1 VENTURA UNIFIED SCHOOL DISTRICT BOARD OF EDUCATION REGULAR MEETING Tuesday, October 10, 2017 MINUTES Call to Order The Board of Education of the met on Tuesday, October 10, 2017 in the City of Ventura, Council Chamber, 501 Poli Street, Ventura, California. Ayes: Moran, Rodriguez, Haffner, and Walker Noes: None Absent: Lomax/Late Abstain: None Public Comment on Closed Session Items Ms. Deborah Meyer-Morris spoke before the Board in reference to liability claims and litigation items. Closed Session It was moved by Mrs. Rodriguez, seconded by Mrs. Moran and carried on a roll call vote that the Board adjourn to closed session to discuss liability claims, conference with legal counsel on anticipated litigation significant exposure to litigation, initiation of litigation, labor negotiations, and public employee discipline/dismissal/release. At 7:00 p.m., President Lomax called the regular meeting to order and led the pledge of allegiance. Report of Actions Taken in Closed Session In closed session, the Board took action to approve a Settlement Agreement with regard to Employee No. 2974, a certificated classroom teacher. The substance of the agreement is Employee No will resign from the District with an effective date of June 2, 2018 and provide the District with a waiver of all claims. The roll call as follows. It was moved by Mrs. Haffner, seconded by Mr. Walker and carried on a roll call vote to approve the actions taken in closed session.

2 Good News Student Board Members from Foothill High School (Bridget McGuire), Pacific High (Andrew Galeana) and Celina Monk (VACE) reported out on the many school organized activities, fundraisers to include their academic success, sports and accomplishments. Superintendent Creswell introduced and recognized a new hire in the ; Christine Lobitz for the position of Assistant Principal at Pacific High School Mrs. Lomax noted that this is the third year that the Robotics competition is being held at the Ventura Community College. This year the local team from Ventura area 3925 and others statewide will be competing against teams from China, Turkey and Switzerland. Mrs. Lomax is very excited to take part in this event. Public Comments Twenty-Five speaker cards received from a room filled to capacity of classified and certificated staff regarding salary negotiations that have not been settled. PUBLIC HEARING: Regarding Sufficiency of Textbooks or Instructional Materials or both for the School Year Mrs. Lomax opened the public hearing regarding the sufficiency of textbooks or instructional materials or both that are aligned to the content standards adopted by the state board as required by Education Code Notice of the public hearing was made at the September 26, 2017, Board of Education meeting, was published in the Ventura County Star on September 27, 2017 and posted in three public locations in on October 6, Hearing no request to speak, the hearing was closed. Correspondence None Report on Board Appointed Committees Mrs. Moran noted that the Local Control Accountability meeting was well attended by staff and PTA representatives; more so, would like to see additional participation from students and parents. This meeting is important as it guides the district on how and what to spend its budget. Mrs. Rodrigues attended the first Parcel Tax Oversight committee for the school year. The finance department made a presentation on the budget. The committee is scheduled to present information to the Board at the December meeting. Mr. Walker attended the California Interscholastic Federation (CIF) meeting and topic included special interest on unified sport integration for special education students. Also changes in Bylaws due to recent hurricanes and storms many students moving into California and reason CIF lifted the sitting out ban for those students. Number one discussion in CIF sports right now is high school principals and their understanding of sports. CIF is lobbying that a sports component be added to the administrative credential. Mrs. Lomax attended the Ventura County Board Committee on reorganization of district boards. Approval of Board of Education Minutes for the August 22, 2017 Meeting It was moved by Mrs. Moran, seconded by Mr. Walker and carried on a roll call vote to approve the minutes for the regular meeting of August 22, 2017.

3 CONFERENCE AGENDA Report on Elementary Title 1 Summer School Dr. Danielle Cortes, Director of Curriculum and Instruction TK-5 presented a summary of the Elementary Title 1 Summer School Program. As a result of funding from Title 1 dollars and the transitioning from No Child Left Behind to Every Student succeeds Act, summer school was funded to accommodate 258 elementary students. The is the first time offered in over ten years. Incoming students meeting the federal guidelines with the most intensive academic needs from 3 rd and 4 th grade was invited to participate. Curriculum focus included Language Arts and Math. Request for Adoption of a Supplementary Book The High Schools requested the adoption of the following supplementary book. Title: The Handmaid s Tale Author: Margaret Atwood Publisher: Houghton Mifflin Harcourt Copyright: 1986 Status: Supplementary Course(s) for which adopted: English 12 P and AP English Grade(s): 12 ISBN #: Request for Adoption of Supplementary Textbook The High Schools requested the adoption of the following supplementary textbook. Title: Street Law Author: Lee P. Arbetman and Edward L. O Brien Publisher: McGraw Hill Glencoe Copyright: 2010 Course(s) for which adopted: Criminal Law Grade(s): 9 12 ISBN #: De Anza Academy of Technology and the Arts (DATA) School Entrance Plaque The staff and students at DATA requested permission to create and install a plaque for the entrance of the school. The plaque will depict the school name and address double sided in white and dark navy blue. The plaque will be 48 x upon completion and will be located at the entrance of the school. Fast Signs of Ventura will be used as an outside vendor for the construction of this plaque. The project has been coordinated with the Facilities Services Department. Pierpont Elementary School Mural The staff and students at Pierpont Elementary School requested permission to paint a mural in the courtyard of the school. The mural will be 7.5 feet x 33 feet upon completion and will depict the school name and sea creatures. Jennifer Brenneman, community artist will be completing this project. The project has been coordinated with the Facilities Services Department and the funding source is the Pierpont PTA.

4 Resolution #17-22, Regarding Initiating Process of Establishing Trustee Areas and Elections by-trustee Areas (Action Requested) The Board of Education intends to initiate a careful and public process for establishing trustee areas, and for changing the method of electing members of the Board, to take effect commencing with the November 2018 election. The Board directs the Superintendent or his designee to initiate the legal and regulatory process. It was moved by Mrs. Haffner, seconded by Mrs. Rodriguez and carried on a roll call vote to approve resolution #17-22 initiating process of establishing trustee areas and elections by-trustee areas. ACTION AGENDA Resolution #17-21, Regarding Sufficiency of Textbooks and Instructional Materials or both for the School Year It was moved by Mr. Walker, seconded by Mrs. Rodriguez and carried on a roll call vote to approve resolution #17-21 regarding sufficiency of textbooks and instructional materials or both for the school year. CONSENT CALENDAR It was moved by Mr. Walker, seconded by Mrs. Moran and carried on a roll call vote to approve consent items #1 18 as presented. 1. Overnight and Out of the Tri-County Fieldtrips DATA Middle School requested permission to send students from their cross-country team to travel out of the tri-county to the Riverside Cross-Country Course in Riverside, CA. Riverside County. The trip will take place on October 13, Board approved request to send eight students and three chaperones to this fieldtrip. Foothill Technology High School requested permission to send students from their Speech Team to travel overnight and out of the tri-county to a Speech Tournament to be held at CSU Fullerton in Fullerton, CA, Orange County. The trip will take place on October 13-15, Board approved the request to send 5 students and two chaperones to this fieldtrip. Ventura High School requested permission to send students from their Agriculture Dept. to travel overnight and out of the tri-county to a leadership training to be held at San Benito High School in Hollister, CA, San Benito County. The trip will take place on October 14-15, Board approved request to send seven students and one chaperones to this fieldtrip. Ventura High School requested permission to send students from their After-School Safety and Enrichment for Teens (ASSETS) class travel overnight and out of the tri-county to a CAN Conference to be held at Hilton Sacramento in Sacramento, CA, Sacramento County. The trip will take place

5 on October 19-21, Board approved the request to send two students and one chaperone to this fieldtrip. Foothill Technology High School requested permission to send students from their Speech Team to travel overnight and out of the tri-county to a Speech Tournament to be held at La Costa Canyon High School in Carlsbad, CA. San Diego County. The trip will take place on December 7-10, Board approved request to send five students and two chaperones to this fieldtrip. Juanamaria Elementary requested permission to send students from their 5 th grade class to travel overnight to the Wilderness Outdoor Leadership Foundation (WOLF) 5 th grade Outdoor School in Malibu, CA, Los Angeles County. The trip will take place on January 16-19, Board approved request to send 75 students and twelve chaperones to this fieldtrip. Portola Elementary School requested permission to send students from three 5 th grade classes to travel overnight and out of the tri-county to Life in the Abyss field trip to be held at Ocean Institute in Dana Point, Orange County, CA. Each of the three 5 th grade classes will attend on different dates. One class will travel on December 18-19, 2017, 35 students and ten chaperones. The second class will travel on December 19-20, 2017, 35 students and ten chaperones. The third class will travel on December 20-21, 2017, 35 students and ten chaperones. Ventura High School requested permission to send students from their Wind Ensemble Honors class to travel overnight and out of the state to a National Adjudicator Invitational to be held at University of Rochester in Rochester, New York. The trip will take place on March 22-25, Board approved request to send 45 students and nine chaperones to this fieldtrip. 2. Request for Disposal of Obsolete, Surplus, or Unusable Books Ventura High School has a variety of books that have become obsolete/unusable and will be disposed of in accordance with Education Code Section Local organizations that have expressed an interest in discarded books will be notified that the books are available. A list of titles is available in the Educational Services Department. Approval of Final Settlement Agreement and Release No An agreement was reached regarding OAH Case No Clark*Everson LLP Engagement of Services Agreement The District entered into an agreement with Clark*Everson LLP, for investigative services regarding a personnel case. 13. County of Ventura/Ventura County Sheriff s Office HiSET Memorandum of Understanding Ventura Adult and Continuing Education (VACE) entered into an agreement with the Ventura County Sheriff s Office to provide High School Equivalency Testing (HiSET) to individuals in the custody of the County of Ventura/Ventura County Sheriff s Office (VCSO). VCSO will compensate VACE on a monthly basis per the agreement. The agreement went into effect April 1, 2017 and will continue unless revoked in writing by either party. 14. NAI Capital, Inc. Real Property Listing Agreement The District renewed the agreement with NAI Capital, Inc., for exclusive listing services regarding real property totaling approximately 37,000 square feet located on the north portion of the ground floor and part of the second floor at 255 West Stanley Avenue, Ventura, California. The agreement extends to March 31, Santa Clarita Community College District (SCCCD) Agreement Ventura High School Robotics Program The District renewed the agreement with the SCCCD in support of the continuing development of the manufacturing workforce. Financial support awarded to the Ventura High School Robotics Program was possible through a one-time grant California Community College Economic and Workforce Development Program.
