No Pittsburg State University Notice of Commencement of Negotiations for Architectural Services Notice is hereby given of the commencement of negotiations for architectural services for renovations and a new addition for the Kelce College of Business on the Pittsburg State University campus in Pittsburg, Kansas. The project includes renovation and additions to Kelce Hall on the corner of Broadway and Cleveland Streets at the front door of campus. An Architectural Building Program will need to be developed as part of the services as the first step in the design process. Currently, a project budget has been identified of $15,000,000. Project square footages will be established and the budget will be confirmed during the Architectural Building Program development. Once the program is approved by the Kansas Board of Regents, design will commence Design Development. A Design Development submittal package will include an itemized cost estimate and 3D renderings to provide visual tools for use in fund-raising the remaining balance needed to proceed with the project. The design services contract will be executed only Design Development. Once the funds are in place the design services contract may be amended to proceed with remaining services construction administration. No Department of Health and Environment Request for Comments The Kansas Department of Health and Environment is soliciting comments regarding a proposed air quality construction permit. Coffeyville Municipal Light & Power Generating Facility No. 2 has applied for an air quality construction permit in accordance with the provisions of K.A.R Emissions of nitrogen oxides (NO x ), carbon monoxide, (CO), sulfur oxides (SO x ), volatile organic compounds (VOCs), hazardous air pollutants (HAPs), particulate matter (PM) and PM with aerodynamic diameter less than or equal to 10 micrometers (PM 10 ) were evaluated during the permit review process. Coffeyville Municipal Light & Power Generating Facility No. 2, P.O. Box 1629, Coffeyville, KS, is proposing to construct a 56.0-megawatt electric generating facility located at 2601 N. 5th Industrial St., Coffeyville, KS 67337, which will consist of three MW naturalgas fired spark ignition four-stroke lean burn stationary reciprocating internal combustion engines, one 755-HP diesel-fired emergency generator, one 197-HP emergency diesel-fired fire pump engine, one 5.0-MMBtu/hr natural gas-fired dew point heater, one 500-gallon vertical fixed roof diesel storage tank, one 300-gallon fixed roof diesel storage tank and two circuit breakers. A copy of the proposed permit, permit application, all supporting documentation and all information relied upon during the permit application review process is available for public review from the date of publication during normal business hours at the KDHE, Bureau of Air, 1000 S.W. 5 Hearing 953 Department of Health and Environment Notice of Hearing The Kansas Department of Health and Environment, Division of Environment, Bureau of Air, will conduct a public hearing, if requested, on Wednesday, October 7, in the Flint Hills Conference Room, third floor, Curtis State Office Building, 1000 S.W. Jackson, Topeka, to consider the State Implementation Plan (SIP) revision for the Cross-State Air Pollution Rule (CSAPR). Any member of the public may request a public hearing or submit comments regarding this public action. If requested, this hearing will be held directly after the hearing for the new proposed air quality regulation K.A.R , which is scheduled for 10 a.m. October 7. If no request for a hearing is received by September 25, the tentatively scheduled hearing will be cancelled with an announcement on the KDHE Bureau of Air website at Inquiries may be made to or zgraves@ kdheks.gov. A summary of the SIP revision and the estimated economic impact follows: Summary of the SIP revision: KDHE is revising this SIP in order to assume allocation authority for the Kansas existing unit source allocations, new unit set-aside allocations, and Indian county new unit set-aside allocations in the Transport Rule (TR) Nitrogen Oxides (NO x ) Annual Trading Program for the control periods under the U.S. Environmental Protection Agency s CSAPR. The SIP revision adjusts individual unit level allocations, which will replace the allocations from the existing budget established by the CSAPR Federal Implementation Plan (FIP) for the control periods. Economic Impact: Cost to agency: There are no costs to KDHE to implement this proposed SIP revision. This revision was developed for the sole purpose to ensure industries within the state do not lose valuable NO x annual allowance allocations. Costs to the regulated community and consumers: There will be no additional cost burdens placed on either the regulated community or consumers due to the enactment of this SIP revision. The regulated community stands to gain NOx annual allowance allocations, which can be traded on an open marketplace. If this SIP revision is not approved, those allocations will not be allotted to the regulated community and, consequently, the value would be lost. Cost to other governmental agencies or units: There are no costs to other governmental agencies or units by implementing this proposed SIP revision. The time period between the publication of this notice and the tentative hearing satisfies the 30-day public comment period for the purpose of receiving public comments on the proposed SIP revision. 6 954 Notice Department of Health and Environment Notice Concerning Kansas/Federal Water Pollution Control Permits and Applications In accordance with Kansas Administrative Regulations , , 28-18a-1 33, , , and the authority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been prepared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below. The proposed actions concerning the draft documents are based on staff review, applying the appropriate standards, regulations and effluent limitations of the state of Kansas and the Environmental Protection Agency. The final action will result in a Federal National Pollutant Discharge Elimination System Authorization and/or a Kansas Water Pollution Control permit being issued, subject to certain conditions, revocation and reissuance of the designated permit or termination of the designated permit. Alternatively, the facility will be utilized for a maximum of 132,000 head of swine weighing greater than 55 pounds. A new or modified permit will not be issued without additional public notice. The facility washes an average of 25 to 30 trailers/trucks per week. The swine buildings previously located at the facility have been removed. There is no change in the permitted animal units. The NMP was updated to reflect the addition of rendering as a method of mortality management. There are no changes to the permit. Only the updated portions of the Nutrient Management Plan are subject to comment. The facility has an approved Nutrient Management Plan on file with KDHE. Public Notice No. KS-Q The requirements of the draft permit public noticed below are pursuant to the Kansas Surface Water Quality Standards, K.A.R (b-g), and Federal Surface Water Criteria: Name and Address Receiving Type of Stream Discharge Lafarge Midwest, Inc. This is a site of a former cement manufacturing facility, cement kiln dust landfill, and limestone quarry that is being closed. No mining or manufacturing is being conducted at this site. Most support buildings and facilities have been dismantled, the materials and structures removed, and the site is undergoing restoration. Facilities that remain include administration building and parking area, an unused offroad vehicle/equipment maintenance building, and a small pile of crushed rock for road resurfacing projects. The cement kiln dust (CKD) landfill is undergoing closure with construction of a cap. Limestone quarrying has ceased but the quarry permit remains active until reclamation activities are approved by the Kansas Department of Agriculture, Division of Conservation. The proposed permit contains generic water-quality language to protect waters of the state. Persons wishing to comment on the draft documents and/or permit applications must submit their comments in writing to the Kansas Department of Health and Environment if they wish to have the comments considered in the decision-making process. Comments should be submitted to the attention of the Livestock Waste Management Section for agricultural-related draft documents or applications, or to the Technical Services Section for all other permits, at the Kansas Department of Health and Environment, Division of Environment, Bureau of Water, 1000 S.W. Jackson, Suite 420, Topeka, All comments regarding the draft documents or application notices received on or before September 19, 2015, will be considered in the formulation of the final determinations regarding this public notice. Please refer to the appropriate Kansas document number (KS-AG / 302, KS-Q ) and name of the applicant/permittee when preparing comments. After review of any comments received during the public notice period, the secretary of health and environment will issue a determination regarding final agency action on each draft document/application. If response to any draft document/application indicates significant public interest, a public hearing may be held in conformance with K.A.R ( for UIC). All draft documents/applications and the supporting information including any comments received are on file and may be inspected at the offices of the Kansas Department of Health and Environment, Bureau of Water. These documents are available upon request at the copying cost assessed by KDHE.
