1 BOARD OF EDUCATION REGULAR MEETING Minutes Tuesday, August 9, 2016 Call to Order The Board of Education of the met on Tuesday, August 9, 2016 in the City of Ventura, Council Chamber, and 501 Poli Street, Ventura, California. President Barbara Fitzgerald called the meeting to order at 6:00 p.m. Dr. Babb called roll and noted absence of Board Member Haffner. Walker Debbie Golden Michael Babb Joseph Richards, Jr. Matty Zamora Kristin Mayville Anthony Ramos - Absent Adoption of Agenda It was moved by Mrs. Golden, seconded by Mr. Walker and carried on a roll call vote of 4-0, 1/absent Mrs. Haffner, the Board approved the agenda with request to pull item BP & AR 1325 Advertising and Promotion and present at a future Board meeting. Public Comment on Closed Session Items Ms. Deborah Meyer-Morris spoke before the Board to express concern of the missing award medal that is owed to her daughter. She noted that this request is part of the settlement agreement. She was upset that a medal, with a white ribbon that was given to her is not the Channel Island medal in question. Also upsetting was the fact that she was told to show proof that it was the wrong medal. She wants this issue resolved and wants her daughter to have medal prior to her leaving for the college. (See minutes attached) Closed Session It was moved by Mrs. Lomax, seconded by Mr. Walker and carried on a roll call vote of 4-0, 1/absent Mrs. Haffner, the Board adjourned to closed session to discuss conference with legal counsel anticipated litigation, public employee discipline/dismissal/release, conference with labor negotiators, and pupil matters. At 7:17 p.m., President Fitzgerald called the regular meeting to order. The Vision, Mission and Governing Principles was read by Mrs. Golden, Mrs. Lomax and Ms. Fitzgerald. Report of Action taken in Closed Session No action taken. Good News Mrs. Lomax thanked the downtown Rotary Club for donation of 969 backpacks distributed to schools for students in need. The backpacks were also filled with top quality school supplies. Mrs. Lomax noted participation from the Lions Club, Interact Club and students from the Robotics team. Dr. Babb noted that the backpack has become the symbolic symbol of the first day of school.

2 Dr. Babb shared that the Ventura Adult and Continuing Education (VACE) was visited by a team from the Council on Occupational training. In review of their school programs, the council gave VACE a flawless evaluation of their Career Technical Education courses. Dr. Babb noted that many training meetings are being held in various locations and subject matter in preparing staff and administrative leaders to begin the school year. Public Comments - None Correspondence - None Report on Board Appointed Committee - None Approval of Board of Education Meeting Minutes for June 14, 2016 It was moved by Mrs. Golden, seconded by Mr. Walker and carried on a roll call vote of 3-0; 1/Abstain Mrs. Lomax, 1/Absent Mrs. Haffner, the Board approved the minutes as presented. Approval of Board of Education Meeting Minutes for June 28, 2016 It was moved by Mrs. Golden, seconded by Mrs. Lomax and carried on a roll call vote of 3-0; 1/Abstain Mr. Walker, 1/Absent Mrs. Haffner; the Board approved the minutes as presented. CONFERENCE AGENDA Presentation for Proposed Changes, Deletion, or Addition to Administrative Regulation related to Educational Services Individual departments have reviewed this policy to meet the needs of the District. The regulation will be brought back for approval at the next regularly scheduled meeting of the Board. Mrs. Lomax noted that for consideration in the future, staff should also review and consider energy drinks into the policy referring to the consumption of alcoholic beverages, use of tobacco and controlled substance, AR 6153 School- Sponsored Activities This administrative regulation has been revised to reflect the Joint Power Authorities (JPA s) recently approved Minimum Guidelines for Field Trips Involving Watercraft, changing the current ratio of 1 chaperone to every 5 students to 1 chaperone to every 10 students. All chaperones must be at least 21 years of age. Request for Adoption of a New Course Self-Management Skills (Middle School) Title: Self-Management Skills E1 and E2 Grade level: 6 8 Type of Credit: none Prerequisite: none Length: Semester Need: This course is designed to support students with deficits in the areas of executive functioning and communication. Course This course will focus on the attainment of executive functioning, social skills, Description: and independent living skills that will prepare students to become productive adults. Topics will include communication, social thinking, and interpersonal skills; coping, adjusting to change, and self-management skills; the development of personal responsibility/self-advocacy, organization, planning, and time management skills. Students will develop a higher awareness of themselves as members of a community of learners, while gaining support in inferring, perspective taking, and problem-solving through whole-class and small-group interactions. Assessment and Progress towards IEP goals. 2

Title: Self-Management Skills E1 and E2 Grade level: 9 12 Type of Credit: Elective Prerequisite: none Length: Semester Need: This course is designed to support students with deficits in the areas of executive functioning and communication. Course Description: This course will focus on the attainment of executive functioning, social skills, and independent living skills that will prepare students to become productive adults. Topics will include communication, social thinking, and interpersonal skills; coping, adjusting to change, and self-management skills; the development of personal responsibility/self-advocacy, organization, planning, and time management skills. Students will develop a higher awareness of themselves as members of a community of learners, while gaining support in inferring, perspective taking, and problem-solving through whole-class and small-group interactions. Assessment and Progress towards IEP goals. Evaluation: Funding Sources: School budget This item will be brought back for approval at the next scheduled Board of Education meeting. ITEM PULLED FROM AGENDA: Continued Discussion and Approval of Changes to Board Policy (BP) and Administrative Regulation (AR) 1325 Advertising and Promotion (Action Requested) Discussion Regarding High School Enrollment. The Superintendent and the Board of Education discussed high school enrollment projections that included intra district transfers (from within the city) and inter district transfers (from outside of the district). Staff presented enrollment trend of past ten years to show decline of 300 students at Buena with Increase at Foothill Technology High School and Ventura High. Mrs. Lomax noted that FTHS enrollment numbers in reflected 1038 and current projected enrollment of 1014 and questioned why the decline? Mr. Richards noted that FTHS balances their classes, it s based on number of classes, the number of teachers at that school, and the number of slots opened. The numbers go up and down based on the amount of students at each of the grade levels. Mr. Richards noted that the student/teacher ratio is the same as other schools and FTHS is nearing max capacity. Mr. Walker requested information regarding maximum capacity numbers at Buena and Ventura. Mrs. Lomax noted housing development in various areas of the city and requested information on development and impact to schools. Dr. Babb noted that when enrollment of high schools is under 2,000 the opportunity for electives is diminished as it impacts master scheduling and course offerings. Mrs. Lomax noted that there needs to be fair and equal access to program opportunities at all High Schools. Mr. Walker and Mrs. Lomax noted that problem exist with approving inters based on offerings and provides loophole for students who are in most cases interested in sports rather than the academic programs. Mr. Walker noted that possible deterrent to this practice would be that if student enrolls in a school for specific course, they should remain in that course for specified time and/or develop criteria to prevent student use of loophole. 3

4 Mr. Walker asked that staff look at inequities such as; facilities, academic and student body opportunities and explore what can be done so that all students have equal opportunity in their educational experience with VUSD. Approval of Supplementary Instructional Material It was moved by Mrs. Golden, seconded by Mrs. Lomax and carried on a roll call vote of 4-0; 1/Haffner; the Board approved the supplementary materials. The agreement is effective July 1, 2016 to June 30, Ventura County Indian Education Consortium Agreements The District, as the Local Education Agency (LEA) for the Ventura County Indian Education Consortium, has entered into agreements with Hueneme Elementary, Moorpark Unified, and Ojai Unified School Districts, in order to maintain an effective working relationship with listed partner districts to ensure Indian Education inter-agency services. The agreements are effective July 1, 2016 to June 30, Ventura County Office of Education (VCOE) Hearing Conservation and Audiology Services Agreement The District has contracted with the VCOE for hearing screening, hearing evaluation, and educational audiology services. The agreement is effective July 1, 2016 to June 30, Ventura County Office of Education (VCOE) Credential Programs Agreement The District has contracted with the VCOE in order to provide a pathway for District employees to obtain appropriate licensure per the VCOE program approved and accredited by the California Commission on Teacher Credentialing (CTC). This three-year agreement is effective July 1, 2016 to June 30,

8 Comments of Deborah Meyer-Morris re: Minutes of Public Comments on Closed Session Agenda Items Pursuant to the Settlement Agreement entered into between Deborah Meyer- Morris and Bailey Morris on the one hand, the and Ventura County Schools Self Funding Agency on the other hand on December 26,2017, the following correspondence is noted. "Deborah Meyer-Morris spoke before the Board to express concern over the District's continued failure to provide her daughter with the custom Channel League Track Finals medal required by the Settlement Agreement. Ms. Meyer- Morris also expressed concern over being told it was her obligation to obtain proof that the medal provided by the District was the wrong medal, when this information could have been readily verified by multiple District personnel. As this was Ms. Meyer-Morris' second public comment on this sensitive issue she urged the Board to promptly intervene to resolve this issue as her daughter is soon to leave for college."
