1 Police Jury Room May 07, 2018 Abbeville, Louisiana Minutes of a regular meeting of the Vermilion Parish Police Jury held on May 07, 2018, with President Kevin Sagrera presiding. The meeting was called to order by President Mr. Kevin Sagrera, who asked Mr. Ronald Darby to lead the group in the Pledge of Allegiance. Following the pledge, the President asked Mr. Paul Moresi, III for a moment of prayer or reflection. The President then reminded all present to turn all cell phones, pagers, etc. off or set to silent mode for the duration of the Police Jury Meeting. No business to be presented at this time. President Sagrera recognized Time on the Agenda, discuss overflow at the Vermilion Parish Law Enforcement Center. Mr. Wayne Touchet stated we are under budget. We agreed to put this item on the agenda at the time we had a huge overflow problem. I think we can eliminate this item. Until there is a problem. We can discuss this in Finance. Upon motion by Mr. Wayne Touchet, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve to remove discuss overflow at the Vermilion Parish Law Enforcement Center from Police Jury Meetings and into Finance Committee Meetings until further notice. President Sagrera recognized Reading or Approval of the minutes of the previous meeting Regular Meeting of April 16, 2018 & Special Meeting of April 16, 2018). 1

2 Upon motion by Mr. Leon Broussard, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve to dispense of the reading of Regular Meeting minutes of April 16, 2018 & Special Meeting of April 16, President Sagrera recognized to consider action to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports. Upon motion by Mr. Jason Picard, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports. Mr. Gene Sellers, SR stated we received bids this afternoon on the aerial spray service contract for mosquito control and we only got one bidder. It is the same bidder that had your service last year. He is bidding sixty cents per acre for three years. Upon motion by Mr. Errol Domingues, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to award the lowest bidder, Vector Disease Control International, LLC, for the aerial spray service contract for mosquito control, with a bid of sixty cents per acre for three years. Mr. Gene Sellers, SR state I also want to bring you up to speed on the Capital Improvement Program. We are nearing the completion ofthe project. We need to get an adjustment of quantities to add bill quantities this evening so we can finalize the project at the next committee meeting. I will pass before you a recap of the status of the revenues and expenses of this project and allocated to the revenues are on the top part of this sheet ( Referring to a document). The CIP Funds were two million nine ninety eight. From the 78 Sales Tax Fund you allocated one million two hundred fifteen thousand towards that project. The local Districts as listed provided the amount shown opposite their districts. The first, the third, the fifth, the fifth again and the eleventh district provided that money out of their funds. The Village of Maurice provided seventy- five thousand dollars towards the cost of this project. City of Abbeville was a hundred and one thousand six hundred and sixty-one dollars and the Town of Gueydan was two hundred and one thousand eight hundred and three dollars and fifteen cents. So the total of revenues available are four million nine hundred and ten thousand two hundred and five dollars and fifteen cents. This was the total budget for this project. We received two bids on this project. The Phase I Project final construction number was one million eighty five thousand three hundred ninety-eight dollars and seventy-five cents. The Phase II Project is estimated the final cost for that project will be two million eight hundred fifty-seven thousand three hundred sixty five dollars and sixty-seven cents. Election District No. 8 Errol did not participate in the program but he allocated for the LA 331 Realignment Project, forty-five thousand four hundred fifty-two dollars and seventy four cents of his budgeted amount and the Drainage Improvements between LA 330 and Olias Road fifty-one thousand five hundred sixty-five dollars and fifty cents budgeted from his allocation of the project. Total engineering cost was four hundred and four thousand two seventy six forty four. Testing from Louisiana Testing and Inspection was twenty- seventy thousand three seventy seven sixty. So the total final project cost is four million five hundred seventy-one thousand four hundred thirty-six dollars and seventy cents. Committed funds yet to be expended, these districts didn' t use all of their allocations and they designated those funds to other projects. District 2 was Jason who allocated forty-five 2

3 thousand dollars to. the Right Sizing Program that has yet to be expended. District 7, Paul Bourgeois, Resealing Projects that he dedicated some of his funds to in the amount of thirty-seven thousand three hundred eight dollars and ninety cents, which has yet to be expended. District 8, Errol Domingues, the rest of his allocation for the Right Sizing Program in the amount of ninetyseven thousand seven fifty twenty six and District 9 Kevin Sagrera did not use all of his funds for his program and he dedicated the rest of his funds to the Right Sizing Program in the amount of a hundred seven thousand five thirty one fifty. So the total committee funds but not yet expended in this original allocation is two hundred eighty- seven thousand five hundred ninety dollars and sixtysix dollars. Which leaves us an under budget of the revenues fifty-one thousand one hundred seventy- seven dollars and seventy- nine cents. So that is the balance in the budget that were not used and dedicated. Now, as you recall, when we budgeted this money we had not yet received bids. When we received bids, they were under the budget and therefore some of the district utilized the savings they had for the bids to increase their road improvements. That was recommended by us and accepted by each district. Those results are the following reasons for adjustment in our quantities we are asking for you to approve tonight. In Election District No. 3, Brent, and Mark District 6 for the North Road. We did not have an original contract asphalt pavements for all the driveways. Since we had a short fall in the bidding that we recommended and each district approved that we put an apron on each driveway. Also in that district we recommended and it was approved by the district to use the surplus money to increase the asphalt thickness from an inch and a half to two inches, which was done, and resulted of course in increased quantity. Election District No. 11, Mr. Pervis Gaspard, we did the same thing there as far as the asphalt thickness but we went from an inch and a half to one and three quarters. Not enough money to do the two inch. Also, we called for some drainage improvements on that road but the lack of right of way we had to extend his drainage further than we anticipated and that included some increased quantities for that work. In Dane Hebert' s District, Meaux Road, we originally called for an eighteen foot surface and when the road bed was finished we determined we could put a twenty foot road bed there and increased his thickness from an inch and a half to an inch and three quarters. So we had some increased quantities in that district. Ronald Darby' s District was in some city streets that had some water leaks under existing utilities that created some problems with the sub base and we had to do some extra patching because of the weak sub base in those areas. We also put asphalt aprons on those driveways. Paul Bourgeois' District we put the asphalt apron but he didn' t utilize all of his funds so he still has thirty seven thousand dollars three hundred and eight dollars and ninety cents of his allocation that he wants to use on the Resealing Program. In Sandrus Stelly' s District, we did the asphalt apron as well and we increased the thickness from an inch and a half to an inch and three quarters to utilize the rest of his allocation. In Kevin' s District you have the Andrew Road, the Poagie Plant Road, which is industrial road and we increased his asphalt thickness from an inch and a half to two inches which increased his quantities. In Wayne Touchet' s District we had problems with excessive moisture in his sub base. We had to deepen his soil cement base which increase the cost of the soil cement. We did asphalt aprons as well and increased his thickness from an inch and a half to an inch and three quarters. The result and difference in all of these quantities been adjusting the contract quantity to as bill quantities resulted in a change in the contract price of two hundred and ninety- four thousand two hundred and eighty-nine dollars and eighty-two cents. Not one increase in anybody' s road district was required for this and not one increase in the original budget that you originally allocated for the project. With that said if you have any questions I will be glad to try and answer. 3

4 So we had fifty-one thousand dollars left in that program and it was all parish funded money correct? Mr. Gene Sellers, SR stated that is right. We need to adopt this Mr. Gene or is that just a report? Mr. Gene Sellers, SR stated yes you need to adopt the Change Order No. 3 to the contractor Diamond B in the amount of two hundred and ninety- four thousand two hundred and eighty-nine dollars and eighty-two cents. Upon motion by Mr. Ronald Darby, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved to adopt Change Order No. 3, to the contractor Diamond B in the amount of two hundred and ninety-four thousand two hundred and eighty-nine dollars and eightytwo cents. That fifty-one thousand dollars that affected everyone in the parish, we all did what we had to do and one thing we never allocated is our 4- H Building. Gene has worked really hard to keep everything in budget. We wanted to see where we would go. Instead of having to go back to the budget, they never asked, they never came to us. All of their flooded furniture, we didn' t allocate anything. If we could consider taking that fifty-one thousand dollars and when the project is complete at the building we could give them fifty-one thousand dollars for their infrastructure. Whether it was a printer that was damaged by the water, whatever they need to help refurbish. Mr. Paul Moresi, III, Legal Counsel, stated these were road funds that were dedicated to specific. Mr. Gene Sellers, SR stated no I don' t think it was all road funds. Mr. Paul Moresi, III stated why don' t you make your motion subject to review by Sellers & Associates to investigate where the funds came from and if they can be given to 4-H Office to refurbish. Upon motion by Mr. Errol Domingues, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to give the balance of fifty-one thousand dollars to the 4-H Office to help with refurbishing the new office contingent on Sellers & Associates investigation of where the funds came from and if possible to use for 4-H Office, legally. The only thing we didn' t include in the construction cost was the city has a landscape ordinance and they have to do some landscaping. Mr. Errol Domingues stated when we talked about the landscaping, we were going to utilize the 4H children. When we get to that I think personally we need to get the infrastructure taken care of. Mr. Wayne Touchet stated before you go you have District 5 twice. 4

5 Mr. Gene Sellers, SR stated when we increased that to one and three quarters, it made all the difference in the world. The reason we did that is because unless you call for electronic screen on the base work and also on the lay down machine, you are not going to get an inch and a half. The cost at paying for that extra quarter inch is cheaper than using electronic GPS equipment. We did the same thing here with Kevin' s District on Pumping Plant Road. We got a surplus of forty-five thousand dollars in the budget and what the state is going to allow us to do when they get to the end they will increase the thickness to use the forty-five thousand dollars. I think this was money well spent on these roads. I looked it up and the eighty-thousand is District 6- Sub 5 of 2. Mr. Gene Sellers, SR stated so the second one is 5 of 2, is 6. Upon motion by Mr. Ronald Darby, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approve to amend the motion to show District 6- Sub 5 of 2 instead of District 5- Sub 5 of 2. Mr. Todd Vincent, Sellers & Associates, Inc., stated Carolyn forwarded an today that she received from GOSHEP. They are requesting the Parish execute a Memorandum of Understanding with GOSHEP for them to process a PW for Hurricane Harvey. So I would like to request authorization to have the President sign the Memorandum of Understanding. Upon motion by Mr. Ronald Darby, duly second by Mr. Paul Bourgeois, and unanimously carried, the Police Jury authorize the President to sign the Memorandum of Understanding with GOSHEP. Mr. Gene Sellers, JR, The Sellers Group, stated the Vermilion Parish Law Enforcement Center facile plaster repairs work is complete. I have a contract of Application for Payment No. 1 in the amount of$23, which leaves a balance of his retainage of$2, Along with our Invoice No in the amount of$ Upon motion by Mr. Wayne Touchet, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve Application for Payment No. 1 in the amount of $23, Delahoussaye Company and Invoice No The Sellers Group, in the amount of$ , in regards to the facile plaster repairs at the Law Enforcement Center. Mr. Gene Sellers, JR stated I have a separate motion to accept the project as substantially complete. The only thing they had left was two little chalk joints which I am pretty sure is done by now. Upon motion by Mr. Wayne Touchet, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to accept the Law Enforcement Center facile plaster repair project complete as of April 23, Mr. Gene Sellers, JR stated you' ll authorized to recover the roof and redo some wall panels at the Maurice Volunteer Fire Department. The first item is a Contractor Change Order No. 1, which 5

6 Mathew Trahan negotiated with the contractor and told me about. When they were taking off the panels they decided to change a couple of windows and to change some vents on the roof that they thought would be better to redo. The Change Order No. 1 is in the amount of$ and the work is complete. So it would be if you want to do a change order if you want to add it to the scope of his contract. It would make the new contract some twenty six thousand seven hundred sixty-three dollars, so it is $ while he had the wall panels off. Upon motion by Mr. Pervis Gaspard, duly seconded by Mr. Jason Picard, and unanimously carried, the Police Jury approve Change Order No. 1 in the amount of$ for the Maurice Volunteer Fire Department repairs. Mr. Gene Sellers, JR stated the next motion would be to pay the contractors payment for his invoice. His work is complete, there are no punch list items, and they did a nice job. So, he has an invoice for his original contract in the amount of$25, and an invoice for the change order in the amount of$ and our invoice for work with that project, No for$ Upon motion by Mr. Pervis Gaspard, duly seconded by Mr. Jason Picard, and unanimously carried, the Police Jury approve payment of the following invoices to the contractor for the work completed at the Maurice Fire Department in the amount of $25, and $ Also payment to The Sellers Group Invoice No in the amount of$206. Mr. Gene Sellers, JR stated the last item on that is to accept the project as substantially complete as of April 23, Upon motion by Mr. Jason Picard, duly seconded by Mr. Brent Landry, and unanimously carried, the Police Jury accept the Maurice Fire Department project complete as of April 23, Mr. Gene Sellers, JR stated I wanted to give you' ll an update on the County Agents Project. You know we had some concerns and delays. The last time you gave them an extension, I think, fifty-four days. We anticipated with that he was still probably behind twenty to thirty days. We also had concerns about a couple of his workmanship issues with one particular sub and that the superintendent had been let go. I think they have made much better progress since that has happened and we relayed to them you' ll concerns. The quality of work issues, we feel, have been addressed. All of the structural steel framing inside of the stud walls are very well done. The metal building roof is finally complete. They still have a few things left on that. They are starting to do some exterior work for the retaining walls and the quality of the work seems acceptable. He told me that he let the superintendent go because he wasn' t performing. He was trying to take over the job as much as possible but he was interviewing for superintendents. I told him by contract he is to give us the name and qualifications of the new person, I don' t have that yet. I also asked him to update his schedule and show us how he would complete the project in the time frame with the new extension of the fifty-four days. For him to show a bar chart so we can track the progress better. This way we can inform you' ll. I don' t have that either. We have asked for those documents. Visually we can see he has had more people on the job, the mechanical is roughing in, all the steel studs are pretty much complete, the aluminum windows and glass are in so he should be starting to close up the building and start hanging dry wall pretty soon. I think it is better. I am still 6

7 concerned with the time frame but you know there are penalty clauses in the contract. Would I like to see more progress, yes, but I think it is better than the last time I reported to you. President Sagrera recognized Report of Standing Committees, Courthouse/Building Committee. COMMITTEE MAY 02, 2018 COURTHOUSEBUILDING ABBEVILLE, LOUISIANA AS A RESULT OF A COURTHOUSE/ BUILDING COMMITTEE MEETING HELD ON MAY 02, 2018, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve for Mr. Todd Vincent and Mr. Wayne Touchet to have a site visit at Fire District 13 in Forked Island and update the quotes for the material for the ramp. 2. It is recommended the Police Jury to research who owns 102 W. Villien and to send a letter for long grass, needs to be cut. 3. It is recommended the Police Jury approve to send an apology letter to Tensas Parish and to enter into an Intergovernmental Agreement. 4. It is recommended the Police Jury stay consistent with the house elevation fee. 5. It is recommended the Police Jury grant the lowest bidder, Theriot Home Improvement, to repair the boxing of Marsha' s Corner Store in Forked Island, in the amount of fifteen hundred dollars. 6. It is recommended the Police Jury approve an application for a temporary permit to sell alcoholic beverages for the NVYAA Alumni Tournament, August 3 to 5, 2018, located at LA Hwy 699, Maurice. 25. It is recommended the Police Jury authorize Mr. Keith Roy to sign all paperwork for adjudicated property sold by Civic Source. 26. It is recommended the Police Jury approve to sale adjudicated property at the cost of Civic Sources administrative cost. 27. It is recommended the Police Jury approve to amend the policy to provide that if the police officer is retired the Jury will then follow RS: 15: to pay. 28. It is recommended the Police Jury approve to look into the process for filling the position of Justice of the Peace in Ward 1 due to Shane Broussard resigning. 29. It is recommended the Police Jury to approve payment of the attached bills that were submitted. 10

Where it was my name submitted, I would like to submit Gerrod Brasseux, the owner and operator of Brasseux' s True Value Hardware. He is an up and coming person in the community. He has one True Value Hardware downtown and he is opening a second location in Maurice. He is also part of the Economic Development with the chamber. I highly recommend him to be appointed to replace me on the board. 2. Mr. Ronald Darby stated to re- appoint Byron Perry to the Southwest Waterworks District No. Upon motion by Mr. Paul Bourgeois, duly second by Mr. Ronald Darby, and unanimously carried, the Police Jury approve to accept the Courthouse/ Building Committee Recommendations as amended and authorize the appropriate officials to carry out the recommendations. PUBLIC ROAD COMMITTEE MAY 02, 2018 ABBEVILLE, LOUISIANA AS A RESULT OF A PARISH ROAD COMMITTEE MEETING HELD ON MAY 02, 2018, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve Partial Payment Estimate No. 5 for the Hoffpauir Road Bridge over Indian Bayou Bridge Project, the final release of the retainage for L & R Construction in the amount of$ 38, It is recommended the Police Jury adopt a resolution authorizing the Vermilion Parish Police Jury to prepare and submit a pre- application to the Statewide Flood Control Program that acknowledges the conditions of the program, appoints Kevin Sagrera to sign the documents and appoints Sellers & Associates, Inc. as the technical representative to the parish. 3. It is recommended the Police Jury issue a Letter of No Objection in contingent of the revisiting of North Road. 4. It is recommended the Police Jury authorize Sellers & Associates to advertise for bids for the Victoria Acres Pump Station once approval is received from HMGP. 5. It is recommended the Police Jury approve to go with Mr. Kim' s recommendation on the prior position. 11

12 6. It is recommended the Police Jury approve to put a 25 mph speed limit sign down Crabapple Road, Kaplan, La. 7. It is recommended the Police Jury approve payment of $3, with Dogget as the lease payment for the grader at Area IV. 8. It is recommended that the Police Jury authorize payment of the attached bills that were submitted. PUBLIC WORKS COMMITTEE MAY 02, 2018 ABBEVILLE, LOUISIANA AS A RESULT OF A PUBLIC WORKS COMMITTEE MEETING HELD ON MAY 02, 2018, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve to hire Cameron Duck as a part-time employee at Rabies & Animal Control. 2. It is recommended the Police Jury authorize Legal Counsel to research adopting animals by Rabies Animal Control employees. 3. It is recommended the Police Jury take under advisement to reconsider bidding out for trash pick-up and renewing contract with Waste Connections. 4. It is recommended the Police Jury approve Partial Payment Estimate No. 10, Hauling for the Borrow Material from the Solid Waste Facility Borrow Pit, Sagrera Construction for work performed through March 28th, 2018 and the total amount due this estimate is $30,

It is recommended the Police Jury grant the lowest bidder, Sagrera Construction, for the contract hauling of borrow material for the Solid Waste Facility Borrow Pit Project at $ per cubic yard. 6. It is recommended the Police Jury approve payment of Invoice No , PowerScreen Texas, Inc.- Shredder, dated May 02, 2018, in the amount of$685, , subject to confirming that all of the documentation has been received with the machine. 7. It is recommended the Police Jury approve to take a quote from Doggett on the recommended same size of dozer we are already leasing out for the new one and send the dozer with the bad undercarriage, declare it surplus equipment, and make arrangements to send it to the next surplus auction. 8. It is recommended the Police Jury approve to remove $ 21, in delinquent payments for commercial dumpster service dating back to June of All businesses owing money are no longer operating. Service will now be stop service after sixty days of delinquency instead of ninety days. 9. It is recommended the Police Jury approve payment of the attached bills that were submitted. Ms. Debra Garrot stated I wanted to know if Mr. Moresi, III was able to check into seeing if it is ethical for our employees to adopt an animal through AAVA. Mr. Paul Moresi, III stated I did check and it is a close call. The Code of Ethics says that a public servant may not enter into a contractual transaction that is under the supervision or control of his agency. So on the one hand, if an employee wanted to adopt an animal, animal adoption you could say is under the jurisdiction and control of the Police Jury. However, I think that if AAVA adopts the animal and once that is done, then it will be between the person wanting to adopt the animal and AAVA. It will no longer have anything to do with the Police Jury. Mr. Ronald Darby stated what if a family member of an employee adopts an animal. Can that happen? Mr. Paul Moresi, III stated if the employee can do it then his family members can do it. They will be in the same boat. Ms. Debra Garrot stated there is no adoption that is done through Vermilion Parish Rabies Animal Control. 13

14 Upon motion by Mr. Brent Landry, duly seconded by Mr. Leon Broussard, and unanimously carried, the Police Jury accept the Public Works Committee Recommendations as submitted and authorize the appropriate officials to carry out the recommendations. Mr. Keith Roy stated we received a purchase quote for equipment and software maintenance for a new stamp machine for the Administrative Office in the amount of $6, versus 3, a year in rental fees. Ms. Carolyn Bessard stated the one we have is eleven years old. They don' t even have the replacement parts anymore. We haven' t had any trouble with it. President Sagrera recognized Legal Counsel Business, Mr. Moresi. Mr. Paul Moresi, III stated in reference to the proposed contract over the Opioid Litigation, I contacted the Attorney General' s Office and spoke with one of his assistants. The Attorney General is in the process of putting together a uniform contract. If will be approved for all local government bodies. As soon as that is ready they are going to send me a copy, so I can compare to the one that Mr. Young and I have been working on. I will let Mr. Young know what is going on. The good news is we will be treated just like every other local body that needs approval from the Attorney General. So, I am going to keep on that and let you know when I get it from him. I called the Warden of Tensas Parish Detention Center, Warden Smith, and told her I apologized for sending the form letter and that we value the relationship and new contract we have with them. She is still working on the Intergovernmental Agreement ( IGA) but she very much appreciated the call and understood why there was an oversight. You' ll had some discussion ofthe possibility of extending the contract with the people who pick up your garbage. As I looked at the law, if we have a contract that allows an extension of it, then you could do that. I think there is an outside limit of ten years under the law. So if you are going to award an exclusive contract it cannot be for more than ten years and it has to bid. As I recall, you bided and this was for five years with a five year extension. So I do believe that would be one of your legal options if you so choose to go in that direction. Mr. Errol Domingues stated it specified that we do a five year extension. Can we do a one year extension or does it have to be in increments of five because it was stipulated that way. The reason I am asking is because things have improved so greatly in the last year. It is working well. If we rebid it, my concern is the price could be higher and also if our current contract doesn' t get it then we have to retrain and go through same issue for three years. Can we do it for one year to see if the levels of service that has improved over the last can carry on for a year and then take it four years after that. Mr. Gene Sellers, SR stated it doesn' t expire for a year. We have to give notice a year in advance if we not going to renew it. Mr. Errol Domingues stated can we rebid it for one year? Can we extend it for one year or do we have to extend it? Mr. Gene Sellers, SR stated I am thinking we can extend it for a year. Mr. Paul Moresi, III stated depending on the wording of the contract but if it says that it may be extended for up to five years, it is up to the parties. Mr. Gene Sellers, SR stated I don' t have it with me but I think we can extend it for one year based on what I remember. When we awarded this contract we had garbage cans in place and the 15

16 other contractor bought those cans. When we change contractors they are going to have to buy new cans. This contractor will probably give you the best price anyway because all the cans are there. Maybe giving him a one year extension might not be so bad, providing you can cancel at the end of the year without further notice. Mr. Errol Domingues stated the way things are going. Next year at this time we can grant the remaining four years. If the service does not uphold to the job that these guys have been doing for us in the last year we can change at that point. Mr. Gene Sellers, SR stated let me get with Paul and see where we are and then we can tell you at the next committee meeting. Mr. Paul Moresi, III stated another thing is part of your plan was to deduct from the final payment the fines and penalties that weren' t paid toward the beginning of the contract. Mr. Gene Sellers, SR stated we can negotiate that when we extend. Upon motion by Mr. Errol Domingues, duly seconded by Mr. Wayne Touchet, and unanimously carried, the Police Jury approve to allow Sellers & Associates to negotiate the deal with Waste Connections and see what happens. Mr. Gene Sellers stated the current contractor called me. He realized they haven' t used there advertisement money. He wanted to know how he could use the advertisement money. At least now they are reading their contract and see what they are supposed to do. I will get with Paul and get back to you. President Sagrera recognized Police Jury President Business.
