He also requested that the Commission address the issue of the number of taxicabs and limit them to 500. He stated he would be submitting something in writing in the next few days. Chairman Boivin asked Mr. Heil to send his written comments to Jeff Hamiel, Executive Director. Commissioner Landy asked staff to provide an update at the June M&O Committee meeting. PRESENTATIONS Commissioner Recognition Chairman Boivin presented Eagles and Resolutions to Chairman Jack Lanners, Commissioners Robert Nelson, Molly Sigel, and Sherry Stenerson in recognition of their service to the Commission.

3 Page 2 Fit Friendly Award Susan Cahoon, American Heart Association, presented to MAC, for the third consecutive year, the American Heart Association Fit Friendly Company Designation Gold Level Award. This award goes specifically to organizations that take wellness to heart by offering employees the opportunity to stay well at work through fitness and wellness programs. Chairman Boivin accepted the award on behalf of MAC. MSP Employee of the Year Awards Chairman Boivin stated the 2011 MSP Employee of the Year Awards is in its seventh year. The award was created to honor longtime MAC employee and Airport Foundation board member, Dorothy Schaeffer. The award is given annually to three MSP employees nominated by their peers. Each winner is presented with a trophy, a certificate and a check for $1,000 from the Airport Foundation MSP. Jana Vaughn, Director of the Airport Foundation MSP introduced and presented the MSP Employee of the Year Awards to Melissa Scovronski, MAC Public Affairs, Dee Dee Lind, Bartender for Axel's Bonfire and Wayne Rychwalski, Red Coat, Delta Air Lines. CONSENT ITEMS The following Consent items were approved by roll call vote as indicated. COMMISSIONER MADIGAN MOVED AND COMMISSIONER PEILEN SECONDED APPROVAL OF THE CONSENT AND COMMITTEE AGENDA ITEMS AS LISTED BELOW. Passenger and Operations Summary Financial Report - Board File No Approval of the total amount of $12,057, Airport Leases - Board File No Minneapolis-St. Paul International Approval of a lease agreement to Lease DTFASW-10-L with the FAA for temporary office space. Approval of an agreement between MAC and Airport Foundation MSP for a sublease to Diaper Bag Basics for vending machines placed in the Children's play area located on C Concourse. Approval of a short term lease with Metropolitan Council for the use of the Kelley Property lot for a State Fair Park & Ride location from August 25, 2011 to September 5, Approval of a short term lease agreement with the Minnesota Street Rod Assoc., for use of the Kelley property lot for a Park & Ride event June 17 and June 18th. Approval of an amendment to the Property Use Agreement with the Minnesota Department of Natural Resources extending the term of their agreement for maintaining an interactive state parks and recreation kiosk in Terminal 1. Flying Cloud Airport Approval of a lease transfer from Stephen Hacker, Lot 46H to Stephen Hacker, Robert Lackie, Devin Lackie, Bernard McBain, Minnetonka, MN.

4 Page 3 Lake Elmo Airport Approval of a storage lease transfer from James Aviation, Lot 8B to Todd Westby, Hudson, WI. Approval of a lease amendment to add additional leasehold space to Lot 8B for Todd Westby, Hudson, WI. APPROVAL OF THE ABOVE TO AUTHORIZE THE LEASES, CONSENT TO TRANSFERS, AMENDMENTS, ASSIGNMENTS, CONSENT TO SUBLEASES, LICENSES AND OTHER ACTIONS AS INDICATED. ALL SUCH APPROVALS ARE SUBJECT TO PAYMENT OF ALL RENT OR MONEY OWED THE COMMISSION, COMPLIANCE WITH THE TERMS OF ALL EXISTING AGREEMENTS AND PAYMENT OF APPLICABLE ADMINISTRATIVE FEES, IF ANY, AUTHORIZE THE EXECUTIVE DIRECTOR OR A DESIGNATED REPRESENTATIVE TO EXECUTE THE NECESSARY DOCUMENTS. Approval of Minutes Approval of the Minutes for the Regular Scheduled April 18, 2011Meeting Commissioner Rehkamp requested an update on the approval of a lease termination to Three Irishmen, the current operator of the Hair Salon/Barbershop, to allow for the build out of the XpreSpa on the C/D connector. Eric Johnson, Director of CMAA, provided an update. Approval of the Minutes for the Special Scheduled April 27, 2011 Meeting Commissioner Landy stated that he was not present at the April 27th Special Meeting and requested that his name be taken off the minutes. Steven Chavez, Metropolitan Council, stated that he was present at the Special Meeting and requested that his name be added to the minutes. He stated the purpose of the 2010 Ratification of Expenditures is required under MAC By-laws and is typically presented in association with the annual financial statement audit. He provided detailed information regarding operating revenues, operating expense, and non-operating revenues and expenses. 6 Page 5 G Concourse Concessions Update Mary Loeffelholz, Delta Air Lines, stated Delta is recommending the award of the G Concourse Concessions be given to OTG Management. She introduced Rick Blatstein, CEO of OTG Management, who provided a DVD presentation of OTG's proposal that was previously presented to Delta and MAC staff. Joe Waller, Vice President of Business Development HMS Host, pointed out that OTG management has made no mention of their proposed financials, such as the guaranteed rent. He urged the Commission to look at the details and when looking at both proposals be aware that HMS Host transformed MSP's concession program to be the best in the country. This was an information item. No Commission action was requested OLD BUSINESS - Board File No There was no Old Business. ANNOUNCEMENTS Jeff Hamiel, Executive Director, stated about a month ago Staff presented the Strategic Plan to the Commission. At the end of the presentation there was discussion regarding Key Initiatives and a specific question from Commissioner Monaco. Staff is looking at the validity of the Key Initiatives and will return with a report. Jeff Hamiel, Executive Director, stated there was review of the HR Department from Internal Auditor, Mike Willis. Mr. Hamiel is working on selecting a company to come in and do a complete assessment of the HR Department. He is focusing on a local firm that has a good reputation and is price competitive. Mr. Hamiel will make a selection this coming week and make a recommendation to Chairman Boivin. The process will begin in the very near future and he will provide the Commission with the results. Jeff Hamiel, Executive Director, thanked those Commissioners who participated in the Relay for Life Campaign at the airport last week. Commissioner Rehkamp reported on his trip to attend the ACI-NA Commissioners Meeting in Tucson. Chairman Boivin announced that on October 16-19, 2011 there is an ACI-NA 20th Annual Conference and Exhibition in San Diego, California. Staff will be contacting Commissioners in the future to see who would like to attend.
