No Kansas Housing Resources Corporation Notice of Hearing on the 2016 Annual Action Plan The Kansas Housing Resources Corporation will conduct a public hearing from 10:30 a.m. to noon Wednesday, October 7, in the KHRC main conference room, KPERS Building, 611 S. Kansas Ave., Suite 300, Topeka, to provide an opportunity for citizens to review and comment upon the preliminary draft of the 2016 Action Plan of the Kansas Consolidated Plan. The Consolidated Plan is the state s policy framework for federal community development and housing programs. The proposed Action Plan will be available for public examination beginning October 1 on the Web at Limited hard copies will be available at the public hearing site and upon request. The public comment period ends October 30. Estimated resources available in 2016 will include approximately $13,594,339 from the Community Development Block Grant (CDBG), $4,041,268 from the HOME Investment Partnerships (HOME), $1,569,275 from the Emergency Solutions Grant (ESG) and $392,882 from the Housing Opportunities for Persons with AIDS (HOPWA) programs. No Department for Children and Families Notice of Hearing on the Low Income Home Energy Assistance Program State Plan The Kansas Department for Children and Families, Division of Economic and Employment Services, State Refugee Program announces a public hearing seeking comment on its proposed state plan submission for the Low Income Home Energy Assistance Program (LIHEAP). The Low Income Home Energy Assistance Program provides funding to low income households in Kansas requiring assistance with their utility bills. The 2016 federal state plan for this program requires that the opportunity for public comment be provided. A public hearing seeking comment is scheduled at 10 a.m. Tuesday, September 29, at the Kansas Department for Children and Families Administration Building, 555 S. Kansas Ave., Room DAB 3S1, Topeka. South Central Kansas Economic Development District Notice to Contractors and Vendors The South Central Kansas Economic Development District (SCKEDD) in Wichita administers the federally funded Kansas Weatherization Assistance Program in a 13-county region in south central Kansas. SCKEDD is in the process of contracting with the following: A vendor who can supply HVAC equipment, including wall, console and forced-air furnaces. Vendors who can supply cellulose insulation, ASH- RAE 62.2 ventilation systems and various weatherization materials. A contractor that is a licensed electrician capable of service upgrades, wiring repair and replacements, panel replacements, adding dedicated electrical circuits for furnaces and installing mechanical ventilation systems per ASHRAE 62.2 standards. Fan kits will be provided by SCKEDD. A contractor that can provide licensed plumbing work for supply line and waste line repair or replacement and water heater replacement. A roofing contractor that can provide full and partial residential roof repairs and replacement. A general contractor that can perform weatherization work in the following counties with estimated number of units in parenthesis: Barber (2), Chautauqua (1), Cowley (8), Elk (1), Harper (2), Kingman (3), Mc- Pherson (5), Pratt (1), Reno (10), Rice (3), Sedgwick (85), Stafford (1) and Sumner (3). Because SCKEDD employs weatherization crews, only the work that can t be performed in-house will be contracted out. Weatherization work includes performing air sealing, repairing broken windows, adding weather-strips to exterior doors, installing plastic vapor barriers in crawl spaces, insulating foundation walls and floors using fiberglass batting material, installing dense pack-blown cellulose insulation in exterior walls, installing roof vents and insulating attics with blown cellulose. Mobile home weatherization work includes repairing duct work systems and installing blown fiberglass insulation into bellies, walls and roof cavities. Work will be performed on single-family dwellings and mobile homes. All weatherization contractors will be responsible for complying with the EPA s Renovation Repair and Painting (RRP) regulations as enforced by KDHE in Kansas. KDHE and Kansas weatherization requires all licensed firms to employ only certified renovators to perform weatherization work. Contractor requirements include, but are not limited to: Capability to be licensed in all municipalities served by SCKEDD weatherization RRP renovation firms licensed with KDHE All workers licensed as RRP renovators with KDHE All workers have completed LSWP training provided by the Department of Energy Worker s comp and general liability insurance Contracts will be for a one-year period October 31, 2016, with an option to extend the contract for up to three additional one-year periods at the discretion of SCKEDD and the approval of the Kansas Housing Resources Corporation. A mandatory bidder s conference will take place to answer all questions regarding the distributed bid packets. If you are unable to attend in person, teleconference capabilities will be provided. The bid sheets provided will require contractors and vendors to provide line-item prices by county for all items listed. Contractors are required to provide references with their bid package as a high value will be placed on quality of work. SCKEDD may choose any or all of these factors to evaluate contractor bids: price, quality of references, timeliness in completing work, quality of completed work, timeliness in billing, quality of billing, and any other factor as specified in the bid package. No Department of Agriculture Division of Conservation Notice of 2015 WTAP Enrollment The Kansas Department of Agriculture, Division of Conservation will accept applications under the Water Right Transition Assistance Program (WTAP) during the 2015 enrollment period, October 1-November 15. WTAP is a voluntary, incentive-based program that permanently retires privately held irrigation water rights in exchange for payment by the state of Kansas. It is intended to help restore aquifers and recover stream flows in critically depleted target areas. The 2012 Kansas Legislature extended WTAP until June 30, 2022, based on past results of the initial pilot project. The target areas currently designated include Rattlesnake Creek Sub-basin, Prairie Dog Creek Basin, and six high priority areas of Northwest Kansas Groundwater Management District No. 4. The WTAP rules and regulations, target area maps, application forms and other details are posted on the Division of Conservation website at WTAP bids cannot be approved by the Division of Conservation for more than $2,000 per acre-foot of the Historic Consumptive Water Use as calculated over the last 10 years of actual annual water use of the water right(s) proposed for acceptance. WTAP grants can be combined with other federal or local water conservation programs that offer financial incentives. Applications to accept partial water rights also can be considered. The award of WTAP grants for water right retirements is based on a competitive bidding process. Applications that propose a financial contribution from a local entity may increase the priority of an application. 8 1048 Requests for Comments Department of Health Request for Comments The Kansas Department of Health is soliciting comments regarding a proposed air quality operating permit. Cargill Meat Solutions Corporation has applied for a Class I operating permit renewal in accordance with the provisions of K.A.R et al. The purpose of a Class I permit is to identify the sources and types of regulated air pollutants emitted from the facility; the emission limitations, standards and requirements applicable to each source; and the monitoring, record keeping and reporting requirements applicable to each source as of the effective date of permit issuance.
