OPEN FORUM The Open Forum is a portion of the Committee meeting where persons are allowed to address the Committee on subjects which are not a part of the meeting agenda. No public comments were received.

SECURED AREA ACCESS CONTROL SYSTEM SOFTWARE MAINTENANCE AGREEMENT RENEWAL CF 2045 MAC s I.S. department has requested to enter into a software maintenance and support agreement with Honeywell, provider of the Secured Area Access Control System (SAACS). The Secured Area Access Control System provides access to several levels of secured doors and gates for authorized staff and employees. There are about 16,000 badge holders and over 700 readers administered by the system. The software portion of the system is the Honeywell ProWatch and ProWatch AP product. Software support and maintenance is only available from the software manufacturer, in this case Honeywell. Maintenance and support under the proposed agreement include: direct access to Honeywell support (24 hours, 7 days/week, 365 days/year) software service packs and same version upgrades as they are released remote diagnostic services, and regular training for MAC technical staff quarterly onsite reviews by Honeywell technical staff to achieve optimum performance COMMISSIONER REHKAMP MOVED AND COMMISSIONER MCKASY SECONDED TO RECOMMEND THAT THE FULL COMMISSION AUTHORIZE MAC STAFF TO ENTER INTO A SOFTWARE MAINTENANCE AND SUPPORT AGREEMENT FOR HONEYWELL S PROWATCH AND PROWATCH AP SOFTWARE FOR A TERM OF ONE YEAR WITH THREE OPTIONAL ONE YEAR EXTENSIONS FOR AN AMOUNT NOT TO EXCEED $74, FOR THE FIRST YEAR, AND THAT THE EXECUTIVE DIRECTOR OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. B2. ANOKA COUNTY/BLAINE AIRPORT PARCEL 64 RECOMMENDATION FOR DEVELOPMENT AGREEMENT CF 2046 Eric Johnson, Director of Commercial Management and Airline Affairs, presented staff s recommendation for a development agreement at Anoka County-Blaine Airport (ANE) that could generate non-aviation revenue. In May 2008, the Commission approved a Request for Proposals ("RFP") process for Parcel 64, located within the perimeter fence of ANE, but away from aircraft operations area. The RFP invited proposals for both aviation and/or airport-related service land development. The RFP called for a high quality development solution to: 1. meet needs of tenants, other airport users and MAC. 2. be completed at the sole cost of the developer without any financial support or investment by MAC. 3. increase revenue to MAC, and improve the operation or services offered at the Anoka County/Blaine airport. MAC staff received a total of one proposal, submitted by Flight Line Enterprise, LTD. ("Flight Line"). Mr. Johnson noted that MAC staff is still involved in evaluating the proposal and recommended entering into a development agreement with Flight Line. If terms of the development agreement are satisfied, MAC staff will return to the M&O Committee for approval of a ground lease agreement with Flight Line for this project.

4 Page 3 COMMISSIONER REHKAMP MOVED AND COMMISSIONER WESTERBERG SECONDED TO RECOMMEND THAT THE FULL COMMISSION AUTHORIZE MAC STAFF TO NEGOTIATE AND EXECUTE A DEVELOPMENT AGREEMENT BETWEEN MAC AND FLIGHT LINE ENTERPRISE, LTD. AND AUTHORIZE THE EXECUTIVE DIRECTOR OR HIS DESIGNEE TO EXECUTE THE NECESSARY DOCUMENTS. B3. ADOPTION OF COMMERCIAL VEHICLE ORDINANCE AS MAC ORDINANCE 109 CF 2047 Betsy Hoium, Staff Attorney, presented Staff s recommendation to amend Ordinance 93, increasing fees paid by commercial ground transportation businesses at the airport. Owners/operators of off-airport parking companies addressed the Commission expressing how they would be negatively impacted by this amendment. Staff proposed enactment of a percent of gross receipts fee for the off-airport parking companies and the industry representatives reacted strongly to the proposal. After listening to the speakers, and much discussion, the Committee directed staff to re-evaluate the proposal and to analyze alternative options. NO ACTION TAKEN. B4. COOPERATIVE AGREEMENT AMONG LOCAL GOVERNMENT ENTITIES FOR A REGIONAL DISTRIBUTION NODE CF 2048 Mr. Kedrowski, Staff Attorney, briefed the Committee regarding establishing a new Cooperative Agreement. In June 2007, the Commission approved the Metropolitan Airports Commission s (MAC) participation with the State of Minnesota as a Regional Distribution Node (RDN) for the metropolitan area. In the event of an emergency, MAC has agreed to assist the State in providing facilities, necessary equipment and personnel to assist in distribution of medical materials received. However, the State and MAC never completed the RDN agreement, nor was an RDN ever needed. Since the Commission s action, other local governments in the metropolitan area have agreed to actively participate in the RDN and eliminate the State as a party. With the new participants, a new Cooperative Agreement (Agreement) must be established between the parties. The new Agreement will be substantially similar to the previously proposed agreement with the State, and MAC s role and participation in the RDN would remain the same as was agreed to with the State in Under Minnesota State Statutes, MAC needs to adopt a resolution approving the Agreement in order to participate in the Agreement. COMMISSIONER STENERSON MOVED AND COMMISSIONER REHKAMP SECONDED TO RECOMMEND THAT THE FULL COMMISSION (1) ADOPTION OF A COOPERATIVE AGREEMENT AMONG LOCAL GOVERNMENT ENTITIES FOR A REGIONAL DISTRIBUTION NODE THROUGH THE NEWLY FORMED RESOLUTION, AND (2) AUTHORIZE THE EXECUTIVE DIRECTOR, OR A DESIGNATED REPRESENTATIVE, TO EXECUTE THE NECESSARY DOCUMENTS.

5 Page 4 B5. RELIEVER AIRPORTS LONG TERM COMPREHENSIVE PLAN (LTCP) UPDATE CF 2050 Bridget M. Rief, Assistant Director Airside Development, presented a summary of the Long Term Comprehensive Plan (LTCP) for Flying Cloud (FCM), St. Paul Downtown (STP), and Anoka County Blaine (ANE). Work on these plans is scheduled for completion later this year. Ms. Rief stated that plans for FCM and STP will likely have little in them that will change their status from what exists currently, seeing they both have had, or are already undergoing substantial expected projects that have been years in the making. ANE has also undergone significant capital projects recently, as a result of a request from Key Air, an ANE fixed base operator. MAC Staff will analyze the efficiency of including a 6000 foot runway into the planning process for that airport. Ms. Rief stated that the LTCP s for Chrystal, Lakeville, and Airlake airports were completed in Ms. Rief ended her presentation by highlighting the main features of upcoming development projects at the Reliever Airports for THIS IS AN INFORMATIONAL ITEM ONLY; NO COMMITTEE ACTION IS REQUIRED. B6. ACCESSIBILITY ISSUES / MCDHH UPDATE. (COMMISSION OF DEAF, DEAFBLIND AND HARD OF HEARING MINNESOTANS) (MCDHH) CF 2051 Steve Wareham, Director of MSP Operations, presented a progress report of initiatives required by the DOT Air Carrier Access Act (ACAA), as well as agreed upon by Staff and those working with Staff on accessibility enhancements to MSP. These initiatives were previously approved by the Commission (in January 2009) and involve: Visual information Systems (VIS) to provide visual text messaging Public Access Videophones (PAVs) to replace teletypewriter (TTY) phones CNN closed captioning capabilities for existing CNN displays Video Remote Interpreting (VRI) station availability in various terminal areas Emergency Alert Devices throughout public areas of the Lindbergh Terminal Formal communication plans to communicate upgrades and changes regarding accessibility issues Training policies for MAC staff and MSP volunteers Changes to lease language to ensure key accessibility requirements THIS IS AN INFORMATIONAL ITEM ONLY; NO COMMITTEE ACTION IS REQUIRED. B7. UPDATE ON SECURITY MATTERS AT MSP CF 2052 Chair Landy closed the meeting for the purpose of discussing security matters in and around the Minneapolis St. Paul International airport (MSP). The public meeting was closed at 3:16 p.m. Chair Landy reopened the public meeting at 4:05 p.m. THIS IS AN INFORMATIONAL ITEM ONLY; NO COMMITTEE ACTION IS REQUIRED The meeting was adjourned at 4:05 pm.
