Rethink the role of edcation policies in national prodctivity enhancement, particlarly by taking into consideration the rapidly changing labor market and society's increasing reliance on technology; b. Explore possible edcation models and policies aligned with the skills reqired by labor markets in the ftre; c. Examine approaches to redce skill gaps throgh edcation policies enabling economies to benefit from rapid technological advances; and d. Provide a platform for knowledge and experience sharing on edcation policies and their ramifications for sstaining economic growth. 10. Starting from the 1950s, more rapid economic growth, higher wages, increased labor prodctivity, improved health stats, and lower infant mortality rates have occrred across the globe, reslting from a better qality of edcation and longer time given to it. Rapid technological advances leading to nprecedented changes in labor markets, however, reqire a reexamination of the old mass prodction-based edcation model. Ever-increasing school enrollment has been accompanied by a slowing in prodctivity gains and economic growth as well as widening income ineqality. A new edcation model focsing on worker agility to meet changes in labor market reqirements mst be prioritized to maximize the contribtions of hman capital to contining increases in living standards. A recognizable pattern created by the T revoltion is that the rate of technological change always otpaces workers' skill development. When skill development lags, economic growth decelerates de to lower labor prodctivity. Workers incapable of adjsting to market demand for new skill sets are forced to accept low-skilled, low-wage jobs. This adjstment is sally accompanied by even more demand for higher-skilled, higher-wage jobs. Unemployment, labor market polarization, and ineqality are the net effects on society. t is therefore imperative for policymakers to revamp the edcation sector to increase the ability to benefit from rapid technological progress. One method for this is to close skill gaps throgh edcation focsed on interactions with technology for higher prodctivity. This form will highlight strategies and instittional prereqisites for the optimal contribtion of the edcation sector to spplying a ftre-ready labor force. The approach will be interdisciplinary, with facilitators from different backgronds and with varied experience and professional expertise. The expected otcome is changes in edcation policies and strategies in APO member economies to cope with the ftre. 11. Scope and Methodology Scope Edcation, prodctivity growth and economic development: a. Economic instittions and edcational qality for prodctivity and economic growth; b. Edcational reform for improved living standards; c. Efficient edcational spending and instittional settings for continos hman capital accmlation; and d. Edcation of the ftre to sstain prodctivity growth. Methodology Preparatory/predepartre work, expert presentations and lectres, case stdies and/or exercises, policy-sharing sessions, policy proposals, presentations/discssions, and follow-p actions (postproject activities). Qalifications of Candidates The participants are expected to possess the following qalifications: Present Position Experience Edcation Langage Health Age Attendance Policymakers and/or policy administrators in the areas of labor prodctivity, edcation, and other socioeconomic aspects of national hman resorces development from relevant government agencies at the central and local levels, niversities, and pblic policy think tanks; and mid- or high-level NPO officials managing labor prodctivity isses. At least three years of experience in the position described above. University degree or eqivalent qalification from a recognized niversity/instittion. All proceedings of the project are condcted in English, and participants are freqently reqired to make active contribtions dring the form. They mst therefore be proficient in spoken and written English. Those who are not proficient in English will not be accepted. Physically and mentally fit to attend an intensive project reqiring participants to complete a nmber of individal and grop activities and strenos fieldwork. t is therefore recommended that member contries do not nominate candidates likely to sffer from physical and mental stress. Candidates who fit the above profile are typically between 30 and 50 years of age. Participants are reqired to attend the entire program. -3-

4 13. Financial Arrangements a. Airfare The APO will bear the cost ofrond-trip economy-class international airfare between the international airport nearest to the participants' place of work and Manila, the Philippines. The APO will only reimbrse discont air tickets for the most direct rote. Participants shold note that the arrangements for the prchase of air tickets shold follow the "Gide on Prchases of Air Tickets for APO Participants, " which will be sent to the selected participants and is also available on the APO website and from APO Liaison Officers in member contries. b. nsrance Coverage Participants' insrance premims: All participants shold be flly insred against accident and illness (inclding hospitalization and death) for a principal sm eqivalent to USD10, for the entire dration of the project and travel and mst sbmit to the APO Secretariat a copy of the comprehensive travel insrance certificate before participation. Sch insrance shold be valid in the host contry. This insrance reqirement is in addition to existing government insrance coverage in some member contries. f any participant is nable to insre himself/herself as stiplated above, he/she shold secre this insrance in the host contry at the commencement of the project and pay the premim himself/herself, if necessary, from the per diem allowance provided. Neither the APO nor the implementing organization will be responsible for any eventality arising from accident, illness, acts of war, force majere, or any nexpected events beyond hman control sch as those related to natral disasters. c. Cost Sharing Sbject to the conditions stated in the Financial Arrangements section, the following table shows the cost-sharing arrangements between the APO, host contry, and participants or participating contries. Actions by Member Contries a. b. Each participating contry is reqested to nominate three or more candidates in the order of preference. Please ensre that candidates nominated meet the qalifications specified nder section 12 above. No form of self-nomination will be accepted. All nominations mst be endorsed and sbmitted by an APO Director, Alternative Director, Liaison Officer, or their designated officer. Please note that nomination of a candidate does not necessarily garantee that he/she will be selected. Selection is at the discretion of the selection committee of the APO Secretariat. A basic criterion for selection is the homogeneity of the participants in terms of qalifications and work experience. Nonselection therefore does not mean that the candidates concerned are not competent enogh. Sometimes candidates are not selected becase they are overqalified for a project. d. Each nomination shold be accompanied by the necessary docments. A nomination lacking any of these docments may not be considered: two copies of the candidate's biodata on the APO biodata form together with a passport-sized photograph. The biodata form can be downloaded from the APO website (www. apo-tokyo. org). We encorage sbmitting the biodata form to the APO Secretariat in electronic form as an attachment to a cover message from the APO Director, Alternate Director, or Liaison Officer. -5-

6 The nomination docments shold be sent to the Research and Planning Department, APO Secretariat ( org, fax: ). e. The APO Medical and nsrance Declaration/Certification Form. Every candidate mst complete and sbmit a copy of the APO Medical and nsrance Declaration/Certification Form with his/her biodata at the time of nomination. Please note that self-declaration is sfficient for candidates withot any of health conditions or illnesses listed on the reverse side of the medical form. However, for all others, medical certification by a licensed physician on the reverse side of the medical form is reqired. f. Necessary docments are to be sbmitted electronically. n that case, there is no need to send a hard copy by postal mail. However, if the docments are sbmitted by fax, member contries are reqested to mail the originals of the docments to the APO Secretariat as well. f a digital photograph of a nominee is not attached to the electronic biodata form, a hard-copy photograph shold be sent to the APO Secretariat by postal mail. Please give the candidate's name and the project code on the reverse side of the photograph. g. Member contries are reqested to adhere to the nomination deadline given on page 1. The APO Secretariat may not consider late nominations as they have in the past reslted in considerable difficlties to the implementing organization in its preparatory work for the project. h. For member contries where nominations are reqired to be approved by higher government athorities and reqire a longer time, APO Liaison Officers/NPOs are rged to send the names of nominees on or before the deadline, indicating that government approval will follow. i. f a selected participant becomes nable to attend, he/she shold inform the APO Liaison OfGcer/NPO in his/her contry immediately and give the reason for withdrawal. The NPO concerned is reqested to transmit that information to the APO Secretariat and the host contry promptly. j. NPOs are reqested to inform the selected participants that they are not to bring family members or to engage in any private bsiness activities dring the entire dration of the project. k. Each selected participant shold be instrcted to arrive at the vene one day before the start of the official project. Also, he/she is expected to retrn home pon completion of the official project becase he/she is visiting the host contry for the specific prpose of attending this APO form. 1. NPOs shold inform participants that they mst attend all for days of the project. m. NPOs shold assist the APO and/or host contry in collecting amonts corresponding to cancellation charges arising from withdrawal or no-show of a participant. 15. Actions by the APO Secretariat a. Under normal circmstances, candidates who are selected will be informed of their -6-

7 acceptance at least for weeks prior to the start of the project. b. f some candidates fail to qalify or be nable to participate after selection, or if some member contries fail to nominate any candidate, their slots may be filled by alternates from the same or another member contry on a merit basis. 16. Project Preparation The participants are reqired to prepare a paper prior to departre for the project vene. n preparing the paper, they are expected to follow the attached "Gidelines for the Preparation of Contry Policy Papers." 17. Postproject Actions All participants are reqired to prepare action plans and share the plans with their NPOs. The APO will also reqest participants to sbmit progress reports six months after completion of the form. (See "Postprqject Actions" attachment below) 18. Evalation of Participants f the condct/attendance/performance reported to the APO director concerned. of a participant is not satisfactory, these will be 19. 8 Attachment ; Project Preparation 8-RP-11-GE-CON-B: Form on the mpact of Edcation Policies on National Prodctivity Growth Agst 2018, Manila, the Philippines Gidelines for the Preparation of Contry Policy Papers One of the stated objectives of this form is to provide a platform for knowledge and experience sharing on edcation policies and their ramifications for sstaining economic growth. To achieve that objective, participants are expected to prepare and present policy papers following the otline below. Topics (please choose one from the list below): 1. Rethinking Edcation Models for Sstaining Prodctivity in the Ftre; 2. The Race between Edcation and Technology; 3. Vocational Edcation for Reskilling the Labor Force; 4. Ftre-ready Crricla for Continos Prodctivity mprovement; or 5. Optimal nstittional Settings for Hman Capital Accmlation. n preparing the papers, please note the following:. The focs shold be on the contry of each participant, with an explanation of the linkages of the chosen topic to the participant's instittional affiliation, if applicable.. The paper mst inclde the backgrond, crrent stats/challenges, description of instittional design and/or mechanism, initiatives taken, recommendations or proposals, details of the ramifications of the chosen topic on prodctivity, etc. as related to edcation policy.. Sfficient, accrate information and analysis shold be presented sing relevant, reliable data.. The emphasis shold be on edcation policy and/or policy framework. Additional details on the format, mode and timing of sbmission, etc. will be provided in the circlar letter distribted to selected participants.
