1 Chippewa Archery Club Constitution 1. Name 1. The name of this organization shall be the Chippewa Archery Club. 2. Purpose and Activities 1. The purpose of the Chippewa Archery Club shall be to perpetuate, foster and direct the practice of Archery on a low cost basis. 2. The activities of the Chippewa Archery Club shall be to encourage membership, to adopt, interpret and enforce rules for the practice of Archery, to hold competitive meets at intervals and to give the members an opportunity for practice at frequent times. By-Laws Article One Annual Meetings 1. The annual meeting shall be held at the regular July meeting. a. A nomination committee shall be appointed by the President, two months prior to the annual meeting, for the purpose of formulating and presenting a slate of candidates for all offices. b. Elections shall be by ballot. c. Ballots shall be counted and the results reported by a committee appointed by the President. 2. The order of business at the annual meeting shall be: a. Reading of the minutes of the last meeting and recital of the provisions governing nominations and elections. b. Report of the President. c. Report of the Secretary. d. Report of the Treasurer. e. Report of the Committees. f. Elections of Officers and Governors. g. Old Business. h. New Business. i. Announcements of coming events. j. Adjournment. Article Two Officers 1. The officers of the club shall be: President, Vice-President, Secretary and Treasurer. (Revised ) 2. The President shall preside at all meetings of the Chippewa Archery Club and the Board of Governors. President to be paid $75.00 per year for gas allotment. (1)

2 3. The Vice-President shall perform the duties of the President when he is unable to act and handle all classifications for the Club championship shoots. 4. The Secretary shall keep all records of the Club and of the Board of Governors, serve notice of meetings, order supplies and present a report at each meeting. 5. The Secretary shall keep all records of high scores and classifications for all events. This shall be done for each member of the club. 6. The Treasurer shall receive all monies and hold them in the name of the club, and shall disburse them under the direction of the officers of the club. He shall keep accurate records of receipts and disbursements. The Secretary shall be paid an annual salary of $ The Treasurer shall be paid an annual salary of $ (Revised ) 7. The officers of Chippewa Archery Club do not have to pay dues for the years in which they hold office. 8. To run for President or Vice-President, you need to attend at least 4 (four) meetings during the previous year. (Revised 2002) Article Three Board of Governors 1. There shall be a Board of Governors of eight, consisting of the officers of the Chippewa Archery Club and two members. The immediate past president shall serve on the Board of Governors for one year immediately following his term in office. The remaining vacancy(s) to be filled by ballot at the annual election of officers. Two Board Members will be elected on odd-numbered years, two will be elected on even-numbered years. (Revised ) 2. The Board of Governors shall meet every other month (February, April, June, August, October and December) for the purpose of conducting club business and to make recommendations for the following club meeting. 3. In any emergency which cannot be handled at a regular meeting, the Board of Governors shall control and manage the activities, policies and property of the Chippewa Archery Club. 4. The President shall act as the Chairman of the Board of Governors. It shall convene at his call a minimum of four times each year. 5. At any meeting of the Board of Governors, three members present in person shall constitute a quorum. 6. The President may delegate any specific duties to committees of three or more members of Chippewa Archery Club. The work of such committees shall be subject to review and if necessary, rectification, by the Board. 7. Any office of the Chippewa Archery Club vacated out of due course shall be filled by a member appointed by the Board of Governors.. (2)

3 8. The Board of Governors and the Chairman of the Legal Committee do have the power if they deem it necessary to incorporate Article Four Membership There shall be four classes of membership: Honorary, Full, Associate and Junior. 1. Full membership shall be granted to anyone who has passed his 18 th birthday upon application endorsed by at least one member and approved by the President and Secretary, provided the proper fees and dues have been paid. After passing the 18 th birthday, A Junior member automatically becomes a full member. The Full member must attend at least (3) General Meetings and work at least 1 work party in the months from July to July each membership year. (Revised ) (Revised 2002) 2. Associate membership is not required to attend any club meetings or work at any club related activities. If the Associate member wishes to become a Full member, he or she must complete the full membership requirements. Additional money generated from the membership dues goes to the building funds. 3. Junior membership shall be granted to anyone under the age of 18 years upon application, provided the proper fees have been paid. (Revised ) 4. Honorary membership, with exemption from regular dues and fees, may be granted to anyone, 55 years of age and older, by a general vote of the Chippewa Archery Club, for exceptional merit or service. Also, Senior Members, those 55 years & older, will pay ½ price yearly memberships. (Revised ) 5. Any new prospective member shall be admitted upon payment of his dues, and be given a key to the course at time of payment. The new member can choose to become a Full member during his or her 1 st year by completing the Full membership requirements during their 1 st year as a new member. If a new member does not wish to become a full member after their 1 st year, he or she will become an Associate member, upon renewal. The new member must be voted on by the Board at the monthly meetings. 6. The Board of Governors may suspend or expel any member. A suspended member may appeal to the Chippewa Archery Club, at a regular business meeting, and be reinstated by a two-thirds majority vote. 7. Membership may be obtained from Club Secretary, President, and/or any place or person so designated by the Board of Governors. (3)

4 Article Five Fees and Dues 1. Annual dues shall be as follows: Juniors $5.00 New $30.00 (See Article Four, Number 5) Full $30.00 (Husband, wife, and their children 18 years and under.) Associate $50.00 (Husband, wife, and their children 18 years and under.) (Revised 2000) 2. No member to participate in shoots or tournaments if dues are in arrears. 3. Any member in arrears may, in that calendar year, be reinstated by payment of dues for the current year in full. 4. Any member in arrears for the whole calendar year can only be reinstated as a new member. 5. Members upon entering the service of their country will be considered as members in good standing until the 1st day of January following their discharge. 6. The four officers, President, Vice-President, Secretary, and Treasurer be exempt from the payment of club dues and indoor shooting fees. The Board of Governors shall be exempt from club dues. (Revised ) 7. Expenditures of $25.00 or less may be approved by the President. 8. Expenditures of $25.01 to $75.00 may be approved by two-thirds of the Board of Governors. 9. Expenditures of over $75.00 to be approved by a majority vote at a club meeting. 10. Indoor Range fees are set by the Fees & Dues Committee and can be voted upon at any regular meeting. Article Six Meetings 1. Club meetings to be scheduled every 3 rd Tuesday of each month and that the minutes of all meetings be published in the monthly newsletter. (Revised 2000) 2. The annual meeting of the Chippewa Archery Club shall be held in the month of July at the regular monthly meeting. Article Seven Voting 1. If a question need be settled at any other time, the Board of Governors may order a vote by mail. For such vote ballots must be sent to every member, other than Junior members so far as possible at least one week before the count is to be taken. (4)

5 2. No proxies shall be allowed in any vote. 3. Junior members shall not have voting privileges on matters coming before the club. 4. Full and New memberships have full voting rights. Article Eight Committees 1. The President shall appoint committees and chairmen thereof, which shall consist of three or more members, to hold office for the next calendar year as follows: a. A tournament committee whose duties will be to arrange for and conduct various meetings and tournaments. (Chairman shall be as in Article 8, Section 5) b. A legal committee whose duties will be to consider and propose changes to the Constitution or By-Laws and any subject of general legal nature and prepare the matter for consideration by the club membership. c. A publicity committee whose duties shall be to secure favorable publicity for all forms of Archery. 2. Other committees may be formed by the President at his discretion. 3. Any member may serve on more than one committee at the discretion of the President and the Board of Governors. 4. Each intra-club team shoot shall be governed by a committee co-chairman. 5. Tournament Committee Chairman will be elected and serve 2 years and be a member of the Board of Governors and be responsible for instructing all new members in their use of M.A.A. cards, run all club tournaments and be a delegate to the L.M.A.A. and assist the Vice-President on classifications. Article Nine Club Property 1. Tangible and intangible assets or property of the Chippewa Archery Club shall not be loaned, donated or sold to any person or organization unless reviewed by the Board of Governors and approved by the membership. 2. A copy of the Constitution and By-Laws shall be posted on the Club bulletin board. Article Ten Elections and Terms of Office 1. Officers and Governors shall be elected at the annual meeting by majority vote. They shall take office on August 1 st following election and shall hold office for one year or until succeeded. Board Members are elected to two-year terms. See Article Three, Item One. (Revised 2000) 2. No person may be elected or appointed to any office unless he or she has been a member of Chippewa for at least one (1) year immediately prior to the office they are running for. (5)

6 Article Eleven Alterations and Amendments to Constitution Proposed amendments and alterations can be made by one of two methods: 1. Proposed amendments and alterations may be presented in writing at any regular meeting. After being read by the Secretary, they shall be tabled until the following meeting at which time they shall be voted on provided two-thirds of the club membership is present. 2. Amendments and alterations may be presented and voted on at any annual meeting. They will be adopted if passed by a majority of those members present at the meeting. 3. Renewal of membership to go from the 1 st of July to the end of June with membership dues due July Scheduled work parties for the year to include indoor, outdoor and broadhead ranges. Article Twelve Fiscal Year The fiscal year of the Club shall be the Calendar year. Article Thirteen Tournament or Practice Shoots Eligibility, Fees and Classification 1. Use of club property shall be open to all members whose fees and dues are paid as evidenced by membership card. 2. Juniors will be allowed to shoot in tournaments and special shoots at such times as tournament committees decide and there is an active senior to act as field captain. 3. Women may shoot and receive award in events for men, but men may not shoot in events for women, the same applies to boys and girls. 4. The Tournament Committee may provide competitions for special classes of entrants to be held at any time. 5. The Tournament Committee shall fix fees for special tournaments. 6. Classifications shall be based upon the current rules of the National Field Archery Association. 7. The official club rounds shall be 14 targets field and 15 hunters for outdoor and the Flint round for indoor shooting. 8. Crossbow are not allowed on any Chippewa Archery Club properties, either indoor or outdoor, unless the owner is handicapped. (Added 2001) 9. If a member attends any official meeting and there is no league shooting for free that night, the member may shoot for free that night. (Added 2001) (6)

7 Article Fourteen Program of Tournaments and Practice Shoots 1. A Field Captain shall be appointed for each event by the Tournament Committee whose duties shall be to call archers together for competition and assign them to targets, to direct, oversee and manage all competition and the conduct of the archers during the meet, and to interpret and enforce the tradition and statutory rules of Archery, in which his decision shall be final. 2. The Field Captain may appoint, to assist him, such other field officers as he may deem necessary. Article Sixteen Scoring 1. Field Shoots: All field archery shoots and tournaments shall be governed by the rules of the National Field Archery Association. 2. Target Shoots: All target shoots and tournaments shall be governed by the rules of the National Archery Association. 3. Special Shoots: Shall be governed by rules set up by the Tournament Committee and approved by the Board of Governors. Article Seventeen Awards 1. Awards to be given for indoor shooting are as follows: Men: Women: Juniors: 500 pin. 400 pin. 300 pin. 2. Awards to be given for outdoor shoots are as follows: (28 targets) Men F.S. 475 Women F.S. 350 Juniors F.S. 300 Men Inst. 425 Women Inst. 325 Juniors Inst. 225 These scores must be shot in club or association tournaments. The score card must be signed by two witnesses. 3. The Secretary shall maintain records and recognition will be made for the all time high scores shot by men, women, and boys and girls under 16 both freestyle and instinctive. (7)

8 4. Rules governing the Chippewa 20 Award: a. Qualifications: Only members of the Chippewa Archery Club in good standing are eligible and the archer must have his scorecard signed by two witnesses. He must then turn it over to the Club Secretary, who shall vouch for the distance of the shot, the size of the target, the date, type of tournament, the name of the course, and if the contestant shot Free Style or Instinctive. The Club Secretary then turns it over to the Board of Governors of the club. If approved by the Board of Governors, the Board will direct the President of the club to make the award at the earliest possible business meeting. b. Rules: This award shall be given to the archer shooting a 20 score on any 18 or 24 inch target on any officially approved N.F.A.A. course while competing in any of the following tournaments: (1) The Annual National Field Archery Association Tournament. (2) Any Association tournament in an association in which the club is affiliated. (3) Any official club tournament as approved by the Board of Governors and announced by the Club Secretary. Only one award may be won. 5. Rules governing the Chippewa Game Award: a. Purpose: The purpose of the Chippewa Game Award is to promote interest in hunting with the bow and arrow, to encourage good sportsmanship, and to give recognition by the Chippewa Archery Club to its members who obtain game with the bow. b. Definition of Game: Any of the legal game animals difficult to shoot with bow and arrow, specifically: Moose, Elk, Caribou, Deer, Antelope, Goat, Sheep, Leopard, Panther, Cougar, Lynx, Wolf, Coyote, Wild Hog, Javelina, Bear. c. Eligibility: Eligibility for the Chippewa Game Award is limited to members in good standing of the Chippewa Archery Club at the time the game is killed. There shall be no geographical restrictions either as to residence of the Claimant or to location in which the game was secured. d. Claim of Award: Any member of the Chippewa Archery Club claiming the Chippewa Game Award or the subsequent awards, will apply to the Secretary and furnish whatever information and evidence is called for. The Secretary will turn this information over to the Board of Governors who will, upon approval, direct the President to make the award at the earliest possible business meeting. e. Awards: The first award will be the Chippewa Game Award (Club pin) and bar. For each additional kill, the award will be a bar to be attached to the original award. 6. Special Awards: a. Deer: A special trophy will be presented for the largest Michigan Whitetail Deer, male or female, based upon field dressed weight. (Note: Field dressed denotes excluding entrails) A certified weight slip must be presented to the Secretary-Treasurer. b. Carp: A special trophy will be awarded for the largest carp, based on the information requested on the Chippewa Carp contest form which will include weight, length and girth. Note: All mentions of the office of Secretary-Treasurer have been corrected to reflect the separation of the position - effective July Revised July 2002 (8)
