1 Police Jury Room January 03, 2018 Abbeville, Louisiana Minutes of a regular meeting of the Vermilion Parish Police Jury held on January 03, 2018, with President Ronald Darby presiding. The meeting was called to order by President Mr. Ronald Darby, who asked Mr. Cloris Boudreaux to lead the group in the Pledge of Allegiance. Following the pledge, the President asked Mr. Paul Moresi, III for a moment of silent prayer or reflection. The President then reminded all present to turn all cell phones, pagers, etc. off or set to silent mode for the duration of the Police Jury Meeting. Boudreaux Mr. Paul Bourgeois Absent: Mr. Sandrus Stelly Guest: Mr. Keith Frederick Mr. Eugene Sellers, Sr. Mr. Gary Guidry Mr. Richard Minvielle Mr. Kim Touchet President Darby stated that we are now going to open the floor for nomination for election of President. by Mr. Mark Poche', duly seconded by Mr. Paul Bourgeois, and unanimously carried, nominations for President of the Police Jury were opened. by Mr. Pervis Gaspard, duly seconded by Mr. Brent Landry, and unanimously carried, Mr. Kevin Sagrera was nominated for the position of President of the Police Jury. by Mr. Paul Bourgeois, duly seconded by Mr. Wayne Touchet, and unanimously carried, nominations for the position of President of the Police Jury were closed, and Mr. Kevin Sagrera was elected by acclamation. Former President Darby handed over the gavel to newly elected President Kevin Sagrera. President Sagrera stated that the next order of business is electing a Vice President for the Police Jury and opened the floor for nominations. 1

2 by Mr. Paul Bourgeois, duly seconded by Mr. Ronald Menard, unanimously carried nominations for Vice- President of the Police Jury were opened. by Mr. Errol Domingues duly seconded by Mr. Paul Bourgeois, unanimously carried, Mr. Dane Hebert was nominated for the position of Vice President of the Police Jury. by Mr. Errol Domingues, duly seconded by Mr. Paul Bourgeois, and unanimously carried, nominations for the position of Vice President of the Police Jury were closed, and Mr. Dane Hebert, was elected by acclamation. President Sagrera stated next order of business is appointment of Treasury. by Mr. Ronald Darby, duly seconded by Mr. Leon Broussard, and unanimously carried, Mr. Tim Baudoin was nominated for the position of Treasury of the Police Jury. by Mr. Brent Landry, duly seconded by Mr. Paul Bourgeois, and unanimously carried, nominations for the positon of Treasury of the Police Jury were closed, and Mr. Tim Baudoin, was elected by acclamation. President Sagrera stated we are going to hold off of the nominations for the appointment of Standing Committee Presidents until the next General Needs Meeting. by Mr. Ronald Darby, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to table the nominations for the appointment of Standing Committee Presidents until the next General Needs Meeting. President Sagrera recognized period from public comment on any agenda item to be considered. President Sagrera stated hearing none, moving on. President Sagrera recognized Time on the Agenda. Discuss overflow at the Vermilion Parish Law Enforcement Center. Mr. Wayne Touchet stated we are below budget Mr. President. President Sagrera recognized the reading or approval of the minutes of the previous meeting Regular Meeting of December 18, by Mr. Leon Broussard, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved dispensing of the reading of the previous meeting Regular Meeting of December 18, 2017, and were accepted as presented. President Sagrera recognized to consider action to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports. 2

3 Upon motion by Mr. Ronald Menard, duly seconded by Mr. Cloris Boudreaux, and unanimously carried, the Police Jury approve to amend the agenda to discuss and consider on any new items presented by Engineering and Architectural reports. Mr. Gene Sellers, Sr., Sellers& Associates, Inc., stated congratulations to the new officers and wish you lots of luck in your term in office and I know with the guys you working with here I know you will be successful. Partial Payment Estimate No. 6, Glenn Lege Construction, on the Detention Center, Flood Embankment, for approval of payment in the amount of$214, by Mr. Wayne Touchet, duly seconded by Mr. Brent Landry, and unanimously carried, the Police Jury approved payment of Partial Payment Estimate No. 6, Glenn Lege Construction, on the Detention Center, Flood Embankment, in the amount of$ 214, Stated Mr. Gene, shouldn' t we be going over some of these things in some of our other committee meetings? Mr. Gene Sellers, Sr. stated as you wish. Stated I mean, this is a Monday night meeting. Shouldn' t we just be going over what happens in the other committees? Stated what happens is if we approve it tonight and if the next day we find out the project is bad or something, we already approved it. If we do it in committee we have discussion a couple of days before. Mr. Gene Sellers, Sr. stated I have no problem presenting anyway you' ll like. Stated it is just bad on a Monday night we don' t get to see what the bill is. At least in committee we can look at it and ask the questions of what project you are referencing. Mr. Gene Sellers, Sr. stated the next item I must take up tonight. In the future we will go to committees. We had a mix up between our office and their office about processing invoices for Progressive Waste. So we have three ( 3) months of bills to present. October bill in the amount of 197, November bill is $ 198, , correction of CPI and fuel adjustments, final bill. December bill is $ 198, Ms. Carolyn Bessard stated they had sent the to the wrong address. So I called them to correct the address. by Mr. Wayne Touchet, duly seconded by Mr. Brent Landry, with opposition by Mr. Errol Domingues and Mr. Paul Bourgeois, the Police Jury approve payment to Progressive Waste for the months of October 2017 ($ 197, ), November 2017 ($ 198, ), December 2017($ 198, ). 3 and

4 Mr. Ronald Darby stated along with that motion he would like to make a motion to send a letter to Progressive letting them know that the official address is vermilionppj. by Mr. Ronald Darby, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved to send a letter to Progressive letting them know the official address is vermilionppj. Mr. Gene Sellers, Sr. stated the next thing he has in this regard is that we rewarded contract with Progressive on February 12, The contract called for a five (5) year contract and that to be renewed both parties are to agree to it, for another five ( 5) years. If you want to do that you have to give advance notice one ( 1) year in advance. The one ( 1) year is up on February 12, The original contract was awarded for $7. 98 per household. At that time we had in the contract 21, 700 pickups, that we had counted prior to awarding the contract by going with the trucks and counting the pickups. Every year the contract requires that if you want a recount, both parties could agree to recount. We did that after the first year. Mr. Keith and the contractor went around and recounted the houses the following year. They came up with 24, 878 household and businesses. We have been using that ever since that time. I don' t think we always agreed to use the same number instead of going back and recounting. This time it was four years, we did a research of what we thought would be a fairly accurate number of households. So we got from the municipalities and the water district, how many water meters were out there plus how many meters are out there that have been disconnected. With all that we came up with 23, 486. Which is 1, 400 that is not out there but they have some rural routes that does not have water lines so it is a small percentage. I think the count as we are currently billed is probably as accurate as you are going to get. At the current time the contract calls for an increase every year based on CPI increases. At the current time they are charging you$ per household. When we received the bids four( 4) years ago, the low bid was Progressive and they bid $ 7. 98, the second bidder was $ 8. 58, and the third bidder was$ I think looking at the price range then if you assume Progressive and the others would be increased the same amount, it probably would be at the same rate. We might have a good deal but if you want to cancel the contract we have to notify them before February 12, We have to cancel and advertise for rebidding. We need to do it in ample time so that way if they do not get the bid, whoever does gives them time to put their equipment in place. Mr. Gene Sellers, Sr. stated that is why we put in the contract that we have to notify each other. They haven' t notified us of cancelling. They have not notified. I would like to make a motion that when it comes time for their renewal we cancel their contract and go out and rebid for service. No we have to make a motion to rebid before their contract comes up. Mr. Gene Sellers, Sr. stated the order is that we have to notify them that we are going to cancel the contract and that we will be rebidding. Mr. Paul Moresi, III, Legal Counsel, stated is it truly a cancellation or is it simply a notice that you are not going to automatically renew it? 4

5 Mr. Gene Sellers, Sr. stated it is a notice to cancel the contract. So the contract doesn' t expire if we do nothing, it keeps going. Mr. Gene Sellers, Sr. stated if you don' t notify them within a year then it automatically renews for another five ( 5) years. I would suggest if you are going to renew the contract, you renew it five years ( 5) from today not a year from now. So that it will be a four( 4) year extension. This way we get the price that is in the contract today not a year from now. Mr. Paul Moresi, III stated so this will put them on notice as long as you do it within the time frame. That it will not automatically renew it. Mr. Errol Domingues, duly seconded by Mr. Wayne Touchet, and unanimously carried, the Police Jury voted not to exercise the option to renew the contact with Progressive. Mr. Gene Sellers, Sr. stated Mr. Paul Moresi, III, if you recall we had some penalties in this contract for non-pickup. I don' t know if now is the time to impose that penalty is or not. The other thing is we never got an answer from Change Order No. 1, to keep them from doing eight( 8) yard containers. Now that it is cancelled we probably not going to get them to go that route, not to pick up the eight ( 8) yard containers. In the new contract we can reinstate that. The penalty probably will not pay that until the last payment, a year from now. Mr. Paul Moresi, III stated he wants to make sure that the penalty that the Jury chose the course to wait to impose the penalty at the very end of the contract. If you try to impose it now they may say you are in breach of contract, we are going to leave your trash on the road. We have to wait at the end. The other thing is there is a difference between cancelling the contract and not renewing it. Cancellation it means, to me legally, is cutting something off midstream. Non-renewal means that it is just going to run its course but it will not renew for another five ( 5) years. So, Mr. Gene Sellers, Sr., why don' t you and I get together and look at the wording of the contract and make sure we are doing it the right way? One question. Mr. Keith Frederick, how many routes do we have, that Progressive is doing? They run four (4) days a week or five ( 5) days a week? Mr. Keith Frederick stated they have seven ( 7) trucks running five ( 5) days a week, seven ( 7) routes a day. by Mr. Dane Hebert, duly seconded by Mr. Jason Picard, and unanimously carried, the Police Jury approve to re- advertise for garbage pickup. Mr. Errol Domingues stated I have a question for Mr. Gene Sellers, Sr. When we do put out the specs for garbage pickup, are you going to put something in there that when they miss whole streets and everything. That is one of the biggest problems we have and missing garbage cans and not picking up trash. 5

6 Mr. Gene Sellers, Sr. stated we have all that in there but you have to have someone to go investigate and testify to it. City of Lafayette, when they get a miss call. They go out a photograph that can, open it and take pictures. That is the documentation they have that you missed the can. We don' t have that. Mr. Errol Domingues stated another issue we had, waiting eight( 8) weeks, ten( 10) weeks and thirteen ( 13) weeks for replacement cans. We have to have it in there that they have to replace within a certain time. I would like to present this item to the next Public Works meeting, so we can have an extensive discussion at the next Public Works meeting so we can express our specific concerns to Mr. Gene Sellers, Sr. when we rewrite this contract. Upon by Mr. Errol Domingues, duly seconded by Mr. Mark Poche', and unanimously carried, the Police Jury approved to refer garbage pickup discussion at the next Public Works motion meeting. Mr. Gene Sellers, Sr. stated from what I understand you want us to notify the contractor that you will not extend the contract at the end of its term and I get with Mr. Paul Moresi, III to make sure it is the right way to do it. You are also authorizing us to re- advertise for this service at the end of this contract. After discussion in Public Works meeting. Mr. Todd Vincent, Sellers & Associates, Inc., stated you should each have a bid tabulation in front of you. This is a LCDBG Block Grant Project that you received bids on December 15, 2017 at 10 a.m. It is for a waterline extension north of Gueydan, Waterworks District No. 1. As you can see on the tabulations, we received four ( 4) bids. The low bidder is BIHM Construction from Opelousas. We had a base bid, which is on the bottom of the second page. Their low bid was 599, The next bidder was about $ 105, higher and the third and fourth were a little higher than him. We also had three ( 3) alternates. Just different areas we kind of set apart to make sure we were within the budget. Alternate No. 1 $ 13, , Alternate No. 2 $ 67, , and Alternate No. 3 $ 49, for a total bid of$ 730, BIHM has done quite a bit of work for the Water District. We did have an issue with BIHM when the plant was built between Kaplan and Gueydan, it was a problem with the painting, we had a warranty issue with one of the tanks they had painted. That was resolved and they did a project for Maurice recently and did a good job and they have a very good price here. The construction budget is $ 656, The Waterworks District had a meeting last Tuesday and they passed a motion recommending that the Police Jury award the base and all of the alternates and they committed to pay all of the amount over the construction budget. I think the motion needs to be subject to the concurrent to the Office of Community Development. by Mr. Ronald Menard, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to award BIHM Construction and the three ( 3) alternates for the waterline extension north of Gueydan, Waterworks District No. 1 in the amount of$ 730, , with the Waterworks District paying the remainder of the balance ($ 73, ). Subject to the concurrent to the Office of Community Development. Mr. Todd Vincent stated I have a request for a Letter of No Objection. The applicant is J. M. Burguieres Co., LTD. This is the Mitigation bank that is being proposed off of Bull Island Road. 6

7 They came to you about a year ago and they initiated their Mitigation bank and you issued a Letter ofno Objection, at that time to the overall project. So they have received their Corps of Engineers Permit and their DNR Permit to move forward with construction. One of the conditions of their Permit was that they change cross drains across Bull Island Road. They initially requested approval for a bridge, you recommend they use culverts instead. They are now requesting a Letter of No Objection to install these larger culverts across Bull Island Road. We reviewed it and it appears to be in order and we would recommend you issue a Letter of No Objection. They are hoping to start in a couple of weeks. by Mr. Errol Domingues, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approves to send a Letter of No Objection to J. M. Burguieres Co., LTD, in regards to culvert replacement under Bull Island Road in District 13. Mr. Todd Vincent stated he has a couple of Subdivision reviews. First is Saint John' s Crossing in Election District 3. You previously approved a preliminary plat and this is the street and drainage construction plans. We have reviewed them and we recommend the approval of these plans and specifications subject to the comments we made in review. by Mr. Brent Landry, duly seconded by Mr. Jason Picard, and unanimously carried, the Police Jury approved the street and drainage construction plans for Saint John' s Crossing in Election District 3. Mr. Todd Vincent stated the second one is in Election District 11. It is a partition for Charles Sonnier. It is an existing Tract that they are partitioning into two ( 2) Tracts for the construction of a Dollar General Facility. This is off of LA 14 near HWY 343. by Mr. Pervis Gaspard, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury approved the Final Plat for the Partition for Charles Sonnier in Election District 11. Mr. Kim Touchet stated a while back you' ll approved our Amendment to the contract for the Parish Implement Recovery Program, basically adding one more bridge for some remaining funding. With that we would need a motion to do a first Amendment of Contract for Geotechnical Services, which is to LA Testing and Inspection, it is in the amount of$ 4, by Mr. Errol Domingues, duly seconded by Mr. Leon Broussard, and unanimously carried, the Police Jury approved a First Amendment of Contract for Geotechnical Services, LA Testing and Inspection, in the amount of$4, President Sagrera recognized the report of Standing Committees, Courthouse/Building Committee. by Mr. Jason Picard, duly seconded by Mr. Ronald Darby, and unanimously carried, the Police Jury approved the Courthouse/ Building Committee Recommendations, as presented, and the appropriate officials were authorized to carry out the recommendations. 7

8 COURTHOUSEBUILDING COMMITTEE DECEMBER 27, 2107 ABBEVILLE, LOUISIANA AS A RESULT OF A COURTHOUSEBUILDING COMMITTEE MEETING HELD ON DECEMBER 27, 2017, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve 78 Sales Tax to loan Project Account$ 214, , Glenn Lege Partial Payment No. 6, in regards to the Vermilion Parish Detention Center. 2. It is recommended the Police Jury approve payment of Invoice No , NACo Membership Dues, dated September 11, 2017, in the amount of$ 1, , for the months of January 01, 2018 to December 31, Cost to be paid out of General Fund. 3. It is recommended the Police Jury approve Mr. Paul Moresi, III to send a letter for Blighted Property, in reference to long grass, Lot 72 Marion Faulk Subdivision, Jose Manuel Gusman Palacios. Address to send it is Mouton Cove Dr. Abbeville, LA It is recommended the Police Jury approve payment of Invoice No. VP , Rivers Security LLC, dated December 18, 2017, for Armed Guard Services at the Courthouse from December 01, 2017 to December 14, 2017, in the amount of$ 2, Cost to be paid out of General Fund. 5. It is recommended the Police Jury to approve payment of the attached bills that were submitted. PUBLIC WORKS COMMITTEE DECEMBER 27, 2017 ABBEVILLE, LOUISIANA AS A RESULT OF A PUBLIC WORKS COMMITTEE MEETING HELD ON DECEMBER 27, 2017, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve the ordering of the Indian Bayou Volunteer Fire Department Fire Truck from Bonaventure Company, Inc. in the amount of $266, Cost to be paid out of 76 Sales Tax. 8

9 2. It is recommended the Police Jury allows Legal Counsel to check into the liability of who can do what when medical calls are made. 3. PUBLIC ROAD COMMITTEE DECEMBER 27, 2017 ABBEVILLE, LOUISIANA AS A RESULT OF A PARISH ROAD COMMITTEE MEETING HELD ON DECEMBER 27, 2017, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY' S CONSIDERATION: 1. It is recommended the Police Jury approve Mr. Gibson Bessard to remove broken catch basin pour bottom form up and pour new catch basin at Harrison Road, in the amount of 2, Cost to be paid out of District It is recommended the Police Jury approve payment to Ryan Duhon in the amount of$ due to an accident by a Parishwide employee, rearview mirror. 3. It is recommended the Police Jury approve to adopt an Ordinance reducing a speed limit on Lama Street and Theodore Street, in that subdivision, from thirty-five ( 35) miles an hour to twenty- five (25) miles an hour. 4. It is recommended that the Police Jury authorize payment of the attached bills that were submitted. Mr. Paul Moresi, III stated that he understands that this will be to discuss the professional competence of one of your employees and the person we are discussing has given permission to way the twenty-four( 24) hour notice that is normally required. That is the purpose of the Executive Session from what I am understanding. by Mr. Leon Broussard, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve to return to Regular Session. by Mr. Leon Broussard, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to amend the agenda for discussion. by Mr. Ronald Darby, duly seconded by Mr. Leon Broussard, with Mr. Errol Domingues, Mr. Paul Bourgeois, Mr. Mark Poche', Mr. Wayne Touchet, and Mr. Brent Landry opposing, the Police Jury approve to follow Policy for the termination of Mr. Primeaux. Mr. President I would like to let Mr. Steven Sagrera speak on Crocodilian Innovations bid to license extracting technology from the LSU Ag Center. by Mr. Ronald Menard, duly seconded by Mr. Paul Bourgeois, and unanimously carried, the Police Jury approve to amend the agenda to allow Mr. Steven Sagrera to speak. Mr. Steven Sagrera stated thank you for the opportunity for allowing me to speak to you. Before I get to what I came here for, I didn' t realize, Kevin is my younger brother, I didn' t realize he was going to be elected President today so congratulations. I had a pleasure to serve as Chairman for Wildlife and Fisheries Commissions for one ( 1) year. I am here representing a group of large alligator farmers in the State of Louisiana that put together a company called Crocodilian Innovations. We are submitting a bid to LSU Ag Center to License their technology that they are developing to extract. There are two ( 2) or three ( 3) different components that they think we can pull out of the basically our waste product from alligators across the industry. I just would like the Jury to consider drafting a letter in support of our company addressed to LSU Ag Center. Mr. Paul Moresi, III stated that he would like to say that Mr. Kevin Sagrera called him and asked him about the code of ethics may or may not affect the situation. I looked at it carefully and I spoke to a staff attorney at the Board of Ethics, this is not a contract between Mr. Kevin Sagrera or even this company and the Police Jury. It is just a letter of support that I would assume the Jury would do for any local business. The key is Mr. Kevin Sagrera has to recuse himself, disclose his ownership interest, which he is doing through me, and secondly he cannot participate in either the rope or in any of the transactions. So if the letter goes out it should probably go out under the Vice President' s signature rather than his signature. But given that, I have a letter to that effect that I am going to give him tonight. I don' t think there are any ethical. 10

11 by Mr. Mark Poche', duly seconded by Mr. Brent Landry, with Mr. Kevin Sagrera abstaining, the Police Jury approve to consider drafting a letter of support for the bid from Crocodilian Innovations to LSU Ag Center. President Sagrera stated to consider action to adopt the compliance questionnaire presented by Kolder, Champagne, Slaven and Company, LLC, related to the audit of the financial statements as of January 2, 2017 through December 31, 2017 and authorize the President to sign the compliance questionnaire. by Mr. Errol Domingues, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury approve to adopt the compliance questionnaire presented by Kolder, Champagne, Slaven and Company, LLC, related to the audit of the financial statements as of January 2, through December 31, 2017 and authorize the President to sign the compliance questionnaire. President Sagrera stated to consider action to amend the agenda to discuss and consider actions on any new items by the Parish Administrator. by Mr. Leon Broussard, duly seconded by Mr. Pervis Gaspard, and unanimously carried, the Police Jury approve to amend the agenda to discuss and consider actions on any new items by the Parish Administrator. Ms. Carolyn Bessard, Parish Administrator, stated the 4H Office would like to invite to invite you to the 44th Annual Vermilion Parish Jr. Livestock Sale of 4- H market animals on SATURDAY, JANUARY 20 at the Cecil McCrory Exhibit Building located behind the County Agent' s Office at 1105 West Port Street, Abbeville, Louisiana. President Sagrera recognized Legal Counsel. Mr. Paul Moresi, III, Legal Counsel, stated that you' ll had asked me to take a look into medical calls. There are two statutes that apply. One of them deals with property damage and one of them any civil damage. The key is that is has to be a gratuities rendering of aid. So for example it would not apply to Acadian Ambulance because that is not gratuities. If a First Responder responds to a scene, other than intentional acts or by gross negligence they are immune from any damages based on their services at the scene. Number one( 1) it does not shield the organization that he is working for nor does it shield any insurance companies. So I found a case for example, where a Fire Department, the Fireman himself who was a First Responder who provided some medical care that was claimed to have been poorly done. He was immune but his employer was not. I remembered, once I started researching, I had a big meeting in Kaplan many years ago with a bunch of Fire Departments because they were worried about this. The law is the law, it is here in black and white. The responders respond and do something improper that person would have immunity but the Police Jury, at this point, because we are the keepers of the Fire Department, could be at fault? Mr. Paul Moresi, III stated the first part is correct but not so sure about the second part. For example, you have two ( 2) Fire Protection Districts, those are separate legal entities. Even though those people receive some benefits from you I don' t think you are their employer for purposes of liability. Their Districts are their employers not the Police Jury. The Henry Volunteer Fire Department which gets all of its funding from the tax collected from the Vermilion Parish Police Jury. I think that is what Mathiews was asking about was those Volunteer Departments that run under us. Mr. Paul Moresi, III stated that is an interesting question. I would say that is the Volunteer Association. The law not only recognizing corporations, limited liability companies, partnerships, also represents unincorporated associations. Sometimes for example a hunting club might be an unincorporated association. I am not so sure for purposes of liability those people would be considered your employees because the employer' s liability for an employee revolves around an issue of control. Are you responsible for their training? Are you responsible for sending them out? Do you give instructions once they go out to a fire? I think the answer to all of these questions are NO. I think all and all, your citizens are better served having these people respond and doing the best they can. The last thing I have is I exchanged s with the HR Person, Jennifer from Excellerent, and she has sent me eight( 8) questions that her firm has recommended to people that were hiring, in terms of trying to get a better insider to the candidates and qualifications. What I might suggest, I would think being asked these questions in a candid setting would probably provide better responses than if they were studied before a meeting. So what I would like to suggest is, if is okay with you' ll I am planning to attend the meeting. I could make everybody copies of these bring them with me the night of the meeting and distribute them. That way you will have them in front of you and you can ask whichever one you think are good or skip the ones you don' t. This way you don' t have anyone preparing for it and you not going to get canned responses. 12

13 Eight questions is the number. Are we required to ask a minimum of those eight questions to each candidate? Whatever you do everyone should be asked the same exact questions and then you can add specific questions. President Sagrera recognized Police Jury President Business. President Sagrera stated that he wanted to assure you' ll that this is his first meeting and it ran way long and ifis not going to be like that all the time. I really thank you' ll for letting me serve and I hope I do a good job for you' ll and I hope we all continue to work together. President Sagrera recognized Police Jury Business. by Mr. Ronald Darby, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approve to allow John Young, Attorney & President of Jefferson Parish, to come with his team to make a presentation to the Police Jury at one of our committee meetings. We have formed a special committee for restructuring our pay scale and we have not met. I think Mr. Wayne Touchet was the Chairman of the Sub Committee. I would like for us to meet soon. I will try to get with Mr. Wayne Touchet and pin down a date: Mr. Cloris Boudreaux stated he has a hardship situation that happened in my district New Year' s Day. I have a family that lost their home to a fire and lost everything, mobile home, vehicle, everything. The situation here is I have talked with Mr. Keith about it. The address is 203 1/ 2 North Marie that is a trailer behind a home. They going to have family and friends beginning next week to start dismantling what is left of the structure. They do have an area, we would have to get in about fifty (50) feet on private property. There is a hard surface there and clear of all structures, no wiring or anything for our truck to get there to load it up. The only place to dismantle it. I would like to ask the Jury if we could get that accomplished.
