2 The House Education Committee is meeting tomorrow to discuss two bills. The first will be a second hearing on House Bill 113. This bill prescribes training in cardiopulmonary resuscitation and in the use of automated external defibrillators as a requirement for high school graduation. Parents will have the ability to opt their children out of this requirement. The training requirement would become effective for students starting 9 th grade after July 1, House Bill 212 is the first hearing of a bill to bar the Department of Education from adopting or implementing any state academic standards for English Language Arts, Math, Science, or Social Studies that were developed by the Common Core State Standards initiative or any similar organization or initiative. It requires instead that the Department of Education develop academic content standards that are as identical as possible to those adopted by the Commonwealth of Massachusetts prior to The bill also prohibits the State Board of Education from developing a model curricula aligned to the academic standards that the bill mandates elsewhere. This bill prohibits the use of PARCC assessments and requires school districts or individual schools to use either or some combination of both of the assessments used in the State of Iowa or Commonwealth of Massachusetts prior to It also makes numerous changes to the structure of the state Board of Education. One item that is curious to me and I will be discussing with our state representatives is language in the bill that strikes the word statewide from the various end-of-year-assessment requirements of this code section. I wonder about this because if the striking of the word means that districts and schools are no longer required to use identical examinations, it seems that the state report card system will become much more subjective and cumbersome as department officials will have to decipher how district assessments compare to one another before they can evaluate and compare the results of those assessments. I will keep you informed of any responses to my inquiries. The Senate Education Committee has not met since late June and does not have any hearings scheduled for the immediate future. 7. Information: New and Revised Policy Update Adoption on Second Reading Information: Operation of Unmanned Aerial Vehicles Whereas, the District is a participating member of the Ohio High School Athletic Association (OHSAA); and Whereas, the District therefore has agreed to the rules and regulations promulgated by OHSAA; It is therefore resolved as follows: 1. The operation of unmanned aerial vehicles (UAVs), commonly known as drones, is prohibited on Painesville City Local School District premises during District-sponsored contests (including scrimmage and previews), practices, and activities under the auspices of the Ohio High School Athletic Association (OHSAA). 2. District officials may deny admission or entry to anyone attempting to use a UAV until the event has been completed. 3. Any exceptions to this regulation must be approved in advance by the Superintendent. Information: MOU PCTA Time Accrued for Semester Day Off The Memorandum of Understanding is made by and between the Painesville City Local Board of Education (hereinafter, Board) and the Painesville City Teachers Association (hereinafter, Association), and collectively referred to as the Parties. Whereas, the current Negotiated Agreement makes provision in Article Section 3 for accrued hours towards earning the semester work day off; and Whereas, as SST meeting is no longer applicable in this context; and Whereas, time spent in a 504 meeting may reasonable be credited for this purpose; Now Therefore Be It Resolved, that the Parties agree to the following: Effective for the school year only, documented time spent in a 504 meeting will be included in Article Section 3 and SST will be removed from Article Section 3. There will be no limitations as to the number of members who may earn credit for a given meeting. The Parties mutually agree to the above provisions of this Memorandum of Understanding for the duration of the school year.

5 Information: MOU OAPSE Bus Driver Insurance Benefits The Memorandum of Understanding is made by and between the Painesville City Local Board of Education (hereinafter, Board) and OAPSE Local 393 (hereinafter, Association), and collectively referred to as the Parties. Whereas, Director of Business and Personnel James Haffa, has requested the addition of insurance benefits for Bus Drivers hired after October 1, 2013; and Now Therefore Be It Resolved, that the Parties agree to the following: 1. Bus drivers must average at least thirty (30) hours a week between their contracted time and bus driving outside of their contracted hours such as; field trips, after school programs and covering mid-day routes. 2. The transportation office will track the hours using a spreadsheet. a. Drivers should maintain a record for themselves. 3. There will be a review of the hours every six (6) months. a. January to June and July to December b. Any driver that did not meet the average of thirty (30) hours a week will be immediately removed from all insurance benefits. 4. Bus drivers who choose not to take the insurance benefits a. Will be eligible for the insurance waiver in accordance with article b. Must maintain the thirty (30) hours a week average for the six (6) months time periods. 5. Anyone hired after this is in place: a. Must go through a probation period of at least thirty (30) calendar days and will not exceed ninety (90) calendar days. b. Must average thirty (30) hours a week during probation period to be eligible for insurance benefits. 6. This agreement will be reviewed at the end of the school year. The Parties mutually agree to the above provision of this Memorandum of Understanding.
