No Office of the State Bank Commissioner Notice of Hearing on Proposed Administrative Regulation A public hearing will be conducted at 11 a.m. Friday, May 23, in the conference room of the Office of the State Bank Commissioner, 700 S.W. Jackson, Suite 300, Topeka, to consider the adoption of amendments to K.A.R This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed rule and regulation. All interested parties may submit written comments prior to the hearing to the Office of the State Bank Commissioner, 700 S.W. Jackson, Suite 300, Topeka, 66603, or by to amber.capoun@osbckansas.org. All interested parties will be given a reasonable opportunity to present their views orally regarding the adoption of the proposed regulation during the public hearing. In order to provide all parties an opportunity to present their views, it may be necessary to request that each participant limit any oral presentation to five minutes. A summary of the proposed amendments and the economic impact follows: K.A.R Appraisals and evaluations. The proposed amendment to K.A.R will delete the requirement a qualified individual be independent of the bank in order to complete an evaluation on the particular types of real estate loans. The intended effect is to allow certified appraisers who have been hired by a bank to complete appraisals to also be able to complete less complicated evaluations on smaller loans. No Kansas Development Finance Authority Notice of Hearing A public hearing will be conducted at 9 a.m. Thursday, April 3, in the offices of the Kansas Development Finance Authority, 555 S. Kansas Ave., Suite 202, Topeka, on the proposal for the KDFA to issue its Agricultural Development Revenue Bonds for the projects numbered below in the respective maximum principal amounts. The bonds will be issued to assist the borrowers named below (who will be the owner and operator of the projects) to finance the cost in the amount of the bond, which is then typically purchased by a lender bank who then, the KDFA, loans the bond proceeds to the borrower for the purposes of acquiring the project. The projects shall be located as shown: Project No Maximum Principal Amount: $456,000. Owner/Operator: Alan and Bridget Peters. Description: Acquisition of 156 acres of agricultural land and related improvements and equipment to be used by the owner/operator for farming purposes. The project is being financed by the lender for Alan and Bridget Peters and is located at Section 32, Township 4 South, Range 8 West, Jewell County, Kansas, approximately 4 miles west of Jewell on H Road and 1 mile south on 150 Road. Project No Maximum Principal Amount: $225,000. Owner/Operator: Wayne Jeardoe. Description: Acquisition of 145 acres of agricultural land and related improvements and equipment to be used by the owner/operator for farming purposes. The project is being financed by the lender for Wayne Jeardoe and is located at the Southwest Quarter of Section 9, Township 5, Range 3, Cloud County, Kansas, approximately 3 miles north of Concordia on Highway 81. The bonds, when issued, will be a limited obligation of the KDFA and will not constitute a general obligation or indebtedness of the state of Kansas or any political subdivision thereof, including the KDFA, nor will they be an indebtedness for which the faith and credit and taxing powers of the state of Kansas are pledged. The bonds will be payable solely from amounts received from the respective borrower, the obligation of which will be sufficient to pay the principal of, interest and redemption premium, if any, on the bonds when they become due. All individuals who appear at the hearing will be given an opportunity to express their views concerning the proposal to issue the bonds to finance the projects, and all written comments previously filed with the KDFA at its offices at 555 S. Summary Notice of Sale City of Hutchinson, Kansas $2,545,000* General Obligation Bonds (Taxable Under Federal Law), Series 2014B (General obligation bonds payable from unlimited ad valorem taxes) Bids Subject to the Notice of Sale dated March 19, 2014, bids will be received by the finance director of the city of Hutchinson, Kansas, on behalf of the governing body at City Hall, 125 E. Ave. B, Hutchinson, KS 67501, or, in the case of electronic proposals, via PARITY electronic bid submission system, until 11 a.m. (CDT) March 31, 2014, for the purchase of $2,545,000* principal amount of General Obligation Bonds (Taxable Under Federal Law), Series 2014B. No bid of less than percent of the par value of the bonds, plus accrued interest to the date of delivery, will be considered.
