2 ] PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA -Roger Roldan, Pasadena Police Officers Association, spoke on the officer involved altercation with Reginald Thomas, Jr. on September 30, 2016 and the Pasadena Police Departments' Deescalation Policy. Steve Mermell, City Manager, reported that an inqiry into the death of Mr. Thomas is being. condcted by the Los Angeles Conty C.oroner's Office, the criminal investigation is being condcted _independently by the Los Angeles Conty She~riff's Department, an administrative review is -in progress by the Pasadena Police Department~ anp an independent review of the altercation is to be condcted by a third party consltant. Reverend Michael Brnes, Sr., Macedonia Missionary Baptist Chrch, spoke on _ the. death of Reginald. Thomas Jr. and expressed the need for stronger relations with the commnity, Pasadena Po'lice, and elected officials..the following individals stated their opposition to the removal of three fics trees located at 497 Soth Lake Avene:, Branislav Kecman, Altadena reside.nt, Anri Scheid,. The Committee spported staff's recommendations and voted to move the item forward for City Concil's. consideration. MSC recommended that staff inclde in the agenda report information regarding historical recyclable commodity pricing trends,.crbside recycling collection totals and the stats of other local cities' contractal pricing. 6 n Steve Mermell, City Manager, responded to Concilmember Hampton's inqiry regarding the capability and necessary qalifications of MASH workers to complete -the services as reqired in the City'~ specifications for the project, as well as his concerns regarding the bid reqirements for a C-27 California. Landscape Contractor license, which may have deterred local landscapers froni bidding on the project. The Mayor stated that the contract is for one year with 3 optional one-year extensions, and that staff.can retrn with an explanation as t_o why a_ C-27 California Landscape Contractor license- is reqired., - - Concilmember Kennedy asked staff to research the staff's bid reqirement of a C-27 California Landscape Contractor license and report back to the City Concil-throgh the City Manager's newsletter as to -whether there is a legal reason for sch a reqirement, and to research the possibility of providing the '"hecessa ry training an~ licensing for in-hose staff. (Motion nanimosly carried) (Absent:.None) ADOPTION OF A CITYWIDE POLICY STATEMENT ON PERMANENT SUPPORTIVE HOUSING Recommendation: It is recommended that the City Concil take the following actions: (1) Find that the adoption of the propo~ed Citywide Policy Statement 'on Permahent Spportive Hosing is exempt from the California Environmental Qality Act ("CEQA") prsant to State CEQA Gidelines Section 15061(b)(3) (General Rle); and (2) Adopt a policy statement on permanent spportive hosing, as set forth in the agenda report. 12 Concilmember McAstin echoed the Mayor's concerns regarding the elimination of Sections ~o and E of the proposed ordinance and stated the need to devote additional resorces to the Hosing Department to address the chronically homeless poplatio~. Concilmember Wilson sggested deploying additional "Real Ghange Movement" program meters throghot the City. Following discssion, the proposed ordinance was amended by eliminating sbsections D and E from Section 2, Title 12. Concilmember Wilson and the Mayor spoke on and provided information regarding, Astronomy Week in Pasadena, October 16-22, 2016, the Pasadena Astronomy Festival, October.22, 201.6, and Connect Week, October 16-23, 20'16.
