7 SCOPE AND CONTENT NOTE The Records of the U.S. State Department provide us with incredible insight into the political machinations of American foreign policy throughout the world. This collection includes records relating to internal affairs in Dominican Republic from 1963 to The files in the collection are arranged according to the classification system of State Department Records. The subject numeric files included in these documents are primarily from the POL (Political Affairs and Relations) category. The 1960s were a time of great political and social upheaval in Latin America and the Caribbean. Following the Cuban Revolution, the United States was forced to shift its policy directives in the region in an attempt to maintain regimes with friendly relations with Washington. In 1961, the Kennedy administration established the Alliance for Progress to promote social and economic development in Latin America and stave off the influence of revolutionary and radical forces. The US encouraged Latin American governments to implement reforms aimed at raising the basic per capita income of ordinary citizens and increasing the level of democratic participation of the population. To this end, the US put more diplomatic pressure on dictatorial regimes, such as the Trujillo regime in Dominican Republic and the Duvalier regime in Haiti. They also granted hefty loans to nations that were on track with implementing democratic measures and social reforms. These reforms were not always adequate in containing social upheaval and this had an effect on US foreign policy in Latin America. With the Cuban Missile Crisis in recent memory, the United States feared a growing encroachment of Soviet influence in the Western Hemisphere or the establishment of other regimes whose interests ran counter to the goals of Washington. As social crises sharpened, the US government weighed military options as a means to contain the growing radicalization. In 1964, the Johnson administration backed a military coup in Brazil (see Operation Brother Sam). This policy shift set the stage for the confrontation that would take place in Dominican Republic between 1963 and In 1963, a left-wing politician named Juan Bosch won the first free presidential election to take place in Dominican Republic after the fall of the Trujillo regime. After only seven months in office, the rightwing staged a coup which deposed Bosch and established a military junta known as the Triumvirate. Dominicans had suffered under the dictatorship of Trujillo for over three decades and were not willing to tolerate the new military regime. In April 1965, a military rebellion took place that demanded the restoration of Bosch and the recognition of the liberal constitution and social reforms his regime had been implementing. In order to prevent another Cuba, as President Johnson put it, the US government deployed 42,000 troops to Dominican Republic (see Operation Power Pack) within days of the revolt to prevent an overthrow of the government and restore civil order. Following a brief military occupation, the Organization of American States supervised elections that brought Joaquín Balaguer to power. Balaguer would rule Dominican Republic for the next twelve years until his defeat in the 1978 elections. v
