1 - 1 - MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EAST MOLINE, COUNTY OF ROCK ISLAND, STATE OF ILLINOIS MONDAY, APRIL 7, :30P.M. PLEDGE Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag. ROLL CALL Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Gary Almblade, Jeffrey Stulir, Ed DeJaynes, Humberto Aguilar, Robert Cheffer, Gary Westbrook, and Mayor Thodos. PUBLIC COMMENT Ms. Farah Anderson, ½ Street, East Moline, Illinois Ms. Anderson addressed the City Council regarding property damage that occurred on Saturday, February 8, A snow plow driver that came down their road, and he ran over their basketball hoop, the driver than backed up and ran into the basketball hoop again, this was intentional. Ms. Anderson went outside to speak with the driver, but as soon as he saw her he backed up and drove out of the cul-de-sac. Ms. Johnson stated that she immediately called the City leaving a detail a message regarding this incident. Mr. Lambrecht returned her call and stated that he had talked to his drivers, but no one admitted to damaging her property. Mr. Lambrecht said there was nothing he could do. Ms. Anderson replied that the City is responsible for the damage to the basketball hoop. Mr. Lambrecht stated that she could speak with the City Administrator O Donnell. Ms. Anderson scheduled a meeting with Mr. O Donnell. Prior to the meeting she was sent a claim form to fill out and return. Ms. Anderson said that she did meet with Mr. O Donnell, and Ms. Motzer. Ms. Anderson was sent a letter from the City denying her claim. Ms. Anderson stated that her concern and issue is that this was intentional. Administrator O Donnell said that they did meet with Ms. Anderson, and by Ordinance the things that are in the right-a-way can be fire hydrants, road signs and mail boxes. Mr. O Donnell asked her how much it would cost to replace a new basketball hoop, Ms. Anderson said $ Mr. O Donnell offered her half of the cost to purchase a new basketball hoop. Ms. Anderson stated that her concern was that this was intentional. Ms. Drucilla Johnson, 1351 Morton Drive, East Moline, Illinois Ms. Johnson expressed her concerns regarding the privatization of garbage. Ms. Johnson states that she is oppose to this, and Maintenance Services does a terrific job and her neighbors feel the same way. Ms. Johnson stated that there is more information that is needed in order for the Council to make a more informed decision. Mr. Dave Jacquin th Street, Silvis, Illinois Mr. Jacquin read the following statement into the record. He has been an employee of the City going on 23 years, 13 of those years spent in the garbage department, 3 times prior to this we have looked at privatizing. I have sat on 3 committees and each time it was determined that same as this time. Privatizing would be a bad idea. Maintenance Service members are down over 30%, and AFSCME as a whole is about the same. The area of the City has increased and the work force has shrunk. Any further reductions will have a far reaching impact that would go beyond garbage collection.
2 - 2 - Garbage collection and snow plowing have always been 2 of East Moline s favorite services. Privatizing would affect both. In a year like this past one all of the maintenance employees pitched in to work during the flood, after the windstorm and through one of the longest winters in recent memory. Privatizing garbage will cost the residents more and the service will be inferior to the current standard in many areas. Please do not make the residents pay more to get less. Mr. Brian Wagner, th Avenue, East Moline, Illinois Mr. Wagner thanked the Mayor and City Officials for the support that they have given Main Street in the past. He is here making a request of the City. Main Street has several events that they hold throughout the year, for those events we are requesting that for the 5 events requiring food permits and the 4 Police Protection fees be waived. The cost is approximately $1,000. We understand that budgets are tight. Mr. Mark Allmendinger, th Avenue, East Moline, Illinois Mr. Allmendinger stated that he just wanted to reiterate what Mr. Jacquin has said, and he appreciates the Council thinking about this. He thinks AFSMCE has done a good job this winter. With the coming season they really do not think that they can do with less manpower. CITY CLERK S REPORT City Clerk Arletta welcomed Alderman Helen Heiland back to City Council. ADDITIONS/CORRECTIONS TO AGENDA None CONSENT AGENDA City Clerk Arletta D. Holmes, read the Consent Agenda that included the following: A. Approval of City Council Minutes of March 17, 2014 B. Approval of City Council Minutes of March 3, 2014 C. Approval of Committee of the Whole Minutes of March 17, 2014 D. Approval of Salaries for March 28, 2014 in the amount of $411, E. Approval of Bills in the amount of $342, A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Cheffer, Westbrook, Heiland, Almblade, Stulir, REPORT BY MAYOR: Proclamation: Mayor Thodos read and presented a proclamation to Mr. Robert Bob Baecke in recognition of his many years of service to the City of East Moline. Mr. Baecke addressed the City Council, thanking the Mayor and Council for the recognition. A reception for Mr. Baecke will be held at the American Legion following the City Council meeting. Downtown Events- (Marcia Lintz) Ms. Lintz informed the City Council and those in attendance of the following upcoming events in Downtown East Moline: April th is East Moline s Annual Clean-up week. Residents should put collection items to the curb by 7:00a.m. on their regular garbage collection day. Items that will not be collected are white goods appliances, tires, hazardous waste, construction material, televisions and yard waste.
3 - 3 - The Nancy Tragarz Annual Spring Cleanup for Downtown East Moline will be Saturday, April 26 th from 8:30 to 11:00a.m. Volunteers are to meet at the AMVET s Hall th Avenue, Breakfast and lunch will be provided. Ms. Lintz encouraged everyone to come out and participate. East Moline s Library Annual Spring Book Sale will be Friday, April 11 th from 9:00a.m. 3:00p.m. and Saturday, April 12 th from 9:00a.m. to Noon. Cinco De Mayo Celebration will be held on May 4 th and 5 th. Memorial Day Ceremony will be held on May 26 th at 1:00p.m at 9 th Street Commons, 2013 Annual Special Service Area (Tony Banaszek) Mr. Banaszek, Chairman of the Special Service Area (SSA), presented to the City Council the 2013 Annual Report of the (SSA), dated April 7, A copy of the report is attached to, and included in, the City Council minutes. The following SSA committee members were also in attendance: Robert Baecke, of Baecke, Terry Westbrook, Brian Wagner, Jeff Guthrie, and Tim Knanishu. A motion was made by Alderman Cheffer, seconded by Alderman DeJaynes, to approve Resolution and to authorize the Director of Engineering to award the 2014 Pavement Marking Program contract to Peterson Parking Lot Striping, in an amount not to exceed $50,000. RESOLUTION 14-22: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF EAST MOLINE AND THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES FROM MAY 1, 2014 THROUGH DECEMBER 31, A motion was made by Alderman DeJaynes, seconded by Alderman Aguilar, to approve Resolution Upon roll call the following voted in favor: Stulir, DeJaynes, and Aguilar. Oppose: Cheffer, Westbrook, Heiland, and Almblade. Motion fails 4-3. RESOLUTION 14-23: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL AN AGREEMENT ON THE ADVANCEMENT OF FUNDS RELATIVE TO THE REDEVELOPMENT OF THE FOUNTAINHEAD QUAD CITIES PROJECT, IN THE CITY OF EAST MOLINE, ILLINOIS. Mayor Thodos provided additional information regarding the River Eagle Fountainhead Project: Due to timing issues the City would have normally contracted with Missman, Inc. to represent the City in overlooking the work that McClure Engineering does. Giving the timing of things, the City does not wish to draw down on their funds as of yet, because it requires certain documents from the developer. Mayor Thodos has requested that the developer front the City the funds to pay for Missman Inc. to further the work on this project. The developer has agreed to front and pay the City s portion of what would be required, because without retaining Missman Inc. this project could be 2-3 months behind schedule. This document has been received and reviewed by the City s Attorneys (Mr. Clayton Lee, and Mr. John Callas). A motion was made by Alderman Westbrook, seconded by Alderman DeJaynes, to approve Resolution Upon roll call the following voted in favor: Cheffer, Westbrook, Heiland, Almblade, DeJaynes, and Aguilar. RESOLUTION 14-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL AND EXECUTION OF A WRITTEN AGREEMENT WITH MISSMAN, INC. TO PROVIDE CONSULTING SERVICES FOR MASTER PLAN AND INFRASTRUCTURE ENGINEERING REPORT REVIEW FOR THE CITY OF EAST MOLINE. A motion was made by Alderman Westbrook, seconded by Alderman Cheffer, to approve Resolution Alderman Almblade made addition comments regarding the cost being paid to Missman Inc. 6 - 6 - Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments: Victor Moreno, Police Chief Chief Moreno informed the City Council that his new Police Officer Gregory Jones was sworn in today. Mr. Kammler, Director of Engineering Services Mr. Kammler reported to the City Council that work started today on the 3 rd Street project. Chief DeFrance, Fire Chief Chief DeFrance reported to the City Council that there will be two (2) Public Hearings held on Wednesday, April 9, 2014, beginning at 4:30p.m. at The Rock Island County Office Building, and the second Public Hearing will be held in East Moline, at the UAW Hall beginning at 6:00p.m. RCC Consultants will present the Rock Island County Emergency Actualization Plan, and to solicit public comment. Chief DeFrance also reported that on March 12, 2014, The Fire Department received a call from the manager at McDonalds, reporting that there is a pole on fire behind their store. Upon investigation it looked like the siren box controller was damaged and might have been hit by a large delivery truck. A police report was made and photos taken were turned over to the police department. The outdoor warning siren behind McDonalds is out of service. The cost of the emergency repair was reduced from $9,700 to $9,300. Mr. Lambrecht, Director of Maintenance Services- Mr. Lambrecht informed the City Council that they have been monitoring the river levels. The river is holding at 7 feet. Maintenance staff will continue to monitor the river levels and advise the Council of any changes. Mr. Drake, Director of WWWTP Facilities Mr. Drake informed the City Council that this is the first year that the EPA is allowing Cities to publish their Water Quality Reports electronically. Postcards will be sent out to East Moline residents next week. Anyone that would like a paper copy mailed to their home can call (309) Alderman Stulir two weeks ago there was a vote on the AFSCME Contract and it passed, tonight the Resolution did not pass, so where do we stand now. City Attorney Lee replied that he will be in touch with City Administrator O Donnell and Mr. Callas tomorrow to see where they sit on this.
