CORRESPONDENCE 17 (1) Correspondence Log (2) Kwalikum Secondary School ( 2 Dec 10) requesting permission to hold the annual KSS Prom Parade June 4, 2011 through the streets of Qualicum Beach Staff Recommendation: THAT the Town of Qualicum Beach grants permission to Kwalikum Secondary School Dry Grad Committee to hold the annual K.S.S. Prom Parade on June 4, 2011 leaving KSS parking lot, proceeding along Village Way to Memorial, up Memorial Avenue to Second Avenue, along Second Avenue to Jones Street and ending at the secondary entrance of the Civic Centre, subject to working with Town staff to finalize special event signage, and special event permit to ensure Town requirements are met, including emergency services notifications, traffic control, insurance, washrooms and litter control; AND FURTHER THAT Council authorizes staff to provide in-kind services for traffic control. 6. STAFF REPORTS (1) Corporate Administration (Trudy Coates, Corporate Administrator) (a) 2011 Beach - Village Shuttle Motion on the Floor Referred November 17, 2010:

2 Town of Qualicum Beach December 15, 2010 Special Council Meeting Agenda Page 2 of 3 THAT Council authorizes the Town to enter into an agreement with Forest Transport Services Ltd. for a shuttle service to run between the Beach and the Village core during the period beginning July 1, 2011 and ending September 5, 2011; AND FURTHER THAT the Town apply for funding from the Gala funds and consider installation of a fare box and other sources of funding. Staff Recommendation: THAT Council amends the motion on the floor by withdrawing the motion on the floor and passing the following motion: THAT Council authorizes staff to enter into an agreement with Forest Transport Services Ltd. (as attached) for the period beginning July 1, 2011 and ending September 3, 2011; AND FURTHER THAT it be funded by levying an additional $10,780 on the Class 6 Commercial taxation for 2011 and the remaining $10,780 on the Class 1 residential taxation; AND FURTHER THAT, staff be instructed to apply for grant funding in the amount of $5,000 through the Qualicum Beach Chamber of Commerce Community Grant Program. 7. BYLAWS (1) Bylaw No. 661 Staff Recommendation: THAT the bylaw entitled "Town of Qualicum Beach Financial Plan ( ) Bylaw No. 661, 2010" be adopted (2) Bylaw No. 662 Staff Recommendation: THAT the bylaw entitled "Town of Qualicum Beach Officer and Delegation Bylaw No. 662, 2010" be adopted. THAT Council hereby designates those Town employees appointed to an office named in the Town of Qualicum Beach Officer and Delegation Bylaw No. 662, 2010, together with those Town employees appointed as deputies to those officers, as "municipal employees" for the purposes of the Financial Disclosure Act. 37 (3) Bylaw No. 663 Staff Recommendation: THAT the bylaw entitled "Town of Qualicum Beach Development Cost Charges Reserve Funds Expenditure Bylaw No. 663, 2010" be adopted.

BUSINESS ARISING FROM THE MINUTES - Nil DELEGATION Dave Golson, 578 Memorial Avenue resident: appeared before Council speaking on safety concerns for the proposed cycling path on Memorial Avenue between Village Way and Hoylake Road; provided a copy of the presentation slides and photos describing the concerns, and referenced the Quality of Life and cycle surveys comments and the Official Community Plan review process; recommended having cyclists use Berwick Road North to link Dollymount Trail, Veterans or Village Way with Crescent Road East, reconnecting with Memorial Avenue as per the Lanarc study; and suggested, as a second option, considering a one-way single lane system for traffic to travel south up Memorial Avenue and north down Berwick Road which would allow more space. Staff confirmed the Town's consultant, Richard Drdul will review the proposal and staff will provide an update at a future Council meeting. CORRESPONDENCE (1) Correspondence Log - December 6, Council received the Correspondence Log for information, noting staff will provide a recommendation in January regarding a bylaw to protect eagle nesting and perch trees. (Reference L. McPhigs November 17, 2010 letter) (2) Maureen Pearse, Sr. Mgr. Corporate Administration, Regional District of Nanaimo (27 Oct 10) requesting consent to the RDN Board adopting Bylaw No , 2010 to include one property within the French Creek Sewer LSA.

COMMIT I EE & LIAISON REPORTS (1) General Government (Mayor Teunis Westbroek) - Nil (2) Planning & Community Events (Councillor Barry Avis) Councillor Avis clarified, through staff, that the Town was not involved in the card the Qualicum Beach Chamber of Commerce mailed regarding a meeting December 7, (3) Community Development (Councillor Mary Brouilette) - Nil (4) Protective Services (Councillor Kent Becker) Councillor Becker reported on presentations at the ICBC-sponsored appreciation luncheon held last week for the regional Citizens on Patrol and Speedwatch volunteers. (5) Parks & Recreation (Councillor Jack Wilson) Councillor Wilson reported on the following: Heritage Forest Commission Meeting November 4, 2010 Recommendations Councillor Wilson MOVED and Councillor Avis SECONDED, THAT staff inventory the excessive number of signs posted in the Heritage Forest, and consolidate wording so that fewer signs exist on sign posts and include additional wording to prohibit ATVs, motorcycles and horses. Councillor Avis MOVED and Councillor Becker SECONDED, THAT Council authorizes the use of the Heritage Forest for a wedding ceremony in summer 2011, per section 8, subsection 8.1 of the Conservation Covenant, and subject to working with Town staff to finalize event plans to ensure Town requirements are met including: - use is consistent with public Heritage Forest use; - the Heritage Forest must remain open to the public; - no alcohol is permitted; - no vehicles or onsite parking is permitted; - no public address system is permitted; and - any reception must be held elsewhere. 6 Parks & Recreation Commission November 4, 2010 Recommendation Councillor Wilson MOVED and Councillor Becker SECONDED, THAT staff explore the practicality of installing a sign to beach from the train station, a multi-directional sign at Beach Road and Crescent Road West and move the sign that currently occupies that location to the intersection of Crescent Road West and Bay Street, in order to better advise walkers of directions to the waterfront, and to Town at Memorial Avenue. THAT Council authorizes the Mayor and the Corporate Administrator to execute the lease with tenant KD Air Corporation in the Qualicum Beach Airport Terminal building, substantially in the form as drafted for KD Air, dated for reference December 6, 2010, subject to publishing a notice of disposal. THAT Council authorizes the Mayor and the Corporate Administrator to execute the lease with tenant Courtenay Flight Centre in the Qualicum Beach Airport Terminal building, substantially in the form as drafted for Courtenay Flight Centre, dated for reference December 6, 2010, subject to publishing a notice of disposal. 10 Town of Qualicum Beach December 6, 2010 Regular Council Meeting Minutes Page 5 of 6 DRAFT BYLAWS (1) Bylaw No 661 The Financial Administrator reviewed his report on the Financial Plan, highlighting changes to the form of the bylaw to comply with new accounting regulations that were brought in, e.g. showing amortization expense, describing the source of funding for capital projects, etc. and noting none of the number in the bylaw had changed. The Director of Engineering (Sr Utilities gave a presentation highlighting major capital plan projects under way or anticipated for the future, including: photos of the 2010 Berwick Water Supply upgrade at the reservoir site; plans to improve Higson Crescent drainage, and announced a grant of $80,500 from the Emergency Management BC Flood Protection Fund; 2011 plans to upgrade Memorial Avenue through a comprehensive rehabilitation and improvement of roadway, pedestrian and utility services along the corridor; and 201? plans for the Berwick Railway Crossing Connector, subject to funding from other levels of government Councillor Avis MOVED and Councillor Becker SECONDED, THAT the bylaw entitled "Town of Qualicum Beach Financial Plan ( ) Bylaw No. 661, 2010" be read a third time as amended and with grammatical and punctuation corrections on Schedule B. COMMENTS FROM THE GALLERY O Neil Homer, PQB News, commented on whether the Memorial Avenue upgrades will result in traffic disruptions Scott Tanner, Crescent Road West, commented on: o whether the Town considered closing both sides of Sunningdale as part of the Memorial Avenue upgrade project o day-to-day operational issues (yellow recycling bags and airport issues) and was referred to staff Lance Nater, Eaglecrest Residents Association, commented on the need for positive signage for Whitmee Road lookout, and Seacrest and Eaglecrest intersections Dave Golson, Memorial Avenue, commented on cyclist safety, seeking ICBC funding for the Memorial Avenue project, and on the suggestion to close Sunningdale Zweitse Dewit, Berwick Road, confirmed a date was not set for opening the Berwick Road rail crossing as it is subject to funding from other agencies ADJOURNMENT Councillor Wilson MOVED and Councillor Avis SECONDED, THAT Council adjourns the meeting. Dear Mayor Westbroek and Councillor Brouilette; On behalf of the Vancouver Island Economic Alliance, we would like to take this opportunity to thank you for attending the 2010 State of the Island Economic Summit and invite your consideration in becoming a member of VISA. VIEA's role is to support Vancouver Island's regional economic development strategy, facilitate discussion, encourage participation and coordinate activities. A regional economic strategy requires broad participation amongst jurisdictions. The snore groups participate in a regional economic development strategy, the stronger and more effective it will be. The Vancouver Island Economic Alliance is a proactive, facilitative, independent body. Our revenues are driven from entrepreneurial activity from three main sources; Membership, Contract Management and Annual Events such as the Regional Summit. The revenues generated are reinvested into projects that will benefit all Vancouver Island Businesses and Stakeholders such as: o Regional Economic Analysis for Vancouver Island Workforce Supply and Demand Analysis for Vancouver Island Newcomer Integration Strategy for Vancouver Island Investment and Workforce Attraction Web Portal for Vancouver Island Investment and Workforce Attraction Video for Vancouver Island Pilot Projects such as Gray Skills in Victoria e Collaborative Model of Regional Economic Development for Vancouver Island Recently the 2010 State of the Island Economic Summit exceeded all expectations in terms of attendance, participation and revenues. In fact, 98 per cent of respondents to our post-event survey reported that the 2010 Summit either met or exceeded their expectations. Here is a small sample of the type of feedback we received from delegates: "This Summit was worthwhile for me in that it provided me with some new insights about the need for greater cooperation and collaboration to strengthen our island economy. The success stories of various communities and companies in their efforts to create collaborative solutions for

13 the future showed us all the benefit of such collaborative efforts and the need for focused leadership to facilitate the change processes at play."- John Lyotier, Bowser, BC "This was my 3rd Vancouver Island Island Economic Summit and, in my opinion, the best yet. I was greatly encouraged by the diversity of people and businesses acknowledging the importance of (a) collaboration and (b) interested in working toward a sustainable way of life on Vancouver Island" - Lynn Burrows, Vancouver Island Photo Art, Nanaimo VIEA will invest the revenues into implementation tactics identified during the recent Link Project and as well during the breakout sessions and dialogues at the Summit. 19 Town of Qualicurn Beach MEMORANDUM TO: Council FOR: Special Council December 15, 2010 FROM: Heather Svensen, Deputy Corporate Administrator SUBJECT: Shopping Shuttle RECOMMENDATION: THAT Council amends the motion on the floor by withdrawing the motion on the floor and passing the following motion: THAT Council authorizes staff to enter into an agreement with Forest Transport Services Ltd. (as attached) for the period beginning July 1, 2011 and ending September 3, 2011; AND FURTHER THAT it be funded by levying an additional $10,780 on the Class 6 Commercial taxation for 2011 and the remaining 510,780 on the Class 1 residential taxation; AND FURTHER THAT, staff be instructed to apply for grant funding in the amount of $5,000 through the Qualicum Beach Chamber of Commerce Community Grant Program. PURPOSE To provide Council with background information, including funding options for a shuttle service between downtown and the waterfront during the summer tourist season. BACKGROUND Council reviewed the Forest Transport Services Ltd. agreement proposed for 2011 at their November 17th, 2010 Council meeting and requested staff to provide background on consideration of the installation of a fare box and options for other sources of funding including applying for funding from the Gala Funds through the Chamber of Commerce. The Town will submit a grant application through the Chamber of Commerce by the April 15th, 2011 deadline requesting assistance in the amount of $5,000. Forest Transportation Ltd. will not allow a fare box to be installed on the bus as the drivers are not permitted to collect a fare from customers. The Town may choose to enter into an agreement with Forest Transport Services Ltd. for the period beginning July 1, 2011 and ending September 3, The proposed agreement is for a two-month period to offer a local shuttle service which would operate during the summer tourist season. The service is proposed to carry visitors and residents from the beachfront tourist area to the downtown core to allow them to experience shopping and dining in the downtown core. The proposed project would offer the potential to increase tourism, increase economic opportunities for local business, and to provide a sustainable transportation alternative for people wishing to travel between the downtown and waterfront. The inaugural shuttle service for the summer of 2010 was well received by tourists and residents. 22 Qualicum Beach Chamber of Commerce Grant Information POLICY n Through its grant program, the Qualicum Beach Chamber of Commerce supports initiatives designed to improve the quality of life in the areas served by the chamber. n Grants are made to organizations that have not-for-profit status and are registered with the Province of British Columbia under the Societies Act. n All applications are considered on merit and in light of funds available for distribution n Due to the limited resources available through the Chamber of Commerce Gala Grants fund, grants will not be allocated to the same organization more than twice in five years. 23 GUIDELINES The area served by the Qualicum Beach Chamber of Commerce includes the Town of Qualicum Beach and those areas of the RDN within an 8 km radius from the Village core, including Bowser. Grants from the Qualicum Beach Chamber of Commerce Gala funds are awarded semi annually. Application deadlines are April 15th and October 15th and funds will be dispersed within four weeks of the application deadline. Organizations/groups seeking funds must demonstrate they have a strong and committed group of volunteers and an effective management of resources. Grants are awarded for definite purposes and for projects covering a specific period of time. Preference is given to projects which: o promote volunteer participation o do not duplicate services provided by other organizations o promote cooperation between groups o enhance the quality of life in the community o build on current community strengths to meet locally identified needs o innovative activities that might not happen without the Chamber's support o benefit the greatest number of people The following are not normally eligible for Chamber of Commerce Grants: Annual Fund Drives Deficit Reduction Individuals Travel Costs Regular staff wages or professional fees The Qualicum Beach Chamber of Commerce shall be non-partisan, non-sectarian and shall not lend its support to any candidate seeking public office (Constitution and Bylaws Article 1, Section 1.05) therefore consideration will not be given to applications that are of a political or a religious nature.

28 SCHEDULE 'B' STATEMENT OF OBJECTIVES AND POLICIES FOR BYLAW NO. 661 FOR THE FIVE YEAR PERIOD 2011 TO 2015 In accordance with Section 165(3.1) of the Community Charter, the Town of Qualicum Beach is required to include in the Five-Year Financial Plan, objectives and policies regarding each of the following: 1. The proportion of total revenue that comes from each of the funding sources described in Section 165(7) of the Community Charter; 2. The distribution of property taxes among the property classes, and 3. The use of permissive tax exemptions. FUNDING SOURCES Table 1 shows the proportion of total revenue proposed to be raised from each funding source in Property taxes form the greatest proportion of revenue. As a revenue source, property taxation offers a number of advantages, for example, it is simple to administer and it is fairly easy for residents to understand. It offers a stable and reliable source of revenue for services that are difficult or undesirable to fund on a user-pay basis. These include services such as general administration, fire protection, police services, bylaw enforcement and public works. User fees and charges form the second largest portion of planned revenue. Many services can be measured and charged on a user-pay basis. Services where fees and charges can be easily administered include water and sewer usage, building permits, business licences, and sale of services - these are charged on a user-pay basis. User fees attempt to apportion the value of a service to those who use the service. Objective Over the next five years, the Town will continue to review the proportion of revenue that is received from user fees and charges to determine whether the user fee component could be increased to lessen the requirement for property taxation. Policies The Town will review all user fee levels to ensure they are adequately meeting the costs of the service. This will include garbage, recycling, kitchen waste, cemetery, airport, licences and permits, and all other fees and charges. Water metering will be reviewed to ensure that appropriate user fees are being collected for water and sewer usage and, perhaps, reduce the reliance on the parcel tax component. Where possible, the Town will endeavour to supplement revenues from user fees and charges, rather than taxation, to lessen the burden on a limited property tax base. This will include a comprehensive review of all fees and charges bylaws.

No long-term debt is anticipated in this Financial Plan. The residential property class provides the largest proportion of property tax revenue. This is appropriate as this class also forms the largest portion of the assessment base and consumes the majority of Town services. The 2011 property taxes are based on a 4.0% increase over the 2010 property taxes. The Town's portion of the property taxes represent approximately 45% of the total tax bill sent to property owners. The other tax levies are not included in the figures below. These other taxes represent approximately 55% of the total tax bill and include the Regional District, School, Hospital, Library and BC Assessment. The 2010 Town tax rate is shown, as 2011 property assessment information has not yet been received, from the BC Assessment Authority.
