1 55 Volume 45 March 2016 Issue 11 President s Corner At the February meeting a $25 increase of dues for 2017 was approved by a majority of the membership present. There was some debate on the impact of the increase on the recruitment of new members. In my perspective the small increase in dues should not deter recruitment of new members or retention of current as long as we have something to offer everyone. With the resources available at the new property we will have quite a bit to offer. To make large improvements on the Welcome property we will need funds one way or another even to rent or operate a bush hog or other piece of machinery, make small repairs or buy minor equipment. The current budget should cover some of this, but more funds will allow for more or faster improvements. We will need to evaluate our long term goals and determine if our current dues cover these costs. Some adjustments may be made to bring about more rapid improvements that meet the needs and expectations of the club members. There are only a few ways to bring more funds to the club, increase membership, increase dues or hold fundraisers. If you are opposed to increased dues, please go recruit new members or participate in a fund raiser. Due to IRS regulations, raffle type fundraisers are limited to some percent of our total "income" so even these will not solve the deficit. In the past Dances or Dinners were organized and brought in significant funds, similar events like Gun Bashes have been discussed. If no one is willing to work on or participate in this type of event a larger dues increase may be the only alternative. Fishing and hunting policies are established and members have been participating in both. Just for clarification, the hunting lottery was set up to reduce pressure on anticipated high use days and even these days were not generally fully booked. Weekdays are still available for hunting regardless of lottery, unless otherwise indicated. Please abide by the policies established and sign in at the hunting shed. The camping policy has been updated and a very basic 100 yard "safe shooting area" is established and open for use. With little effort a usable shot gun area and archery range should be within our reach. The board encourages members to step forward to form a small committee to select a site, revise or establish use policy and procedure and prepare a budget for resources needed. It should only take a few hours to revise policy and a day or two to do site selection. In my experience most projects take a year and a day or even an hour. One year to think about it and an hour to do it. I think once the ball is rolling momentum will keep things moving along. The board is capable of taking on some of these tasks but may not be to the satisfaction of what a member most interested in a particular use might expect. There will be several openings on the Board this year including the Secretary and the Conservation positions. Please consider stepping forward to help run your club. Nomination will open at the March 2, 2016 membership meeting. Dave Smith is the chairman of the Nominations Committee, formed to help facilitate the annual elections. All regular members of SCSC are eligible to hold office. Nominations will remain open through the election process at the annual meeting. Membership Renewal Membership renewal has opened for Regular Membership renewal is $150 and Associate Membership renewal is $300. Please complete the form in this issue and include payment in full, check or money order payable to St. Charles Sportsman's Club or SCSC. Mail it to the address on the form or bring it to the membership meeting. To avoid late fees, dues must be paid no later than Wednesday, March 2, Any dues payment received after this date is subject to a $25 monthly late fee with termination after the May 1st membership meeting. If your NRA information on file is no longer current, please provide the updated information and include a copy of your new NRA membership card. SCSC members must maintain current membership in the NRA. As members are dropped from the club, the members remaining are reassigned new numbers based on date joined starting with R001 (Regular) and A01 (Associates). The new number will be reflected on your membership card. Shotgun Area at Welcome Let s get the ball rolling or the clays flying more accurately. Members interested in establishing a shotgun area at the Welcome property are needed to form a committee, select a site, revise the policy and procedures and get the area prepared for the spring. Contact President Mike Klein. Friends of the NRA Banquet The annual Friends of NRA dinner will be held April 30, 2016 at Middleton Hall. Tickets are available now. If you are interested in helping out there are plenty of opportunities from selling tickets, securing donations, setting up the event prior to the dinner and helping out during the event. 4 SCSC Gun Raffle The SCSC gun raffle has been organized: $5 per ticket for a Winchester 3 - SXP 12 gauge, stay tuned for more information. Old Range Equipment As discussed at last month s meeting, some of the old range equipment has been moved, not by SCSC. The board is in the process of determining its new location and trying to recover it. Construction of Safe Shooting Area We are in the process of upgrading our safe shooting area at the Welcome property. We ask members who have access to the following equipment or supplies to please contact Paul Goodwin at or preldor@comcast.net. We need volunteers to clear a short road to the parking area and to keep the shooting area clear. We need the following machinery and volunteers to operate it: 3-4 conduit; Railroad ties; Small front end loader; Brush cutters; Chain saws; Silt fencing; Dump truck; Trenching machine; Bulldozer; Backhoe St. Charles Sportsman's Club, Inc. Membership Meeting Minutes Wednesday February 3, 2016 President Klein called the meeting to order at 8:13 p.m. President Klein lead the membership in the Pledge of Allegiance. Pat McGinnis offered the invocation. Board members present were Mike Klein, President; Elaine Costello, Secretary; Tony Malpasso, Huntsmaster; Dave George, Property, Robbie Schroeder, Conservation; David Hough, Wildlife; and Bill Davis, Publicity. Absent were Paul Goodwin, First Vice President; Teresa Riskin, Second Vice President; and Marlene Smith, Treasurer; Forty-three members and guests were present, 38 signed the roster. Secretary: Elaine Costello made a motion to approve the minutes of the January 6, 2016 membership meeting as printed in the Recoil. Dave George seconded. The vote was called and the motion passed. Treasurer: Mike Klein presented the S&K and SCSC financial reports. He invited members to contact the treasurer, Marlene Smith, if they needed additional club financial information. Dave George made a motion to approve the treasurer s report as presented. Elaine Costello seconded, the vote was called and the motion passed. First Vice President, Mike Klein reported Paul Goodwin is working on subdividing three parcels of land at our Welcome property. An estimated price for the parcels is $75,000 to $100,000 each. We will need to survey and perc the lots. We are working on removing our property from the old range site. A member stated there is only one trailer remaining on the site. Mike will investigate. Indoor Range: Jose Torres reported that for the month of January, 18 RSOs worked a total of 60 hours. Thirty-three members used the range along with 10 guests. The RSOs are doing an excellent job. Junior Rifle: Mike Klein stated Junior Rifle is open the first Sunday of every month at the indoor range and is free of charge. Huntsmaster: Tony Malpasso requested harvest information from hunters by the March 2, 2016 membership meeting. Please provide the animal harvested, a copy of the harvest tag or confirmation number, the date and place taken, size or weight, and what firearm or bow was used. A picture would be a plus. Wildlife: David Hough reported information for the fisheries report will be published in the March Recoil. Tomorrow is a DNR black bass roundtable in Annapolis. Changes to the regulations will be discussed. Membership: Dave George reported membership dues are due by the March 2 membership meeting. Renewal applications are on the web site and in the Recoil. He introduced potential member, Dennis Wight, who underwent a background check. After brief remarks, the applicant was asked to leave the room while the vote was called. Brian Malpasso moved to accept Dennis into the club. David Hough seconded. The vote was called and the motion passed. Dennis was welcomed into the club with a round of applause. Mike Klein stated we need a chairmen for the following committees: Bylaws, Hunter Safety, Legislative Web Page, Family Picnic, and Shotgun. We need to get started building a shotgun area at the Welcome property. We have a volunteer to serve on the committee but need a chairman. Logistics need to be worked out for the site. Mike Klein called for nominations for the position of Ways and Means Director. Jose Torres nominated Frank Fruh. David Hough seconded. Frank was not present to decline the nomination. Old Business A motion was printed in the February Recoil that SCSC increase yearly dues by $25.00 for both regular and associate members effective April 4, The motion was read and discussion followed explaining that the club needs to pay outstanding debts and have a financial base for improvements at the Welcome property. Dave George made a motion to table the original motion. Robbie Schroeder seconded. The vote was called on the motion to table and it failed. Dave mentioned that 7+ people showed an interest in joining recently and only one applied for membership. Since the increase didn't impact current members until next year, he suggested we NOT increase dues for new members and wait until later to determine the increase for the 2017 membership renewal. After further discussion, a hand vote was called and the motion to raise dues by $25 passed for new and current members. Tom Schied reported Paul Goodwin is asking for help in redesigning the safe shooting area. Interested members can contact Paul to volunteer. Anyone with access to heavy equipment is also asked to contact Paul to volunteer. A committee meeting will be called to discuss the redesign. Brian Malpasso reported tickets for the gun raffle will be printed shortly and the gun will be purchased. New Business Dave Smith has volunteered to chair the nominations committee again this year. Good and Welfare NRA s Great American Outdoors Show starts this weekend in Harrisonburg, PA. Tickets for door prizes were drawn. The 50/50 was drawn and Bob Hepner won $46. Jeff Riskin won the worker s drawing for indoor range work. There being no further business, a motion was made to adjourn. After a second, the vote was called and the motion passed. St. Charles Sportsman s Club Synopsis of Minutes of the Board Meeting Wednesday, February 17, 2016 The meeting was called to order at 8:47 p.m. Present were President, Mike Klein; First vice President, Paul Goodwin; Second Vice President, Teresa Riskin; Secretary, Elaine Costello; Treasurer, Marlene Smith; Huntsmaster, Tony Malpasso; Conservation, Robbie 4
5 Schroeder; Property, Dave George; and Wildlife, David Hough. Absent was Publicity, Bill Davis. Frank Fruh, Ways and Means elect, was also present. Marlene gave the treasurer s report and a detailed budget for the club for Mike reminded the board to ask members to step forward and serve on the board. Dave George will send an to the membership about gun bills before the assembly in Annapolis. Dave George presented four potential members for board approval: Kevin Hinson who underwent a background check; Debra Priebe, sponsored by Paul Goodwin; Henry Font III, sponsored by Perrin Lewis and James Whitehead, a former member. Dave moved that these applicants be accepted by the board for presentation to the membership at the March meeting. David Hough seconded. The vote was called and the motion passed. Frank Fruh announced that he has been given a donation of a Winchester SXP pump shotgun for our first raffle. There being no further business, David Hough made a motion to adjourn, Paul Goodwin seconded. First Vice President s Report Paul Goodwin We need any member with electrical or plumbing skills to help up with the barn upgrades. Also, if anyone has any 2-3 inch electrical conduit available to them, we could use it to wire the barn. We would also like to pre-plumb the slab for future improvements. (A sink and toilet.) Anyone having supplies for that would be greatly appreciated. We are still attempting to secure use of heavy equipment, (loader, bulldozer, dump truck.) to improve the grade at the safe shooting area. If anyone has access to or contacts that could arrange this would be very helpful. We will need qualified operators to do the work too. We will work toward making improvements to the SSA in the spring, but until then feel free to use it and enjoy our club property and all it has to offer. Treasurer s Report Marlene Smith All committee chairs are reminded that funds collected as a result of committee activities are due monthly (or within 30 days of the event). Event paperwork must include a list of participants, their SCSC member number (or other affiliated club membership number), the amount paid, and the total income. The committee financial report must also include a detailed, itemized listing of all expenses, and must include receipts. All paperwork and collected funds must be turned in monthly, with the required supporting paperwork. Incomplete reports or reports without receipts will not be accepted, and reimbursement will not be paid without supporting paperwork. Committee chairs are reminded that their monthly expense reports for reimbursement cannot exceed $100 without approval by the membership or Board, as appropriate.
