CHAIR S ANNOUNCEMENTS 2.1 Meeting between CCC and College of Commissioners on 2015 Work Programme The Chair reported on the meeting which had taken place on 2 December. To reiterate the points of lack of the sustainability dimension in the 2015 work programme, opposition to the sunset clause and opposition to the withdrawal of the air quality and waste packages in a letter to President Schulz and the group leaders co-signed by the Chair and the coordinators. 5 2.2 Presentation by EEA of the report on the state of environment Coordinators decided to organise a presentation of the EEA report on the state of environment in one of the ENVI March meetings. 2.3 ENVI vote on GMO file Coordinators decided to hold the vote on the agreed text in an extraordinary meeting in the margin of the December part-session. 3. The EFDD group, who had expressed interest for this opinion, informed the secretariat at the end of the meeting that they were no longer interested. 12. INTA Committee own-initiative report "Recommendations to the European Commission on the negotiations for the Transatlantic Trade and Investment Partnership (TTIP)" Greens/EFA rapporteur for opinion (1 point) 4. DECISIONS RELATED TO NON LEGISLATIVE MATTERS 4.1 Composition of ENVI Committee mission to Washington and topics to be addressed Coordinators decided that the mission would be composed of 11 Members + the Chair. According to the rolling d Hondt system, the mission will be composed by 4 EPP, 3 S&D, 1 ECR, 1 ALDE, 1 GUE/NGL, 1 Greens/EFA + the Chair. A deadline was set for 17 December for political groups to communicate the names of the Members taking part in the mission. 4.2 Appointment of Co-Chairs of the Health Working Group Coordinators decided that the Co-Chair(s) will be elected by the working group at its first meeting. 4.3 Appointment of Member responsible for Gender Mainstreaming Coordinators appointed Ms Linnéa Engström (Greens/EFA) as PV\ doc 7/17 PE v01-00

8 Member responsible for Gender Mainstreaming. 4.4 Appointment of Vice-Chair responsible for EMAS Coordinators asked the Chair to reassess the situation together with the Vice-Chairs in view of next coordinators meeting. 4.5 Proposal for a Workshop on Organ harvesting in China Coordinators decided to organise the above workshop. 4.6 Proposal for a study on a harmonised EU approach on the assessment of the added therapeutic value of medicines in the European Union Coordinators decided to commission the above study. The study specifications will be agreed by the coordinators in written procedure. 4.7 EU Civil Service Tribunal ruling of 13 November 2014 on the 2011 selection procedure for the appointment of the Executive Director of the European Medicines Agency (EMA) Coordinators took note of the EU Civil Service Tribunal judgement 4.8 Scrutiny and oversight activities of the ENVI Committee (EP follow-up on implementation of EU legislation) Coordinators decided to carry out scrutiny activities in a more systematic manner by drawing up an annual scrutiny plan, i.e. a table of scrutiny-related activities (to be periodically updated and completed) composed of various sections, such as, for instance: I. list of subjects to be discussed (in the form of dedicated agenda items) in Committee with the Commission and other representatives, including in the form of questions in committee to the Commission and implementation sessions; II. list of proposed topics for implementation reports; III.an annual event with the national parliaments on the application of EU law in a given field; IV. forecast of exchanges of views with the Court of Auditors; V. specific activities of the Health Working Group; VI. specific activities of the LIFE Working Group. 9 A deadline was fixed for 19 December 2014 for political groups to put forward suggestions for the topics around which to build the annual scrutiny plan. A first working draft of the annual scrutiny plan 2015 will be prepared by the secretariat for the January coordinators meeting, on the basis of suggestions received by political groups. At in the presence of Ms Ayuso MEP, contact person for relations with the EFSA 4.9 Appointment of a Member of EFSA Management Board Coordinators heard Ms Ayuso, contact person for relations with EFSA, who made proposals as to the overall approach and the nominations suggested by the Commission. Ms Ayuso also clarified that the proposed procedure (drawing-up the list of candidates on the basis of the existing reserve lists of candidates) is in line with the provisions for the replacement of one Member of the Management board in the course of her mandate. Petition N 1653/2013 by Jean Papadopoulos (Belgian) on behalf of 360 residents of the affected area on manifest irregularities regarding the management of the "Ioannina Hellenic' landfill site (Epirus, Greece). Petition N 2036/2013 by C.J. (German) on putting an end to peat-digging. Petition N 2107/2013 by A.M.P. (Spanish) on air pollution. Petition N 2225/2013 by William Van Mossevelde (Belgian) on a carbon dioxide tax on all products On-going INI reports in ENVI The file included the list of on-going INI reports. 6.3 State of play on cooperation among committees - information on decisions taken DEVE request for Rule 54 to the ENVI own-initiative report "Follow-up to the European Citizens' Initiative Right2Water" Following the coordinators' decision of 6 November 2014 to reject the request and propose that the two committees work closely together in relation to this prospective report, it was agreed that the ENVI and DEVE rapporteurs will closely cooperate and that the DEVE rapporteur will have the possibility to participate in meetings with the ENVI shadow rapporteurs. Satisfied with this arrangement, DEVE withdrew its request for application of rule 54. The Conference of Committee Chairs took note of this agreement on 25 November ENVI request for Rule 54 to the AGRI own-initiative report A new EU Forest Strategy: for forests and the forest-based sector At its meeting of 27 November, the Conference of President endorsed the CCC recommendation on the above, thus confirming the application of Rule 54.
