1 The Elkhart Echo February Vol. 29 Issue 2 VILLAGE BOARD NEWS Mayor Lyle Fout called the meeting to order on February 3, 2014 at 6:30 P.M. in the Elkhart Village Hall. The meeting was opened with the Pledge of Allegiance. Roll call was taken. Answering present: Dave Barker, Matt Fuller, Peggy Lee and Nancy Moore. Clerk Ann Curry, Attorney Don Behle and Treasurer Theresa Moore were also present. Visitors present were Steve McClure representing Central Illinois Ag, and Tom Overmeyer from Phoenix Engineers Motion by Nancy Moore, second by Dave Barker to approve the minutes of the January 6, 2014 meeting. Roll call vote. All yeas. No nay. Motion carried. Motion by Nancy Moore second by Matt Fuller to authorize expenditures. Roll call vote. All yeas. No nay. Motion carried. Motion by Matt Fuller second by Nancy Moore to approve employee reimbursements. Roll call vote. All yeas. No nay. Motion carried. Motion by Nancy Moore, second by Dave Barker to approve the Treasurer s report. Roll call vote. All yeas. No nay. Motion carried. RECOGNITION OF PUBLIC Steve McClure representing Central Illinois Ag in Atlanta explained the need for the Ordinance to add Territory to the Lincoln-Logan County Enterprise Zone. PRESIDENTS REPORT Lyle has a meeting this week on contingency plan updates. POLICE ATTORNEY LIQUOR TIF REPORT SOLID WASTE No report No report No report No report No report LOCAL EVENTS LIAISON On March 1, 2014 NAG will be having a Quarter Auction at the Talk of the Town. The Route 66 statue group will be meeting this week at Peggy s house to discuss the statue. Through a FHWA Grant, we will be getting a custom bicycle rack. We will just be responsible for the installation. WATER/SEWER DEPARTMENT Since several meters have broken and have been replaced, we will need to purchase some additional meters. These run around $ each. We have had some bad readings on the chemicals in the water. The EPA is getting critical on the chemical readings. Lyle is looking into a company in Peoria that would pre-measure everything. The chemicals would be cheaper. Lyle will have more information next month on this. When a boil order is issued, it is publicized on WFMB and Channel 20. 1
2 STREETS/ALLEYS There was a discussing on the recent snow and the clearing of the streets. We won t be able to get any additional salt. BUILDINGS/VILLAGE PROPERTIES/EQUIPMENT The trucks had a couple of problems but they have been fixed. Lyle is getting the specs together for bids on new generators. VILLAGE PARK No report. PUBLIC HEALTH AND SAFETY Beginning in February 2014, septic tank approval has to go through the EPA. FINANCE Dave will be meeting with Helen Meager to discuss possibly doing our audit. OLD BUSINESS Tom Overmeyer discussed the 90% Plan that IDOT had sent the village concerning the railroad crossing. They have tackled most of our concerns except the drainage by the Blue Moon. IDOT wants us to sign off on the plan, they gave us 3 options to choose from and we have chosen not to approve the plan. Our grant was written to cover the water main on the west side of the railroad, not for the east side. We have asked for hardship money for the cost of the new casing. They say there is no hardship money available. Tom will continue to talk with IDOT about our concerns. Lyle received a call from Mines and Minerals. They were inquiring about a permit for putting in a crossing by the coal mine. Tom will be talking with them about the access road to the well; it is not in good shape. The coal mine said when the belt went in they would maintain that access for the village. NEW BUSINESS None RESOLUTIONS Motion by Peggy Lee second by Dave Barker to pass Resolution , Resolution of Adoption of the Logan County Multi-Jurisdictional Natural Hazards Mitigation Plan. Roll call vote. Those voting yea, Dave Barker, Matt Fuller, Peggy Lee and Nancy Moore. No nay. Resolution Passed. ORDINANCE Motion by Matt Fuller second by Peggy Lee to pass Ordinance , An Ordinance Adding Territory to the Lincoln-Logan County Enterprise Zone. Roll call vote. Those voting yea, Dave Barker, Matt Fuller, Peggy Lee and Nancy Moore. No nay. Ordinance Passed. ADJOURNMENT Motion by Matt Fuller, second by Nancy Moore to adjourn at 8:17 p.m. Voice vote. All yeas. 12 ELKHART UNITED METHODIST CHURCH NEWS February 2014 Snow. Snow and more snow! At least five inches on the ground. We won t forget THIS Winter!!! Is this what being in confinement feels like? At least we haven t lost our electricity and can still use the telephone and watch TV, the Winter Olympics, (and catch up on all those "to-do" things on our LIST.) Oh well, the groundhog predicted six more weeks of winter!! Our church services were cancelled last week {Feb 2 nd ) but I saw lots of cars at St Pat s and a few at the Christian church. Bingo was cancelled. The forecast for this weekend is not favorable. But, we ll "Just Have to Wait and See". We do have a lot of birthdays and anniversaries this month and a Special One: Lucille Kerschner (a 67 year member of the Elkhart American Legion Auxiliary ) will celebrate her 100th Birthday on February 11 th. 13 HSLC Pets of the Week Hi! My name is Zena. I am a nine month old female calico cat, and if I have to say so myself, I am beautiful. Of course, all calico cats are beautiful! I like to cuddle and purr and be around people. And, I need a forever home. I am not the only calico cat in the shelter. Meet Ms. Gizmo. She is about 2 1/2 years old. And, she is beautiful too! Ms. Gizmo sometimes has cattitude around other cats, but usually she is sweet and loving. She needs a forever home. And, then, there is Pepper. She is 7 years old, and she is declawed on all four paws. Pepper is a very sweet calico who really wants a forever home. Please come meet us. You never know, you might fall in love with a calico (or maybe two). While you are at the Humane Society of Logan County Shelter, see all of the cats and dogs. We all need homes. We are all spayed/neutered, up to date with our shots, and micro chipped. Superintendent Hamm handed out a spread sheet showing the fluctuation from year to year. The tax rates should remain about the same. The hearing was closed at 7:10 P.M. Motion by Joe Olson, second by Jeff Beccue, to adopt Consent Agenda items: A. Approve November 18, 2013, and December 2, 2013, minutes B. Approve payment of bills Roll call vote. All ayes. No nay. Motion carried. The August sales tax revenue was $20, Donna Koehler, an English teacher at Mt. Pulaski High School, gave a presentation on different apps she can use on the Ipad in the classroom. Michael Copley, a Math teacher at Mt. Pulaski High School, gave a hands-on presentation using the Ipad. Superintendent Hamm would like to thank the Farmers Bank of Mt. Pulaski for working with the district on the current interest rates. Motion by Bill Rucks, second by Joe Olson, to adopt the 2014 Tax Levy. Roll call vote. All ayes. No nay. Motion carried. Superintendent Hamm stated Kevin Handy gave an estimate on the cost of the roof repair at Mt. Pulaski Grade School. The estimated cost is $727, for the whole roof with the exception of the gym. The option of repairing the roof in three sections over three years was discussed. Superintendent Hamm will be talking to Graham & Hyde Architects about starting the bidding process for contractors. Motion by Mike Toohey, second by Joe Olson, to accept the 2013/14 Seniority List as presented. Roll call vote. All ayes. No nay. Motion carried. Motion by Joe Olson, second by Todd Cyrulik, to change the Tuesday, January 21, 2014, Board meeting to Monday, January 20, 2014, with Executive Session at 6:00 P.M. and 7:00 P.M. regular session. Principal Gene Newton reported the December Students of the Month are: 6th grade Drew Dyer 7th grade Benjamin Fricke 8th grade Bayley Holmes Congratulations to the 7th & 8Th grade girls basketball teams for winning Regionals this year.
