The City Council requests that you limit your presentation to three (3) minutes per person so that all present will have time to participate. The City Council reserves the right to reasonably limit the total time for public comment on any particular noticed agenda item as it may deem necessary. Members of the public desiring a response to a specific question are encouraged to contact any member of the Council or the City Manager at any time. PUBLIC HEARINGS 9.1 SUBJECT: A public hearing to consider adoption of an ordinance amending the Old Town Special Planning Area (no further CEQA review required) [p. 1-53] Christopher Jordan, Director of Strategic Planning and Innovation Staff and the Planning Commission (4-0, Maita recused) recommend: introduce and waive the full reading, by substitution of title only, an ordinance amending the Old Town Special Planning Area Relative to Bars, Breweries, Wineries, and Brew Pubs (no further CEQA review required). 9.2 SUBJECT: A public hearing to consider a General Plan Amendment, Specific Plan Amendment, Rezone, Major Design Review with Design Exception for Driveway Depth, Voluntary Merger of Contiguous Parcels, Boundary Line Adjustment (Lot Line Adjustment), and Tree Removal Permit for the The Park at Elk Grove located at the southwest corner of Laguna Springs Drive and Civic Center Drive within the Laguna Ridge Specific Plan Area (EG ; APNs , -015, -016, -017, and -029) (No further CEQA review required) [p. 1-88] Matt Diaz, Senior Planner Staff and the Planning Commission (4-0, Maita recused) recommends that the City Council: 1) Introduce and waive the full reading, by substitution of title only, an ordinance finding no further environmental review is required under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Sections

7 and approving the Specific Plan Amendment and rezone for The Park at Elk Grove Project (EG ): Assessor Parcel Numbers: , -015, -016, -017, and -029); and 2) Adopt resolution: a) Finding that no further environmental review is required under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Sections as the Project is subject to the Laguna Ridge Specific Plan Environmental Impact Report (SCH# ). b) Declaring the City Council s Intent to approve a General Plan Amendment to replace 11.4 acres of the C/O/MF (Commercial/Office/ Multi-Family) General Plan designation with HDR (High Density Residential) designation for The Park at Elk Grove Project (EG ). c) Approving a Major Design Review with Design Exception for Driveway Depth, Voluntary Merger of Contiguous Parcels, Boundary Line Adjustment (Lot Line Adjustment), and Tree Removal Permit subject to findings and conditions of approval for The Park at Elk Grove Project (EG ). 9.3 SUBJECT: A public hearing to consider actions approving a consolidated General Plan Amendment for the previouslyapproved Mendes Property and Poppy Keys Southwest Rezone Project (EG ) and The Park at Elk Grove Project (EG ) (No Further CEQA Review Required) (General Plan Amendment 18-02) [p. 1-23] Matt Diaz, Senior Planner Adopt resolution: 1) Finding that the Mendes Property and Poppy Keys Southwest Rezone Project (EG ) does not require further environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section (Projects Consistent with a Community Plan, General Plan, 7
