1 55 Volume 45 August 2015 Issue 4 President s Corner Like a dog chasing a car, we now own property and have to decide what to do, now that we caught it. There are many different uses planned by club members, all will need some sort of guidelines, SOPs prepared and possibly committee participation, so I request volunteers to help collaborate on whatever interests you may want to pursue. I have been out to the Welcome property several times. For such a big piece of land, planning mixed use can be quite challenging. Some land uses may be conflicting and other complementary. The board has been working on land use plans and will be issuing preliminary policies and procedures, or revamping existing ones. Some may not be perfect so bear with us as we fine tune how to manage the various uses. Hunting, camping, shooting, fishing, food plots and infrastructure improvement are all on the list, and we try to prioritize each. When on the property, please be respectful of the neighbors and each other. If you are not a hunter. be aware of the hunting seasons. If anything is not clear, please contact any of the board members with questions regarding the property. Mike Klein President s Meeting Reminders 1. Hall will open at 7 for social hour. 2. Coffee will be available for $1 in the range until Outside food will be permitted in the meeting hall provided you clean up after yourselves. 4. This month door prizes will be given away at the end of the meeting. I am accepting contributions any member is willing to donate; outdoors equipment, new tools, event tickets, promotional items. 5. The Indoor range is open until 7 prior to the meeting, the RSOs are putting in extra hours so please come in and shoot. Thank you, Paul, for stepping up to support your club and its members St. Charles Sportsman s Club Annual Family Day Picnic Sunday, September 13th / 11AM - 6 Imagine a lovely afternoon in the great outdoors fishing, scouting and socializing on our property in Welcome. This year s annual picnic will be a potluck event, providing an opportunity for all of the above. If you haven t seen the property, this is the perfect opportunity. Since we are low key this year, we ask that you bring: a dish to share, something to sit on and plenty of water. If you have any type of pop up shelter, even better. Annual Membership Meeting Minutes Wednesday July 1, 2015 President Klein called the meeting to order at 8:03 p.m. Scouts from Troop 424 lead the membership in the Pledge of Allegiance. Pat McGinnis offered the invocation. Board members present were Mike Klein, President; Teresa Riskin, Second Vice President; Elaine Costello, Secretary; Bill Davis, Publicity; Tony Malpasso, Huntsmaster; Pat McGinnis, Ways and Means, Robbie Schroeder, Conservation; David Hough, Wildlife and Dave George Property. Absent was Marlene Smith, Treasurer. Sixty-one members and guests were present, 29 signed the roster. President: Mike Klein welcomed members to his first meeting as president. Secretary: Elaine Costello made a motion to approve the minutes of the May 6, 2015 membership meeting as printed in the Recoil. After a second, the vote was called and the motion passed. Second Vice President: Teresa Riskin reported the indoor shooting facility committee has been created and has had their first meeting. A large dry-erase calendar has been hung in the range where we will list all upcoming events for the range, Junior Rifle and other events. We have developed an messaging service for one-way range notifications to members who wish to receive this information. On meeting nights, the range closes at 7:00 p.m. If you are visiting down there, please make your way upstairs at 7 p.m. so the RSOs can complete the work they need to do before shutting down and locking up. We are in the market for free furniture to replace what s in the range now. Chairs and a desk are needed, as well as filing cabinets. Ladies Night was a huge success. Fifteen women attended, were given safety instructions and shot. Hopefully we will get a member or two out of that event. Fourteen RSOs and other volunteers assisted. The range will be closed this Saturday, July 4. Income this past month was $60 from HQL fees, $110 in guest fees, $28 for targets. We received $90 in donations from the women who attended the Ladies Night. Wildlife: David Hough reported that DNR reports excellent striped bass numbers in the Upper Bay. Very good catfish are being caught in tidal rivers. The DNR link to fishing reports will be inserted in the next Recoil, so be looking for it. Instructions on how to sign up for the fishing reports will also be there. David made a motion to amend the Fishing SOP: Moved to amend the SOP to require that all fishermen on the Welcome Property have a valid Maryland Fishing License, the requirement to catch and release was removed, as well as the ban on barbed hooks, and the requirement to report fish caught/taken to the Wildlife Chair. After a second, the vote was called and the motion passed. Membership: Dave George presented the following applicants for membership approval: Joseph Bowling III sponsored by Joseph A. Bowling, Jr. and James Stratton sponsored by Paul Goodwin. After brief remarks, the prospective members were asked to leave the room. Brian Malpasso made a motion to accept the candidates into membership. Frank Fruh seconded. The vote was called and the motion passed. The new members were welcomed into the club. The following returning members were welcomed back: Charles Mastin, Allen Bowers, and Chris Pernell. : Jose Torres reported 14 RSOs worked last month. There were 20 guests and 19 members shooting. June was a profitable month for us. The alarm system in the range keeps setting off false alarms for high water. Frank Fruh and Jose will investigate the situation and fix it. Land Development: Paul Goodwin presented the committee s decision on a location for our sight-in area at the Welcome property. The committee met at the property and cleared a path to the location in a ravine with a possible parking area. Some clearing will need to be done to make it workable. About 20 cars can park in this area. Once the road is improved, an emergency vehicle will have access the area. We have enough room for a 100 yard range in this location and not infringe on the neighbors. There is room for a separate pistol area, also. Paul made a motion that anyone driving a Ram pickup must be accompanied by a Ford, Chevy or John Deere or they are not allowed to drive down there until the road is improved. After a second, the vote as called and the motion passed. A list of needed supplies will be placed in the Recoil to include silt fencing and railroad ties as well as heavy equipment for grading. Please let Paul know of sources for these supplies. We will be able to build baffles to start a no blue sky shooting area. If we all work together, we can get this done. Junior Rifle: Michelle Klein reported that the Appleseed match will take place at the indoor range on August 22 and 23. Registration is open to the public. More information is available at appleseedinfo.org, select the Waldorf location. Pat McGinnis reminded members that we do not need to share all of our information with the general public. President Klein announced chairmanship openings for our bylaws, hunter safety, and legislative committees. We are also seeking assistance with our web page and the family day picnic which will be held at the Welcome property. Special Election President Klein opened nominations to fill the vacant position of First Vice President. Paul Goodwin was nominated and accepted. Allen Harper was nominated and declined. There being no further nominees, a motion was made, seconded and passed to close the nominations. President Klein instructed the secretary to cast a majority ballot for Paul Goodwin as First Vice President. Old Business President Klein asked for a motion to untable the motion made at the June meeting to allow mortgage payments to be made from the Land and Building fund. After a second the vote was called and the motion was untabled. After discussion the vote was called to allow mortgage payments to be made from the Land and Building fund. The motion passed. President Klein stated we need a guest policy for the Welcome property. He has contacted the insurance company regarding liability issues and is awaiting a reply. In the meantime, we will continue a no guest policy on the property. We will discuss this issue further at the August membership meeting.. David Hough reviewed the revisions to the fishing SOP for the Welcome property. Maryland fishing licenses are required. The catch and release policy is suspended. Barbless hooks are no longer required. Reporting catch to the Wildlife Chairman is no longer required. President Klein reminded members that our lawsuit is pending. We need to keep information close to our vests. President Klein reminded members of our upcoming Annual Family Day Picnic to be held on Sunday, September 13 at the Welcome property. Volunteers are needed for organizing the event. Brian Malpasso asked the status of the cement floor in the barn. He would like to donate a gas grill to the club and the floor needs to be in place. Paul Goodwin reported that Charles Carruth has donated concrete. Charles needs to contact his contractor to install the floor. Paul will contact Charles to start the process. 3

4 New Business Dave George reported he and Tony Malpasso updated the hunting SOP for the Welcome property. A final decision on the SOP has not been made, however, there will be a lottery for opening day of gun and muzzle loader season. We are considering a limit on the number of deer harvested by each member in order to maintain the deer population. A sign-in sheet and map will be hung in the barn once the policy is finalized. The changes will be published in the August Recoil. For information regarding the archery season lottery for Welcome property, please contact Tony at tmalpasso@aol.com. Good and Welfare Keith Kilgore has donated a desk for the indoor range. The membership expressed its thanks for his generosity. Brian Rehm is selling reloading equipment and supplies for the widow of a deceased member, John Lane. Mrs. Lane is donating ten percent of the proceeds to the club. Brian presented the club with a check for $200 from Mrs. Lane. Brian Rehm reminded members of the upcoming hunter safety classes to be held on August 11, 12, 13 and 15, and September 8, 9, 10, and 12 at the Waldorf Jaycees. Registration is available on line at the DNR website. Dave George reported that long time member, John Fitch, has moved to Wyoming. President Klein would like to offer door prizes at the meetings. He donated 100 rounds of.22 ammo for tonight s door prize. The drawing was held and Allen Harper won. Congratulations to Allen and thanks to Mike for the donation.. The 50/50 was drawn and the winner of $38 was David Smith. David donated his winnings to the indoor range. Jeff Riskin won the workers drawing for indoor range work, again. There being no further business, a motion was made to adjourn. After a second, the vote was called and the motion passed. St. Charles Sportsman s Club Synopsis of Minutes of the Board Meeting Wednesday, July 15, 2015 The meeting was called to order at 7:33 p.m. Present were Mike Klein, President; Teresa Riskin, Second Vice President Elaine Costello, Secretary; Marlene Smith, Treasurer; Bill Davis, Publicity; Tony Malpasso, Huntsmaster; Pat McGinnis, Ways and Means; Robbie Schroeder, Conservation; and Dave George, Property. Absent were Paul Goodwin, First Vice President and David Hough, Wildlife. Pat McGinnis made a motion to retain the environmental engineer. Bill Davis seconded. The vote was called and the motion passed. Mike Klein will appoint chairmen to new and standing committees. Frank Fruh will chair the lawsuit committee. Frank Fruh will chair the Middleton Hall committee. Jose Torres will chair the committee. Perrin Lewis will chair the Junior Rifle committee. Brian Malpasso will remain as Parliamentarian. Paul Goodwin will serve as Range Development chair. Dave George made a motion to spend an additional $400 ($600 total) to repair equipment (bush hog donated by Phil Lang and the use of Mr. Stewart's tractor) used at the Welcome property. Robbie Schroeder seconded. Bill Davis made a motion to amend the motion to increase the reasonable maintenance budget to $1,000. After a second, the vote was called and the amended motion passed. The vote was called for the original motion and the motion passed. Ed Jordan has donated a 6x6 shed and cinder blocks to the club for use at the Welcome property. Dave George will send the draft hunting SOP to the membership via for their review and vote at the August membership meeting. Tony Malpasso visited the mountain property and found the building and road intact. The access road has been repaved to the top of Mt. Jackson. Michelle Klein will coordinate the picnic this year. There being no further business, Marlene Smith made a motion to adjourn, Dave George seconded. The vote was called and the motion passed. Treasurer s Report Marlene Smith All committee chairs are reminded that funds collected as a result of committee activities are due monthly (or within 30 days of the event). Event paperwork must include a list of participants, their SCSC member number (or other affiliated club membership number), the amount paid, and the total income. The committee financial report must also include a detailed, itemized listing of all expenses, and must include receipts. All paperwork and collected funds must be turned in monthly, with the required supporting paperwork. Incomplete reports or reports without receipts will not be accepted, and reimbursement will not be paid without supporting paperwork. Committee chairs are reminded that their monthly expense reports for reimbursement cannot exceed $100 without approval by the membership or Board, as appropriate. 5 Junior Rifle Perrin Lewis The Jr. Rifle Program will be hosting a Project Appleseed Clinic on August 22/23, While this is a Junior program, it is open to all ages and abilities. All you need is a good working.22lr rifle and a brick of ammo. If you don't have a rifle, let us know and we will arrange a loaner for you.
