1 Guideline for Ship for World Youth Program ~MEIJI 150th~ 1. Outline A. Purpose May 31, 2018 Director General for the International Youth Exchange, Cabinet Office, Government of Japan The Iwakura Mission was dispatched for the Japanese people to learn from other countries in the process of modernization and development during the Meiji period. This year marks the 150th commemorative year of the Meiji Era. On this occasion, it is important for us to apprehend the footsteps and spirit of the people who lived through the Meiji Era, recognize what are strengths of Japan and disseminate them to the world in order for our country to enhance its development. From a global perspective, it is said that cooperation, coordination, and negotiation skills beyond national borders are essential in various fields, and leaders of the next generation who are capable of leading and guiding such initiatives are required. From this aspect, the Ship for World Youth Program ~MEIJI 150th~ (hereinafter, Ship for World Youth program ) will focus on implementing programs where participating youths from various backgrounds will learn about Strengths of Japan, such as advanced technologies and cultures and disseminate them to the world. Youth will also gain abilities to interact with different cultures as well as communication, leadership and management skills through discussions, cultural exchange and workshops that are organized by the participating youths themselves. This program aims at nurturing youth who can show their leadership to execute social contribution activities in areas where Japan can show its strength. Furthermore, it aims to establish strong human networks beyond national borders. B. Schedule The duration of the Ship for World Youth program is approximately 50 days, consisting of activities in Japan and on board the ship as indicated in Attachment 1. C. Visit Countries Australia (Darwin, Brisbane) and other countries. D. Participating Countries Australia, Chile, Ecuador, Greece, Solomon Islands, Sweden, Tanzania, Turkey, United Arab Emirates, Vanuatu and Japan. E. Participating Youths Japanese participants: 122 (includes one National Leader (hereinafter, NL ) and one Sub-National Leader (hereinafter, SNL ) Overseas participants: 120 (12 members from each country and includes one National Leader.) *Participating countries and the number of participants from each country are subject to change. F. Working language English is to be used as the working language of the program.

2 2. Implementation A. Participating youths shall partake in the following activities of the Onshore and Onboard Training Sessions to fulfil the objectives of the program. Onshore and Onboard Training Sessions Participating youths shall partake in the Onshore and Onboard Training Sessions of the below-mentioned A to C as indicated in Attachment 1. (1) Home stay, local program in Japan (only for the overseas participating youths) (2) Exchange with local youth (including discussions) (only for the overseas participating youths) (3) Discussions among the participating youths (4) Visit to youth-related institutions, cultural facilities, industrial facilities, etc. (5) Discussion Program (studies, discussions, and presentations on common issues from a global viewpoint) (6) Seminars to foster the ability to interact with different cultures as well as leadership, management, and presentation skills by participating youths (educating and guiding by the facilitators meeting) (7) Seminars, organized by participating youths (8) National presentation (Onshore Training Session and Onboard Training Session (including ports of call activities)) (9) Cultural introduction activities (10) Voluntary activities (11) Group activities (12) Port of call activity in Okinawa Prefecture, Japan (13) Lecture regarding safety onboard (14) Others such as ceremonies, etc. B. Activities in visit countries Participating youths shall partake in the following activities in visit countries according to the schedule by the related agencies of port of call activities, taking into consideration their consistency with the activities Onshore and Onboard Training Sessions. (1) Courtesy calls (2) Visit to youth-related institutions, cultural facilities, industrial facilities, etc. (3) Exchanges with youth of visit countries (4) Introduction to Japanese society and culture (5) Other activities deemed appropriate by each respective governments of the visit countries (This will be possible only if time allows. The government of that country will implement a program according to the schedule.) C. Others Participating youths shall act according to the schedule decided by the Director-General for the International Youth Exchange (hereinafter, Director-General ) and act orderly as a group except during free time. 3. Organisation The constituents of the Ship for World Youth program are: Administrative staff members and implementing agency, and participating youths from Japan and from overseas as defined in Section 4: Selection of the NL and Participating Youths below. A. Administrative staff members (1) Administrative staff members consist of the Administrator, Deputy Administrator and other administrative staff members. (2) The Director-General shall appoint the Administrator, Deputy Administrator and administrative staff members who are officials of the Cabinet Office. (3) The Administrator shall represent the Cabinet Office and manage and coordinate the overall program. The Deputy Administrator shall provide necessary assistance to the Administrator. The

3 Deputy Administrator shall assist the Administrator, and carry out the overall management of the program on behalf of the Administrator in case of his/her absence. B. Implementing agency (1) The implementing agency consists of the person who has the responsibility to carry out the overall management of training sessions and members who shall carry out the Onshore Training Session, Onboard Training Session and port of call activities. They shall be boarding the ship with the abovementioned items A (1). (2) The implementing agency shall partake in administrative tasks for each training session of the program. C. Participants (1) Participating Youths a During this program, the participating youths shall collaborate together and take part in the activities as indicated in Attachment 1 such as Onshore and Onboard Training Sessions. b The NLs shall represent their countries and lead their own delegation, and form the NL Meeting. The NLs shall discuss and decide the fundamental matters concerning life and activities onshore and onboard, according to the request from the Administrator. SNL supports NL and carries out the duties on behalf of NL in case of his/her absence. c There shall be two Assistant National Leaders (hereinafter, ANL ) in each delegation (in principle, one male and one female). ANLs shall assist their NL and SNL, and carry out the duties on behalf of NL or SNL in case of his/her absence. D. Letter Group As a basic unit for Onshore Training Session, Onboard Training Session and other activities, 11 Letter Group shall be organized with members from various countries. Each group will have one Group Leader (hereinafter, GL ). Each NL shall assume the role of GL. He/she shall lead their own group. In the event that GL is unable to perform his/her duties, the rest of members of the Letter Group, the Administrative staff members and the Implementing agency shall discuss and the Director-General (the Administrator, during the Onboard Training Session) shall decide his/her replacement. 4. Selection of the NL and the Participating Youths A. Japanese participating youths Japanese participating youths shall meet the criteria listed on Attachment 2, and the Director-General shall decide the Japanese participating youths (except the NL and SNL) from among those recommended and screened by the Prefectural Governors or youth organizations. *The Cabinet Office shall screen candidates who applied for the program during the additional recruitment period. B. Japanese NL and SNL The Director-General shall appoint and commission Japanese NL and SNL in accordance with the criteria listed on Attachment 2. C. Overseas participating youths and NLs The Director-General shall decide the overseas participating youths and NLs of the respective countries in cooperation with the governments and the Japanese diplomatic missions of those countries in accordance with the Outline for Recruitment and Selection of the Overseas Participating Youths. 5. Disqualification of Participating Youth, NL and SNL The Director-General (the Administrator, during the Onboard Training Session) may disqualify a participating youth, NL and SNL when he/she falls under any of the below-mentioned A to C. Disqualified participating youth, NL and SNL must return to his/her country or hometown as soon as possible. A. When the Director-General (the Administrator, during the Onboard Training Session) deems that he/she has behaved unsuitably as a member of the program, or has difficulty to continue his/her participation. B. When the participating youth, NL and SNL expresses his/her intention to withdraw from the program. C. The government of his/her country expresses their intention to withdraw he/she from the program.

4 6. Notice of Suspension of Participation and Notice of Continuation of Participation The Director-General (the Administrator, during the Onboard Training Session) may issue a notice of suspension of participation of a participating youth (including NL and SNL) and temporarily suspend his/her participation in the program of the below-mentioned A and B. In addition, when the Director-General (the Administrator, during the Onboard Training Session) may duly approve their continuation in the middle of program, he/she is able to continue the program. A. When he/she expresses an intention to suspend his/her participation in the program owning to unavoidable reasons and the Director-General (the Administrator, during the Onboard Training Session) duly approves it as an imperative case. B. The government of his/her country express an intention to suspend the participation of a participating youth and the Director-General (the Administrator, during the Onboard Training Session) duly approves it as an imperative case. 7. Hosting Meetings The Director-General will host the following conferences and meetings as indicated in Attachment 3 for the smooth operation of the program as indicated in Attachment 1. In addition, the Director-General shall decide the outlines of each meeting. 8. Embarkation and Returning Home A. Japanese participating youths shall embark the ship from Yokohama after the Onshore Training Session and, upon completing the voyage, disembark in Tokyo. B. Overseas participating youths shall assemble in Tokyo by airplane from their respective countries and attend the activities in Japan and Onshore Training Session. Afterwards the overseas participating youths embark the ship from Yokohama with the Japanese participating youths. Upon completing the voyage, the overseas participating youths shall disembark in Tokyo and fly back to their respective countries from Tokyo. 9. Reports to be submitted The Administrator, the NL of each country, and SNL must submit reports on the activities to the Director- General. 10. Responsibilities for the Safety Measures A. Safety measures in Japan (1) The Cabinet Office shall give utmost priority to secure the safety of the participating youths during the activities in Japan and on board the ship. The Cabinet Office shall give necessary instructions to the shipping authority to cruise safely. (2) The NLs, including SNL, shall pay particular attention to the safety of the participating youths. The NLs are responsible for instructing their own delegations to be punctual and to observe all rules on security to ensure safety within the program. B. Consideration for the safety measures upon planning the schedule in visit countries Safety measures to be taken into consideration at the time of planning the schedule in visit countries. Each respective host government and organizations shall give sufficient consideration to the safety of the participating youths at the time of planning the places to visit and schedule of activities. Thus, the schedule should not be tight. C. Cooperation to ensure safety during activities in the visit countries Each respective host government and organizations together with the Cabinet Office shall liaise closely with one another to ensure the smooth operation of activities in the visit countries and the safety of the participating youths. D. Safety precautions for the participating youths using transportation in the visit countries

5 Each respective host government, organizations and the Cabinet Office shall give sufficient direction to the agencies that provide transportation and shall closely cooperate in taking all necessary measures according to the circumstances of the respective country s traffic situations. E. Health condition of participating youths The government of his/her country shall pay significant attention to the health conditions of the participating youths of its country before his/her participation in the program and each host government of the visit countries also shall pay attention to the health conditions of participating youths during the port of call activities. 11. Emergency Procedures A. Securing liaison system In case of a serious accident in the visit countries (excluding the Onboard Training Session), the government shall promptly contact the Cabinet Office and the embassies of participating countries. In other cases, the Cabinet Office shall be the focal point for the distribution of information and contact the governments of all the participating countries promptly. B. Investigation of the cause In case of a serious accident in the visit countries (except during the Onboard Training Session), the government shall investigate the cause of the accident and promptly compile an accident report. The Cabinet Office shall write a report of the accidents that occurred in other situations. The report shall be sent out to the Cabinet Office and to the respective participating governments. 12. Expenses A. As a general rule, the Cabinet Office shall bear the costs indicated below; (1) Traveling expenses to attend the Pre-departure Training Session and Post-Program Training Session. Note: this condition does not apply to residents of Tokyo s 23 wards (2) As for overseas participating youths, economy class round trip airfare to and from the international airport of their participating countries which the Cabinet Office designates to Japan (including fuel surcharge and immigration tax and excluding charges for excess baggage, etc.) (3) The Director-General shall decide expenses mentioned above in items 7. B. Japanese participating youths must bear the costs indicated below; (1) Accommodation fee and meals during the Preparatory Training Session (they shall partake the training in September) (2) Traveling expenses to attend the Preparatory Training Session (3) Accommodation fee and meals etc. during the Pre-departure Training Session, Onshore Training Session and Post program Training Session. (4) Residents of Tokyo s 23 wards shall bear the traveling expense to attend the Pre-departure Training Session and Post-program Training Session. (5) Fees to obtain visas, travel agency handling charge and travel insurance, immigration tax, etc. (6) Part of charter fee of the ship ( JPY) and meals on board the ship. (7) Fees for issuing passport and vaccinations. (8) Any medical treatment and hospitalization fee incurred during the program that will not be covered by insurance. (9) Personal expenses and other incidental charges. Note 1: As for those who had difficulty paying the participation fee due to economic reasons, the Cabinet Office bears the costs (1) (3) (5) and (6) Note 2: As for the Japanese NL and the SNL, the Cabinet Office bears the costs from (1) to (6). C. Overseas participating youths must bear the costs indicated below; (1) Any medical treatment and hospitalization fee incurred from incidents such as illness and accidents from the time he/she left home until returning home that will not be covered by insurance

6 (2) Transportation fee from their home to the international airport that the Cabinet Office designates in his/her own country (3) Fees for issuing passports, obtaining visas (visa fee to Japan will be waived), vaccinations, etc. (4) Excess baggage fee for flights coming to and leaving from Japan (5) Shipping cost of extra/unaccompanied baggage (postage, customs fee and duties, consumption tax, etc.) (6) Personal expenses and other incidental charges D. Expenses that disqualified Participating Youth, NL and SNL must bear; (1) Those who are disqualified from the program, for the reasons mentioned above in items 5, must bear their own expenses for returning to their home country or hometown. (2) However, there may be exceptions in which the Cabinet Office may bear some or all of the cost for returning home such as (a) death or critical condition of the concerned person s immediate family such as spouse, parents, children, siblings, or (b) the concerned person s illness or injury does not allow him/her to continue participating on the program, or (c) the Administrator affirmed the person s unavoidable reasons to return home. E. Expenses incurred by Suspension of Participation and Continuation of Participation (1) Those who suspends his/her participation in the program, for the reasons mentioned above in items 6, must bear their own expenses to temporarily return to their home country or hometown. When he/she continues from the middle of program, they must bear the related expenses. (2) However, there may be exceptions in which the Cabinet Office may bear some or all of the cost for returning home such as (a) death or critical condition of the concerned person s immediate family such as spouse, parents, children, siblings, or (b) the concerned person s illness or injury does not allow him/her to continue participating on the program, or (c) the Administrator affirmed the person s unavoidable reasons to return home. 13. Liability for Treatment in Cases of Illness or Accidents etc. The Cabinet Office will not be liable for any medical treatment except the treatments by the ship doctor during the program. Therefore, the participating youths should take out the appropriate traveller s insurance. However, for the overseas participating youths including overseas NLs, the Cabinet Office will bear the cost for the indemnity and casualty insurance during the program. Emergency drills will be conducted as accident prevention measures during the Onboard Training Session. 14. Special Measures in Case of Emergency To prioritize participating youths, including NLs and SNL, safety and protection at a crisis point or an emergency situation, the Cabinet Office has the authority to change or cancel the schedule for the activities in the visit countries. 15. Others A. The round trip airline tickets to and from Japan for the overseas participating youths, including NLs, will be distributed to each participating youth through the Japanese diplomatic missions in the respective countries prior to departure. B. The Cabinet Office designates the flights coming to and leaving Japan. Participating youths, including overseas NLs, shall use the assigned flights and are not allow to change the scheduled flights arriving to or departing from Japan. C. The Cabinet Office will not liable for any expense such as flight tickets and accommodation if the overseas participating youth, including overseas NLs, arrive in Japan before the program commences for his /her own personal reasons. D. The Cabinet Office hall seek the cooperation of the governments of respective participating countries to urge the participating youth to receive an influenza vaccination. Should the Director-General (the Administrator, during the Onboard Training Session) instructs, participating youths, including NLs and SNL, shall agree to cooperate with any necessary measures chosen to ensure safety including prevention

7 of infectious diseases, such as influenza. In addition, those who refuse to follow the guidelines may face disqualification. E. Those who wish to be exempt from the participation fee due to economic reasons must submit the designated application forms to the Cabinet Office by the due date. The Director for the International Youth Exchange (hereinafter, Director ) shall notify the applicants of the results of document screening. The Director shall decide other matters concerning the operation of the Ship for World Youth program separately, if necessary.

10 Attachment 2 1. Qualifications for the Japanese Participating Youth (excluding the National Leader and Japanese Sub-National Leader) A. Must hold a Japanese nationality and years of age as of April 1, 2018 (i.e. born after April 2, 1987 and before April 1, 2000) B. Must have active involvement in international exchange or youth activities locally, professionally or through school or youth organizations, and who can be expected to continue to remain committed to such involvement upon returning home from the program C. Must be in good physical and mental condition and can endure a long voyage; (Due to the limited medical treatments available at the ship clinic, these who have anamnesis are requested to submit their medical history after consulting with his/her physician. Also, the rules and regulations of the shipping company do not allow pregnant passenger/s to board the ship: therefore, those who are pregnant may not participate in this program.) D. Must have the discipline to live harmoniously in a large group E. Possesses considerable knowledge or skills in areas such as Japanese society, culture, etc. F. Must be able to show appreciation and understanding of the visit countries G. Must have sufficient command of English to participate smoothly in activities during the program or have basic command of English which is expected to improve H. Must be able to participate in the whole program 2. Qualifications for the Japanese National Leader and Sub-National Leader A. Preferably in their thirties B. Must be in good physical and mental condition and can endure a long voyage; (Due to the limited medical treatments available at the ship clinic, these who have anamnesis are requested to submit their medical history after consulting with his/her physician. Also, the rules and regulations of the shipping company do not allow pregnant passenger/s to board the ship: therefore, those who are pregnant may not participate in this program.) C. Persons who have the ability to carry out the duties of the National Leaders listed below; (1) showing normative behaviour (2) participating in various activities as leaders of mixed nationality groups, which are basic units for activities of the program (3) facilitating researches and discussions of the participating youth (4) having discussion skills and good command of English (5) taking the leadership and respect participating youth D. Preferably with experience of the international exchange programs of the Cabinet Office including Ship for World Youth program as a participating youth E. Japanese NL and SNL are preferably not of the same gender F. Must be able to participate in the whole program
