2 METROPOLITAN AIRPORTS COMMISSION FULL COMMISSION MINUTES REGULAR SCHEDULED MEETING Monday,, 1:00 p.m. Room 3040 Lindbergh Terminal Wold Chamberlain Field Minneapolis-St. Paul International Airport Call to Order A Regular meeting of the Full Commission, having been duly called, was held Monday, June 20, 2011, at Room 3040 Lindbergh Terminal, Wold Chamberlain Terminal, Minneapolis-St. Paul International Airport. Howard, Joe Waller, HMS Host OPEN FORUM Jim Spensley, SMAAC, stated SMAAC recently wrote to the Commission asking for a review of some epidemiology studies that indicate health risks associated with airport operations over neighborhoods. SMAAC asked the Commission in a letter to review these health studies and perhaps consult with the State Epidemiogist or other outside experts, about interpreting the results of the studies. SMAAC believes it is appropriate for the Commission to consider the probable health and health care cost impacts of larger hub banks, more frequent flights, and additional noise exposure forecast to result from further MSP expansion. MAC staff responded suggesting that SMAAC brief the Noise Oversight Committee about the study and were told that the policy of the Commission was to let the Federal Interagency Committee on Aircraft Noise (FICAN) deal with this issue. PRESENTATIONS Commissioner Recognition Chairman Boivin presented an Eagle and Resolution to Commissioner Bert McKasy in recognition of his service to the Commission. Recognition of Airport Police Department by the Drug Enforcement Administration Dan Moren, Asst. Special Agent in Charge, of the Drug Enforcement Administration, presented to Officer Mari Askerooth special honors from the U.S. Department of Justice's Drug Enforcement

3 Full Commission Meeting Page 2 Administration for her efforts in preventing drug trafficking, acts of terrorism, and a multitude of other illegal activities. CONSENT ITEMS The following Consent items were approved by roll call vote as indicated. COMMISSIONER GEISLER MOVED AND COMMISSIONER MCCLUNG SECONDED APPROVAL OF THE CONSENT AND COMMITTEE AGENDA ITEMS AS LISTED BELOW. Airlake Airport Approval of a consent to leasehold mortgage and subordination agreement form Aircraft Resource Center, Lot 16 to Alerus Financial, Oakdale, MN. APPROVAL OF THE ABOVE TO AUTHORIZE THE LEASES, CONSENT TO TRANSFERS, AMENDMENTS, ASSIGNMENTS, CONSENT TO SUBLEASES, LICENSES AND OTHER ACTIONS AS INDICATED. 5 B9 B10 B11 Taxicab Issues and Update Staff Report Regarding May 21st Electrical Outage Delta Airlines G Concourse Concessions Proposal Full Commission Meeting Page 4 DISCUSSION ITEMS - Board File No There were no Discussion Items NEW BUSINESS - Board File No Metropolitan Airports Commission Noise and Operations Monitoring System (MACNOMS) Development and Open Sourcing Chad Leqve, Manager Noise, Environment & Planning, provided information regarding the development of the MAC Noise and Operations Monitory System (MACNOMS). He stated MACNOMS provides a cost effective and scalable flight tracking, noise monitoring and public information tool in a manner that leverages staff talents and increases efficiency. He explained in detail the following: What is MACNOMS? MACNOMS system components MACNOMS data flow Benefits gained from MACNOMS Development Business Continuity - Open Sourcing What is Open Source Software (OSS)? Intangible Benefits MACNOMS Open Sourcing Status Questions from Commissioners were as follows: Was there ever any consideration in making this a proprietary project as a possible funding source for MAC? Can you quantify how much in dollars between staff time and equipment to develop MACNOMS? How will the noise contours be affected with MACNOMS versus ANOMS? Has open source been embedded in the product today? Mr. Leqve commended staff members Shane Vandervoort and David Bitner for their work in developing MACNOMS. This was an information item. No Commission action was requested. OLD BUSINESS - Board File No There was no Old Business. ANNOUNCEMENTS Chairman Boivin announced that staff and Delta have reached a tentative agreement regarding the G Concourse and will be bringing that issue for approval at the July M&O meeting. He urged Commissioners to attend that meeting and the full Commission meeting on the 18th of July. Jeff Hamiel, Executive Director, stated the possible government shutdown will not affect MAC since MAC doesn't receive operating revenues from the State of Minnesota. Chris Roy, MnDOT, talked about how the shutdown would affect airports and MAC in particular.

6 Full Commission Meeting Page 5 Commissioner King asked to clear up something regarding the MACNOMS and open source. He stated there are several kinds of open source products. With one kind, if you embed the code in your application, your entire application becomes open source automatically. There are other kinds of licensed open source where this does not happen. It is very problematic depending on where you get the open source code and the actual license for it. There is a possibility that if the development team didn't use the more restrictive versions, MACNOMS could still be proprietary. This would need to be analyzed further. Commissioner Harris commended the Airport Foundation MSP staff for the work they performed at the Foundation Golf Tournament.
