2 2.1 Queens Library Board/Committee Item BOARD/COMMITTEE: Executive Committee DATE OF MEETING: March 23, 2017 ITEM ID #: 1361 AGENDA: Contract Authorization - Library Borrower Smart Cards Background: This is an action item seeking approval from the Queens Borough Public Library s Board of Trustees to purchase library borrower smart cards ( library cards ), which approval is required pursuant to the Library s Purchasing Policy. The Policy states, in pertinent part, that [p]urchases of furniture or equipment at a price in excess of $20,000 for the total order shall be awarded only after soliciting sealed competitive bids and that [a]ll purchases which require competitive bidding shall be awarded by the Board of Trustees. The Queens Library requires library cards to have an individual barcode number and a computer chip that is pre-programmed with the barcode number for each library card. The Library orders approximately 100,000 library cards per year. Current Status: On November 21, 2016, the Library issued a sealed competitive bid for library cards seeking to purchase 100,000 library cards per order for three (3) years with two (2) one (1) year options to extend. In accordance with the bid terms, the successful bidder is required to maintain its bid prices for the first two years of the contract and any annual increase in future pricing is tied to increases in the local Consumer Price Index, with the caveat that no increase may exceed five (5) percent per annum. The solicitation was advertised in the City Record and Bidnet, and sent to eight (8) vendors on Queens Library s internal bidders list. Eight (8) firms responded to the solicitation and provided pricing as detailed in the table below: Packet Pg. 2

3 2.1 BIDDER NAME M/WBE Price Per 100,000 Cards SmartCard America USA $17, non-responsive American Solutions for Business $32, non-responsive Smart Source, LLC $36, SoundCraft Inc., dba Secura Key $37, Color ID LLC $40, Vanguard ID Systems $61, Veridos America Inc. $89, SmartCard America USA provided the lowest bid; however, it did not provide the required information about the firm s financial condition despite being provided a second opportunity to do so. Accordingly, its bid was deemed non-responsive. American Solutions for Business also provided a non-responsive bid which was rejected since it attempted to increase its bid price and it did not comply with the requirement of a fixed price for the first two years of the contract. Smart Source, LLC ( Smart Source ) was determined to be the lowest bid responsible bidder. Smart Source presently supplies the Library with its plastic bags and has previously supplied the Library with library cards. Smart Source, LLC has been responsive to the Library s needs and has previously provided all contractually-required services in an extremely competent and professional manner. Moreover, Smart Source has a current Vendex questionnaire on file with the City, which does not disclose any cautions. The vendor s references (Modell s Sporting Goods, LA Fitness and Booksamillion) all provided extremely positive feedback regarding its performance. Recommended Motion for Consideration by the Executive Committee: I move that the Executive Committee recommend to the Board of Trustees that the Library s President and CEO be authorized to execute a three-year contract with two one-year options to extend with Smart Sources, LLC in the estimated amount of $108, to supply the Library with library cards.
