No Department for Aging and Disability Services Request for Proposals (Revised) (Editor s Note: The following notice, first published in the June 4, 2015, is being republished to reflect a change in the application deadline date.) The Kansas Department for Aging and Disability Services (KDADS), Behavioral Health Services, announces the release of a request for proposals on May 28, 2015, to provide high acuity psychiatric hospital services for uninsured youth (HAPHY) and for those unable to be served as a result of high acuity in another facility. This RFP will be to provide those services to youth ages 6 to 18 years of age, statewide. KDADS is seeking proposals for a geographically responsive equitable provision of these services. This request for proposals is consistent with and moves forward the KDADS Behavioral Health Services mission, which includes partnering to promote prevention, treatment and recovery to ensure Kansans with behavioral health needs live safe, healthy, successful and self-determined lives in their communities. No Department of Labor Notice of Maximum and Minimum Weekly Unemployment Benefit Amounts Each year, in accordance with K.S.A of the Kansas Employment Security Law, the maximum and minimum weekly benefit amounts payable to unemployment insurance claimants are recalculated. For SFY 2016, new claims filed on or after July 1, 2015, and before July 1, 2016, the maximum weekly benefit amount will be $474 and the minimum weekly benefit amount will be $118. No Board of Cosmetology Notice of Hearing on Proposed Administrative Regulations A public hearing will be conducted by the Kansas Board of Cosmetology at 1 p.m. Tuesday, August 25, in the Kansas Board of Cosmetology s conference room, 714 S.W. Jackson, Suite 100, Topeka, to consider amendment to the fees charged for cosmetology profession and body art profession written and practical examinations and the removal of body art mobile facilities as a type of establishment licensed by the board. Copies of the proposed regulations may be found at This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written comments from the public on the proposed regulations. Amendments to this regulation would increase the fee for examination for cosmetologist, esthetician, nail technician and electrologist apprentices. Apprentices are required to take both a written examination and a practical examination. The amendment increases the fee for examination from $50.00 to $ The board anticipates an economic impact on apprentices of an additional $25.00 to take each examination. K.A.R Definitions. Amendments to this regulation would remove the definition of mobile facility as well as all the reference to mobile facility contained in the definition of establishments in K.A.R (h). This change is not anticipated to have an economic impact. K.A.R Cosmetic tattoo, tattoo, body piercing establishment licensing and renewal. This regulation is amended to eliminate mobile facilities as a type of establishment licensed by the board. This change is not anticipated to have an economic impact. K.A.R Fees. This regulation is amended to increase the examination fees for tattoo artist, cosmetic tattoo artist and body piercer apprentices. The regulation is amended to increase the fee for the written examination from $25.00 to $75.00 and the fee for the practical examination from $60.00 to $ The board anticipates an economic impact on apprentices of an additional $50.00 to take the written examination and an additional $15.00 to take the practical examination. 5 Hearing/Public Auction 611 State Corporation Commission Notice of Hearing on Proposed Administrative Regulation A public hearing will be conducted at 10 a.m. Thursday, September 17, at the office of the State Corporation Commission, 266 N. Main, Suite 220, Wichita, to consider the adoption of a proposed rule and regulation of the commission on a permanent basis. This 60-day notice of the public hearing constitutes a public comment period for the purpose of receiving written public comments on the proposed rule and regulation. All interested parties may submit written comments prior to the hearing to the State Corporation Commission, Conservation Division, Department, 266 N. Main, Suite 220, Wichita, 67202, or by to oilandgas regcomments@kcc.ks.gov. All interested parties will be given a reasonable opportunity to present their views orally regarding the adoption of the proposed regulation during the public hearing. Copies of the proposed regulation and the economic impact statement for the proposed regulation can be obtained by contacting the Conservation Division s legal department and also are available online at K.A.R Tests of gas wells. The proposed amendment makes three main changes, along with some smaller changes: 1) it lengthens the amount of time operators have to submit initial 24-hour shut-in pressure tests on new gas wells; 2) it increases the amount of gas a well must be capable of producing before triggering certain annual testing requirements; and 3) it eliminates the need for operators to file annual exemptions for gas wells incapable of producing enough gas to trigger the annual testing requirements, which in turn eliminates the need for an annual shut-in pressure test. The annual testing requirements were historically used to set production allowables and to gather field-wide data. Production at most gas wells, however, is low enough that the tests typically have no effect on the minimum production allowable provided for by regulation at each well, and the shutin pressures are low enough that the data gathered no longer has much value. In addition, low field pressures coupled with the nature of the tests increasingly causes lingering negative effects on production. The principal economic impact of this amended regulation will be the savings associated with operators no longer needing to file annual exemption forms with the commission and no longer needing to conduct annual shut-in pressure tests to obtain the exemptions. In the event the low bidder is unable to execute the contract, for whatever reason, within the time provided in the Notice of Award, the city may annul the Notice of Award and the bid deposit may be forfeited, and the city shall exercise its legal prerogatives, including, but not limited to, enforcement of its rights as to the bid security or specific performance. The city reserves the right to accept or reject any and all bids and to waive any technicalities or irregularities therein. Bids may be modified or withdrawn by written request of the bidder received in the office of the city clerk prior to the time and date for bid opening. 8 614 Requests for Comments Department of Health and Environment Request for Comments The Kansas Department of Health and Environment is soliciting comments regarding a proposed air quality operating permit. Anadarko Gathering Company LLC Hugoton Gathering Plant #3 has applied for a Class I operating permit renewal in accordance with the provisions of K.A.R et al. The purpose of a Class I permit is to identify the sources and types of regulated air pollutants emitted from the facility; the emission limitations, standards and requirements applicable to each source; and the monitoring, record keeping and reporting requirements applicable to each source as of the effective date of permit issuance. (a) Each licensee shall have completed 30 professional development hours (PDHs) of acceptable continuing education requirements during the two-year period immediately preceding the biennial renewal date established in K.A.R as a condition for license renewal. If the licensee exceeds the requirement in any renewal period, the licensee may carry a maximum of 15 PDHs forward into the subsequent renewal period. (b)(1) Each professional surveyor shall complete, as part of the 30 PDHs required, at least two PDHs of preapproved continuing education activity on the Kansas minimum standards adopted by reference in K.A.R (b). (2) Each provider of a continuing education activity specified in paragraph (b)(1) shall submit an application for preapproval of the continuing education activity on a form provided by the board. (3) To qualify for preapproval, each continuing education activity shall meet the following conditions: (A) The activity has a definable purpose and objective. (B) The activity is created and conducted by a person qualified in the subject area. (C) The activity equals two contact hours. (D) Documentation is provided to the participant upon completion of the activity. This regulation shall be effective on and after September 1, (Authorized by K.S.A Supp ; implementing K.S.A Supp and ; effective March 1, 1996; amended Feb. 4, 2000; amended Jan. 23, 2009; amended Dec. 27, 2013; amended Sept. 1, 2015.) Definitions. Each of the following terms used in this article shall have the meaning specified in this regulation: (a) Contact hour means one clock-hour of at least 50 minutes.
