2 Executive Committee Meeting II. Agenda Action Items 1. Contract Authorization Security Guard Services Background: Current Status: This is an action item seeking approval from the Queens Borough Public Library s Board of Trustees to enter into a contract with FJC Security Services, Inc. for security guard services for a term of three years with an option to renew for two one-year terms. The Board s approval is required pursuant to the Library s Purchasing Policy, which states, in pertinent part, that contracts for professional services with an annual cost in excess of $35,000 must be approved by the Board of Trustees. The Library utilizes contract security guards to supplement the internal security guard staff. In particular, contract security guards provide security guard services at Central and Flushing Libraries and at other community libraries when needed; operate the Library s security console station; and respond to fire and intrusion alarms and malfunctions with automated material handling machines during off hours. The Library anticipates the continued need for the above described security guard services and, in particular, anticipates needing: (i) approximately 20,592 hours of contract security guard services per year; (ii) mobile security guard services to respond to fire and intrusion alarms (other than holidays) and malfunctions with automated material handling machines at an estimate of 325 responses per year: and (iii) the need to schedule 168 hours per year of guards to respond to alarms during holidays from 10:00 AM to 10:00 PM. The Library issued a Request for Proposals (RFP) on April 6,
3 Technical & Cost Rank: Executive Committee Agenda 2016 for the above described security guard services. The RFP was advertised in the New York City Record, BidNet, and the New York State Contract Reporter and posted on the Library s website. Notification of the solicitation was sent to over onehundred firms on the Library s internal bidders list. Twenty-four firms submitted timely and responsive proposals. A selection committee comprised of Library staff evaluated the proposals, utilizing the cost and technical evaluation criteria set forth in the RFP. (FJC) had the highest combined technical and cost score. Over a five year period, FJC s security guard hourly rates range from $16.56 to $ These rates would also apply to scheduled mobile patrol security personnel which would typically occur on holidays. FJC s console operator hourly rates range from $18.62 to $26.70 over five years. Finally, FJC s response rates for alarms and material handling machine malfunctions range from $62.20 to $66.02 during the five year period. A full listing of all rates is attached. FJC has been the Library s provider of security guard services since 2002 and the Library has been extremely pleased with FJC s services throughout that lengthy period of time. FJC is listed in Vendex with cautions. These cautions are primarily related FJC s work with the Port Authority in which FJC s contract was terminated early. FJC does not believe that they are solely responsible for the incidents that occurred during their performance of the Port Authority contract. Other references for the firm were positive and indicated that FJC is a reputable and professional company, fully capable of providing all required security guard services. A reference from the NYC Department of Environmental Protection stated that FJC has been protecting the City s water supply system since 2001 and provides approximately $11 million in security guard services per year and indicated that the agency has never had

A reference from the NYC Department of Homeless Services stated that FJC has been providing that agency with excellent service since 1998 and that FJC is on target to be paid approximately $85 million this year for security guard services. A reference from the National Park Service stated that FJC provided exemplary security guard services for the Statue of Liberty and Ellis Island from 2012 through September 2016 at an annual cost of approximately $7 million. FJC has recently been awarded a new contract with the National Park Service to continue the aforementioned services. Finally, while there are cautions in the City s Vendex system pertaining to FJC s performance of a contract with the Port Authority several years ago, the Port Authority ultimately terminated the contract for convenience and without cause in 2013 and the City and other public entities have awarded contracts to FJC and extensively used such contracts for hundreds of millions of dollars of security guard services. Recommended Motion for Consideration by the Executive Committee: I move that the Executive Committee recommend to the Board of Trustees that the President and CEO be authorized to execute a contract with FJC Security Services, Inc. for a term of three years with an option to extend for two one-year periods at the proposed rates. 5 Page
