1 President Davis opened the meeting at 5:42 PM (following the Public Hearing and Audit Committee Meeting) and led the Board/Public in the Pledge of Allegiance. ROLL CALL PRESENT: ABSENT: RESOLVED: Kerry Davis, Jessica Hess, John McNelis, James Marino, Uzma Mehr, Sarah Broderick Judith Rose that, the agenda be approved as presented CARRIED 4 AYES ALL PUBLIC COMMENT None PRESENTATIONS Budget Discussion, Superintendent Palotti and Business Official Patrick Flaitz shared the final version of the Budget PowerPoint with the Board that provided an overview of the 2019/20 budget following the recent receipt of the official numbers from the Governor s budget. REPORTS Construction Report - Mick Pavlick (Welliver) shared the current status of the ongoing projects no written report was available due to technical difficulty. Celebrating Success: Jessica Newby, HS Assistant Principal reported: Two BOCES students of the month: Alex Mills and Shawn Smith Our Town production was a great success, kudos to Director Carolyn Valpey and the cast and crew. Christian Bryant, CLeW workshop (HOBY leadership)- 20 9th grade students participated Best of luck to the Choir on their competition trip this weekend to Williamsburg, VA Thanks to Erik Werner and Gary Kelleher- for doing an awesome job emceeing the Senior Auction ServU- is working on getting a bank here next year, collecting students now. Superintendent Palotti on behalf of Sean Gaffney, Intermediate School Principal reported: We had our RRS assembly challenge last week. Classes watched a video presentation about safety in the school, created by out Project SAVE team They enjoyed a dance presentation by students who met in the morning. Led by Mrs. Bailey and Mrs. Fridmann The challenge was to go back to their homerooms and complete an Escape room, the winning team received an ice cream sundae party, all other homerooms enjoyed ice cream sandwiches, it was great fun for all. Mrs. Walter had a great showing for her Alstom presentation by her 6th-grade Technology classes. The students did an amazing job capturing the behind the scenes look at what happens at Alstom. They learned so much about what happens behind the Golden Gates. The 4th-grade band concert was a rousing, tooting, banging and Hot Cross Bun success, it is fun to hear the progress the students have made in such a short time. 1

2 ROUTINE ITEMS Jennifer Sorochin, Bryant School Principal reported: Academic showcase - We had a great turnout with well over 100 families attending, all receiving a free book from the library. There was also an art show, sing a long and academics highlighted for both grade levels. The book fair was a huge success and a big thank you to all of our faculty and staff who attended that evening. Reading Challenge - we've reached over 6,000 books read since mid-february! The students have earned a dance party for their efforts. PD continues for our teachers in the Units of Study - teachers and students are working very hard. We witnessed an increase in output and stamina from students this year on the NYS ELA assessment. Superintendent Palotti on behalf of Barbara Kramer, North Hornell Principal reported: Mason Feenaughty, one of our first grade students was recognized as an exceptional handwriting winner by Zaner Bloser. Mason received a certificate and his handwriting piece moves on to the national level. Teachers have been very busy with STEM and Writers Workshop trainings. Students were introduced to several different careers on "Career Day" at North Hornell School. They met farmers, firemen, EMTs, Dance instructors, and many other wonderful volunteers who shared their careers with students. The second marking period report cards went home and we are proud of the great progress our students have made!. Superintendent s Report : Superintendent Palotti asked Erica Seibert to provide information pertaining to : RESOLVED: that, upon the recommendation of Superintendent Palotti, the Board approves / accepts the following consent agenda items: Approves the minutes for the meetings of March 13, 2019 Accepts the Treasurer s Report for the period ending February 28, 2019 Accepts the Student Activities Report of February 28, Accepts the GF Budget Transfer Report of February 28, Accepts the Appropriations Report of February 28, 2019 Accepts the Revenue Report of February 28, 2019 Has no objection to the recommendations of the Committee on Special Education and approves the authorization of funds to implement the special education programs and services consistent with such recommendation for the CSE meetings of March 12, 13, 19, 20, 26, 27, 28, 29 and April 1, The CPSE meeting of March 12, 28 and April 1, 2019 and the 504 meetings of March 21, 26 and 29, OLD BUSINESS None 2

3 NEW BUSINESS POLICY/PROCEDURE RESOLVED: that, upon the recommendation of Superintendent Palotti, the Board authorizes Patrick Flaitz to dispose of the following library books: North Hornell School Library Book Deletion Lists dated March 20, High School Library HHS Yearbooks on the lists dated March 25, 2019 RESOLVED: that, upon the recommendation of Superintendent Palotti, the Board authorize the donation of duplicate HHS Yearbooks on the list dated March 25, 2019 to the Hornell City Historian. RESOLVED: that, upon the recommendation of the Audit Committee, the Board accepts the Internal Audit Report Extra Class Activity 2018/19 as presented by the Tompkins, Seneca, Tioga BOCES Internal Audit Services representative during the Audit Committee Meeting. RESOLVED: that, upon the recommendation of the Audit Committee, the Board approves the Corrective Action Plan for the findings included in the Internal Auditor Extra Class Activity Audit for the 2018/19 school year prepared by Tompkins, Seneca, Tioga BOCES Internal Audit Services. request of Angela Conway, 12:1:1 Classroom Teacher to take the senior members of her class on a Special Senior Trip to Rochester, NY on June 14-16, out of state conference request of himself and Ted Illi to attend the Leaders to Learn From Conference in the Washington, DC area on May 2-3, 2019 plus any travel time. out of state conference request of Erica Siebert, Vanessa Spitulink and Jennifer Carretto to attend the Create a Coherent Vision for Literacy Learning: An Introduction to F & P Classroom Grades PK-6 Conference in the Atlanta, GA on May 5-9, 2019 plus any travel time, through the Literacy Grant. 3

4 FINANCE resolution to participate in the cafeteria supply bids through GST BOCES for the school year. RESOLVED: WHEREAS, pursuant to a Bond Resolution, dated March 18, 2015 (the Bond Resolution ), the Hornell City School District has authorized the financing of certain capital improvements consisting of construction and reconstruction of school buildings and other facilities throughout the School District; WHEREAS, the School District has filed an initial application with the Dormitory Authority of the State of New York ( DASNY ) as an additional option to accomplish such financing; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION AS FOLLOWS: Section 1. Pursuant to the delegation to the Board President as set forth in the Bond Resolution, the Board President is additionally authorized (but not required) to execute and deliver a financing agreement with the Dormitory Authority of the State of New York and any other agreements and documents necessary to accomplish a financing, all as may be determined in the discretion of the President of the Board of Education. Section 2. This resolution shall take effect immediately upon its adoption. RESOLVED: Resolved that, upon the recommendation of Superintend Palotti, the Board approves the expenditure of an amount not to exceed $45,000 from the Repair Reserve as discussed in the Public Hearing. RESOLVED: that, upon the recommendation of Superintendent Palotti, the Board approve the school budget in the amount of $38,669,111. 6 INFORMATIONAL: The Board of Education will hold a Meeting on Wednesday, April 24, 2019 at 5:30 PM in the High School Library. The Board will hold a Public Budget Hearing on Tuesday, May 7, 2019 at 6:00 PM in the High School Library which will be immediately followed by the next regular meeting of the Board of Education. RESOLVED: that at 6:23 PM the Board move to Executive Session to discuss contract negotiations. RESOLVED: that at 6:54 PM the Board return to Regular Session and the meeting be adjourned.
