2 A. Action Approve / Disapprove Agenda Jason Bowling B. Welcome New Board Members Cherla Ramsey from Century Link was appointed by the Cochise County Board of Supervisors in Feb Amanda Baillie will join the Board representing her new business, Amanda Baillie, Freelance Writer. C. Action Approve / Disapprove November 14, 2014 Minutes Jim Shockey D. Financial Report: Expenditures for November 2013 January Ken Cecil reported the Finance Committee reviewed the expenditures for November 2013 January 2014, and found no discrepancies. Any questions regarding expenditures should be directed to Michelle Huff, Finance Director or Vada Phelps, the Executive Director. Discussion: Mike Crockett asked why the budget is showing overspent. Michelle Huff explained the payment for the County is one month behind for posting. Mike Crockett asked what does PYQ stand for? Vada Phelps said that is Professional Youth Services is the program that services the WIA Youth Clients. E. Audit Report PY Vada Phelps noted the PY runs from July 1 st to June 30 th each year. Vada is pleased to announce that Arizona Workforce Connection continues to be a considered low risk audit. Vada would like to congratulate Michelle Huff and Kaylene York on the outstanding job they do to manage the finances for Cochise Private Industry Council, Inc. Page 2 of 5

3 F. Action Approve / Disapprove Eligible Training Providers Programs Ratify Training Programs Approved January 9 th by the Executive Committee for Horizon Health Care and Cochise College. Peggy Feenan Librado Ramirez did not have an opportunity to review the programs and would like to abstain from the vote. New Program Horizon Health Care Medical Receptionist/HER Mike Crockett Amanda Baillie Gail Emrick would like a written statement summary of Why the LWIB approves the programs for the ETPL List. G. Employment and Training Report Vickie Simmons reviewed the report submitted in the packet from staff. The Greenlee office has seen an increase in clients seeking services. Carl s JR and Workforce Development will host a Job Fair on Tuesday, March 4 th. Workforce will assist with the Veteran s Stand Down. VITA is providing tax services in the Sierra Vista and Safford offices. Kimberly Termain organized the first Sector Strategies Mining meeting to be held on March 26 th. Vickie reviewed results the past Job Fairs. Ron Curtis commended the Outreach Staff for doing an excellent Job. Vickie presented copies of client feedback survey forms for the Board to review. H. Executive Directors Report Vada Phelps Vada Phelps announced the Tubac Golf Resort will be the location for the 2014 Board of Directors Retreat. The registration for the event is available. The Board Committee will meet to discuss and develop the agenda. Mary Ann Lawrence will be there to help facilitate the plan for intergraded services and future goals. The DES Staff and Workforce Staff met as a One Function Group in December and formed five committees to develop a plan for combined services. The goal is to provide seamless services to all clients who visit the offices. Each group was Page 3 of 5

4 task with creating a mission statement, set goals and develop the plan to reach their goals. The group held the second meeting for follow up and each group provided a presentation to the staff. The groups will continue to work together and meet quarterly for updates. Vada provided a PowerPoint presentation with information she received from the Juvenile Justice Committee on the future of Child Protective Services. I. Committee Updates: Ron invited each Committee Chairperson to give a brief update form their group: Oversight and Compliance Committee: Ken Cecil reported the Finance Committee reviewed the financial reports from November 2013 January 2014 and found no discrepancies were found. The Red and Green report was not available for review Youth Committee: Jason Bowling is the Committee Chairperson. Jason stated the group continues to support the Launch into Life Program. The spring schedule is available for anyone who has time to volunteer. Business Outreach Amanda Baillie is the Chairperson. The group had a meeting on February 13 th at the Coronado Vineyards in Willcox. The group focused on the Top five action items for the 2013 Board retreat. A report is available in the Board packet. Community Issues/Education Development: Evonne Martin is the Chairperson. The group has not held a meeting in the past few months. Development: Emery Silvester is the Chairperson. The group will schedule a meeting to develop the agenda for the 2014 Board Retreat. The staff will work on the Emersion Program that will be presented on June 11 th. J. Board Member Spotlight No Board Member spotlights were provided. K. Presidents Report Ron Cutis gave an update from the meeting he attended in Washington DC with the State Governors and the Department of Labor. Page 4 of 5

5 L. Comments from the Board/Staff/Public Mike Bollinger commented Great Staff Sheila DeVoe Heidman This will be my last meeting. I am retiring in June Mike Crockett Attended a meeting in Washington DC. He noted the presentation from the Mayor of Philadelphia on the value Community College Programs. Kathy Bullock Good Meeting Librado Ramirez The Board Members should have one week to review the Board Packet prior to the meeting. Drew John Workforce is doing a great job in Graham County. Jim Shockey U of A is looking at ways to support the employer s needs to education the future workforce. Vada Phelps The next meeting will be June 11 th in Tubac, AZ. The County Board of Supervisors will be invited to attend. Mary Tieman will schedule a meeting for the Eligible Training Partners and the State ETPL Coordinator to provide training on the process to submit programs.
