Board to start thinking about a Board work session on Board meeting and work protocols for sometime in the first two weeks of July. She will the Board members for date preferences and set a time. o Furlough days are currently being taken by district staff. Some schools are partially open since some staff will take their furlough days at other times. CONSENT AGENDA: To approve the minutes of May 27, 2009 as presented; To approve the recommendation to hire Linda Powers as SpEd teacher at Westside Elementary School for the 09/10 school year replacing a temporary position; To approve the recommendation to hire Jennifer Mader as French teacher at HRVHS for the 09/10 school year replacing a temporary position; To approve the leave of absence request from Amirra Malak for September 14, 2009 through December 18, 2009; To approve the resignation from Erin McCormick as Instructional Assistant at May Street Elementary due to educational/travel pursuits; To accept the resignation from Kristen Hannifan as instructional assistant at HRVHS in order to further her education; To approve the transfer of Todd McCauley as VP/Teacher at Dos Mundos to Vice Principal at Hood River Valley High School to replace Chris Daniels; 2

3 To approve the transfer of Joyce Fults as Temporary Teacher at Mid Valley to Media Assistant at Mid Valley to replace Irene Zimmerman; To approve the financial report as presented by Finance Director Nick Hogan; It was moved by Mike Oates and seconded by Jeff Kopecky to approve the consent agenda as presented. Motion approved unanimously. ACCEPTANCE OF DONATIONS: Board Chairman Mark Johnson asked the Board to accept the following donation on behalf of administrators: Two batteries from E&L Auto Parts valued at $250 to the HRVHS E-Car program It was moved by Bob Danko and seconded by Liz Whitmore to approve the donation as presented. Motion approved unanimously. RESOLUTION #08-09/44 HRVHS LIONS ART GRANT: Hood River Valley High School Vice Principal Rich Polkinghorn presented this resolution to the Board. This resolution would allow the Hood River County School District to apply for funds in the amount of $11,500 from the Hood River Lions Foundation Trust for the purpose of buying digital cameras and other equipment for the arts program at HRVHS. It was moved by Jan Veldhuisen Virk and seconded by Kateri Osborne Lohr to adopt Resolution #08-09/44 HRVHS Lion s Grant as presented. Motion approved unanimously. APPROVAL OF EXCHANGE STUDENT FOR 09/10 It was moved by Kateri Osborne Lohr and seconded by Liz Whitmore to approve tuition free HRVHS exchange student #2 Julie Cestari from Italy and exchange student #3 Alexander Lingren from Sweden for the 09/10 school year. Motion approved unanimously. APPROVAL OF STUDENT FEE INCREASES: Superintendent Pat Evenson-Brady presented an increase in sports fees for Hood River Valley High school from $75.00 per sport to $95 per sport, and an increase in middle school sports fees from $35.00 per sport to $45.00 per sport. 3

4 Board Chairman Mark Johnson stated his concerns over fee increases of any kind to families right now. Bob Danko cited similar concerns. Since the budget has been completed, were these higher fees included? Finance Director Nick Hogan stated that this increase will go into student body funds, not general funds. Cuts were made from the general fund, but these increases will go into student body funds. Student body funds pay for items that direct benefit students, such equipment and supplies, but not for coach salaries. Bob Danko asked what provisions are made for families that cannot afford sports fees. HRMS provides scholarship information so that students may work for the school in exchange for waived fees. The scholarship money comes from student body funds; Lions Clubs have donated scholarship funds in the past. Catherine Dalbey stated Wy east does the same thing and also uses a grant from the Healthy Teen survey through the Commission on Children and Families to offset student costs. Mark Johnson asked about the possibilities of fund raising by outside groups. Bob Dais stated this was done in 2004 where volunteers raised $30,000. Those same people stated they would never do it again as it was a huge drain for parents and the community to raise this much money for sports. Bob Danko asked HRVHS Athletic Director Keith Bassham the same questions. HRVHS reduces the fees for students eligible for free or reduced price meals. HRVHS is currently assesses the second lowest student athletic fees in their league. Most other Oregon schools charge more than HRVHS. It was moved by Mike Oates and seconded by Jeff Kopecky to approve the student fee increases as presented. Motion approved unanimously. APPROVE 09/10 SCHOOL BOARD MEETING SCHEDULE: Superintendent Pat Evenson-Brady presented the Board with a copy of the 09/10 proposed school board meeting calendar. This year, the November 11 th meeting falls on Veterans Day, so it was moved by Jeff Kopecky and seconded by Jan Veldhuisen Virk to approve the 09/10 School Board meeting calendar with the change of the November 11 th meeting being moved to Tuesday, November 10, Motion approved unanimously. RESOLUTION #08-09/45 21 ST CENTRY TOOLS WRITING GRANT: Hood River Valley High School Vice Principal Rich Polkinghorn presented this resolution to the Board. This resolution would allow the Hood River County School District to apply for funds from the NEA Foundation in the amount of $5,000 to be used for a subscription to online Criterion Writing Assessment services for HRVHS. It was moved by Kateri Osborne Lohr and seconded by Liz Whitmore to adopt Resolution #08-09/45 21 st Century Tools for Student Achievement in Writing as presented. Motion approved unanimously. CERTIFY MAY 19, 2009 ELECTION RESULTS: Superintendent Pat Evenson-Brady asked the Board to certify the election results from the Hood River County Elections Department from May 19, It was moved by Jeff Kopecky and seconded by Liz Whitmore to certify the election results of May 19, Motion approved unanimously. A copy of the approved abstract of the results are in the official minutes book. APPROVE 09/10 OSBA DUES: Superintendent Pat Evenson-Brady presented the Board with a copy of the 09/10 OSBA Dues in the amount of $5, for approval. It was moved by Jan Veldhuisen Virk and seconded by Bob Danko to authorize the payment of the 09/10 OSBA dues in the amount of $5, Motion approved unanimously. MEETING RECESSED AT 8:05 P.M. MEETING RECONVENED AT 8:12 P.M. MAY 31, 2009 ENROLLMENT REPORT: A copy of the May 31, 2009 enrollment report was provided for Board members. The district has seven fewer students enrolled than last month and enrolled 48 students in May 2009 than in May JULY 2009 OSBA CONFERENCE: Information on the July 2009 OSBA Conference was provided for review. QZAB UPDATE AND ENERGY PROJECTS UPDATE: Finance Director Nick Hogan and Facilities Director Randall Johnston provided the Board members with a QZAB and Energy projects update. STIMULUS FUNDS 09/10 SPECIAL EDUCATION AND TITLE 1: Director of Special Education Anne Carloss and Director of Instruction Terri Vann provided the Board with information on how monies will be spent for the 09/10 stimulus funds for Special Education and Title 1A. 5

6 PARENT MAILING ON CALENDAR: Included in Board member packets was a copy of the revised 09/10 school calendar and a letter in both Spanish and English explaining the changes to parents. DOS MUNDOS BOARD MEETING MINUTES: Included in Board packets is a copy of the March, April and May Dos Mundos Board meeting minutes for review. PROCEDURE #1620 CHARTER SCHOOLS: A copy of this procedure was included in Board member packets. REGULAR MEETING RECESSED AT 9:05 P.M. EXECUTIVE SESSION AND ACTION FOLLOWING EXECUTIVE SESSION UNDER ORS (1) (D) NEGOTIATIONS AND ORS (1) (I) EVALUATING THE SUPERINTENDENT CALLED TO ORDER AT 9:10 P.M. Board Members: Mike Oates, Jeff Kopecky, Mark Johnson, Jan Veldhuisen Virk. Liz Whitmore, Kateri Osborne Lohr, Bob Danko and Ex-Officio member Bobby Walker. Administration: Superintendent Pat Evenson-Brady and Finance Director Nick Hogan. Nick Hogan left at 9:20, returned at 9:35, left at 9:40. Pat left at 9:50, returned 10:10. REGULAR MEETING RECONVENED AT 10:14 P.M. Jan Veldhuisen Virk moved and Jeff Kopecky seconded the motion to ask the Superintendent to write an MOU regarding administrator salaries for the school year. In consideration of the very challenging budget picture, administrators agreed to a salary freeze for after the five days without pay during the school year. Motion carried unanimously. Mike Oates moved and Kateri Osborne Lohr seconded the motion to approve the superintendent s contract, salary and benefits as presented. Motion carried unanimously.
