Anticipated Schedule for Subsequent Events Evaluation and ranking of technical proposals on or about October 19, 2018 after which time all firms that submitted will be notified of the ranking. Negotiations with the most highly ranked firm to commence on or about November 2, Agreement/Work Order in place and in effect November 16, Request for Proposal (Technical) Background and Purpose of Project The Kansas Department of Transportation (KDOT) is seeking a consultant to provide road and bridge services for the replacement bridge #009 (Deer Creek) located just west of Sedan. This project to be designed is currently only scheduled for Field Check in January 2020, at that point the project will reviewed for viability. Scope of Services to be Performed Consultant shall complete the following tasks and produce the deliverables described below: Visit the project site location Perform preliminary road and bridge design for plans to field check, which will include determining the size, type, and location of the proposed bridge. Final Plans (if viable). Additional deliverables in the final plan stage will include information for environmental permitting, final electronic plans, and Control CADD indexed DGN files. Provide Construction cost estimates bi-annually as well as at every major project milestone. Evaluation Factors Technical proposals will be evaluated based on the factors listed below, evenly weighted, to rank the most qualified firm in order of preference as first, second, third, etc. Evaluation factors: 1) the quality and completeness of the response to this request; 2) qualifications and experience of consultant personnel/manager proposed for services; 3) proposed approach for design; and 4) past performance history for similar projects/services for KDOT. The highest ranked firm will be asked to enter into negotiations with KDOT for an agreement. In the event KDOT cannot reach agreement with the ranked firm, it will terminate negotiations with such firm and commence negotiations with the next highest ranked firm, and so on, until either agreement is reached for a satisfactory scope of services for a fair and reasonable price, or KDOT decides to pursue other alternatives. Contract Terms and Conditions A work order may be utilized under your existing on-call agreement (if available) or a new four (4) phase contract with special attachments for the Kansas Tax Clearance Certificate, the Certification of Final Indirect Costs, and the Policy Regarding Sexual Harassment. Instructions for Technical Proposal Note: No costs shall be contained in the technical proposal. Technical Proposals will consist of the technical proposals and a completed and signed Special Attachment No. 7 ( Certificate of Final Indirect Costs ), a completed and signed Special Attachment No. 8 ( Tax Clearance Certificate ), and a completed and signed Special Attachment No. 10 ( Policy Regarding Sexual Harassment ). All these forms are attached to the original announcement. The main text of consultant s technical proposal must not exceed 3 pages (including cover sheets, indexes, etc.) to address the topics listed. Describe processes and procedures proposed by consultant to meet the project completion deadline listed above. Describe processes and procedures, including best practices, that will be used to perform tasks and produce deliverables described above under Scope of Services to be Performed. Include in the technical proposal items such as: Project manager/engineer in charge. History of projects with similar tasks. Availability of staff to meet schedule without overtime. Cost-effective or cost-reduction practices, processes or procedures used by consultant, if any; Any sub-consultant and their role (if any) that will be performing services on the project. 5 Notices 927 Department of Transportation Request for Letters of Interest Description Statewide Autonomous Vehicle (AV) Report Project 106 P Schedule and Deadlines Technical Proposals are due on or before 12:00 p.m. (CST) October 11, 2018, to be delivered via to David. Interested consulting firms must be pre-qualified by the Kansas Department of Transportation (KDOT) in categories 162 or 163 and submit a Letter of Interest with the subject line reading 106 P [Firm Name]. Negotiations with the most highly ranked firm to commence on or about November 2, Agreement/work order in place and in effect November 16, Request for Proposal (Technical) Background, Scope, and Purpose of Project The Kansas Department of Transportation is seeking a consultant to complete a vision document for the state. The information for the document will come from discussions within the Statewide Autonomous Vehicle (AV) Task Force. This group has met three times currently but is expected to meet more times for monthly meetings. The plan will be a high level direction for state agencies (Department of Transportation, Department of Revenue, Insurance Commission, etc.). Topics will include vision and goals, industry timelines, stakeholders, possible investments, public/private partnership concepts, high level direction on what the agencies should do to be prepared for the future, and input on a draft executive order and legislative bill for testing autonomous vehicles. The selected firm would attend Task Force meetings, schedule meetings, take notes, and interview members individually. The firm is expected to have knowledge of the direction of Autonomous/ Connected Vehicles (AV/CV) are headed nationally and what is needed to be prepared for the future. They should also have some previous contracts related to AV/CV projects and plans. This project is the first phase which may or may not be followed by a secondary project for implementation strategy. No Richard Carlson Secretary Kansas Housing Resources Corporation Notice of Hearing The Kansas Housing Resources Corporation (KHRC) will conduct a public hearing to provide an opportunity for citizens to review and comment upon the preliminary draft of the Kansas Consolidated Plan and the 2019 Annual Action Plan. The Consolidated Plan is the state s policy framework for federal community development and housing programs. The proposed Kansas Consolidated Plan and the 2019 Annual Action Plan will be available for public examination beginning October 1, 2018 at www. kshousingcorp.org. Limited hard copies will be available at the public hearing site and upon request. The public comment period ends October 31, Please direct written comments to the attention of the Consolidated Plan, at the address listed below. Due to age, sedimentation, or changing conditions, many of these dams now require rehabilitation. Many dams built in rural areas to protect agricultural areas now need upgrading to protect homes and businesses that have sprung up in the flood plain. Some dams now have a higher hazard rating, requiring them to meet more stringent safety requirements. Meeting current safety standards is part of the rehabilitation construction for Dam No. 2. The proposed work on Dam No. 2 includes flood proofing a downstream habitable structure and limiting development in areas that would be impacted by a potential breach. Work also includes rehabilitating its drain and principal spillway. Bruce Wells, Kansas NRCS Assistant State Conservationist for Water Resources said, Having public input helps us make sure we are doing what the communities want. This meeting provides the opportunity for the watershed district and NRCS to explain alternatives identified, the economic cost and benefits, and acquire comments to incorporate into the decision-making process. In , NRCS completed dam assessments on eight (8) other existing dams in Kansas. These assessments were distributed to watershed districts for evaluation and consideration of requesting rehabilitation funds. NRCS can help watershed districts obtain federal cost share assistance to rehabilitate aging dams. Under new rules, rehabilitation funds can also help provide new opportunities such as adding municipal and irrigation water supplies, recreation, and wetland wildlife enhancement.
