3 Notices 79 Department of Transportation Notice to Consulting Firms The Kansas Department of Transportation is seeking qualified consulting firms prequalified in Category 163 Congestion Management/ITS for on-call service as listed below. A PDF (1Mb maximum size) of the interest response must be ed to David J. Nagy, P.E., assistant to the director of design/contracts engineer, at DavidN@ ksdot.org. Interest and experience responses are limited to four pages, and the subject line of the reply and the PDF file name must read On-Call ITS 2015 LOI Firm Name. The letter of interest is required and must be received by noon February 19, 2015, for the consulting firm to be considered. View categories at ITS On-Call Services These services will include a variety of functions associated with development of metro areas and statewide ITS management plans and systems, feasibility studies for various intelligent transportation systems, and designs and deployment of intelligent transportation projects. Personnel employed by the firm shall have demonstrated knowledge, experience and expertise in transportation planning and traffic engineering to include specific experience in analysis of and implementation and deployment of intelligent transportation technologies. The firm shall have the necessary expertise and physical resources to effectively participate in ITS feasibility studies, preliminary engineering, and project development and deployment. Personnel also shall be aware of KDOT policies, procedures and practices. Personnel shall be knowledgeable in automated connected vehicle technology, ITS traffic management centers (TMS), and ITS active traffic management (ATMS) projects. Personnel shall be knowledgeable in fiber optic construction and integration issues with other communication systems and ITS projects. Examples of ITS project areas that KDOT will assign to ITS on-call consultants are as follows: Kansas City scout project expansions; Wichita TMC project expansions; rural ITS project expansions; ITS communications; advanced traffic management systems; statewide ITS operations and management; ITS performance measurements; ITS software integration; ITS DMS/camera; ITS emerging tech automated connected vehicle technology; work zone technology; special events management with ITS; project architectures; maintenance of statewide architecture; commercial vehicle and freight mobility; congestion management using ITS solutions in a multidiscipline approach; ITS research; other ITS-related activities; transit ITS; advanced traveler information systems; integrated corridor management (ICM); and transportation systems management and operations (TSM&O). Please include in your letter of interest if your firm has exceptional skills and/or knowledge in a particular area that would make your firm most suited. The Consultant Shortlist Committee will select three to five of the most highly qualified firms expressing interest based on the letter of interest, size and professional qualifications, experience of staff, work load of firm, prequalifications, work history and performance record. 4 80 Hearings/Request for Comments Department of Health and Environment Notice of Hearing on Federal Block Grant The Kansas Department of Health and Environment will conduct a public hearing at 2 p.m. Wednesday, February 25, in the Flint Hills Room, third floor, Curtis State Office Building, 1000 S.W. Jackson, Topeka, to solicit comments from interested persons on revisions to the state plan for the Preventive Health and Health Services Block Grant. No Department of Health and Environment Request for Comments The Kansas Department of Health and Environment is asking for public comments regarding a proposal to address environmental contamination at the Yaggy Station Site located at 4817 N. Dean Road near Hutchinson, Kansas. A draft Corrective Action Decision Statement (CAD) document that outlines a proposal for cleanup is available for public review at the KDHE office in Topeka and at the Hutchinson Public Library, 901 N. Main, Hutchinson. Public comments can be submitted in writing to Rick Bean, KDHE, Bureau of Water Geology and Well Technology Section, 1000 S.W. No Department of Health and Environment Notice of Hearing on Proposed Administrative Regulation The Kansas Department of Health and Environment, Division of Health, Bureau of Family Health, will conduct a public hearing at 2 p.m. Wednesday, April 8, in Room 530 of the Curtis State Office Building, 1000 S.W. Jackson, Topeka, to consider adoption of new regulation K.A.R , background check requests for residential centers, group boarding homes, and child placement agencies. A summary of the proposed regulation and the estimated economic impact follows: Summary of Regulation: K.A.R Background check requests for residential centers, group boarding homes, and child placement agencies. The proposed regulation describes requirements for submitting requests for background checks to the department to meet the requirements in K.S.A Supp and K.S.A Supp The significant change is the timing of requests. Residential centers and group boarding homes currently report the identifying information on individuals over 10, at the time of license application and reapplication and then within one week of a new individual residing, working, or regularly volunteering at the facility. Child placement agency regulations do not describe a process. The proposed regulation will require that facilities and child placement agencies submit a request before any individual at least 10 years old begins residing, working, or regularly volunteering at the facility or agency. Individuals admitted for care are excluded. Documentation of requests must be kept on file. Economic Impact: Cost to the agency: There is no additional cost to the agency. Requests for background checks will be processed in the same way as they are currently processed. Cost to licensees: There is no cost to the licensees. Costs to other governmental agencies or units: There is no additional cost to other governmental agencies or units. The time period between publication of this notice and the scheduled hearing serves as the required public comment period of at least 60 days for the purpose of receiving written public comments on the proposed regulation. At any time during the public comment period any interested parties may submit written comments to Dorothy Tenney, KDHE, Child Care Licensing Program, 1000 S.W. No Department of Health and Environment Notice Concerning Kansas/Federal Water Pollution Control Permits and Applications In accordance with Kansas Administrative Regulations , , 28-18a-1 33, , , and the authority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been prepared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below. The proposed actions concerning the draft documents are based on staff review, applying the appropriate standards, regulations and effluent limitations of the state of Kansas and the Environmental Protection Agency. The final action will result in a Federal National Pollutant Discharge Elimination System Authorization and/or a Kansas Water Pollution Control permit being issued, subject to certain conditions, revocation and reissuance of the designated permit or termination of the designated permit. This is an Aquifer Storage and Recovery Project Phase II using a 30 MGD (with potential expansion to 60 MGD) surface water treatment plant to treat water from the Little Arkansas River during high flow (100cfs) conditions. The treated water will be injected into wells for storage in the Equus Beds aquifer for later recovery. The primary wastewater flows are presedimentation basin blowdown (0.20 MGD), strainer backwash (0.30 MGD), submerged membranes (4.6 MGD), greensand (from the potable water system) backwash (0.002 MGD average) and clean-in-place wastewater at 0.45 MG/Month. The wastewater is piped back to the Little Arkansas River downstream of the raw water intake point. Domestic wastewater treatment will be under county authority. The proposed permit contains limits for total residual chlorine and ph and monitoring of total suspended solids, atrazine and flow. 8 84 Notices The proposed action consists of issuing a new pretreatment permit for a new facility. This facility manufactures metal smokers. The facility cleans and prepares metal smokers using a three-step process where the water and chemical are sprayed on the metal in two washers. The first step consists of a rinse, the second step phosphatizes the metal and the third stage is a final rinse. The process waste is then directed to an on-site pit. The wastewater in the pit is then pumped to the sanitary sewer system, as a batch discharge, which is Outfall 001. The proposed permit contains limits for total toxic organics, cadmium, chromium, copper, lead, nickel, silver, zinc, total cyanide and ph, as well as monitoring of flow. Persons wishing to comment on the draft documents and/or permit applications must submit their comments in writing to the Kansas Department of Health and Environment if they wish to have the comments considered in the decision-making process. Comments should be submitted to the attention of the Livestock Waste Management Section for agricultural-related draft documents or applications, or to the Technical Services Section for all other permits, at the Kansas Department of Health and Environment, Division of Environment, Bureau of Water, 1000 S.W.
