1 55 Volume 46 May 2016 Issue 1 President s Corner On Wednesday April 20 a few of us met at the Welcome property to observe the perk test so the subdivision process for the three lots can move forward. These were successful so the subdivision can proceed. Per membership vote at the April meeting we will move forward with the subdivision process in order to sell the three, 3 acre lots for benefit of the club. These lots are along Gunston road on the left hand side of Zeta Mae Place. There are several issues to resolve prior to the sale, particularly the financial implications of the sale as the club is a not-for-profit organization so the tax implications need to be documented prior to the sale. In addition we will need to appraise the property and institute a fair system to take bids to sell each parcel. It will take approximately $15,000 to conduct the survey and other requirements for the sale. We are in the process of taking bids for subdivision and will need to vote on these expenses. If interested in purchasing one of the parcels, please contact Paul Goodwin or Michael Klein if you have not already done so. Now that a more secure safe shooting area is established please, remember to review the bylaws regarding firearm use. The current bylaws stand until more safe shooting area specific policies and procedures are established. If interested in developing these, please contact Second VP Teresa Riskin. Please refrain from using fully automatic firearms at the Welcome property. Although shooting hours are not specifically established (currently established, 1/2 hour after sun rise and 1/2 hour before sun set) use common sense, 9AM to 6 or 7 PM seem reasonable and respectful to our neighbors during these long summer days. When meeting individuals at the Welcome property please be courteous and provide club ID when approaching someone you don't recognize, there have been quite a few new members joining in the past few months. Remember your parking permit as well. Non club members should be politely requested to leave the property and vehicle ID and other information documented if possible. If they are looking for information about the club please direct them to our web page. With regard to guests, until we resolve the contradictions in the bylaws and establish a guest policy, and if necessary waiver documentation, no guests will be permitted on the Welcome property. I believe this more conservative limitation is appropriate until a policy is established. I would like to start a new member orientation committee to get new members, especially those without sponsors, familiarized with the club. I anticipate an upswing in new members with the developments at the Welcome property and it will be beneficial to the club to get the new members integrated into the club. Anyone interested in participating please contact me. First meeting May 18th. In an ongoing effort to bring our club into compliance with the SCSC By-Laws and, in accordance with Article 7, Section III of those By-Laws, effective immediately Teresa Riskin, as 2nd Vice President, will serve as the Club s Range Master. As such, and also as spelled out in Article 12, Section VII, Paragraph 3, she will serve as the chairperson of the Indoor Shooting Facility Committee. José Torres has been asked by Teresa and me to remain in the critical position of Chief Range Safety Officer, and he has agreed to do so. Thank you, Mike Klein, President Points of Interest to Members Special Election Debbie Priebe was elected as our Secretary at the April Annual Membership Meeting. Unfortunately, she is unable to serve as she is an Associate Member. Therefore, President Klein has called a special election to be held at the May meeting to fill the vacant office of Secretary. Board Recommended Special Rules At their recent meeting, board members proposed offering the following suggested Special rules for membership consideration at the May membership meeting. 1 Fully automatic fire from any firearm is prohibited on club property. 2 Unsponsored applicants with high level back ground check credentials can submit those in lieu of the background check conducted by the club. Adequate documentation will be submitted by the applicant, reviewed by the membership committee and approved by the board prior to recommendation for membership. Membership Renewal Membership renewal continues, with late fees assessed thru May 4 th and cancellation of membership after the May date. Please submit dues payment with a $25 late fee and a $50 late fee after the April membership meeting. Regular Membership renewal is $150 (+$25 late fee) and Associate Membership renewal is $300 (+$25 late fee). Please complete the form in this issue and include payment in full, check or money order payable to St. Charles Sportsman's Club or SCSC. Mail it to the address on the form or bring it to the membership meeting. If your NRA information on file is no longer current, please provide the updated information and include a copy of your new NRA membership card. SCSC members must maintain current membership in the NRA. As members are dropped from the club, the members remaining are reassigned new numbers based on date joined starting with R001 (Regular) and A01 (Associates). 3 Motion to Revise By-Laws Please review these suggested bylaw revisions and be prepared to discuss them at the May membership meeting. These changes were submitted by Mike Klein at the March membership meeting. After discussion at the April meeting, the proposed changes were revised to the following. They are printed in this issue of the Recoil for membership consideration and vote at the May membership meeting. The proposed corrections, revisions, deletions, and edits to improve relevance, consistency and accuracy. Article 6 - Board of Directors, Section II - Organizational Structure, paragraph 1 1. Delete : The chart at appendix A represents 2. Rewrite: The official chain of command of SCSC is as follows. Article 10 - Amendments of Constitution / Bylaws Add Section V : The By-Laws will be reviewed by every member of the newly elected board in the month following their election. All board members will sign a common document indicating they have read the current bylaws which will be maintained by the current president. Annual Membership Meeting Minutes Wednesday April 6, 2016 President Klein called the meeting to order at 8:07 p.m. The President lead the membership in the Pledge of Allegiance. Paul Goodwin offered the invocation. Board members present were Mike Klein, President; Paul Goodwin, First Vice President; Teresa Riskin, Second Vice President; Elaine Costello, Secretary; Marlene Smith, Treasurer; Tony Malpasso, Huntsmaster; Dave George, Property, and Robbie Schroeder, Conservation. Absent were David Hough, Wildlife and Bill Davis, Publicity. 71 members and guests were present, 31 signed the roster. Secretary: Elaine Costello made a motion to approve the minutes of the March 2, 2016 membership meeting as printed in the Recoil. After a second, the vote was called and the motion passed. Treasurer: Marlene Smith presented the S&K and SCSC financial reports. She gave a report on updates and maintenance in the hall. Elaine Costello made a motion to approve the treasurer s report as presented. Paul Goodwin seconded, the vote was called and the motion passed. Indoor Range: Jose Torres reported that for the month of March, 15 RSOs put in a total of 106 hours. Fifty-four members used the range along with 15 guests. $140 was turned in to the treasurer. We just completed a very successful range visit with Charles County Crime Solvers. Second Vice President: Teresa Riskin expressed her thanks to members who assisted her during the year. She thanked committee chairmen and directors: Tony Malpasso, Huntsmaster; Robby Schroeder, Conservation; David Hough, Wildlife, Jose Torres, Indoor Range and Perrin Lewis, Junior Rifle. She invited new members to sign on to the indoor range notification list in order to be kept abreast of range activities. Teresa also gave her thanks to the indoor range RSOs: Bob Baggstrom, Ed Jordon, Barry Nutwell, Ken Ptack, Jeff Riskin, and all the active RSOs. You may not see all of them on a regular basis, but during a special event, these RSOs all come to assist. Please keep coming to the range, you make their job and our job worthwhile. The more participation we get from you, the more days we can be open. Teresa then thanked Paul Goodwin for his efforts in getting our safe shooting area up and running at the Welcome property. We had an unsuspected security camera failure at the indoor range. We needed to replace the entire system. Lee Wenger came to the rescue and took out the old system and replaced it. Teresa thanked Charlie Embody for replacing the locks on the indoor range doors. He did not charge us for his time or labor. We are also looking for AEDs for the hall. Ed Jordan conducted detailed researched and found a way to possibly get a discount on the machines. Huntsmaster: Tony Malpasso reported a youth turkey shoot on April 16 and 17. Regular turkey season starts April 18 and runs through May 23. He encouraged members to be safe and courteous. Dave George reminded members that our outdoor safe shooting area will be closed all day on April 16 and 17, and a half hour before sunup till noon from April 18 through May 9. From May 10 through May 23, the safe shooting area will be closed all day. Membership: Dave George introduced returning members Jim Whitehead and Ed Schnaebele. Dave presented potential member, Debbie Priebe, sponsored by Barry Nutwell, for membership consideration. After brief remarks, the applicant was asked to leave the room while the vote was called. Frank Fruh made a motion to accept the applicant into the club. Paul Goodwin seconded. The vote was called and the motion passed. The new members were welcomed into the club with a round of applause. Old Business Frank Fruh made a motion to untable the motion made at the March meeting to revise the bylaws as printed in the April Recoil. Discussion followed regarding the exact wording and the need for these revision to be in the bylaws. Frank suggested we withdraw the motion and rewrite the revisions. Marlene Smith, having made the original motion in March, withdrew her motion. President Klein will review the suggested bylaw revisions and present them at the May meeting. Paul Goodwin opened discussion of subdividing the Welcome property along Gunston Road to create three three-acre building lots to offer for sale to club members. Two members have shown an interest in purchasing lots. Paul moved to subdivide and sell three three-acre lots from the Welcome property. Dave George seconded. Discussion followed including rights-of-way from Zeta Mae Place and access from Gunston Road to the two homeowners on Zeta Mae. The vote was called and the motion passed. Price for the lots and development costs have not been determined. Paul Goodwin thanked Robert Douglas for his efforts in creating our safe shooting area. Robert used his own money to rent the heavy equipment and purchase fuel to complete the work. With the help of Rocky Gamble, the safe shooting area was completed in two weekends. The membership 3

4 gave these gentlemen a standing ovation for their dedication. Their efforts have helped the club move forward. Paul then thanked Larry Waller for arranging for used telephone poles to be delivered to the Welcome property for our use in building a backstop and cover for the safe shooting area. Larry received a round of applause for his efforts. Mike Klein suggested members contact friends who may have left the club and tell them about our land, fishing and shooting areas and invite them to rejoin. Good and Welfare Mike reported that our Junior Rifle program is held the first Sunday of every month at the indoor range. Contact Perrin Lewis if you have kids who would benefit from this program. Frank Fruh reminded members of the upcoming Friends of the NRA banquet on April 30 at the hall. He also advised members that Charles County Crime Solvers is conducting a fundraiser in conjunction with the Blue Crabs. Half the price of a ticket to the April 22 ball game will be donated to Crime Solvers. Frank is selling pre-print raffle tickets for our first club raffle of a donated shotgun. They are $5 each, 500 will be sold. Election of Board of Directors President Klein opened nominations for board positions for the coming year. Chairman of the Nominating Committee, Dave Smith conducted the proceedings. Nominations were called for the office of President. Michael Klein was previously nominated. Allen Harper was nominated but declined. There being no further nominees, a motion was made, seconded and passed to close the nominations. President Klein instructed the secretary to cast a majority ballot for Michael Klein as President. Nominations were called for the office of First Vice President. Paul Goodwin was previously nominated. Frank Fruh was nominated and accepted. There being no further nominees, a motion was made, seconded and passed to close the nominations. Ballots were distributed and Paul Goodwin was elected First Vice President. Nominations were called for the office of Second Vice President. Previous nominees were Todd Fuss and Teresa Riskin. There being no further nominees, a motion was made, seconded and passed to close the nominations. Ballots were distributed and votes were cast. Teresa Riskin received the majority of votes and was elected Second Vice President. Nominations were called for the office of Secretary. Jake Thomas was nominated. He declined to serve. Frank Fruh was nominated, he declined to serve. Debbie Priebe was nominated. She accepted. There being no further nominees, a motion was made, seconded and passed to close the nominations. President Klein instructed the secretary to cast a majority ballot for Debbie Priebe as Secretary. Nominations were called for the office of Treasurer. Marlene Smith was previously nominated. There being no further nominees, a motion was made, seconded and passed to close the nominations. President Klein instructed the secretary to cast a majority ballot for Marlene Smith as Treasurer. President Klein instructed the secretary to cast a majority ballot for Jarrell Reeder as Huntsmaster. Nominations were called for the office of Publicity Director. Bill Davis was previously nominated. Frank Fruh was nominated. He declined to serve. There being no further nominees, a motion was made, seconded and passed to close the nominations. President Klein instructed the secretary to cast a majority ballot for Bill Davis as Publicity Director. Nominations were called for the office of Ways & Means Director. Robert Douglas was nominated and he accepted. Frank Fruh was nominated and he accepted. There being no further nominees, a motion was made, seconded and passed to close the nominations. Ballots were distributed and votes were cast. Frank Fruh received the majority of votes and was elected Ways and Means Director. Nominations were called for three Directors at Large. Robert Schroeder, Phil Lang and Dave George were previously nominated. Robert Douglas was nominated and accepted. Jim Whitehead was nominated and accepted. Todd Fuss was nominated and accepted. David George, Robert Douglas and Jim Whitehead were elected as Directors at Large. Awards Huntsmaster, Tony Malpasso, presented hunting awards to Clay Starner and Walter Coy. Russ Weekly turned in two real nice bucks and turkey taken with a bow this past season but didn't want an award. Nominations were called for Member of the Year. Teresa Riskin was nominated. Tony Malpasso was nominated. There being no further nominees, a motion was made, seconded and passed to close the nominations. Ballots were distributed and votes were cast. Teresa Riskin received the most votes and was selected Member of the Year. Marlene Smith was selected Key Member of the Year as determined by the board. President Klein announced the Chairman of the Year, Perrin Lewis, Junior Rifle Committee, as selected by the board. President Klein announced the Committee of the Year, Land Acquisition, chaired by Paul Goodwin, as selected by the board. Paul presented the certificate and gift card to Robert Douglas for his recent work on the Welcome property. Nominations were called for Life Member. In his absence, Mike Klein read Brian Rehm s offer of Tony Malpasso as life member, giving a brief description of his service to the club. Ballots were distributed and votes were cast. Tony was awarded a life membership. Paul Good nominated Rocky Gamble for Honorary Membership. Rocky gave of his time and energy to help build the safe shooting area at our Welcome property and has volunteered to assist with preparing the building lots for sale. Ballots were distributed and Rocky received the required number of votes. He was presented with Honorary membership. President Klein presented Frank Fruh with a gift certificate for his hard work during the past year on the club s behalf. Door prizes, SCSC patches and a gun lock, were distributed. The 50/50 was drawn and John Burke won $57. Jeff Riskin won the worker s drawing for indoor range work. He donated his winnings to the member who provided the pizza. Marlene Smith thanked the past board members and welcomed the newly elected board. There being no further business, Dave George made a motion to adjourn. Paul Goodwin seconded. St. Charles Sportsman s Club Synopsis of Minutes of the Board Meeting Wednesday, April 20, 2016 The Meeting began at 8:25 pm. All board members will sit at the head table during membership meetings so the members can become familiar with them. SCSC has approximately 300 members. We need to find ways to increase membership. The farmer has agreed to continue working the land and to grade the road at our Welcome property. Six new member applications were offered for board approval and presentation to the membership at the May meeting. Glen Gatton sponsored by David Hutchinson; David Bastain, Adam Kolstrom Jr., and James Lyon Jr. sponsored by Bill Diehl; David Adams who underwent a background check; and Mark Fields who underwent a background check. A motion was made and passed to recommend acceptance by the membership. Meeting was adjourned at 9:56 pm. Respectfully submitted, Todd Fuss, Acting Secretary. Second Vice President s Report Teresa Riskin Thank you for the opportunity to serve as your 2 nd Vice President for another year. I appreciate your vote of confidence. A few updates regarding the indoor range: Thanks to the efforts of Lee Wenger and other RSOs who assisted in the installation, our camera system, covering the office area and each shooting position, is back up and running. A special events team, headed by Michelle Klein, is being formed to assist in scheduling, coordinating, and planning special events and gatherings at the indoor range. Ladies Night will be calendared soon, and I hope to announce the date within the next few weeks. If you have events or groups you would like to host at the indoor range, please contact Michelle Klein. She will work with Chief Range Safety Officer José Torres, the Indoor Shooting Facility Committee, and others to help meet your needs. Many thanks to RSO Denis Sullivan who alerted me to the availability of slots in the NRA RSO training at Sanner s Lake Sportsmen s Club in St. Mary s County. We have several SCSC members who have registered to attend, some of whom have expressed interest in serving as SCSC indoor range RSOs. This is great news for all of us. Please reward their hard work by taking advantage of our open range dates, generally every Wednesday, two Saturdays each month, and one Sunday. Please refer to the calendar included with each Recoil for exact dates and times. By the way, Sanner s Lake recently told me that they are anticipating holding two more RSO training courses this year and that we are welcome to have our members attend. Think about joining the fine group of trained RSOs here at SCSC! Lastly, with regard to the safe shooting area at our Welcome Property please be mindful of the target at which you are shooting, what is behind it, and what is around it. The berms offer a great deal of protection from stray rounds, but they are not failsafe and do not absolve us of our responsibility for each round we fire. Remember, our property is not fenced in, making it possible for people, pets, and wildlife to cross your line of fire. Do your part to maintain a safe environment. Treasurer s Report Marlene Smith All committee chairs are reminded that funds collected as a result of committee activities are due monthly (or within 30 days of the event). Event paperwork must include a list of participants, their SCSC member number (or other affiliated club membership number), the amount paid, and the total income. The committee financial report must also include a detailed, itemized listing of all expenses, and must include receipts. All paperwork and collected funds must be turned in monthly, with the required supporting paperwork. Incomplete reports or reports without receipts will not be accepted, and reimbursement will not be paid without supporting paperwork. Committee chairs are reminded that their monthly expense reports for reimbursement cannot exceed $100 without approval by the membership or Board, as appropriate. Our program normally runs until about 4 pm. We meet at the indoor range located in Middleton Hall. Our program is open to the public and teaches children 6-18 years of age basic marksmanship and firearm safety. We utilize the Winchester/NRA 4 position small bore program and award qualification medals to those that earn them.
