Fire Hall Equipment Capital Considerations Chief Wright explained the Lavington Fire Hall's request for the proposed acquisition of a SCBA (selfcontained breathing apparatus) compressor and fill station, to fill SCBAs used in training and call-outs. Chief Sturgeon spoke to the Coldstream Fire Hall's request for the proposed acquisition of a multi-tool and hydraulic ram for various firefighting activities, including the extrication for vehicles and structures. Moved by Cochrane, seconded by Kiss, THAT the Mini Katt 100 3E SCBA compressor and fill station for the Lavington Fire Hall, estimated at $30,000, be funded from the Fire Department Operating Reserve ($25,000) and Equipment Replacement Reserve ($5,000). 15 A A Coldstream DlSl RICJ or COLDSTREAM REPORT/RECOMMENDATION TO COUNCIL FROM: Patricia (Pat) Higgins FILENO Director of FinancialAdministration DATE February 9, 2016 SUBJECT: Tax Multipliers - Farm Property 1. Purpose: For the Committee to review the farm tax multiplier for the District of Coldstream. 2. Recommendation: THAT the Finance Committee select one of the four options outlined in the report from the Director of Financial Administration dated February 9, Alternatives & Implications There are a number of options for Council to consider. Option #1: Leave existing multiplier as is (4.5:1) The tax rate multiplier for farm class properties which has been in place for many years will remain the same and there will be no taxation shift to the other assessment classes. Option #2: Change the tax multiplier to the average of the communities compared (2.4:1) The current tax multiplier for the farm class was compared to the municipalities of Summerland, Spallumcheen, Lake Country and Salmon Arm. Using the 2015 assessment and taxation data, the average of the tax multiplier for these communities is calculated at This rate also compares to Coldstream s businessclass rate. There are many farms in Coldstream that are corporate entities so this option would seem fair and reasonable not only in the comparison line with what other businesses in Coldstream are taxed. to other municipalities but in Based on the 2015 taxation, this option would shift approximately $44,000 in tax revenues to the other property classes which equates to approximately $10 for the average single family residential property owner. Option #3: Reduce the tax multiplier to the Provincial recommendation (1:1) The provincial tax multiplier for farm class is 1:1 and is applied to all farms in BCthat are within a regional district. This option would be considered to being consistent with supporting agriculture established through the Agriculture Plan. If Council were to consider this option, approximately $72,000 would be shifted from farm properties to the other property classes. For the average single family residential property owner this equates to an increase of approximately $16. Page 15 of 59

16 Farm Option #4: Phase the reduction of the tax multiplier over a 5 year period Similar to Council's efforts to lowering the industrial tax rate, the reduction of the farm tax multiplier could be phased over a five year period to reduce the?nancial impact on the other property classes. Depending on whether Council wishes to consider option 2 or 3 above, the reduction would increase an annual taxationfor the average single family residential property owner by approximately $2.00 or $3.20 respectively in each of the five year phase in. 4. Discussion/Analysis Legislation was introduced by the Province in 2009 that required municipal financial plans to disclose their revenue and taxation policies. Council went through an exercise to review and establish the tax policies and related multipliers for the District and determined that the class 9 (farm) rate be calculated as a multiplier of the residential rate. The rate was set at a rate of 4.5 to 1. Coldstream Ranch has requested several times since 2012 that Council review its current tax multiplier and give consideration-to reducing the rate. At each time, Council reviewed the request and determined that the current tax rate multiplier would remain at a rate of4.5:1. Subsequent to these requests, at the March 9, 2015 Council Mr. Keith Balcaen from the Coldstream Ranch came as a delegation to Council and expressed his disappointment and dissatisfaction with respect to the tax multiplier for farm property in the District of Coldstream. He indicated that farm operations was located almost anywhere else, he would save as much as 12% in taxes. He suggested that if Council was serious about encouraging agriculture in the District that they should make it less onerous, financially, for agricultural producers. Property, forwardto the 2016 There are no hard and fast rules as to how the tax rates, and related multipliers, are set. Each individual municipality has the autonomy to establish the municipal tax rates based on its cash requirements, policy directives, required service levels and the composition of its economic activity. The decision to change the existing tax policy is entirely in the hands of District Council. That being said, the tax rate multiplier in Coldstream is considerably higher in comparison to the provincial recommended tax multiplier of 1:1 for farm class properties within a regional district, as well as other communities who have agriculture as a sizeable component of the community. Council should therefore determine if the current tax rate multiplier is still fair and reasonable for the assessment class 9 (farm) as per their Policy #28 (Schedule "A ). 5. Recommendation: THAT the Finance Committee recommend to Council that Council wait to receive a petition from all of the residents_fronting on Ormsby Drive before considering any changes to parking on Ormsby Drive. 3. Alternatives & Implications Ormsby Drive is a low speed, low volume, residential road that does service a recreational Staff is able to provide the following options; area. Option #1: nothing. The road width would remain the same. No additional parking would be provided at Sovereign Park and a no parking zone would not be installed on Ormsby Drive. This option will not address the existing issues with parking on Ormsby Drive, as presented by a resident of Ormsby Drive. I Option #2: Install no parking zones as individual residents make requests. The zones would be limited to small areas and would temporarily allow for some on-street parking. This would also allow for residents who did want on-street parking to have it remain. The challenge would be the resources used to review and accommodate individual requests and the enforcement of small poc <et no parking zones. This option may create operational inefficiencies. Option #3: Similar to the Kidston Road request, that Council would receive a petition from the entire neighbourhood fronting the requested no parking zone. A no parking zone could then be decided upon for Ormsby Drive. Available parking would be better utilized at the Sovereign Park parking lot and on Linden Drive. The no parking zone would include any residential parking and the area would need to be included in the Commissionaires enforcement route. As the District increases parking restrictions, budget considerations would be required to allow for the additional enforcement. It is estimated that adding parking enforcement to this area will cost an additional $2,000 per year or 50 additional person hours. Page 25 of 59

26 Option #4: * Install a no parking zone on Ormsby Drive and modify or increase the parking at the Ormsby entrance to Soverign Park. There are currently 4 handicapped parking stalls at the Ormsby entrance in which 2 would suffice nearly all ofthe time. There is also room to expand this parking area adding approximately an additional 8 stalls. A preliminary estimate for the 8 additional stalls off Ormsby Drive is $10,000. Option #5: Widen out Ormsby Drive to allow for parking in the neighbourhood. Duringthe 2016 budget deliberations the widening of Ormsby Drive could be considered. The existing pavement width varies but is generally approximately 6.5m wide with the right of way available being 15.24m. To properly allow for parking, the road would need to be widened by 2.5 3m,which is available. This willimpact boulevardlandscaping and residential parking that has been constructed on municipal property (i.e. residents will lose parking areas in front of their property). On July 27,2015 Council passed a resolution recommending a no parking zone be implemented on Kidston Road, between Linden Drive and Coldstream Creek Road. That evening, a presentation was made to Council, by a local resident of Ormsby Drive, outlining parking issues in that area. Ormsby Drive has an existing Right of Way of 15.24m. The asphalt width is currently between 6m and 6.5m. The boulevards are generally wide and many frontages contain landscaping or additional private parking. The existing road width is very narrow for any on street parking; however any additional widening, even within District Right of Way, would impact resident's landscaped boulevard and developed private parking spaces. The parking lot off Ormsby Drive currently has 4 handicapped parking stalls. This lot could be expanded by up to 12 parking stalls, 8 of which could be installed at minimal cost and with little landscape removal. There have been multiple complaints regarding parking on Ormbsy Drive in the past as well as some requests for no parking signs. One resident presented to Council at the July 27,2015 meeting requesting a no parking zoneacross fromtheir property. Council may wish to consider requesting a similar petition to theone received from the (idston Road residents that included all fronting and affected property owners. This will give a better idea of what exactly is wanted in the area with respect to additional parking and/orparking restrictions. Page 26 of 59

Strategic Objectives Now that the District of Coldstream has taken over local parks within the Municipal boundary, utilization of parks including parkingshould be looked at as part ofthe Parks Master Plan. Recommendation: THAT the Finance Committee include in the 2016 budget $20,000 to determine the feasibility of constructing a dike across the mouth of Kalavista Lagoon and dredging the Lagoon (Option 5); AND THAT upon completion of the feasibility phase, the Ministry of Environment, Interior Health, and Greater Vernon Water are consulted to ensure approvals for this work proceed. AND THAT the final feasibility report, cost estimates and approvals be brought forward to Council F for 2017 budget deliberations. 3. Alternatives & Implications There have been many options provided over the years for this issue. Below arethe six options staff believe currently provide the best options for Council and/orthe Kalavista neighbourhood. One option that has been omitted was the piping of storm water from the Husband Road area. This was identified in previous reports but storm water has not beenan issue in this area since the of College Way. This project was estimated at approximately $450,000 and has been considered financially unfeasible in the past. The current options are as follows: Option#1: Divert Storm Water from Cunliffe Council direct staff to continue the aeration of the lagoon and proceed with the detailed design of diverting storm water from the Cunliffe Road/Sage Drive area, to the Kalavista Lagoon. This will divert water that is currently going directly into Coldstream Creek, to the Kalavista Lagoon. This option would most likely only be supported by GVW and IHAif the Lagoon stayed in its natural state and was slowly allowed to return to a wetland. The financial impact of this is anticipated to be $20,000 for the detailed design and upwards of $200,000 for the construction. There would be some water quality monitoring required however it is anticipated that monitoring costs would reduce significantly as the wetland began to function. $20,000 should be budgeted for the first year - of monitoring. 30 0 Option #2: Utilize the Existing ColdstreamCreek Diversion License Council direct staff to continue the aeration of the lagoon and proceed with the detailed design to utilizing the existing Coldstream Creek diversion license. This will divert water that is currently in Coldstream Creek, to the Kalavista Lagoon. This option would most likely only be supported and IHAif the Lagoon stayed in its natural state and was slowly allowed to return to_a wetland. The financial impact of this is anticipated to be $20,000 for the detailed design and upwardsof $200,000 for the construction. This option would include dredging of the Lagoon. This option would the support of Greater Vernon Water and Interior Health and include dredging of the Lagoon. It would provide the best option for maintenance of the lagoon as well as protection ofthe Kal Lake Intake and construction could proceed as soon as approval is received fromtheministry of Environment Ṭhe estimate to create a dike across the mouth of the Lagoon and dredge the Lagoon varies greatly depending on the methods used and the mitigation requirements of the Ministryof Environment. This option would require dredging and Ministry approvals would be less intrusive on an ongoing basis. The existing aeration of the Lagoon would continue and a fountain could be added to increasecirculation. Page 30 of 59

31 O $25,000 Dike Option #6: Do Nothing Do nothing. This optionleaves the residents in the Kalavista Lagoon neighbourhood without a solution to a problem they have identified for years. There are no immediate cost impacts with this option although there may be in the future ifthe Lagoon is to remain in its current function. Although wewould continue aerating the Lagoon, the long term impact would be that the Lagoon would revert back to a wetland marsh. 4. Discussion/Analysis The Finance Committeerequested that staff have further discussions with Greater Vernon Waterto determine what options would be acceptableto them. Greater Vernon Water provided some general comments that indicated they would not support any options that would reduce the water quality in the Kalamalka Lake Intake Protection Zone (IPZ)and any increase in discharge to Kalamalka Lakefrom the Kalavista Lagoon should be monitored to ensure there are no water quality impacts to the lpz. See Appendix A. 5. Strategic Objectives. TheKalavista Lagoon was includedin the 2015 Strategic Priorities Report and was ranked very high in the Environment section. 6. Legislative Authority The Ministry of Environment will be involved with any work constructed within the Kalavista Lagoon riparian area. Depending on the option chosen, their involvement can range from a notification to a water licence. 7. Recommendation: THAT the Finance Committee receive and file the February 11, 2016 report from the Director of Infrastructure Services titled "Fleet GPS". 3. Alternatives & Implications The Finance Committee requested that staff research and provide options for in vehicle fleet GPS as well as options for phone applications. Option #1: Have a handheld or mobile-based solution installed on all District cell phones. These applications are portable, can be added to existing devices and are the cheapest option available as there is no monthly monitoring fee.' The drawbacks are that they are controlled by the employee; can be left behind or turned off, they work on cellular tower technology so are less accurate, batteries die frequently, and issues with on-call system or availability outside of work hours. Currently, the District uses a number of different types of phones so a specific application can be investigated further if Council wishes. Option #2: Have fleet based GPS installed on District vehicles. This provides the most accurate and timely data, removes driver interference, and provides a better system to manage and view information. A vehicle-based solution requires cellular to collect and transfer the data, so it is more costly than a mobile-based device. The cost to implement a vehicle based system that provides software solutions to view and manage the date is between $35-$40/ per vehicle / month. With a fleet of approximately 22 regularly used trucks (under 3 tonne), it is estimated that the annual cost of implementation is approximately $10,000. Option #3: Do Nothing. 36 4. Discussion! Analysis An item of note is that all government agencies must now conduct a Privacy Impact Assessment which must be submitted to the Office of the Chief Information Officer (OCIO) prior to implementing programs or services. Specifically, a PIA is generally required when a government department: co Uses or intends to use personal information in a decision-making process that directly affects an individual; " Substantially modifies existing programs or activities where personal information is being used, or intended to be used, in a decision-making process that directly affects an individual; $ Contracts out or transfers a program or service to another level of government or the private sector resulting in substantial modifications to a program or activity; G Substantially redesigns the system that delivers a program to the public, or; III Collects personal information which will not be used in decision-making process that directly affect an individual but which will have an impact on privacy. Ten fundamental privacy principles should guide how a PIA is conducted: $ Accountability: Each government department must put someone in charge of making sure privacy policies and practices are followed. III Identifying purposes: People must be told why their personal information is being collected at or before the time of collection. 1/1 Consent: People must give their consent to the collection, use and disclosure of their personal information... Limiting collection: Only information that is required should be collected... Limiting use, disclosure and retention: Personal information can only be used or disclosed for the purpose for which it was collected. Further consent is required for any other purposes. Personal information should only be kept as long as necessary. It Accuracy: Government departments must make every effort to reduce the risk that incorrect personal information is used or disclosed... Safeguards: Government departments must protect personal information from loss or theft. They must create safeguards to prevent unauthorized access, disclosure, copying, use or modification. Openness: Government departments must make their privacy policies readily available to residents. G Individual access: People have the right to ask to see any oftheir personal information held by government. They have the right to know who the information has been given to. They can challenge the accuracy of personal information and ask for corrections. 1/1 Challenging compliance: Canadians must be able to challenge a government department's privacy practices. These principles are usually referred to as the "fair information principles", and are articulated in the Canadian Standards Association Model Code for the Protection of Personal Information. Purpose: For Council to give early budget approval for the purchase of a Delll0'hydraulic drive sander unit. 2. Recommendation: THAT Council approve the early budget request to purchase a Dell 10' hydraulic sander unit ($9, all taxes extra) to be funded from the Equipment Replacement Reserve. 3. Alternatives & Implications There are two options for Council to consider. Option # 1-Give early budget approval of the requested equipment. This option will secure the 2015 pricing and stay within the approved Capital budget. Option # 2 - Wait until the budget process is complete and the Financial Plan is adopted before purchasing the equipment. There is a risk that the cost may increase with the current decline ofthe Canadian dollar. 4. Discussion/Analysis The existing unit has reached the end of its life pan and would require a significant investment to remain functional. The replacement ofthis unit is required to maintain the snow removal fleet at its current level. This unit was scheduled to be replaced in The supplier currently has one (1) 2015 unit in stock and the quoted price does not reflect the recent decline in value of the Canadian dollar. The purchase of a 2016 unit would increase the purchase price by an estimated 25-30%.
