1 55 Volume 47 June 2017 Issue 2 President s Corner 1. A special election will be held at the June general meeting for the Secretary position. Julie Morimoto (currently Ways and Means) has generously volunteered to return to the Secretary position. This will leave Ways and Means vacant so we will also need to hold a special election for the Ways and Means position. The Ways and Means responsibilities include fund raising and the annual Family Day. 2. Per Article 8 Section 1-3 of the SCSC bylaws, I have appointed Marlene Smith as the Building Committee Chair for I appreciate all her efforts in helping to revitalize the Hall. It took a lot of work to bring the hall to where it is today in just a short time. Marlene served in this position in 2016 and I would like to make it official for I am still seeking a Parliamentarian for this election cycle. Any revisions to the By-Laws must go through the Parliamentarian. 4. Dinners at the General Meeting. As our budget reduced we voted to suspend offering dinners at the general meetings. At the Annual meeting is was good to share a meal with fellow club members. Although we cannot afford to purchase dinner for the meeting with club funds. it is certainly possible to coordinate a meal for $5-$10 per person one way or another. We can place an order for the hall to prepare a meal and charge at the meeting or, pre-pay at the meeting before for the next month. If a few members donated $10 or $20 we could certainly buy enough pizza to keep most members happy. It does not take much to make this work. If anyone would like to help coordinate contact me. If you are going to spend $10 on fast food you can get better at the meeting. 5. Family Day: As the time comes around for the next Family Day, I reflect on last year s event, I remember that those that attended had a good time. However, I hope that this year s will have a bigger turnout. As we were sharing a meal of Costco hot dogs and hamburgers we all realized that between us we might have 10 or more different kinds of meat in our freezers that would make this picnic s meal much more interesting. So this year I challenge that we will be able to source all the food for this event from the membership. We can utilize some of the funds not used for food for door prizes and competition awards. There is plenty to see and do at the property we own so I encourage you to make plans to attend the picnic. At the last board meeting we discussed various options to make the Family Day more interesting. The list included things like roasting a pig, fishing tournament, archery contest, corn hole. sling shot contest, camp out the night before and chili cook off. None of these take a whole lot of effort just a few phone calls or s to coordinate, a stop at Walmart or a little time in the kitchen and then show up. We are targeting the Second Sunday in September(Sept 10) as the date but need to verify the calendar for organizer s schedules and any other unforeseen conflicts. That gives us plenty of time to get ready. 6. Special Exemption (SE) for Outdoor Range The first committee meeting for the SE was held May 3 after the general meeting. We had an enthusiastic discussion on many of the components that need to come together to complete the filing. We will need to take a divide and conquer approach to bring all the factors together. There are several physical issues that need to be addressed: lead, sound, water, land and bullet control to name a few. Also social issues: traffic, safety, schedule and neighborhood impact and social benefits. Lastly club policies to revise and currently available resources to consolidate. Some tasks will require a few hours to resolve and document while other may require many days and the input of an expert. If you have any interest in contributing time to this effort contact Paul Goodwin. We will be establishing a punch list of sorts to assign tasks and keep this project moving forward. Next meeting will be held after the June General Meeting. 3 St. Charles Sportsman's Club, Inc. Membership Meeting Minutes Wednesday May 3, 2017 The meeting was called to order at approximately 7 PM by President Michael Klein. Motion to approve the minutes of the April Membership Meeting as printed in the Recoil was made, seconded, and approved by membership vote. Treasurer: Marlene Smith provided financial reports for S&K and SCSC. Middleton Hall s business continues to improve, exceeding last year s income at this time. SCSC is continuing to make payments to our attorney for the lawsuit and to ATSC for the land subdivision at Welcome. Contact Marlene for more details. First Vice President: Paul Goodwin -was not present and no report was provided. Ways and Means: Julie Morimoto - No Report Property: Dave George - Beavers still need to be trapped. If you visit the Welcome Property, please take a few minutes to remove some to the blockage at the spillway on Cold Spring Lake. Publicity: Frank Fruh - Communications have been opened between Berwyn Rod and Gun and Sanner s Lake Second Vice President: Robert Douglas - MSI - Concealed carry orientation class was held in April. Representatives from Maryland Shall Issue provided an informative and thorough seminar to approximately 25 members. Additional seminars are planned. Huntsmaster: Clay Steiner - provided a report on Spring turkey hunting season and reminded the membership of the harvest limits for turkey on the Welcome Property with this excerpt from the Hunting SOP: Turkey harvest limits per season - (a) Per Hunter - 1 Gobbler per season on SCSC property. (b) Combined harvest limit by all hunters - 5 Gobblers on SCSC property per season. Note: Turkey season ends on SCSC property when a total of 5 gobblers are taken by all hunters combined per season (may be revised depending on the turkey population and harvest numbers). Still no takers for the trapping of Beavers on the Welcome Property. July 6th expiration, Frank has contact. Relief from Beaver damage will cost $$. Wildlife Management: James Staton - No report Conservation Director: Jim Whitehead - No Report Membership: Dave George - There are 28 members who haven't renewed their membership and are subject to cancellation. A final membership count will be posted in the June Recoil. Tony Malpasso was recognized for his contribution to Hunter Safety by Maryland DNR. Old Business Welcome Property Subdivision - Plans have been submitted to the county, still 2-3 months for approval. Welcome Property Food Plots, Land Management Plan Ladies Night was scheduled for May 25 but was cancelled due to unavailability of several critical volunteers. Another one will be scheduled when volunteers can be coordinated. Call for nomination of board secretary was made, no one stepped forward. New Business Berwyn Rod and Gun June 3 open to the Public WW2 carbine shoot contact publicevents@berwyn.org for more information. S&K Annual Meeting 15 day notification required for meeting to be held on May 17, A committee is being established to develop a Special Exemption for the development of an outdoor range. Contact Paul Goodwin or Robert Douglas. Committee meeting will be held following the general meeting. Good and Welfare FNRA dinner, JR rifle $1700 grant for supplies. This event was a sell-out and the highest grossing event in 16 years, good auction, 36 firearms + auction. Marlene - Wild turkey dinner stopped attending, returned, signed up for next year. NRA booked for 5 years. 50/50 Raffle: Worker s Drawing: 50/50 $17, Julie Morimoto, Member winner, Carrie McBride $17 No door Prizes. Motion to adjourn the meeting at approximately 8PM. Synopsis of the Minutes of the Board Meeting Wednesday, May 17, 2017 President Klein convened the meeting at 7:00 PM in the Patuxent Room of Middleton Hall. Seven board members attended the meeting. 1 unfilled, 1 excused, 2 unexcused. No other people were in attendance. April meeting minutes were distributed, reviewed and approved. Marlene Smith provided a financial report and update on Hall status including: update of logo, kitchen A/C, sound system improvements, carpet cleaning until after prom. landscaping. Each topic was discussed by the board. The focus is on providing small enhancements while conserving cash assets. Old Business: Several marketing actions were discussed including a billboard or sign, joining local chamber of commerce from adjoining counties. New computer programs are being incorporated into the hall operation, web page is being updated. New Business General status of Hall operation was discussed including staffing, equipment maintenance and security. A budget was established for purchasing new service supplies. Hall is open Monday and evening hours on some days. The meeting was adjourned at approximately 8PM Treasurer s Report Marlene Smith All committee chairs are reminded that funds collected as a result of committee activities are due monthly (or within 30 days of the event). Event paperwork must include a list of participants, their SCSC member number (or other affiliated club membership number), the amount paid, and the total income. The committee financial report must also include a detailed, itemized listing of all expenses, and must include receipts. All paperwork and collected funds must be turned in monthly, with the required supporting paperwork. Incomplete reports or reports without receipts will not be accepted, and reimbursement will not be paid without supporting paperwork. Committee chairs are reminded that their monthly expense reports for reimbursement cannot exceed $100 without approval by the membership or Board, as appropriate. The club newsletter, Recoil, is available in the member section of the web site from January 2002 to present. The latest Recoil is generally posted to the web site the weekend before the monthly meeting. Adobe Acrobat Reader is needed to download, read, and print the Recoil. 3

4 Current Committee Activities Huntsmaster Clay Starner Spring Turkey Season has come and gone. Congratulations goes out to Michael Petschk, Sr., as he is the only Club Member to harvest a turkey on the Welcome Property this Spring!! (For those of us that hunted the Welcome Property, it sure wasn't for a lack of trying!) I hope the entire membership that Turkey hunts, had a safe and successful Spring Turkey Season! Now our attention turns to more warm weather activities, like fishing the lakes and rivers in the area and of course, Crabbing! Here's hoping for a bountiful season! After the Summer, then we roll into the Archery Deer Season. COME ON SEPTEMBER!!! Junior Rifle Matthew Noe/Michelle Klein The Junior Rifle program is held on the first Sunday of each month at 1:00 pm. Our program normally runs until about 4 pm. We meet at the indoor range located in Middleton Hall. Our program is open to the public and teaches children 6-18 years of age basic marksmanship and firearm safety. We utilize the Winchester/NRA 4 position small bore program and award qualification medals to those that earn them.
