Consider approval of Resolution R, approving the filing of an application with the Texas Water Development Board seeking financial assistance for the Water Reuse Expansion Project in an amount not to exceed $5,000, in 2017 Clean Water State Revolving Funds; authorizing the City Manager or his designee to act on the City s behalf with regard to the submission of the application and all other matters relative to furnishing information and executing documents that may be required in connection with the preparation and filing of the application for financial assistance and the rules of the Texas Water Development Board; designating firms and individuals authorized and directed to assist the City in the preparation and submission of the application for financial assistance and to appear on behalf of and represent the City in any hearing held by the Texas Water Development Board on the application; and declaring an effective date. Consider approval of Resolution R approving an agreement with Halff Associates, Inc. for the provision of professional engineering services in connection with drainage plan reviews and drainage impact analyses in the amount of $94, which includes an increase of $49, (ACIS NO. 1) above the previous not-to-exceed contract amount of $45,000.00; ratifying the City Manager s execution of this agreement on behalf of the City; authorizing the City Manager or his designee to execute authorization of Change in Services No. 1 on behalf of the City; and declaring an effective date. BACKGROUND: San Marcos experienced detrimental individual and community damages from the 2015 Memorial Day and All Saint s Day Floods. The U. S. Housing and Urban Development Department (HUD) allocated $25,080,000 to San Marcos for flood recovery and sustainability programs and projects. In compliance with HUD CDBG-DR Federal Register Notice 5938-N-01, the City is submitting an Action Plan to HUD which allocates uses of the grant funds, assesses and identifies the unmet needs of the community and outlines Housing, Infrastructure and Flood Mitigation Preparedness programs and projects. Tonight AECOM, the City s flood grant consultant, will review the final Action Plan with the Council, present public comments from the mandatory 14-day Public Comment Period and direct the City Manager to submit the final Plan to HUD. On several occasions, the Planning & Zoning Commission and City Council have requested more detailed information about the proposed developments during the PSA process. On June 28, 2016, the Commission recommended approval for an amendment to sections and to require a Zoning Change application to accompany any request for a Preferred Scenario Amendment inside the city limits; and a Subdivision Concept Plat application to accompany any request for a Preferred Scenario Amendment outside the city limits. On July 5, 2016, City Council directed staff to include amendments to section to increase the number City of San Marcos Page 1 of 2

As a result of this additional Land Development Code amendment, this item returned to the Planning & Zoning Commission for recommendation. At their regular meeting on July 26, 2016, the Planning & Zoning Commission considered this item. With a 6-0 vote, the Commission unanimously recommended approval of the LDC amendment. As part of that agreement, GBRA was responsible for the direct repayment of that debt issuance. GBRA is seeking the opportunity to refinance the remaining debt issuance in order to lower the interest expense related to that issuance. Region VIII Education Service Center Interlocal Purchasing System (TIPS/TAPS) has awarded a contract # to Civic Plus for Web Hosting, Web Services and Content Management. The initial expenditure for the first term of this contract is $33, There will be an annual service charge of $5, per year for a minimum of two years for continuing GCMS enhancements, maintenance, support and hosting. The annual service charge will be billed annually with the first occurring 12 months from the full execution of the contract for an estimated total amount of $44, The City of San Marcos website is the first impression, and in some cases the most common way City of San Marcos Page 1 of 2

19 File #: Res R, Version: 1 for people to interact with the City. It was last redesigned in 2012 and has been operating on an outdated content management system. Industry standard is a new design every 3-4 years. The intent of the redesign is to update the content management system, address security issues, and make the website a virtual city hall that is easier to navigate. The redesign and update will include a website built with fully responsive design to address the large number of people using mobile devices, a homepage that allows for flexibility during emergency situations, and 99% uptime guaranteed. This agreement continues the analytical laboratory services provided by Texas State s Edwards Aquifer Research and Data Center (EARDC) for the City s Public Services - Water / Wastewater Division. COMPREHENSIVE PLAN ELEMENT(s): Environment and Resource Protection - Goal 2 Natural resources necessary to our community's health, well-being, and prosperity secured for future development BACKGROUND: Texas State s EARDC Laboratory has and continues to provide outstanding analytical laboratory services for the Public Services - Water / Wastewater Division. The EARDC analyzes approximately 4,000 water and wastewater samples each year that are collected by the Water / Wastewater Division s Water Quality team. The results of the analytical testing are used for the safe, efficient operations of the water / wastewater systems and for required regulatory reporting to the Texas Commission on Environmental Quality and the U.S. Environmental Protection Agency. This contract will provide for vegetation and litter control including, but not limited to, clearing and mowing of the creeks/channels, right-of-ways, alleyways, and street sweeping of downtown areas; cutting of the softball, soccer, and pony fields; landscape maintenance for various City facilities; chipping of wooded material at the City s compost site; and litter pick-up and mowing along IH 35. Any additions to this contract for services requested by the City will be executed in the form of a letter of agreement signed by the Purchasing Manager. This agreement will be effective October 1, 2016, through September 30, The total amount of the contract is estimated to be $1,043, for FY17. The City Council held workshops in March and April to formulate the budget policy. This policy was used to create the base budget and this, along with City Manager recommended additions, was presented to City Council during workshops on July 21 and July 22.
