2 222 RFP/Notice Department for Children and Families Request for Proposals The Kansas Department for Children and Families, Economic and Employment Services Food Distribution Unit, announces the release of a request for proposals to qualified local agencies to administer and provide delivery of service for the United States Department of Agriculture Commodity Supplemental Food Program (CSFP) in Crawford County. Eligible applicants are able to furnish all personnel, equipment, storage and administrative services to receive, store and distribute USDA commodities to eligible recipients. DCF invites applications from government agencies, public universities, colleges, and private nonprofit organizations, including faith-based and community organizations. A complete copy of the RFP may found at RFP.aspx under Grant Requests for Proposal (RFPs). Written questions about the RFP from potential bidders will be accepted until 2 p.m. March 26. No Wildlife, Parks and Tourism Commission Notice of Meeting A public meeting will be conducted by the Wildlife, Parks and Tourism Commission at 6:30 p.m. Thursday, April 23, at the Great Plains Nature Center, 6232 E. 29th St. North, Wichita, to consider future regulatory action of the Kansas Department of Wildlife, Parks and Tourism. A general discussion and workshop meeting on business of the Wildlife, Parks and Tourism Commission will begin at 1 p.m. April 23 at the location listed above. The meeting will recess at approximately 5 p.m., then resume at 6:30 p.m. at the same location for future regulatory action and other business. There will be public comment periods at the beginning of the afternoon and evening meetings for any issues not on the agenda, and additional comment periods will be available during the meetings on agenda items. Old and new business also may be discussed at this time. If necessary to complete business matters, the commission will reconvene at 9 a.m. April 24 at the same location. Any individual with a disability may request accommodation in order to participate in the public meeting and may request the meeting materials in an accessible format. No Kansas Housing Resources Corporation Notice of Hearing on the 2015 Weatherization State Plan The Kansas Housing Resources Corporation will conduct a public hearing at 10 a.m. Tuesday, March 31, at the KHRC office, 611 S. 5 Notices 225 Department of Transportation Notice to Consulting Firms The Kansas Department of Transportation is seeking qualified consulting engineering firms, which must be prequalified in Category 322 Bridge Inspection, for the project listed below. A PDF (1.0 Mb maximum size) of the interest response must be ed to David J. Nagy, P.E., assistant to the director of design/contracts engineer, at davidn@ksdot.org. Interest responses shall be limited to four pages, and the subject line of the reply and the file name must read 106 KA LOI Firm Name. Project #106 KA Fracture Critical Inspections of Local Bridges Statewide Consulting engineering services are sought for the fracture critical (F/C) inspection of bridges on the local system and owned by the local public authorities (LPAs). The selected firm(s) will conduct fracture critical bridge inspections, collect bridge data in electronic format using supplied forms, and return the data in electronic format as a deliverable. The consultant(s) will work with the BLP program manager to prioritize schedules and the work to be performed during FFY 2015, FFY 2016, FFY 2017 and FFY 2018 Fracture Critical Inspections of Local Bridges. The Consultant Shortlist Committee will select four to six of the most highly qualified firms expressing interest and schedule an individual interview for the project. The consulting firms can more thoroughly discuss their experience related to the project at the interview and will be expected to discuss their approach to this project in detail and the personnel to be assigned to this project. The Consultant Selection Committee, appointed by the secretary of transportation, will conduct the discussions with the firms invited to the individual interview conferences. The committee will select one or two firms to perform the professional services required for completing the advertised project. It is KDOT s policy to use the following criteria as the basis for selection of the consulting engineering firms: 1. Size and professional qualifications. 2. Experience of staff. 3. Work load of firm. 4. Firm s performance record. The firm s accounting systems must have the following capabilities before the firm may be awarded a contract: Valid, reliable and current costs must be available within the system to support cost and pricing data. Capability to provide a means of measuring the reasonableness of incurred costs. Capability to identify and accumulate allowable costs by contract or project records that will reconcile with the general ledger. No Department of Health and Environment Notice Concerning Kansas/Federal Pollution Control Permits and Applications In accordance with Kansas Administrative Regulations , , 28-18a-1 33, , , and the authority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been prepared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below. The proposed actions concerning the draft documents are based on staff review, applying the appropriate standards, regulations and effluent limitations of the state of Kansas and the Environmental Protection Agency. The final action will result in a Federal National Pollutant Discharge Elimination System Authorization and/or a Kansas Pollution Control permit being issued, subject to certain conditions, revocation and reissuance of the designated permit or termination of the designated permit. The facility currently consists of approximately 10.2 acres of open lot confinement pens and associated areas, two sediment basins, an earthen retention structure, a feed storage area and several working/sorting areas. The facility is proposing to construct additional open lot pens, a sediment basin and an earthen retention structure, all north of the existing confinement area. The facility consists of approximately 6.5 acres of open lot pens, a collection channel, a sediment basin and a waste storage pond. Proposed modifications to the facility include the addition of open lot pens, extending the existing collection channel, and enlarging the existing sediment basin and waste storage pond. In addition, the facility is proposing to relocate the feed storage area by constructing two feed silos, a collection channel and a waste storage pond north of the existing facility. This facility has an approved Nutrient Management Plan on file with KDHE. Ward Feed Yard South P.O. Box H Larned, KS E/2 of Section 21, T22S, R16W, Pawnee County Upper Arkansas River Basin Kansas Permit No. A-UAPN-C001 Federal Permit No. KS This is a permit modification for an existing livestock facility with the maximum capacity of 33,000 head (33,000 animal units) of cattle weighing greater than 700 pounds. The proposed modification consists of adding a waste storage pond for runoff. There are no other changes to the permit. This facility has an approved Nutrient Management Plan on file with KDHE. Jerry Cox Jubilee Pork, Inc Highway 383 Long Island, KS E/2 of Section 27, T01S, R20W, Phillips County Upper Republican River Basin Kansas Permit No. A-URPL-H005 Federal Permit No. KS This is a permit modification and reissuance for an existing facility with the proposed maximum capacity of 2,826 head (1,130.4 animal units) of swine weighing greater than 55 pounds and 3,090 head (309 animal units) of swine weighing 55 pounds or less, for a total of 1,439.4 animal units of swine. The total number of animal units has not changed from the previous permit. The facility currently consists of six enclosed swine buildings with underground concrete pits, one mortality composting area and two earthen retention structures. Proposed modifications to the facility include the construction of a nursery/finishing building to replace a previous finishing building that was destroyed, and the construction of a new mortality composting structure. This facility has an approved Nutrient Management Plan on file with KDHE. Craig Duff Duff Land and Cattle dba Kansas Feed Yard 2505 S. Juniper Scott City, KS W/2 &SE/4 of Section 34, T18S, R33W, Scott County Upper Arkansas River Basin Kansas Permit No. A-UASC-C023 Federal Permit No. KS This permit is being reissued for an existing facility for 6,000 head (6,000 animal units) of cattle weighing more than 700 pounds. There is no change in the permitted animal units from the previous permit. An approved Nutrient Management Plan for the facility is on file with KDHE. Craig Albert Albert Dairy 3241 N. 135th St. West Wichita, KS SE/4 of Section 35, T26S, R02W, Sedgwick County Lower Arkansas River Basin Kansas Permit No. A-ARSG-M030 This is a permit reissuance with an increase of 82 head (75 animal units) of cattle to include replacement heifers and dry cows that have been present at the facility but not accounted for in previous permits. This proposed permit is for 60 head (84 animal units) of mature dairy cattle (lactating and dry), 32 head (32 animal units) of cattle greater than 700 pounds and 30 head (15 animal units) of cattle less than 700 pounds, for a total of 122 head (131 animal units) of cattle. Borntrager th St. Fort Scott, KS SW/4 of Section 12, T24S, R24E, Bourbon County Marais des Cygnes River Basin Kansas Permit No. A-MCBB-L004 This is a renewal permit for an existing facility for the maximum capacity of 100 head (10 animal units) of dairy goats, 30 laying hens (0.4 animal units), 24 head (12 animal units) of cattle weighing less than 700 pounds, 3 head (6 animal units) of horses, 5 head (2 animal units) of swine weighing more than 55 pounds and 3 head (4.2 animal units) of mature dairy cattle, for a total of 165 head (34.6 animal units). This represents a decrease in the permitted animal units from the previous permit by 24 animal units. Kraig Froetschner K&KCattle 909 U.S. Hwy. 56 Garfield, KS SW/4 of Section 22, T22S, R17W, Pawnee County Upper Arkansas River Basin Kansas Permit No. A-UAPN-B011 This is a renewal permit for an existing facility for the maximum capacity of 600 head (300 animal units) of cattle each weighing 700 pounds or less. There is no change in the permitted animal units. Persons wishing to comment on the draft documents and/or permit applications must submit their comments in writing to the Kansas Department of Health and Environment if they wish to have the comments considered in the decision-making process. Comments should be submitted to the attention of the Livestock Waste Management Section for agricultural-related draft documents or applications, or to the Technical Services Section for all other permits, at the Kansas Department of Health and Environment, Division of Environment, Bureau of, 1000 S.W. Jackson, Suite 420, Topeka, All comments regarding the draft documents or application notices received on or before April 18 will be considered in the formulation of the final determinations regarding this public notice. Please refer to the appropriate Kansas document number (KS-AG /116) and name of the applicant/permittee when preparing comments. After review of any comments received during the public notice period, the secretary of health and environment will issue a determination regarding final agency action on each draft document/application. If response to any draft document/application indicates significant public interest, a public hearing may be held in conformance with K.A.R ( for UIC). 7 Hearing/Legislative Bills 227 Kansas Development Finance Authority Notice of Hearing A public hearing will be conducted at 9 a.m. Thursday, April 2, in the offices of the Kansas Development Finance Authority, 555 S. Kansas Ave., Suite 202, Topeka, on the proposal for the KDFA to issue its Agricultural Development Revenue Bonds for the projects numbered below in the respective maximum principal amounts. The bonds will be issued to assist the borrowers named below (who will be the owner and operator of the project) to finance the cost in the amount of the bond, which is then typically purchased by a lender bank who then, the KDFA, loans the bond proceeds to the borrower for the purposes of acquiring the project. The projects shall be located as shown: Project No Maximum Principal Amount: $211, Owner/Operator: Waco A. & Amber L. Phipps. : Acquisition of 141 acres of agricultural land and related improvements and equipment to be used by the owner/operator for farming purposes. The project is being financed by the lender for Waco A. & Amber L. Phipps and is located at Section 33, Logan Township, Ottawa County, Kansas, approximately 1 mile east of Minneapolis on Limestone Road, then 6.5 miles north on U.S. Highway 81. Project No Maximum Principal Amount: $130,050. Owner/Operator: Douglas & Kimberly Diekmann. : Acquisition of 153 acres of agricultural land and related improvements and equipment to be used by the owner/operator for farming purposes. The project is being financed by the lender for Douglas & Kimberly Diekmann and is located in the Southeast Quarter of Section 14, Township, 15, Range 5 East, Morris County, Kansas, north and west of the corner of 2700 Road and Kansas Highway 4, across the road from the town of Latimer. The bonds, when issued, will be a limited obligation of the KDFA and will not constitute a general obligation or indebtedness of the state of Kansas or any political subdivision thereof, including the KDFA, nor will they be an indebtedness for which the faith and credit and taxing powers of the state of Kansas are pledged. The bonds will be payable solely from amounts received from the respective borrower, the obligation of which will be sufficient to pay the principal of, interest and redemption premium, if any, on the bonds when they become due. All individuals who appear at the hearing will be given an opportunity to express their views concerning the proposal to issue the bonds to finance the projects, and all written comments previously filed with the KDFA at its offices at 555 S.
