4 240 Notices Department of Transportation Notice to Consulting Firms The Kansas Department of Transportation is seeking qualified consulting firms prequalified in Category 221 Non-Standard Span Bridge Design for on-call services as described below. A PDF (1Mb maximum size) of the interest response must be ed to David J. Nagy, P.E., assistant to the bureau chief of design/contracts engineer, at DavidN@ksdot.org. Interest and experience responses are limited to four pages, the subject line of the reply and the PDF file name must read On-Call Bridge Firm Name LOI. The letter of interest is required and must be received by noon March 14 for the consulting firm to be considered. Categories may be viewed at Kansas On-Call Bridge Design Services The Kansas Department of Transportation is seeking qualified firms to be on-call for small repair and/or replacement bridge projects, normally short duration or urgent. Typical repairs may include but not limited to: expansion device replacements/repairs, backwall replacements/repairs, bridge rail replacements/repairs, bridge deck replacements/repairs, culvert replacements/repairs, hydraulic studies and other structural designs or repairs. The Consultant Shortlist Committee will select seven to 10 of the most highly qualified firms expressing interest and schedule an individual interview for the project. The consulting firms can more thoroughly discuss their experience related to the project at the interview and will be expected to discuss their approach to this project in detail and the personnel to be assigned to this project. The Consultant Selection Committee, appointed by the secretary of transportation, will conduct the discussions with the firms invited to the individual interview conferences. The committee will select several firms to perform the professional services required for completing the advertised project. It is KDOT s policy to use the following criteria as the basis for selection of the consulting engineering firms: 1. Size and professional qualifications. 2. Experience of staff. 3. Location of firm with respect to project(s). 4. Work load of firm. 5. Firm s performance record. The firm s accounting systems must have the following capabilities before the firm may be awarded a contract: Valid, reliable and current costs must be available within the system to support cost and pricing data. Capability to provide a means of measuring the reasonableness of incurred costs. Capability to identify and accumulate allowable costs by contract or project records that will reconcile with the general ledger. The results are reliable and lowest life-cycle cost without sacrificing safety, quality and environmental attributes of the project. No Department of Transportation Request for Qualifications The Kansas Department of Transportation will release a request for qualifications (RFQ) on Wednesday, March 20, for the Johnson County Gateway: I-435/I-35/K-10 Interchange Phase 2 Design-Build Project. The RFQ will be available at: Prospective design-build teams must submit their Statement of Qualifications (SOQ) by 2 p.m. Wednesday, April 17. The SOQ presents, in general terms, the designbuild teams qualifications for the project. Design-build teams interested in submitting a Statement of Qualifications should look for the RFQ on March 20 at the website above. KDOT will use a two-step process to select a designbuild team. This RFQ to solicit SOQs is the first step KDOT will use to evaluate which teams are most qualified to successfully deliver the project. KDOT will shortlist up to four teams based on the SOQs. The second step, a request for proposals (RFP), will be released by KDOT on Wednesday, May 22, to the shortlisted teams. KDOT will score proposals from shortlisted teams submitted on Monday, December 2, and select a winning team on Friday, January 10, The Johnson County Gateway Interchange is one of the busiest interchanges in the state of Kansas. The Phase 2 project boundaries are generally 95th Street to the north on I-435 and I-35, College Boulevard to the south on I-35, Woodland to the west on K-10 and US-69 on the east. 8 244 Notice Department of Health and Environment Notice Concerning Kansas/Federal Water Pollution Control Permits and Applications In accordance with Kansas Administrative Regulations , , 28-18a-1 33, , , and the authority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been prepared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below. The proposed actions concerning the draft documents are based on staff review, applying the appropriate standards, regulations and effluent limitations of the state of Kansas and the Environmental Protection Agency. Road 100 South Park, KS SE/4 of Section 34, T09S, R27W & NE/4 of Section 03, T10S, R27W, Sheridan County Saline River Basin Kansas Permit No. A-SASD-C004 Federal Permit No. KS This is a permit modification and reissuance for an existing livestock facility with the proposed maximum capacity of 500 head (500 animal units) of cattle weighing greater than 700 pounds, 958 head (479 animal units) of cattle weighing 700 pounds or less and 10 head (20 animal units) of horses, for a total of 999 animal units of livestock. The facility consists of approximately 11.5 acres of open lot pens and 27.5 acres of associated drainage areas. Surface runoff is collected by two sediment basins and an earthen retention control structure. Proposed modifications to the facility include the addition of a catch pen. A diversion terrace and transfer pipe are proposed to control surface runoff from the catch pen. This facility has an approved Nutrient Management Plan on file with KDHE.
