1 Police Jury Room April 16, 2018 Abbeville, Louisiana Minutes of a regular meeting of the Vermilion Parish Police Jury held on April 16, 2018, with President Kevin Sagrera presiding. The meeting was called to order by President Mr. Kevin Sagrera, who asked Mr. Ronald Darby to lead the group in the Pledge of Allegiance. Following the pledge, the President asked Mr. Paul Moresi, III for a moment of prayer or reflection. The President then reminded all present to turn all cell phones, pagers, etc. off or set to silent mode for the duration of the Police Jury Meeting. Upon motion by Mr. Ronald Menard, duly seconded by Mr. Cloris Boudreaux, and unanimously carried, the Police Jury approve to amend the agenda to allow Mr. Larry Rader to speak. Mr. Larry Rader stated thank you guys. I really do appreciate it. Thank you for this opportunity, Mr. President, to be able to speak to you all. Once again my name is Larry Rader and I am a candidate for U.S. Congress for the 3rd Congressional District. Just to bring it down memory lane, just for a moment, I want to sort of tell you who I am and where I originated from. I am from a small community Jeanerette, LA, born and raised. Graduated from high school Joined the United States Airforce. I am a Vietnam Air Veteran. I served at NKP Thailand in I got out of the military and attended the University of Southwestern Louisiana, better known now as ULL. From there I went offshore for Shell Oil Company. I worked for Shell about ten years and then decided to go into business for myself. That is where I am parked now. I have opened up a couple of retail shops in New Iberia and from there I went into the insurance industry. That is where I am parked. Part of the reason I am running for Congress is because I would love to be able to have the 1

2 opportunity ( 1) to earn your vote and ( 2) once I get there to explain to you basically what I hope to accomplish by diversifying our economy. Which I think we really need to do at this point in time. I am going to talk about the back side of the business card I gave you' ll, six bullet points. I want to talk about the first one. The first one to me is the most important. What I hope to do is to diversify the economy by investing in green energy. Placing solar panels on the top of elderly people' s homes because a lot of those individuals are having to make a choice between buying food, medicine and paying the light bill. So how do we do that? How do we do something like that? Here is the way I figure in my mind it could be done. Currently those that are incarcerated are making license plates. Why not teach them how to make solar panels. Teach them a trade, a skill, something they can do when they get out of the prison system. This way they can find a job and pay taxes rather than break in stores or steal a hose out of your yard or break in your car. They will have something to do that is worthwhile, a good high paying job. Those are the things I hope to accomplish. One of the other things I would like to talk about the last bullet point is mental health. As we all know the incident that happened in Florida with the little kids where that AR 15 was used. I know they have some controversy going around talking about lets arm the teachers and let' s arm the students. I think it is a mental health problem and we need to get back to what we used to do years ago. Let' s put a licensed professional in our schools at all times. This way these kids when they have a problem they could easily go and talk with someone to sort of work their problems out rather than picking up a weapon. President Sagrera recognized Time on the Agenda, discuss overflow at the Vermilion Parish Law Enforcement Center. Mr. Wayne Touchet stated overflow is under budget Mr. President. President Sagrera recognized Reading or Approval of the minutes of the previous meeting Regular Meeting of April 02, 2018). Upon motion by Mr. Leon Broussard, duly seconded by Mr. Sandrus Stelly, and unanimously carried, the Police Jury approve to dispense of the reading of Regular Meeting minutes of April 02, President Sagrera recognized to consider action to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports. Upon motion by Mr. Ronald Darby, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports. Mr. Gene Sellers, SR, Sellers & Associates, stated at the last meeting you authorized us to get quotes for closing in a gap at the Solid Waste Plant. We had two concrete walls and we were going to close the gap so we could stack more material. I received three quotes and after discussing this with Keith it was decided we would put this on hold and see how the final configuration of the shredding will take place before we embark on closing that gap. We are not going to do that at this 2

3 time. Sometime back you' ll authorized us to install an alternative method of regulating the pumps at the Law Enforcement Center at the new pump station. As we reported to you at that time that we were getting a lot of paper trash into the waste system. It was clogging the method that was being used by floats to put the pumps on and off to regulate the height of the sewage going into the treatment plant. We have gotten a quote from Superior Electric Service for $3, Since that time we thought that we would have a backup system by utilizing the electronic system but then salvaging the float system by just putting a different control system to control one method or the other. We modified the control system to where you could flip a switch and be on the electronic float method or be on the floating balls to start the motor. It cost a little more to do that. I think the total amount adding those items will be $ 5, , which is like two thousand more than the original proposal that we had. We would like to recommend the approval of the bill that totals 5, Upon motion by Mr. Leon Broussard, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve payment of Invoice No. 3917, Superior Electrical Service, LLC, dated March 13, 2018, in the amount of$ 5, , in regards to Vermilion Parish Correctional Facility- Waste Water Plant. Mr. Gene Sellers, SR stated we have a request for a Pipeline Permit from S2 Energy Operating, LLC, Louisiana Pipeline, Election District No. 14 and it is issued as Permit No P. Upon motion by Mr. Leon Broussard, duly seconded by Mr. Sandrus Stelly, and unanimously carried, the Police Jury approve Pipeline Permit No P, S2 Energy Operating, LLC, to install a flowline northwest of Kaplan, LA, Election District No. 14. President Sagrera recognized Mr. Hebert joining the meeting. Mr. Todd Vincent, Sellers & Associates, stated I have a Contract Change Order No. 2 for the LCDBG 2016 Water Distribution Project. This is in the Gueydan area, Phase I and it is basically complete. The Change Order is to adjust the contract quantities to match the actual constructed quantities. We have sixty- one items we are adjusting. It also adds eight automatic flush and risers. The project was under budget so we were able to add some automatic hydrants in the project. The total Change Order is a decrease of$82, Upon motion by Mr. Leon Broussard, duly seconded by Mr. Jason Picard, and unanimously carried, the Police Jury approve the LCDBG 2016 Water Distribution Project-Phase I, Gueydan, Change Order No. 2 is a decrease of$ 82, , to adjust the contract quantities to match the actual constructed quantities, sixty-one items, and adds eight automatic flush and risers, automatic hydrants. Mr. Todd Vincent stated on the same project I also have an Estimate for Partial Payment No. 10 which is paying the contractor for work completed through April 13th in the amount of 25, and that is to Janco Construction. President Sagrera stated same motion? Motion carried. 3

4 I also have a resolution of acceptance authorizing the President to execute an act of acceptance from Janco Water Division on the same project. President Sagrera stated same motion. Mr. Todd Vincent stated one more thing. Today we had a discussion with GOHSEP. As you recall we were procured in 2013 for your grant management services related to the Hazard Mitigation Grant Program. What we have done is when you authorize an application, we have prepared the application. When the project was funded we prepared a contract at that time. Well now for whatever reason they are saying they want to see a contract for the application prior to the project being developed. So they requested we execute a contract with the Police Jury going back to that time to memorialize the agreement between the Parish and our firm. So.we had a late conference call. I think I have it taken care of but I would like to request authorization for this agreement if it is so required by GOHSEP for that program. Upon motion by Mr. Ronald Darby, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury authorizes Sellers & Associates to draw up a contract between the Police Jury and Sellers & Associates for GOHSEP. Mr. Gene Sellers, JR, The Sellers Group, stated Dane asked that I come to give a report or update on the County Agents Project. That project is finally progressing somewhat. They are still behind time. Based on his original schedule which didn' t include any weather days that he incurred. I think he is about two to three months behind schedule. Probably closer to three in my opinion. He had never requested any weather related delays, which he is obligated to be able to get. So I asked him to put together a list of those days and he has given me eight months of weather delay request, back from when the job started in August. Normally we like to present them quarterly but he did get me all the documentation and backup data. I do have all that and have gone over it. The job started in August. So we had eight months and he wants eight months already? Mr. Gene Sellers, JR stated no he is asking for time. The specs allow a certain amount of weather delays. It depends on what you are doing at the time as to whether if it rains more than that you are obligated to give them an extension of time. If the weather doesn' t affect what he is doing then obviously it wouldn' t matter. Like if he is only working inside of the building but when he was doing his dirt work and all we had quite a bit of days that would be considered inclement weather. In that eight month period, we double checked all his reports and did research, he has one hundred and six days documented as adverse weather delays. The specs allow fifty-four in that time period. So in the eight months he would be obligated to get an extension of fifty-two days which is just shy of two months. It seems like a lot because he is asking for eight months at a time. It is about six or seven days per month that he is requesting when you count it. Some months had zero days. I still don' t think he is working as hard as he needs to be. He still is going to be a month behind and there is liquidated damages in the contract that you could charge him if he is late and I have stressed to him that he needs to accelerate his schedule to make up that time. Which he has said he will make up. Still based on the contract and if he documents more than the anticipated days, which quite frankly aren' t that much if you are working in the dirt, that you would be granting 4

5 him an extension. So my recommendation of his one hundred and six days of documented would be fifty-two days for the eight month period. Again, I still think he is behind and I don' t know that he going to make it up. He recently fired his Superintendent. So the original completion date would have been June 26th and this would give him fifty-two days, August 18, August 18, 2018 would be his new completion date. Discussion. Mr. Paul Moresi, III stated the Public Bid Law says that if you have a contractor who does not perform in a prior project and it doesn' t have to be for this public body. The water district or some other public bodies that he had problems with declared him a non-responsible bidder. He was the low bidder but they rejected it and sent it to the next lowest bidder. I am unclear whether we are talking about one or two contractors here but either one of them can be rejected Mr. Gene Sellers, JR stated the masonry guy is a sub- contractor of the general contractor. The general contractor had him correct his stuff. I think his superintendent was not very qualified to run the job and that is probably why he had some issues so we made them redo it. The Superintendent was recently fired. Mr. Paul Moresi, III stated so the contractor, like your road contractor that you are having all of these problems with there is no doubt in my mind that if he bid again, you can' t stop him from bidding, but if he is the low bidder then you can declare at that point that he is non-responsible and throw it out and go to the next lowest bidder. The real interesting question that I never researched is whether or not there is a sub, for example when people put in bids they might not even know who their subs are going to be. So you accept the lowest bidder and then he goes and hires a sub. I am not sure how you control that. Gene do you have any experience? Mr. Gene Sellers, JR stated yes, and a lot of times a contractor will take sub bids and they can get sub bids twenty minutes before the job bids. Better contractors have a list a people that they will not take bids from certain people because they have a history with them. This newer contractor, this guy used to work for Thompson Brothers which was a pretty good contractor, he left and started his own company. This is probably one of his newer jobs. Mr. Errol Domingues stated is there any way we can compile a list of subs and when we issue a bid package say who these people that did non- satisfactory work for the parish and we will consider there portion of the bid non-responsive. Mr. Paul Moresi, III stated that is a good question. I don' t think you can have an approved list of subs but I do think the main contractor can be held responsible for the work of his sub. I just don' t know how to control this. This has a contractor sub and the sub is bad, you don' t let this guy bid anymore. But the next guy bids and he hires the same sub, I don' t know how you control that one. Mr. Gene Sellers, JR stated and look I hear you. It just makes our job more difficult. We would love to have top notch contractors on every job. Mr. Errol Domingues stated but when the public looks at us and I am hearing people with the 4-H organization who are curious about the update on the building. So then I will go back and tell 5

6 them oh he requested one hundred and eight days and we granted him fifty-two days. I know what Andrew is going to say. Errol there is sometimes two weeks go by and I don' t even see them. Then they come here for one day and goes ten days I don' t see them. Upon motion by Mr. Errol Domingues, duly seconded by Mr. Wayne Touchet, and unanimously carried, the Police Jury authorize Legal Counsel to research on the non-responsive sub- contractors. President Sagrera recognized Report of Standing Committees, Coastal Protection & Restoration Committee. COASTAL PROTECTION & RESTORATION COMMITTEE APRIL 11, 2018 ABBEVILLE, LOUISIANA AS A RESULT OF A COASTAL PROTECTION& RESTORATION COMMITTEE MEETING HELD ON APRIL 11, 2018, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve to authorize Mr. Ralph Libersat to work with Mr. Todd Vincent to prepare all projects to be sent to CPRA. 2. It is recommended the Police Jury approve the payment of the bills that were submitted. Respectfully submitted Mr. Sandrus Stelly Chairman Upon motion by Mr. Sandrus Stelly, duly second by Mr. Leon Broussard, and unanimously carried, the Police Jury approve to accept the Coastal Protection & Restoration Committee Recommendations as presented and authorize the appropriate officials to carry out the recommendations. President Sagrera recognized General Needs Committee. GENERAL NEEDS COMMITTEE MEETING APRIL 11, 2018 ABBEVILLE, LOUISIANA AS A RESULT OF A GENERAL NEEDS COMMITTEE MEETING HELD ON APRIL 11, 2018, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve to allow Mr. Calvin Broussard to park his Food Truck on the property of the Hibernia Building subject to the City granting him a permit. 6

7 2. It is recommended the Police Jury approve to send a Letter of Support to keep Lafayette General UMC Hospital in the budget. Also, allow the President to sign. 3. It is recommended the Police Jury authorize Mr. Gabe Mathiews to give the financial stability of 911 at the next meeting in May, from the past two years. 4. It is recommended the Police Jury approve Partial Payment of$ 85, for Schamerhorn, Inc. for the demolition of mill components at the Solid Waste Facility. 5. It is recommended the Police Jury approve Partial Payment No. 10, Glenn Lege Construction, Inc., for the Vermilion Parish Detention Center Flood Protection Embankment( HMGP# ), in the amount of$ 7, It is recommended the Police Jury authorize Gene to review the contract and see whether or not it provides that they must dress the road shoulders now. If the answer is yes, authorize Gene to tell them the Police Jury is going to take action Monday night. If the delays have expired by Monday night then Tuesday morning you will send someone else to do it and take it out of his money. 7. It is recommended the Police Jury approve Amendment No. 1 to Amendment to Owner- Engineer Agreement which amends the fees for Pumping Plant Road and LA 1260 to comply with DOTD' s requirements and it also adds Gladu Road ( ED 2) and in Election District 8 eight roads. 8. It is recommended the Police Jury approve Final Payment to L& R Construction Co. Inc. in regards to the 2015 Bridge Improvement Project, Vermilion Parish Police Jury Phase IX Cypress Point Road, in the amount of$ 8, It is recommended the Police Jury approve to have Sellers & Associates to prepare the bid specs and advertise for area mosquito control. 10. It is recommended the Police Jury grant the lowest bidder Redline 5 Pressure Wash LLC with the bid of$ 6, to wash the Courthouse. 11. It is recommended the Police Jury approve to raise Mr. Rudy Hebert' s pay from $ to an hour to put him in line with other Foreman. 12. It is recommended the Police Jury approve to convert on part time employee to a full time employee at the Main Barn to give them three full time employees and one part time employee. 13. It is recommended the Police Jury approve to hire one full time employee at the Area II Barn. Also, for Mr. Gary to report back in a months' time to update us on whether or not we need to hire more. 14. It is recommended the Police Jury approve to remedy through attrition for the employees at Area II Barn ( 11 full time and 1 part-time). 7

8 15. It is recommended the Police Jury to authorize Mr. Keith Roy to re- evaluate the Area IV Barn employees and report back to the Jury on Monday. 16. It is recommended the Police Jury approve to amend the budget to pay the Parish Fire Department Insurance of$ 83, It is recommended the Police Jury authorize a one- time supplemental payment of$ to any Solid Waste Truck Driver who becomes qualified to operate the Dumpster trucks. This will help by increasing our number of qualified drivers available during staff shortages or emergencies. 18. It is recommended the Police Jury approve payment of invoice for the month of March 2018, Richland Parish Detention Center, in the amount of $5, , in regards to the housing of inmates. Cost to be paid out of General Fund. 19. It is recommended the Police Jury approve payment of the following invoices from Tensas Detention Center: A) Invoice for the month of January 2018, in the amount of$2, , in regards to the housing of inmates. Cost to be paid out of General Fund. B) Invoice for the month of February 2018, in the amount of$ 7, , in regards to the housing of inmates. Cost to be paid out of General Fund. It is further recommended that the Police Jury authorize Mr. Paul Moresi III, legal Counsel to send letters with the attached checks stating that the Police Jury is not binding itself to any rate by making the payment for the housing of Vermilion Parish inmates. 20. It is recommended the Police Jury approve usage of one ( 1) dumpster by the Leroy Knights of Columbus for their Annual Dinner Fundraiser on May 05, 2018, located at Our Lady of Perpetual Help- Leroy. 21. It is recommended the Police Jury approve usage of six ( 6) dumpsters by the Mount Carmel School of Abbeville for their VC Carmel May Festival on May 04 & 05, 2018, located at 405 Park Avenue- Abbeville. 22. It is recommended the Police Jury approve payment of the following Ward 8 Cemetery charges for the 1St Quarter of 2018, with the cost to be paid out of Ward 8 Cemetery Fund: A) Diana Gale Smith-$ 1, Record Keeping B) Hugh Zaunbrecher-$ Board Member Quarterly Per Diem C) Chad Bertrand-$ Board Member Quarterly Per Diem D) Ora Mae Wall-$ Board Member Quarterly Per Diem E) Abbie Mouton-$ Board Member Quarterly Per Diem F) Overley Enterprises LLC-$ Maintenance of Shell Beach Cemetery G) Overley Enterprises LLC-$ 4, Maintenance of Gueydan Cemetery H) Skipper Prejean-$ Maintenance of Broussard Cemetery 8

9 23. It is recommended the Police Jury approve to ratify payment for Invoice No , Special Risk Insurance, for Vermilion Fire Protection Association, Inc. American Alternative Insurance Corp ( Auto Policy Renewal), dated January 25, 2018, in the amount of$ It is recommended the Police Jury approve to solicit proposals from qualified consultants with expertise in the Federal Hazard Mitigation Assistance Program. The current contract will expire in June It is recommended the Police Jury approve the Permit to Sell Alcoholic, Vinous and Malt Liquors for Dollar General Store # located at 1912 S. State Street, Abbeville. 26. It is recommended the Police Jury approve payment of Invoice No VP , Rivers Security LLC, in the amount of$ 2, , in regards to armed security guard services from March 23, 2108 to April 05, Cost to be paid out of General Fund. 27. It is recommended the Police Jury approve Amendment No. 1 for the Food Truck Ordinance. 28. It is recommended the Police Jury authorize Mr. Paul Moresi, III to tighten up the language in the Ordinance concerning trash pick-up. 29. It is recommended the Police Jury authorize Mr. Gary Guidry to use his judgement as to where to put a sign stating end road maintenance on Victor road. 30. It is recommended the Police Jury authorize Mr. Gary Guidry to flush out the jars down McCullen street from John Hardy all the way passed the Broussard house and to change flat pipe. 31. It is recommended the Police Jury approve to get an opinion from Rob Carter to see if we could pay Mr. Terry Bourque and Mr. Kasperski from a different fund with their positions/titles staying the same. 32. It is recommended the Police Jury approve to form a Sub-Committee to go over Grab Truck procedures and any amendments we need to make to the ordinance. 33. It is recommended the Police Jury grant a waiver for the demolition fee and the contractor fee to enter the landfill for Mr. Matt Nunez, due to the house burning down at 406 Park Avenue. 34. It is recommended the Police Jury approve to cut the grass at 1914 S. State Street. 35. It is recommended the Police Jury approve payment of the attached bills that were submitted. 10 Mr. Wayne Touchet stated I have one item. We have talked about Diamond B at the last meeting that if it was within the bounds of the contract that we could demand him to be finished the project by five o' clock today. This way we could get someone else to complete the job. It is all in the contract. Mr. Gene Sellers, SR stated the contract says that he has to start within three days or we can get someone else to do it. He started within three days, he is not finished but he started within three days and I think he had rain days that happened to him in those days but he is beyond that. Mr. Wayne Touchet stated I want to take action to make that demand whether we implement it or not. I want action to be taken that we have given him notice and he has three days to complete the project. Upon motion by Mr. Wayne Touchet, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve to take action with Diamond B, give notice and he has three days to complete the project. Also to add to the General Needs Committee Recommendations. Upon motion by Mr. Errol Domingues, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury accept the General Needs Committee Recommendations as amended and authorize the appropriate officials to carry out the recommendations. President Sagrera recognized New Business. Consider action to amend the agenda to discuss and consider actions on any new items presented by the Parish Administrator. Upon motion by Mr. Ronald Darby, duly seconded by Mr. Cloris Boudreaux, and unanimously carried, the Police Jury approve to amend the agenda to discuss and consider actions on any new items by the Parish Administrator. Mr. Keith Roy, Parish Administrator, stated we wanted to let you know we have hired Alicia Motes as our Human Resources Specialist at the rate of$ I will also let you know we were also going through the transition of losing our Payroll Clerk. So one of the decisions that was made was to roll that position into her position. She is the HR and is also taking on the Payroll duties. We consolidated. In the end the position will cost you $ 13, a year more instead of the full salary. Most places the HR is responsible for payroll. There will be a Ribeye Steak Supper with all the trimmings for all buyers and their spouses who purchased 4- H market animals at the Vermilion Parish Junior Livestock Show. It will take place Thursday, April 26, 2018 at the Cecil McCrory Exhibit Building. Social Hour starts at 6pm and Supper at 7pm. 11 I also want to recommend that we add one part-time employee to the Area IV Barn. Upon motion by Mr. Cloris Boudreaux, duly seconded by Mr. Dane Hebert, and unanimously carried, the Police Jury approve to add one part-time employee to the Area IV Barn. Mr. Keith Roy stated I also want you to know that we will have an All Committee Meeting on May 2 d and the Police Jury Meeting will be May 7th. This way everyone knows we are missing next week. notice. Need a motion to hire an equipment operator for Area IV. Craig Rost has given his two weeks' Upon motion by Mr. Dane Hebert, duly seconded by Mr. Cloris Boudreaux, and unanimously carried, the Police Jury approve to hire an equipment operator for Area IV. Mr. Keith Roy stated a motion is needed to approve the usage of two dumpsters by the Vermilion Fair and Festival, April 26 to April 30, 2018, for the VFF Rodeo, Kaplan, LA. Upon motion by Mr. Ronald Menard, duly seconded by Mr. Brent Landry, and unanimously carried, the Police Jury approve the usage of two dumpsters by the Vermilion Fair and Festival, April 26 to April 30, 2018, for the VFF Rodeo, Kaplan, LA. President Sagrera recognized Legal Counsel Business, Mr. Moresi. Mr. Paul Moresi, III, Legal Counsel, stated I received a call from a gentleman by the name of Kenneth Frith. I think he is in Kevin' s District. He owns an interested in a lot, he bought a lot in Big Woods Subdivision, Lot No. 1. It turns out that at some point in the past, 2013, a very small piece of the lot was adjudicated with the tax sale. There were no bids and it was adjudicated to the parish. The law is clear that if it is adjudicated to a public body, up until the time the public body actually takes action it is still subject to be redeemed. He wants to redeem it. Obviously, he would have to pay all of the taxes, interest and penalty from 2014 to the present. The Sheriff Departments Tax Department is saying they need something from the Police Jury saying you' ll have no 12

13 objection for it. I looked at the law carefully and there is no question he has the right to do it. So I would suggest to you, if you are inclined to do it, is to do a Letter of No Objection that we can send to the Sheriff's Tax Department that you have no objections to Mr. Frith redeeming it and paying all the fees and everything else that is due. Upon motion by Mr. Pervis Gaspard, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury adopted a resolution approving a letter of no objection relative to the request ofmr. and Mrs. Kenneth Frith regarding property that was the subject of adjudication to the Police Jury, being Lot 1 and Lot 4 of the subdivision of lot 2 of Big Woods, located in Section 65, Township 14 South, Range 3 East, Vermilion Parish. The Police Jury does not object to the redemption of the aforementioned properties after the payment of all taxes, penalties, interest, fees, or other costs to the tax collector, and authorizing legal counsel to draft said letter of no objection and to transmit same to the sheriff for further handling. President Sagrera recognized Police Jury President Business. No business to be presented at this time. President Sagrera recognized Police Juror Business. Mr. Ronald Darby stated I just want to say you did a good job Mr. President in keeping the meeting in order. Mr. Wayne Touchet stated I just want to make sure that in the minutes of last Wednesdays meeting, the action we took against Diamond B. Because if we did it last Wednesday pending the verbiage of the contract. We verified the verbiage was there Thursday morning. Just making sure that was in the minutes. Mr. Paul Moresi, III stated it was conditional upon Gene reviewing the contract. He reviewed the contract and sent the guy an the next day and gave him three days. Gene you said it was three days to complete it or three days just to start on it. in. Mr. Gene Sellers, SR stated no he has to be on the job those three days or we get someone else Mr. Paul Moresi, III stated but once he gets started, he has to keep going or can he go for one day and say well I started. Mr. Gene Sellers, SR stated the rain stopped him. They were supposed to get started again. He had one rain day. Just want to make sure that is in the record. Mr. Keith Roy stated April 25th to the 27th we will be in training in Natchitoches. The Permit office will be closed for those three days. I also forgot to mention that Mr. Touchet possibly found the culprits who have been stealing our catch basins. He has some leads. 13

14 President Sagrera stated Mr. Touchet we would like to thank you for all of your hard work for trying to assist the local authorities in tracking down the thieves. We appreciate it. Mr. Pervis Gaspard stated when we set a speed limit on the road, what is the process before they can put the sign up. President Sagrera stated it has to be advertised for ten days. Mr. Paul Moresi, III stated you have to adopt an ordinance. The ordinance has to be published and then it goes into effect ten days after publication. Mr. Pervis Gaspard stated Tenock Road is waiting on a sign. President Sagrera stated we have something from the audience. Mr. Michael D. Holmes stated I am a citizen of Louisiana. My question is are these meetings open to the public? Jurors stated yes sir. Open to the public. Mr. Michael D. Holmes stated okay and my next question is where is the public informed. Where do we get the public notice of the meeting? Where is it publicized? Ms. Carolyn Bessard, Assistant Parish Administrator, stated it is posted on the front of the Courthouse, inside the Courthouse and posted on our Website. Mr. Michael D. Holmes stated is that any particular lead time or it is just twenty-four hours or one hour before the meeting? Mr. Keith Roy stated twenty-four hours. Mr. Michael D. Holmes stated do you guys have a regular schedule meeting per month? Ms. Carolyn Bessard stated yes, every first and third Monday.
