2 BACKGROUND The Colombo Plan The Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific is a unique inter-governmental organization providing development assistance to member countries in socio-economic development. The Colombo Plan was conceived at the Commonwealth Conference on Foreign Affairs held in Colombo, Ceylon (now Sri Lanka) in January 1950 and was established on 1 July 1951 as a cooperative venture for economic and social advancement of the people of South and Southeast Asia. It has grown from the founding group of seven Commonwealth nations - Australia, Britain, Canada, Ceylon, India, New Zealand and Pakistan to 26 including non-commonwealth countries and countries belonging to the Association of South-East Asian Nations (ASEAN) and South Asian Association for Regional Cooperation (SAARC). Current Colombo Plan member countries are Afghanistan, Australia, Bangladesh, Bhutan, Brunei, Fiji, India, Indonesia, Islamic Republic of Iran, Japan, Republic of Korea, Lao PDR, Malaysia, Maldives, Mongolia, Myanmar, Nepal, New Zealand, Pakistan, Papua New Guinea, the Philippines, Saudi Arabia, Singapore, Sri Lanka, Thailand, United States of America and Vietnam. In December 1977 the Colombo Plan for Cooperative Economic Development in South and Southeast Asia was changed to The Colombo Plan for Co-operative Economic and Social Development in Asia and the Pacific, to reflect the expanded geographical composition of its enhanced membership and the scope of its activities. The primary focus of all Colombo Plan activities is human resources development in the Asia-Pacific region. Over the years, the programme content of the Colombo Plan has been adjusted to respond to the needs of member countries in a fast changing economic environment. In the early years, the training programmes were more of a long-term nature whilst the current programmes are established to provide advance skills and experience sharing, aimed at arriving at the best practices in different fields of economic and social activities for effective policy making and governance. Current Programmes: Since 1995, the Colombo Plan has been emphasizing on short-term training courses in priority areas and promoting South-South cooperation. The current programmes of the Colombo Plan are in the areas of Public Administration and Environment including postgraduate long-term scholarships, Private Sector Development and drug demand and supply reduction in member countries. In this regard, the Colombo Plan has established four programmes for capacity building, namely, Drug Advisory Programme, Programme for Public Administration and Environment, Long-term Scholarship Programme and 1

3 Programme for Private Sector Development. The Colombo Plan s new programme called the Second Chance Programme is to bring marginalised communities to the mainstream. The Second Chance Programme approach is to enhance member nation s co-operation for socially, culturally and economically marginalised community empowerment and economic recovery. It is also a strategy to promote higher beneficiary participation and motivation in the empowering process with effective mediatory principles and support mechanisms. 2. The Korean International Cooperation Agency (KOICA) 2.1 The Korea International Cooperation Agency (KOICA) was founded as a government agency on 1 April 1991 to maximize the effectiveness of Korea s grant aid programmes for developing countries by implementing the government s grant aid and technical cooperation programmes. KOICA s focus has now broadened to promoting sustainable development, strengthening partnerships with developing partners and enhancing the local ownership of beneficiaries. Additionally, global concerns such as the environment, poverty reduction and gender mainstreaming have gained significant importance in the international community. Due to the continuously changing trends in development assistance efforts and practices, KOICA is striving to adapt to these changes by using its limited financial resources effectively in areas where Korea has a comparative advantage. In particular, Korea has the unique experience of developing from one of the poorest countries in the world to one of the most economically advanced, as recently demonstrated by Korea s entry into the OECD/DAC (Development Assistance Committee) on November Korea Global Development Consulting Centre (KGDC) 3.1 KGDC a non profit foundation affiliated with the Korean Council on Foreign Relations was established in December 2009 to channel Korean developmental expertise, consulting and research to foster human progress through international development cooperation and sharing of knowledge and experience with the global community s developing nations. By utilizing the rich international relations and global development cooperation experience of retired high-ranking career diplomats, and cooperating with the Korean diplomatic corps and missions, KGDC works to achieve mutual understanding, progress and prosperity between developing nations and Korea. Korea Polytechnic University established in 1994, is nestled amidst Korea s major industrial parks. The University is building a regional reform system, linking academics and industry to perform the role of a hub for Northeast Asia industrial network. 4. Proposed Programme

4 4.1 The aim of this training programme is capacity development for developing and operating international trade policy and strategy under the WTO system. The focus of the programme will be placed on finding the solutions for promoting international trade both by utilizing the rule and regulations the developing countries could benefit from and providing the trade-generating industries with appropriate support for enhancing export competitiveness. 5. Objectives 5.1 The training programme objectives are: to strengthen capacity for adapting to the rapidly changing environments of international trade and investment to enhance capacity of middle-level policy practitioners and participating organizations in developing and operating trade promotion policy and strategy in regard to the trade system of WTO to build partnership and promote co-operative relations between Korea and the participating fellow s countries 6. Contents of the Training Programme The programme will consists of three modules as follows. 1) Korean Economy and Trade Development, 2) International Trade and Development of Developing Countries under the System of WTO and 3) WTO and Korea s International Trade Development. Lectures and Discussions: Korean Economy and Trade Development Korea s Economic Development Strategy and Foreign Trade Policy Development history of Korea s Foreign Trade( study visit and lecture on the site of Korea International Trade Association) Development and Operation of special industrial and trade zones in Korea(study visit and lecture on site of Incheon Free Economic Zone) WTO System and Trade Development of Developing Countries Trends in international trade and development of developing countries under the WTO system WTO special and differential treatment for developing countries WTO rules on agriculture and agro-trade promotion of developing countries WTO and Korea s International Trade Development Korea s experience in WTO-lessons for all Korea s experience of trade promotion through FTA Korea s support system for international trade and FDI and the related institutions Korea s trade liberalization and agricultural trade promotion policy (study visit and lecture on the site of the Korea Agro-Fisheries and Food Trade Corporation) 3

5 Study Visits field trips to will include to Korea Trade-Investment Promotion Agency, Korea International Trade Association, Korea Agro-Fisheries and Food Trade Corporation, Incheon Free Economic Zone, Pohang-Si(City), POSCO, Pohang Steel Mill Company, Ulsan-Si, Hyundai Heavy Industries, Gyeongju-Si, Seokguram Grotto and Bulguksa Temple. 7. Language The traning is conducted in English. 8. Duration 26 September 12 October 2013 (17 days) 9. Invited Countries The Colombo Plan developing member countries. 10. Number of Participants 15 participants 11. Admission Criteria Officers from the public sector and the private sector currently working in trade and industrial policy making and management with at least two years of work experience Should expected to work in the related field for at least two years after the programme Should have sufficient command of both written and spoken English Should be in good health both physically and mentally not have participated in Should not be more than 50 years old 12. Fellowship The Fellowship award will cover: A return air ticket on economy class to the Republic of Korea Training costs Per diem allowance accommodation

6 13. Airport Transfer Korea International Cooperation Agency (KOICA) will provide airport transfers. 14. Attire All participants should wear office attire during the class room sessions and appropriately during the workshop and the study visit. 15. Member Country Nominations Countries should nominate from the public or the private sector one principal candidate and one reserve candidate currently working in international trade and WTO by completing the Colombo Plan Application Form.
